5 Our Management System

5.1 Third Party Accreditation

Spence Contracting have 3rd party systems accreditation as per the following standards:

5.2 Achievement of Quality Outcomes

For all relevant projects cited, Spence Contracting have conformed to the quality requirements of each contract and its relevant specification requirements by implementing the following:

▪ Creation, submission, review and approval of project specific Quality Management Plans (QMP) outlining the quality requirements and deliverables of each project and the contract specifications.

▪ Development of task specific Inspection Test Plans (ITP’s) pursuant to the specification and contract clauses, clearly outlining the relevant Hold Points, and Witness points to adhere to for any specific tasks.

▪ Development and management of a Lot status register, outlining the status of open, guaranteed and closed lots throughout the construction period.

▪ Monitoring of quantities to ensure lot frequencies are adhered to for tasks with specific lot testing and monitoring requirements under the contract and its specifications.

▪ Conformance testing and selection of the specified materials required for the project.

▪ Ensuring required tests to the required frequencies are planned and undertaken as outlined within the specifications

▪ Adherence, experience and knowledge to DTMR specifications and the projects relevant annexures.

▪ Ensuring accessibility to NATA certified testing resources to achieve the required conformance requirements.

▪ Monitoring and management of Non-Conformances and corrective actions where required.

6 Our Past Performance

6.1 Remote Success

Spence Contracting have recently completed the following projects located in remote locations within Queensland and the Northern Territory.

▪ BULK SHIPMENT OF GRAVELS VIA BARGE, BORROLOOLA, NT TO MORNINGTON ISLAND QLD

▪ R2R FLOODWAYS AND CULVERTS UPGRADE, MORNINGTON ISLAND QLD

▪ ROM EMBANKMENT PAD AND BATCH PLANT INSTALLATION, MORNINGTON ISLAND QLD

▪ DIAMANTINA POWER STATION CAR PARK UPGRADE, MOUNT ISA QLD

▪ LAKE MOONDARRA PIPELINE UPGRADE, MOUNT ISA QLD

Each of these projects have presented our project teams with a number of challenges in relation to logistics,

weather and time management that were successfully overcome.

Our success on these projects can be attributed to several key factors; our dedicated staff, our fleet of owned and unencumbered plant, our contribution to the local communities in which we operate and a commitment to fully understanding out Clients requirements.

It is our intention to continue to develop our capabilities within remote locations, drawing on our lessons learnt and continually improving our delivery methods.

6.1.1 Our Staff

Our team of experienced project managers, engineers and supervisors are well adjusted to and enjoy working on projects in remote locations. They understand the importance of early planning and procurement that is required to achieve project milestones and are highly adaptable to managing change in a no fuss

manner.

We pride ourselves on our people and their representation of our company values in all situations.

6.1.2 Our Plant & Equipment

Our fleet of plant and equipment (listed above) is owned unencumbered by our business enabling us to internally manage our plant and equipment needs most of the time.

We are able to mobilise with ease the required items of plant to remote projects utisling our own floats.

The flexibility of owning our own equipment further supports our suitability for working within remote regions

and allows us to be very competitive with our pricing.

6.1.3 Our Local Community Contribution

It is our commitment to the local communities in which we work to positively contribute. We strive to leave an

impression by participating in local events and offering our services to those in need.

Our presence on Mornington Island has been well received as a result of our commitment to minimal

disruption to the day to day operations of local resident’s.

We have also contributed to the local sporting teams through sponsorship and hope to nurture and build the relationships we have built within this remote community and all others in which we operate.

6.1.4 Our Understanding of Client Requirements

Our approach is to work collaboratively in an open book manner with our Client’s to ensure their requirements are fully understood. This approach allows both our project teams and our Client fully

understand our expectations of one another and allows the building of mutually beneficial and long-term

relationships.

It is our intention to exceed our Client’s expectations wherever possible without compromising on the quality

or safety of our work.

Contracting have proven that despite the vagaries of weather in “cyclone alley” logistics of delivering plant, materials and resources to such a remote island location that they have the capacity to deliver very high

quality work on time and budget.

6.1.5.2 Business Manager – Rise Ventures

“Rise Ventures delivers the Commonwealth government’s Community Development Program and

Employment and Training Programs on Mornington Island.

We have had a productive and collaborative relationship with Spence in relation to the employment and skills development of local people here on the island. We have found the crew at Spence committed to local

employment and they have made significant effort to assist employees to maintain their employment with the

company.

Unemployed community members often have extensive barriers to employment including lack of skills and

experience, family and cultural issues, reliability issues, low levels of literacy and numeracy, legal and housing issues and confidence and motivation to work. Owen Whish and Spence workers have dealt with these issues in a culturally appropriate manner and have been able to form a great working relationship with

their local staff members. This has built confidence in workers. Some of which developed skills to go on to permanent employment with the council

If Spence were to continue to work on Mornington Island I am confident that RISE CDP participants would

gain work with the company as they have a familiar and trusted presence with workers”
