The Competitive Festival Movement provides opportunities for individual talent to be developed to its best level.

It provides a platform for many talented amateur musicians and verse speakers of all ages, both for thoseespecially gifted & for those who just want to learn how to give of their best. It gives the stimulus of preparing fora public occasion and an opportunity to listen and learn from the performance of other competitors.

Most important is the constructive criticism, help and advice given by professional adjudicators which helps the competitors to improve their respective skills, and, of course, educates. It is not really important whether competitors achieve first, second or third places in a class, but the adjudicators’ remarks both on paper and in public give a sense of achievement and encourage development.

Many of today’s professionals began by entering Competitive Festivals. Cornwall Music Festival is proud to name among its former competitors Sir David Willcocks, Wendy Eathorne, alan Opie and Benjamin luxon.

As the Festival grows in size the challenge becomes ever more formidable. CHRISTOPHER FIELD Ma, aRaM, lRaM, aRCM London

Christopher Field has enjoyed a widely varied musical career. As a boy, he sang at the Coronation of HM Queen Elizabeth II in Westminster Abbey and played double bass in the London Schools Symphony Orchestra. He was a Choral Exhibitioner at Trinity College, Cambridge and a scholar of the Royal Academy of Music, later winning an Arts Council of Great Britain scholarship for postgraduate singing studies with Frederick Husler in Switzerland.

Tish Nicoll is a Fellow of The English Speaking Board; a member of The Society of Teachers of Speech and Drama; a member of The British Voice Association, and a Member of the Panel of Speech and Drama Adjudicators of the British

and International Federation of Festivals.

Born in Aberdeen, Scotland, Tish is a Licentiate of The Guildhall School of Music and Drama. She has a wide range of experience in teaching all age groups in schools, colleges and the business world. Tish now lives in Oxfordshire and works freelance. She is visiting lecturer in Vocal Communications in colleges in the UK and in Italy. She also examines for The English Speaking Board (International) Ltd. and was their Chief Examiner for seven years. She has travelled widely both in the UK and overseas lecturing, running workshops, examining and adjudicating and in 2007 was honoured to

become Patron of “Oracy Australia Assoc.”

As well as “Voice Over” work for advertising, Tish has television experience as a performer and stage experience as a

performer and director. She is also a trained singer, specialising in recitals of poetry and song.

From an early age Tish took part in Festivals and well remembers how it feels to be a participant! Now, herself a Festival organiser and adjudicator, she knows the importance of these events and welcomes the opportunities offered to performers of all ages, giving them a platform for their work and a chance to celebrate music, poetry and drama.

After becoming established as a baritone soloist, he joined the music staff of Dulwich College, eventually retiring as Deputy Master. Throughout that time he continued to sing, conduct choirs, play the double bass and compose. Several

of his teaching works have appeared in the singing and double bass graded examination syllabuses of the Associated

Board of the Royal Schools of Music and Trinity Guildhall.

An experienced festival adjudicator and ABRSM diploma examiner; he conducts the City of London Chamber Choir, teaches singing and double bass, has wide experience of conducting workshops for both adult and children’s choirs and has taught advanced students and given masterclasses at Söngskólinn í Reykjavík (The Reykjavik Academy of Singing and the Vocal Arts). From 1985 to 2005 he was a member of the Council of the Royal School of Church Music. He was appointed an Associate of the Royal Academy of Music in 1993.

Jan is a fluent Cornish speaker, having studied in the Liskeard class. She passed the 4th Grade Exam in 2004 and

EILEEN FIELD aRaM, GRSM, lRaM, aRCM, PGCa London became a Bard in the same year. She teaches Cornish in Lostwithiel, Saltash and Callington and is a member of the Cornish Language Partnership’s translators’ group.

Eileen Field studied singing and piano at the Royal Academy of Music and was appointed an Associate in February 1998. She has extensive experience as a soprano soloist, accompanist, choral conductor and teacher of piano and singing from beginners to post-graduate level. She very much enjoys giving masterclasses for solo singers and choirs, and has worked with among others, the Highcliffe Junior Choir, former winner of the Sainsbury Choir of the Year Competition, and students at the Söngskólinn í Reykjavík (The Reykjavík Academy of Singing and Vocal Arts) in Iceland.

After studying in France, she worked in Marketing and Sales, using her languages in developing bilingual labelling for Mary Quant Cosmetics and through translating. She passed the Certificate in Education at Cornwall College in 2008 and is currently a student with the Open University, where she has studied the Welsh for Beginners module.

Eileen is a grade and diploma examiner for the Associated Board of the Royal Schools of Music, also moderating HILARY KEAM Cornish Dialect Probusexaminers and helping to train new examiners. In 2007 she was appointed Consultant Moderator. She was the Lead Consultant in the selection of repertoire for the new ABRSM Singing Syllabus. Eileen has examined and presented seminars for teachers in the UK, Southern Africa, the Far East, the USA and Canada, and throughout Europe, including the Faroe Islands, Iceland and Poland. In 2000 she selected the material and wrote performance notes for the Boosey and Hawkes 20th Century Easy Song Collection and a second volume, containing more advanced repertoire, was published in November 2005.

Eileen’s work as a long-established adjudicator for the British and International Federation of Festivals has taken

her all over the British Isles with frequent appearances as an adjudicator for the National Festival of Music for Youth.

Hilary Keam, a retired Primary School teacher, was ‘born and bred’ in Cornwall, and is fiercely proud of her Cornishheritage. She has been writing and performing her own Cornish Dialect poems for the past thirty-five years, andis in constant demand to entertain at Churches, Chapels, Old Cornwall Societies, WI meetings and Senior CitizensGroups. These engagements provide the opportunity for her to support various Cornish Charities with donationsshe receives in lieu of fees. As well as performing in Cornwall, she has entertained at both the Sydney and AdelaideCornish Associations. It was a very proud occasion for her when she was initiated as a Bard at the 2010 Cornish

Gorseth. She has been a volunteer helper at the Cornwall Music Festival for the past six years, and feels honoured

to be invited to adjudicate the Cornish Dialect Class again this year.

1 Sections D, E & F (Adult Choir classes) have been re-designed.

2 Section H (Adult Vocal classes) has been slightly re-designed.

3 Class R1 (Concerto Class, with Weekend Workshop and an ensemble) is for Oboe this year. See belowNB The deadline for receipt of entries for this class is 7 December 2012.

4 We no longer ask entrants to provide a stamped addressed envelope for receipt of Notifications. We shall provide theenvelope and postage, as the Federation now requires us to enclose a quantity of other paperwork.A £1 charge is made per entry, to cover the costs involved.

C O N C E R T O W O R K S H O P

An Oboe Concerto Workshop will be held during the weekend of 23 and 24 February 2013 at Benallack, near Grampound.The tutor will be Fernando Ramirez, a professional oboist with the Holland Symphonia and Orchestra of the Dutch National Balletwho has extensive experience of working with musicians of all ages and abilities at workshops and summer schools.

The cost of the workshop will not exceed £50. Do not send the course fee with your Festival entry; this will be collected prior to the course. Full details will be given to the first 10 players to have entered the Class. An accompanist will be provided for the workshop and will also be available for the heats.

The elimination heats for the concerto (Class R1) will be held on Wednesday 13 March. The four finalists selected will then go forward to the Final (Class R2) on Wednesday evening. Class R2 will be accompanied by the locally-based Melagari Quartet, to whom we are most grateful. The finalists will rehearse with the Quartet prior to the evening.

If you were a trophy winner at the 2012 Festival, please arrange to have the trophy engraved (at your own expense) and returned not later than Saturday 12 January 2013 to Mrs Juliet Dundon, ‘Pengover’, Treluswell Fourcross, Penryn TR10 9AN (Tel 01326 372412).

2 EntriesEntries for the 2013 Festival (including the Concerto Class) should be made by post to: Mr Michael Edwards, Chy Menestrouthy, 1 The Cedars, Truro TR1 2FD.All entries must be submitted on the given form and received before the closing date: Friday 7 December 2012 for the ConcertoClass and Saturday 12 January 2013 for all other entries. Entries can only be processed upon payment of the relevant fees.For details see the Entry Forms in the centre of the Syllabus.Copies of own or original compositions, whether music or verse (Classes W 1 to W 4, X 27, X 28) must be submitted to the General Secretary: Mrs Carolyn Buley, 26 Epworth Close, Truro TR1 1UP by Saturday 26 January 2013. Should you require Programme(s) by post in advance of the Festival, please include the appropriate amount together with Entry fees, as indicated on the entry forms.

3 Entry feesTeachers / schools may deduct one Entry fee (the lowest payable) for each complete ten (10) entries. Soloists entering five (5) Classes or more may deduct one Entry fee (the lowest payable). Entry fees are not refundable.

4 Accompanistsoffer their services, but will not accompany Competitors unless previous arrangements have been made with them. If Competitors require them to accompany for own-choice items, the music must be sent directly to the agreed accompanist and private arrangements should be made regarding practice and payment.

5 Rehearsal roomsNo rehearsal or changing rooms will be available. For the sake of equitability in competitive classes, teachers may not use any part of the premises for coaching or rehearsal.

6 Personal possessionsNeither the Festival nor the Church Council takes any responsibility for loss or damage to personal possessions.

Financial arrangements between accompanists and competitors for

rehearsals prior to performance should be agreed privately. This is not theresponsibility of the Festival.

Rehearsals should be arranged with accompanists before the Festival. Accompanists may not be available to play if prior arrangements to accompany a performer have not been made. Please book your accompanist well in advance.

7 Gala ConcertPerformers selected to take part in the final Gala Concert on Saturday evening 16 March will be expected to attend. Theymay perform only the items used during the Festival week.

8 Complimentary ticketsSchools bringing large numbers of children (Choirs / Choral Verse / Bands / Orchestras) may qualify for complimentary tickets for adults who help to supervise the children.In addition to Conductors and Accompanists, for whom there is no charge, one complimentary ticket per ten pupils will be issued for adult supervisors. (eg 30 pupils = 3 complimentary tickets).All other adult spectators will be expected to purchase a ticket.

9 Data protectionUnder the Data Protection Act 1998 which came into force on 1st March 2000, this Festival is exempt from notifying the out pursuant to the Act. Data held is solely for the purpose of running the Festival and personal data will not be disclosed to third parties without express consent, except in fulfilment of constitutional purposes.

10 ParkingThe Festival’s use of the premises of Truro Methodist Church does not extend to the car park. No parking will normally be available on the Church premises. Alternative long-stay car parking is available in public car parks near Truro Bowl, or at the Viaduct at the top of Pydar Street, or on the corner of Old Bridge Street / St Austell Street. The Park-and-Ride bus from Threemilestone is also recommended, and cheap, but it stops running at 7pm.

G E N E R A L R U L E S F O R 2 0 1 3 Transposition is not permitted.In any case where a Competitor cannot obtain the specified edition, the General Secretary shall be informed and asked fora decision regarding alternative editions. A Competitor using an edition other than that specified without permission, shallbe adjudicated but have no marks awarded.

The Festival has entered into an agreement with the Authors’ Licensing and Collecting Society which means that Competitorsdo not have to seek copyright permission for any poetry, prose or solo dramatic items to be performed, to a time limit often (10) minutes. Authors will, therefore, be directly reimbursed as a consequence of their work being performed at thisFestival. (Duologues and group dramatic activity are not covered by this agreement and copyright for these items must beseparately sought by performers at the time of entry). Solo dramatic items must be announced at the time of performanceto qualify for copyright indemnity and the performer must not change the words or gender of the character.

2 Photocopyinga) Spoken Word. By agreement with the Copyright Licensing Agency, it has been agreed that a copy of own-choice poetry/prose may be made for the Adjudicator’s use. This copy must be destroyed upon completion of a Class entry. Photocopyingof other items by Competitors or teachers remains a matter between themselves and the Copyright Licensing Agency.b) Music. The Music Publisher’s Association Code of Practice on Photocopying Copyright Works makes the following concession. When an ‘Own-choice’ work is selected from a publication containing several different works and which is not published separately, one copy may be made provided that the copy is retained by the Festival and destroyed immediately after the event. This permission specifically does not apply to set pieces. Infringement might lead to disqualification.Single copies of pieces of music may not be photocopied without the prior permission of the copyright holder.

3 Amateur statusThe Festival is open only to amateurs. For this purpose, an amateur is defined as ‘a person who does not derive orhas not derived a significant part of his/her living by performing or teaching in the discipline involved. A teacher may beallowed to enter, at the Festival’s discretion, if performing a different discipline from that upon which he/she makes his/her living.’ Persons beyond school leaving age studying music at a music college, conservatoire, university music department or similar establishment are ineligible for competitive classes other than Class TT6 or non-competitive class U9.

4 Right of entryThe Festival reserves the right to refuse any entry without assigning a reason and also to withdraw or combine Classes which have insufficient entries, and to transfer Classes from one session to another, or from one day to another.

5 Age limitIn any Class where an age restriction applies, unless otherwise specified the ruling date shall be 1st March in the year ofthe Festival and the Festival reserves the right to require proof of age.

6 Performancesa) Order of performance is drawn by computer random selection. b) All items must be performed in the order specified in the Class details set out in the Syllabus.c) Instrumental Solo – Competitors may perform once only in each Class unless playing a different instrument.d) Ensembles – In duet, trio or ensemble Classes a Competitor may perform more than once in each Class provided a

different piece of music is performed.e) In any Class where more than one piece is required, membership of any ensemble or group taking part shall be the same

for each piece. f) Competitors may not perform the same item in more than one Class, except as otherwise stated; neither may they perform

items used by them in the previous year.

7 Date & time for performanceCompetitors must perform on the day and at the time specified. Classes will not commence until the time stated in theProgramme but may occasionally start later in circumstances beyond the Festival’s control.

8 GradesNotwithstanding Rule 6d, competitors may perform in only one Class and where Grades are set the piece chosen should be appropriate to that grade. Competitors may not enter a Class lower than the Grade they have achieved.

9 Set musicInClasses whereset musicis required,the specified edition must beused andadhered to, unless otherwise statedin the Syllabus.

10 ChoirsAll choirs participating in any Class must be seated in the Church/Hall before commencement of any such Class, unless otherwise directed by a Steward. Adult choirsmay sing fromthe choir stalls,if sodesired. However, theyshouldnote thatthe piano ison theground floor. Permissionto use the church organ or electronic piano must be obtained in advance from the Director of Music at Truro Methodist Church.

11 PianoNo competitor may play the pianos in the Church or adjoining rooms at any time without prior permission of the Chairman or Secretary of the Festival, except that Competitors for Classes T6, T10, T19 & T20 (Advanced Piano classes) may take two (2) minutes to familiarise themselves with the instrument.

12 Fine tuningCompetitors in Sections N (Ensembles), O (Brass), Q (Woodwind), S (String Solos) and U (Instrumental Ensembles) shall be permitted fine-tuning time of up to two (2) minutes immediately prior to performance.

13 Time limitsIn own-choice pieces all performances must comply with any time limits set, and any performance exceeding such time limits may be terminated by the Adjudicator.

14 Choral and verse-speaking classesCompetitors in choral and verse-speaking Classes X4 – X7, X9 – X24, X27 & X28 must perform from memory.Classes X4 – X6 More than one group may enter from any school. Groups should consist of not less than 10 young people who should perform without the assistance of a conductor or prompting from the floor.

15 Recording and photographyperformance. Permission to photograph any child must be obtained from a relevant teacher or adult beforehand.The Public, News Media Photographers and Reporters must observe the usual protocols concerning photographing young people and naming them in media publications. In ALL cases, permission of responsible teachers, parents or guardians MUST be obtained in advance.

16 Music, Verse & Prose for Adjudicator Scores of own-choice music and selections of own-choice verse and prose must be provided for the Adjudicator prior to commencement of the respective Class. Please show the Class number, name and performance number of the Competitor, title of the own-choice piece (and page number where appropriate) on the front of the copy.

17 Own-choice EntriesIn all own-choice entries, quality of choice will be taken into consideration.

18 AdjudicatorNo one may speak to the Adjudicator before or during any performance unless requested to do so.

19 Adjudicator’s decisionThe Adjudicator’s decision shall be final. Awards may be withheld in any case in which, in the Adjudicator’s opinion,sufficient merit is not shown.

20 ProtestAny protest shall be made to the Chairman, Vice Chairman or Secretary prior to adjudication of the Class in question.

21 Rules In the case of an infringement of any rule, the Adjudicator may be advised accordingly and shall adjudicate the entry but not award marks.

22 MarkingThis Festival adheres to The British and International Federation of Festivals National Standard Marking System. All adjudicators will mark to a common standard, whereby a similar performance at different Festivals is awarded a similar mark, thus avoiding wide discrepancies. The standards are as follows:

CORNWALL MUSIC FESTIVAL is governed by a constitution and managed by elected trustees. They are supported in holding the Festival each year by a general advisory committee. All trustees and members of the general committee are unpaid volunteers elected at each Annual General Meeting (or co-opted to the general committee, as the case may be).

3 TO WHOM DOES THIS POLICY APPLY75-77 FAIR A performance limited in its communication This policy relates to children under the age of 18 years and members of vulnerable groups of any age whose needs are 78-80 MODERATE A performance showing development of technique and/or communication81-83 MERIT A capable performance showing some artistic appreciation and/or technical ability84-86 COMMENDED A convincing performance technically and artistically87-89 DISTINCTION An excellent performance technically and artistically90+ OUTSTANDING An exceptional performance, both technically and artistically

23 Schools It is understood that the Department for Education has expressed willingness to allow time spent at the Festival by classes, choirs and teachers to be reckoned as school time.

24 Seating Competitors and audiences must remain seated, and should only enter or leave the room between performances.

25 Music StandsThe Festival owns a stock of 20 strong music stands, although soloists and ensembles are welcome to provide their own if they wish.

26 Certificates, Mark Sheets and all ‘Own-choice’ Musicmust be collected from the secretaries’ table at the end of adjudication of each class. These can not be posted to you.

S A F E G U A R D I N G P O L I C Y implemented from July 2008 (revised February 2012)

PRELIMINARY STATEMENTThe safety of children and members of other vulnerable groups is paramount and all, without exception, have the right to protection from abuse. All suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately and all the charity’s trustees, staff and volunteers have a responsibility to report concerns. Throughout this Policy, where “children” are mentioned, this also includes members of other vulnerable groups.

1 PURPOSE AND FUNCTION OF ORGANISATION: CORNWALL MUSIC FESTIVAL holds annually in the County of Cornwall an amateur competitive and non competitive festival of music and spoken word under the title of CORNWALL MUSIC FESTIVAL (‘the Festival’). The Festival commenced in 1910 and has continually striven to ensure a happy and friendly atmosphere for all competitors who may enter from within the County of Cornwall or anywhere beyond. Professional adjudicators and specialists are engaged to ensure a high standard of judgment of competition for which trophies may be awarded or otherwise.

2 THE FESTIVAL ENVIRONMENTCORNWALL MUSIC FESTIVAL declares that it will take practical steps to ensure that the Festival is held in a safe environment for children under the age of eighteen years and vulnerable persons of any age who are attending.TMC has three performance areas. Performers can move safely between these areas without leaving the building. Each area is staffed by carefully screened volunteers and members of the Festival Committee.The Church is not usually used by members of the public during Festival Week unless they are attending the Festival.CORNWALL MUSIC FESTIVAL cannot, however, take responsibility for children and, in this regard, sends this policy to all parents, guardians and carers to let them know that, if they are not attending with their children, it is their responsibility to ensure that they are accompanied to the festival and supervised by a responsible adult.

4 FESTIVAL PERSONNELAll volunteers are selectedfromknown associates,andtheirrecords (namesaddressesetc) are keptonfile. Where thejob descriptionreview has identified that an enhanced disclosure is required this will have been obtained fromthe Criminal Records Bureau.At the Festival, each steward on duty will be identifiable by a suitable and clear badge. In the case of a problem anyone wearinga badge should be approached and will be able to help. Problems will usually be dealt with by the appointed senior organiseron duty for the time being at the Festival, who will take steps to resolve the issue privately in a sympathetic and understandingmanner. Written record of any problem and its resolution will be maintained by CORNWALL MUSIC FESTIVAL.

5 PREPARATION FOR ATTENDING THE FESTIVALThis Policy is sent to all parents, guardians and carers in time for them to make their arrangements for their performance(s) at the CORNWALL MUSIC FESTIVAL. It is sent either directly or via children’s teachers, who are partners in ensuring a safe environment at the festival. It relates to children under the age of 18 years and members of vulnerable groups of any age who are identified to the organisers prior to their arrival at the festival.By signing in the appropriate place on the Entry Form, teachers, parents and guardians accept that they have become partners in implementing this Policy. If teachers do not return a signed form, entries cannot be accepted as it may damage this charity irreparably if failure to follow the Safeguarding Policy is not observed.Where parents/guardians/carers are not attending with their children, this Policy requires them to be satisfied that theirchildren will be accompanied to the festival and adequately supervised by responsible adults acting on their behalf.

6 PERFORMANCE AREASThe Festival is typically held in a single suite of buildings, to which the general public may be admitted upon purchase of a ticket. The Festival stewards have authority to exclude any person without stating reasons. Toilet facilities are available at various locations throughout the premises and the Responsible Adult is solely responsible for supervising any Child requiring such facilities.There are no permitted changing rooms or ‘warm-up’ rooms available, except at the sole discretion of the senior organiser on duty. Coats and equipment are to be left in auditoria during performances. In any case where a changing or ‘warm-up’facility becomes available, the Responsible Adult will remain solely responsible for supervising any Child using it.

7 PHOTOGRAPHS, VIDEOTAPES and PRESS PHOTOGRAPHYIn accordance with the Rules and Notices set out each year in the Syllabus and Programme, the Festival does not permit photography, video, sound recording or the like at any time, except by representatives of news media who bear press passes issued by CORNWALL MUSIC FESTIVAL and the Festival Photographer. All such representatives are required to ascertain from teachers and parents whether or not such photography, recording or the like may be made, and whether or not any person’s name or identity may be included in any subsequent publication or broadcast.

POLICY REVIEWThe organisers will constantly review their policy revising and enhancing it as necessary. In doing this they will look to The British & International Federation of Festivals for support and that body, in turn will look to other agencies for good practice, most notably the NSPCC and Arts Council of England policy guidelines.
