What Are Energy Audits? Performing an energy audit is a crucial step to assessing and
improving energy efficiency. There are many types of energy audits that can be performed at water and wastewater treatment facilities, ranging from general 'walk-through audits' to more comprehensive 'process audits.
Enhancement of Energy Efficiency in Buildings
l Total annual electricity consumption of HK in 2009: about 41.5 billion kWh (equivalent to the consumption by 9 millions of families annually)

The Hong Kong Energy Efficiency Registration Scheme for Buildings (HKEERSB)
u Launched since 1998 to promote the voluntary compliance with
BEC to enhance building energy efficiency
u Up to Dec 2011, around 1,300 buildings have been registered
u Registered buildings included commercial, industrial and
residential buildings
u Participation rate of the private sector is very low (only around
30% of the registered buildings)
Mandatory Implementation of Building Energy Code (BEC)
• As voluntary compliance with a higher energy efficiency standard appears not to be forthcoming in Hong Kong and amidst the growing environmental concerns, Government consider it an opportune time to pursue mandatory implantation of the BECs to accompany market
• In order to combat climate change, mandatory implementation of minimum energy efficiency standard in buildings by legislation has been widely adopted by overseas and Mainland China driven changes
• The mandatory BEC is formulated with the existing voluntary BEC 2007 Edition as the blueprint

Control Regimes
1) Newly constructed buildings will be required to comply with the minimum energy efficiency standards and requirements as specified in BEC under BEEO
2) Existing buildings will be required to comply with BEC only when major retrofitting works are carried out
3) Commercial buildings and commercial portions of composite buildings will be required to carry out energy audits in accordance with the technical requirements as specified in EAC under BEEO

Energy Audit

• The owner of a building is required to engage a REA to conduct Energy Audit every 10 years
• The owner is required to obtain an Energy Audit Form and an energy audit report from the REA
• The REA is required to submit a copy of Energy Audit Form and the energy audit report to EMSD for record
• The owner is required to exhibit the valid Energy Audit Form in a conspicuous position at the main entrance of the building

The American Society of Heating, Refrigerating and Air-Conditioning
Engineers (ASHRAE) refers to
benchmarking as a preliminary energy use analysis; this process involves collecting facility energy data, reviewing energy bills, and comparing the facility's energy consumption with similarly-sized facilities using similar processes. EPA’s Energy Star's Portfolio Manager is a free, on-line benchmarking tool. EPA recommends all facilities use Portfolio Manager or another benchmarking tool prior to completing a walk-through or detailed process audit.
Energy Audit in US
Walk-through (also called ASHRAE Level 1) audits provide a “first
cut” assessment of energy savings; they’re especially valuable to small utilities with simple production and distribution systems, and facilities that have never received an energy audit. While walk-through audits lack a detailed analysis of potential energy efficiency measures (and only sometimes include rough pay-back period estimates), they reliably include relatively simple and immediately affordable recommendations—such as changes in operation timing (based on utility rate schedules), and upgrades to lighting, heating, ventilating and air conditioning (HVAC), and pumping equipment. For a small facility, a walk-through audit can be completed in 2-6 hours by someone familiar with the system. A number of entitles have provided ‘Do It Yourself’ guidance to assist facilities in conducting their own walk-through audits.
Energy Audit in US
Detailed process audits (also called Level 2—or, if more refined—
Level 3 ASHRAE audits) require a more in-depth conversation between the facility and professional auditors experienced in water and wastewater systems. Detailed process audits are the most cost-effective for mid-size and large facilities that lack in-house time to investigate energy efficiency opportunities, and that have not recently received an energy audit. Detailed process audits often involve equipment field tests, inventorying equipment energy performance data, creating energy profiles for equipment and systems, discussing potential O&M changes, and evaluating potential energy efficiency and renewable energy projects. Detailed process audits provide comprehensive information on the pay-back periods associated with the recommended measures.
