ELEMENT 2: PROJECT BACKGROUND AND SUMMARY

Describe how this project was identified as a need (include supporting data and statistical information), how it relates to your library’s strategic plan or other local planning documents, what will be accomplished if this project is implemented, and how you will know whether your project is successful. Your summary should relate to activities in the timeline (Element 4).

Riverside City College (RCC) is a Hispanic- and Minority-Serving Institution located in Southern California’s Inland Empire region (an area east of Los Angeles County, centered around the cities of Riverside and San Bernardino). With an annual enrollment of nearly 29,000, RCC’s student population reflects the socioeconomic and ethnic diversity of the region (2016-17 data). Hispanic students represent the largest ethnic group (59.92%). African-American and Asian-American students represent 8.18% and 5.1%, respectively, and 20.7% identify as white; 57% are female. More than 40% of RCC’s students reside in households where a language other than English, primarily Spanish, is spoken. Some 63.7% are low income, based on Pell eligibility. Although located approximately 60 miles from downtown Los Angeles, Riverside in many respects is a world apart. It is the most populous city in the Inland Empire and the county seat of Riverside County the state’s fourth largest county by population. Yet according to the U.S. Census Bureau’s American Fact Finder 2016 American Community Survey 1-Year Estimates, 38.2% of the county’s population lives in poverty, and educationally, only 28.3% have an associate’s degree or higher, compared with 39.6% in California and 38.3% for the United States.

With over 4,000 freshmen arriving on campus directly from high school each year and a six-year completion rate of 50%, including AA/ASs and certificates (15%), and transfers with or without a degree (35%), RCC has begun to focus more intentionally on student success in all aspects and areas.

In seeking to raise the employment levels, and lower the poverty rates in the community, RCC offers a large number of career and technical education programs. While these programs are robust, and enrollment is high, the library would like to help increase the program completion rates by offering materials and services that will address the information needs of students as they navigate these programs and search for gainful employment after completion.

The Riverside City College Library will address the above needs in two ways. We will purchase materials, and we will host a series of Career Vision workshops open to students and the community at large.

Materials: The RCC Library will purchase $12,500 worth of career and vocational books to help meet the information needs of our students. These items will cover a wide subject area that will mirror the certificate programs we offer on our campus. The purpose of these certificate programs is to equip exiting students with the tools they need to succeed in the workforce of their choosing. We offer a number of these certificate programs including: Nursing, welding, automotive technology, cosmetology, culinary arts, air conditioning and refrigeration, graphic design and printing, and computer programing. Technical Services Librarian, Shannon Hammock will produce a list of materials that address the information needs of students in each of our certificate programs by the end of August 2018. This list will be reviewed by the project coordinator and library faculty before purchase. Once books are received, they will be processed, cataloged, and put into circulation in the RCC library. The goal is to have the books on the shelf, ready for student use, by December 2018.

Workshops: The library will host 5 Career Vision workshops on campus and in the community. These Career Vision workshops will be led by Ms. Jamie Beck who is a former California State University career counselor. Two workshops will be held on the RCC campus during the Fall 2018 semester as well as 2 more in the Spring 2018 semester. There will also be a workshop held off campus at the Riverside Public Library. The 4 sessions held on campus will each focus on a different topic that aligns with four of the campus' College and Career Pathways: Career and technical education, Humanities, Nursing, and STEM (Science, Technology, Engineering, Mathematics). A 4-hour session held at the public library will be more general in nature and cover the key skills one needs to find and keep meaningful employment. RCC is one of just 20 out of 113 community college campuses in California selected to work on developing its Guided Pathways in partnership with the California Community College Chancellor's Office and Columbia University's Teachers College, Community College Research Center.

The Guided Pathways Model is an integrated, institution-wide approach to student success based on intentionally designed, clear, coherent and structured educational experiences, informed by available evidence, that guide each student effectively and efficiently from her/his point of entry through to attainment of high-quality post-secondary credentials and careers with value in the labor market. Indicators of success of this project will be audiences who report that they feel a greater sense of direction as well as more confidence in their ability to execute a succesful job search.

B. Project Purpose – Short statement which answers the questions: we will do what, for whom, for what expected

benefit(s). The library hopes to greatly increase the information RCC provides its students in the area of workforce readiness.

This greater access to information in the area will help ready students to enter the workforce in a number of lucrative areas. The books purchased will equip students with relevant tools for passing industry employment tests such as the HVAC Test, NCLEX, and C++ programming. Many jobs require passage of industry tests before a person can be considered for employment. Students and community members who attend one of the Career Vision workshops will be given a number of tools and ideas to become proactive in their job search. Jamie Beck will be tailoring the 4 workshops held here on campus so that they align with broad major clusters (Pathways).

C. Anticipated Project Outputs – Quantitative measures of services and/or products to be created/provided. 1. Add 350 employment support books to our circulating collection.

2. 5 workshops will be held (4 on campus and 1 at the Riverside Public Library) 3. We anticipate 30 people will attend each of the 4 workshops held on the RCC campus and 80 will attend the Riverside Public Library workshop for a total of 200 attendees. 4. Create 500 fliers promoting workshops. 5. Create 20 posters promoting workshops. 6. Create 5 online promotions for workshops.

D. Outcomes. Please select one or more of the outcomes provided by the State Library (see Instructions) that relate to the primary Five Year Plan goal that you selected in Element 1

Goal 5: California libraries contribute to economic development and workforce innovation in their communities. Provide Californians with workforce readiness skills, job training, job-seeking resources, and career development opportunities. From Outcome 2b--Californians discover and participate in learning activities at the library: 95% will report that they learned something by participating in this library activity. 90% will report that they feel more confident about what they just learned. 95% will indicate that they intend to apply when they just learned. 80% will report that they are more aware of resources and services provided by the library. 50% will report that this is their first time taking part in a program in the library.

E. Briefly describe how this project will be financially supported in the future, should it prove successful. Sustaining this project beyond the grant period will happen in two ways:

1. The Riverside City College Library will closely monitor the circulation stats for the items purchased using these grant funds. We anticipate that these books will have a relative high circulation rate because they closely align to our programs offered. These circulation stats will help us determine which items have the highest demand so that we can assign a portion of our future book budget to purchasing new editions of materials in the collection as they become available. 2. The Library will work closely with the counseling department on the RCC campus to see about incorporating portions of the content covered in the Career Vision workshops into their ongoing workshops. The counseling department currently hosts a series of workshops, but only a couple of them currently touch on workforce development.

F. Activities. What activities will be used to accomplish your project and achieve your outcomes? Per IMLS, Activities are actions through which the Intent (Element 4A) of a project is accomplished and which account for at least 10% of the total amount of resources committed to the project. IMLS has identified 4 types of Activities and associated Modes (methods by which the Activity is carried out) Select all that apply to your project and provide descriptions for each.

1. Instruction - Involves an interaction for knowledge or skill transfer and how learning is delivered or experienced. (Check all that apply and provide a description including whether the format will be in-person, virtual, or both)

Description: The library will host 5 Career Vision workshops on campus and in the community. These Career Vision workshops will be led by Ms. Jamie Beck who is a former California State University career counselor. redefine the role work plays in their life.

2. Content - Involves the acquisition, development, or transfer of information and how information is made accessible. (Check all that apply and provide a description including whether the format will be physical, digital, or both)

Acquisition - Selecting, ordering, and receiving materials for library or archival collections by purchase, exchange, or gift, which may include budgeting and negotiating with outside agencies (i.e. publishers, vendors) to obtain resources. As a partner the Riverside Public Library w ill host a "Career Visions Workshop" at the Main Library located at 3581 Mission Inn Avenue.
