Sub: - Non remittance of amount recovered from the salaries of the employees to the societies in Punjab Circle

Sir,I would like to bring to you kind notice that BSNL Employees Co-operative Societies are

working almost in each and every SSA of Punjab Circle. These societies are disbursing loans to its members and the amount so disbursed is recovered by the BSNL as an obligation. A meeting of these societies takes place in the first week of every month and the loan is sanctioned in these meeting. A particular common problem of non remittance of amount recovered from the salaries of the employees is being faced by almost all the societies in Punjab circle. Due to late remittance of recovered amount the societies are not able to disburse the Loans hence the members are suffering hardships in fulfilling their financial requirements.

You are requested to look in to the matter personally and direct the accounts officer of all the SSA, s to remit the recovered amount in time.

Sir,I would like to bring to your kind notice that the union Subscription amount deducted from the salaries of the members of BSNLEU is not being paid at different levels well in time ,even in some of the SSA,s it is not being paid. Civil and electrical wings of Punjab Circle have not paid the deducted amount from the years together. In some of the SSA, s the amount is paid after three months for example Ferozepur, Amritsar, and Jalandhar etc. Our union is loosing a huge amount as interest due to late remittance of the subscription; more over difficulties are being experienced in maintaining the accounts. The amount of the subscriptions is to be send to the Circle treasurer at the below noted address.

Dear Comrade,

Kindly recall our discussion held at the time CEC meeting on 23-03-2012 at New Delhi, regarding the subject mentioned above. The treatment for the above noted diseases is very costly and at least five employees of Punjab Circle are suffering from the same. Punjab Circle is forwarding such cases to the corporate office for waiver of out door patient treatment reimbursement limit. No such case has been approved by the Corporate Office hence the employees are facing hardship in getting treatment.

You are requested to take up this serious matter at appropriate level to get declared Hepatitis –C disease as chronic, and get included in the list of chronic diseases. I am also enclosing herewith a copy of letter from Punjab Circle addressed to Corporate Office for waiver of limit for out door patients. You are also requested to peruse these cases until the disease is not declared chronic.

Sub: - Violation of BSNL Transfers Policy by GMT Ferozepur Agitation there of.

Sir,

Kindly refer to our discussion held on 27-06-2012 on the subject above. I would like to convey you that inspite of intervention by your good self the Ferozepur administration is not able to settle the issue. It is observed that Ferozepur administration is adamant and not ready to sort out the issue. Telephone Exchanges Wazidpur, Panniwala, Doba Kaler and Malookpur have been unmanned by transferring the staff. We can not afford to keep Exchanges vacant due to stiff competition in the market. The exchanges in Punjab Circle were manned in the Year 2004 only due to the efforts of BSNLEU. Moreover Transfers of the staff in midterm is gross violation of BSNL Transfer Policy. Great resentment prevails among the staff of Ferozepur SSA and the agitation may be intensified from the next week if the issue is not settled.

You are once again requested to direct the Ferozepur administration to resolve the issue without further delay, so that the peaceful atmosphere in BSNL Punjab is not disturbed. The ongoing agitation at Ferozepur may spread allover Punjab in the next week.

Kindly recall our discussion held in the Circle Council meeting on 25-7-2012 on the subject mentioned above and subsequent meetings with your good self. It was brought to your kind notice that the police authority of Gurudaspur has conducted a thorough enquiry and closed the case with remarks that no such incident took place at Gurudaspur. It was also stated in police enquiry that the case is nothing but rivalry of opposite unions. The then GMT, Shri. Labh Singh constituted a committee to enquire into the alleged sexual harassment case. The committee was dissolved on the compliant of the District Secretary and being partial. Now, the new GMT has again constituted the committee with same members. Also refer to District Secretary letter no. BSNLEU/SSA.PKT/ORG-22 dated at Batala the 8-10-2012 addressed to GMT Pathankot with copy to your self. District Secretary has again brought to the notice GMT Pathankot that the committee is working partially. But nothing has been done by the Circle level administration as well as Pathankot administration. Once again It has been brought to the notice of Circle Union by the District and Brach Unions of Pathankot that the sexual harassment committee is conducting the enquiry partially and threatening the alleged accused. The Pathankot administration also failed to intervene in the matter. The alleged allegations are of very serious nature and damaging the image of the BSNLEU as well as of Shri Rameshwar Rana, Branch Secretary, BSNLEU, Gurdaspur. We remained restrained due to your insurances given in the circle council meeting and in subsequent meetings. It seems that the administration has no interest to sort out the matter. Our Union will not sit as a spectator in this matter if the matter is not resolved and the false complainant are punished. Our union will start a rightful trade union action against the administration.

Sub; - Report on Joint Action programme/ Dharna on 17&18 December 2012 on the call of Joint Forum of BSNL / MTNL Unions and Associations. Dear Com.

I would like to bring to your kind notice some facts regarding two days Dhrana on 17 &18 December 2012. BSNL Employees union participated with its full strength in the Dharna both days, but the participation by the executives was negligible. They sit on Dharna only in few districts like Chandigarh, Ferozepur,Hoshiarpur, Jalandhar in the remaining Districts the did not participated in the Dharna. At Ludhiana the remained absent from the Dharna but two three members attend the lunch hours demonstration after marking their attendance. The role of the NFTE was also negative. NFTE participated in Dharna only in three Districts i.e. Hoshiarpur, Ropar, and Jalandhar. But their participation was negligible and at most of the places retired members of NFTE sit on Dharna.

We also fear that if orders of No Work No Pay are imposed more than 90% of the victims will be from BSNLEU. Grate resentment prevails in our rank and file and it is very difficult to convince them. You are requested to discuss this serious issue in the forthcoming meeting of the Joint Forum.

Also recall our discussion held in the Circle Council meeting on 25-7-2012 on the subject and subsequent meetings with your good self recently on 18-12-2012. It was brought to your kind notice that the then GMT, Shri. Labh Singh constituted a committee to enquire into the alleged sexual harassment case. The committee was dissolved on the compliant of the District Secretary and being partial. Now, the new GMT has again constituted the committee with same members.

We would like to bring to your kind notice some facts about the committee. The chairman of the committee Smt. Indu Bala is a habitual complainant and in the past she had also made such false complaints against our then district secretary Com. Ravi Kant Sharma to the All India Women’s Conference (Aided by Govt. of India). The complaint was found false and dismissed throughout on 18-11-2010. Copy of orders of the All India Women’s Conference (Aided by Govt. of India) is attached herewith.Another complaint was also made with the police authorities of Pathankot. In the light of the decision of the All India Women’s Conference (Aided by Govt. of India) she reached upon an agreement with Com. Ravi Kant in the presence of some imminent personalities on 14-12-2010. (Copy of the agreement attached). In the light of that agreement the case was closed by the police.

We have already conveyed to your good self that the Sexual Harassment Committee is conducting partial enquiry in the alleged sexual harassment case. Now in the light of above facts it is crystal clear that there is no truth in the case and union rivalry is the root cause of the allegations.In this case also the enquiry was conducted at the level of DSP and concluded with the remarks that allegation is false and the case is rivalry between the two unions

2012- request for grace marks. Dear Sir,

The above mentioned exam was held from 17th to 19th December 2012 in Punjab Circle. The candidates who appeared in the said Exam have brought to the notice of the union so many discrepancies. Details of the same are as under:1. In Paper-IV Telecom Accounts-II, Practical (with books) was of 100 Marks, but only one

question i.e. Q. no-6 of 20 Marks was with the help of books. Out of Six Questions Five were of numerical Nature. Whereas in the earlier examination held from 04 to 06 January 2010 the questions of 50 marks were with the help of books (theory).

2. The books allowed in the said Exam should have been checked before the start of the Exam. But the invigilator staff did not check the books before the examination. The candidates were called in the examination Hall half hour before the scheduled time. The invigilators interrupted the candidates during the whole time in the name of checking of the books hence wasting the time of the candidates and their concentration. It is observed that half of the time of the candidates was ruined in this practice.

3. Book FHB-III and P&T Vol-X was not allowed to use during the said exam and the books of the same were snatched by the invigilators, but later on returned after one hour only. The Answer sheets were collected before expiry of the time. In light of the above noted discrepancies you are requested to grant at least 20 marks in Paper-

IV or Re-conduct the said exam.With best Co-operations.

Kindly refer to our several meetings, letters to your good self, as well as the Circle Council meetings vide which burning issues of the staff were brought to your kind notice. What to talk of the action even the decisions of Circle Council were not implemented. Circle Management did not feel necessary to reply to the letters of the recognised union since a long time. The services of BSNL are deteriorating day by day, but no serious efforts are being made to bring the BSNL Punjab on wheels. All these issues have been discussed seriously in the last Circle Working Committee meeting of our union. It has been observed that no other way has been left than to start a rightful trade union action against the Management of Punjab Circle to settle the issues relating to staff and services. I have been directed by the CWC of BSNLEU Punjab to serve upon you a notice for trade union action under the provisions of Union constitution and trade union dispute act 1947 on the following issues.1. Non Empanelment of hospitals.2. Non implementation of circle council decisions.

a) Conveyance charges to the staff engaged in provision and maintenance of BB services.

b) Formation of committee to identify the unserviceable stores (Committees formed in some of the SSAs, but no action taken).

c) Review of medical claims of the staff.3. Harassment/ victimization of trade union leaders.4. Non supply of Tel. sets, Modems, Cables etc.5. Rampant corruption in engagement of labour by contractors in connivance with BSNL

Officers.6. Misuse of temporary advance by the field units.7. Execution of work without tenders in Ferozepur and Amritsar SSAs in violation of

corporate office orders.8. Poor maintenance of Cable net work and out door plants.9. Non availability of Ports/equipment for provision of Broadband connections in many

SSAs. 10. Indifferent attitude of Roop Nagar and Jalandhar Management towards recognised

union.11. Non installation of Wi-Max towers in remote areas.12. Non implementation of NEPP orders in case of lorry drivers in Punjab Circle.13. Non- settlement of medical claims of the staff.

If still the issues are not settled our union will be compelled to start a trade union action against the Circle Administration after the expiry of notice period of 15 days. Mode of action will be conveyed later on.

Kindly refer to your office letter mentioned above. We have gone through the contents of the letter and my union is not satisfied with the reply given by your office. We would like to convey the factual position of the points raised in the trade union action notice no. even dated 12-01-2013 as under:

1. The number of empanelled hospitals in Eight Districts is not sufficient e.g. Ferozepur SSA is having Five Revenue Districts and is spread over Hundreds of Kilometers, Only two hospitals are empanelled at Ferozepur. Similar is the Position of Bathinda, Hoshiarpur, Ludhiana, Pathankot, Patiala, Sangrur and Pathankot SSA.

2.a) No such agreement reached upon, please link the minutes of the committee.b) Not even Single report of execution of the work allotted to the committees has been

received in the Circle union. c) Medical claim case of Sh. Mukhtiar Singh T.M. Sangrur has not been settled as agreed

upon in the last Circle Council Meeting. d) 4-5 cases of Hepatitis-C not settled.

3. District Secretary Pathankot, Branch Secretary Gurdaspur, District Secretary Amritsar, District Secretary Ropar are being harassed.

4. As per the reports received from the District secretaries thousands of our customers are in waiting list for land line and broadband connections. These waiting lists are due to non availability of stores.

5. At Amritsar and Ferozepur the labour is engaged directly by the officers and payment is made on the bills of the contractors. The contracts have already been expired.

6. The case has been discussed several times and it is learnt that a Circle Level team was sent to Ferozepur SSA to check the payments of bills through ACG-17, but no investigation report was provided to the Circle Union.

7. Item was only closed only on the assurance of the management that the tenders will be called for. But till date no tender has been finalized.

8. Maintenance work of cable network and O/D plants is outsourced in many of the SSA and the work is being carried out by the contractors. Most of the store items are not available and our staff where work is not outsourced is maintaining the services inspite of insufficient equipment.

9. In Ferozepur SSA all the Exchanges are full to their capacity and there is no steps are taken to enhance the capacity.

10. Line staff was provide with free SIM with talk value of Rs.200/-. The orders have been implemented in most of the SSAs but no action has been taken by the Jalandhar Management inspite of several requests made by the District secretary. Orders of the Circle office are not being implemented in case of Para-8 transfers. At Ropar the management is indirectly supporting a particular Union and the controlling officers of Our District Secretary are affecting the day to day working of the union.

11. The WiMax tower has not been installed at Kharar.12. Cases are still pending. 13. Number of cases are being rejected and uncalled for objections are being raised.

In view of the above explanations it appears that the Management is not serious to settle the issues. You are again requested to issue suitable instruction to the concerned authorities to expedite the points raised in the trade Union Action Notice.

regarding deduction of salary by the Ferozepur SSA Management. Our district union approached the SSA Management in this regards. It was assured by the Management that the salary will not be deducted, but the same has been deducted from the salary of January 2013.

District secretary BSNLEU Ferozepur has given a trade union action notice (copy enclosed) on salary deduction and some other staff problems on 01-02-2013. A meeting on the issues was called for by the GMT Ferozepur on 03-02-2013, but he straightway refused to settle the issues.

Sub: - Discrepancies in JAO (part-II) LICE against 40 % quota Examination held from 17 th to 19th December 2012- Request for redressing the grievances.

Sir,

On the subject cited above kindly refer to our Union’s letter no. even dated 21.01.2013 wherein your kind attention was drawn towards various discrepancies such as unnecessary interruption created by the invigilators to the eligible candidates in the name of checking of prescribed books, forcibly snatching and disallowing of prescribed books due to totally unawareness of standing instructions/rulings on the subject and allowing the same after ruining very precious one or more than one hour, setting of 80% question paper of paper no. 04 i.e. Telecom Accounts –II ( practical) as numerical nature ignoring previous criterion in setting the practical paper with 50% numerical and remaining 50% as theoretical and paper-V (CPWD) a very lengthy paper.

Our Union had requested that either at least 20 marks may be given in paper no. IV & V or the exam may be re-conducted but it seems that no serious attention is being paid on this issue as nothing has been appraised to our union till date.

It is therefore again requested that quick and positive action may kindly be taken by giving suitable relaxation as demanded us in our preceding letter or re-conduct the said exam and Vigilance enquiry may also be conducted to know the truth in this case.

to sit in the Exam some of the candidates. Sir,

The above said exam was held at Rajpura on 02-06-2013. The invigilator staff was admitting the candidates for the said exam by checking the admit cards and identity cards. Some of the candidates forget to bring their identity cards so they were not allowed to sit in the examination. Kindly also refer to our telephonic talk on the subject mentioned above as well as discussion held in the meeting held in the evening. The candidates requested the invigilator staff several times but they did not allowed them to enter the examination hall without identity cards. All the candidates showed their Photo identity Proof viz. Adhaar Card, Driving License, Voter Card etc but the invigilator did not bother and denied the Identity proofs issued by Govt. Of India. Later on the candidates were asked to get Fax of their identity cards then they will be allowed to sit in exam. All the candidates one by one get Fax copy of their identity cards. One of the candidates Ms Ruby Gupta, Hoshiarpur was allowed to sit in the exam when she managed photo copy of the identity card. She attempted five six questions but later on question paper and OMR sheet was taken back from her and she was asked to leave the hall. One of the candidates Sh. Amrinder Singh, Patiala managed his original identity cards from his house at 10.40 A.M. even he was not allowed to sit in the exam. Apart from these two, other candidates who were not allowed includes Ramesh Yadav-Ludhiana, Ramandeep Singh Patiala, Satinder Kaur- Patiala and Gurdeep Kaur Sangrur,

As you aware that JTO LICE has been conducted 1st time in BSNL since its formation. The eligible employees waited for a long time for this LICE. The invigilator staff has shattered their dreams by not allowing them to sit in the said exam. Each and every employee worked very hard to prepare for this examination. Their chance of promotion has been lost due to the hard stand taken by the invigilator staff.

The above said examination was held in Punjab Circle on 17-18-19 th

Dec.2012. The result of the same was declared on 29-04-2013. Only 23 candidates passed in the examination against 112 vacancies. Out of these 23 candidates only 1 (One) ST and 3 (Three) SC candidates cleared the said exam against reserve vacancies of 15 and 19 respectively. As per the instructions contained in BSNL Corporate Office order no 10-4/2006-DE Dated 08-01-2007 the result of the failed SC/ST candidates is to be reviewed by granting 5 marks to the extent that the vacancies meant for these candidates are filled.

We request your goodself to issue suitable instructions to the concerned Section to review the result of SC/ST candidates in the light of instructions contained in above mentioned letter. An early action in this regard will be much appreciated.

District secretary as well as by the Circle Secretary, being partial. 4. The committee chaired by Smt. Indu Bala submitted its report on 26-11-2012. After going through the

decision of the Sexual Harassment Committee it is observed that the Committee deliberately gave its report against Sh. Rameshwar Rana. The report is also totally imaginary (copy enclosed).

5. We would like to bring to your kind notice some facts about the committee. The Chairman of the committee Smt. Indu Bala is a habitual complainant and in the past she had also made such false complaints against our then District Secretary Com. Ravi Kant Sharma to the All India Women’s Conference (Aided by Govt. of India). The complaint was found false and dismissed throughout on 18-11-2010. Copy of orders of the All India Women’s Conference (Aided by Govt. of India) is attached herewith.

6. Another complaint was also made with the police authorities of Pathankot. In the light of the decision of the All India Women’s Conference (Aided by Govt. of India) she reached upon an agreement with Com. Ravi Kant in the presence of some eminent personalities on 14-12-2010. (Copy of the agreement attached). In the light of that agreement the case was closed by the police.

7. Entire lady staff of Gurdaspur SSA has also given a representation to the CGMT Punjab in this regard on 20-06-2013.

8. The case is subjudice also as both the parties have approached to judicial court.

We are sorry to say that the management has done nothing in this regard. At the time when the corporate office is making all out efforts to control the expenditure and adopting so many austerity measures to cut down the wasteful expenditure, Circle Management has closed its eyes and has become silent spectator. In spite of the fact that contractors are looting the BSNL in connivance of some of the officers, the management is not taking any step against the contractors and the erring officers.

The contractor Shri Rohit Sabharwal is raising bogus bills to the tune of lacs of rupees since a long time. He is charging around rupees one lac monthly for watering the plants. The number of such plants is near 6000 where the number of plants is far less than the actual. When he came to know about this the contractor & some of the officer started plantation of plants in some of the

exchanges on Saturday & Sunday taking the advantage of holidays. The matter was reported to Sr. GMT Ludhiana who enquired and found that new plant pots and plant were planted at Sahnewal/ Jagraon /Gujjarwal/ Doraha/ Badowal/ Delhon/ Payal and exchange building and BRS Nagar administrative office. Not to talk of the plants he is raising huge bills amounting to Rs. more than 1.5 lacs for cleaning the uncovered areas of BSNL. These areas he never got cleaned and a jungle of grass has grown up in most of the exchanges. Similarly he is raising bills for cleaning the almirahs, tables, chairs, doors and toilets, racks etc. The number of these articles is also far less than the actual. In fact he never got cleaned the chairs, tables and almirahs.We would like to remind you that you agreed to mark a vigilance enquiry, if the matter is not enquired by the Ludhiana management by August 22, 2013. We will further like to convey you that the issue of bogus bills and fraud is to the tunes of lacs of rupees. The above mentioned examination was held in Punjab Circle on June 2, 2013. Result of the same has not been declared so for. The rates of tool bags being supplied to eligible outdoor staff were revised vide your office memo No. PST/BSNLEU/PB/CC/Mtg/08-09/76 dated 24-07-2009. The rates were revised from Rs.130-00 to Rs. 270-00. Four years have elapsed since the last rate revision. Since the last four years IDA has been increased by 67%. The prices of all the commodities including raw material have been increased many folds. So, it has become difficult to procure the tool bags on four year old rates. According to the inflation rates the rates of tool bags should be revised from Rs. 270-00 to Rs. 450-00.

An early action in this connection will be much appreciated.

Sir,

I would like to convey you that Limited Internal Competitive Examination for the promotion to the cadre of JTO (T) was held on 02-06-2013 in all the circles including Punjab circle. Result of the said paper has been declared by all the circles except Punjab Circle. The matter was discussed with your good self several times verbally as well as in writing. It was assured by you that the result will be declared on or before September 15, 2013. Two months since your assurances have elapsed but the result is not declared so for.

Limited Internal Competitive Examination for the promotion to the Telecom Mechanic was held on 11-08-2013.The paper was of very high standard and tough which has been now approved after the circulation of marks of the candidates. The matter has been taken up with you several times demanding Re-Examination of the said exam. We are very sorry to point out that nothing has been done by the Circle management. There is great resentment among the staff due to non declaration of result of LICE JTO (T) and Re- examination for LICE Telecom mechanic.

It has been observed that in spite several discussions as well as written communication circle administration has not taken any decision. We feel that the administration is deliberately delaying both the issues. There is alternative left than to start a rightful agitation against inordinate delay in both the cases. My union has decided to organize lunch hour’s demonstration at SSA & Circle level on 26-11-2013. If the administration still failed to declare the result and Re-Examination of TM Paper the struggle will be further intensified for which action programme will be intimated after 26-11-2013.

We would also like to convey you that Limited Internal Competitive Examination for the promotion to the cadre of JTO(T) was held in Punjab Circle on 02-06-2013.Six months have elapsed but the result of the same has not been declared so far in Punjab. Circle administration conveyed to the union that the result has been with held on the instruction of corporate office as the matter is in the honorable CAT Chandigarh. We would like to bring to your kind notice also that those TTAs who were recruited in the year 2001-2002 waited in the honorable CAT Chandigarh. for the said exam for long period of 11 years. Irreparable monetary as well as promotional loss is being caused to the eligible candidates who appeared in the examination. No doubt the case is in the honorable CAT Chandigarh, but the court never issued any orders to withhold the examination. The honorable Judge Chandigarh CAT Chandigarh while hearing the case on 18-11-2013 categorically told the BSNL Management that he has not passed any orders to withheld the result. Sub: - Non declaration of result regarding JTO (T) LICE in Punjab Circle.

Dear Comrade,

I would like to bring in your kind notice that Limit Internal Competitive Examination for the promotion to the cadre of JTO (T) LICE was held in Punjab Circle on 02-06-2013. Around 732 candidates appeared in said Exam. Out of 732 candidates, 301 candidates were allowed to sit in the examination provisionally on the orders of Honorable CAT Chandigarh. Result of the Examination has not yet declared. The management was delaying to even prepare the result. Keeping in view the resentment among the candidates, BSNLEU Punjab gave a trade action notice, demanding early evaluation of the paper. The circle management convened meetings on 30-11-2013 & 02-12-2012 to discuss the issue. It was assured by the Management that the result will be finalized by December 10, 2013 and possibilities to declare the result will explored in consultation with the corporate office. It was also agreed upon that if after finalization of the result, the number of pass candidates is less than the available posts, result will be declared after getting clearance from corporate office.

As assured by the Circle Management the result has been finalized. It has been observed that the number of pass candidates is much more than the available post, hence a difficult situation has arisen. Possibility of declaring the result up to vacancies of 2009 was also discussed, but after going through the facts it was observed that around 160 DRTTAs who were recruited in the year of 2008 have appeared in the examination on orders of Honorable CAT Chandigarh. In further discussion held on 10-12-2013, possibility of declaring the result up the vacancies of 2008 was also discussed. On going through the facts it has been came to notice that the number of candidates who became eligible against the vacancies up to 2008 are very less, hence result of those candidates cannot be declared.

The vacancies position up to year 2009 is as detailed below.

General Cat. SC Cat. ST Cat. PH Cat. Total393 50 61 16 520

Out of these 520 vacancies 61 vacancies meant for ST category are to be excluded as there are no ST candidates. 11 vacancies for PH categories are also to be excluded as the numbers of PH candidates are less than the available vacancies. Around 6-7 vacancies are to be kept vacant due to some earlier court cases. So the available vacancies left are around 459.

Another available option is to include the vacancies which will be created after promotion of JTOs who have become eligible for the promotion to the cadre of SDE under seniority cum fitness. The number of posts vacated by these JTOs will be around 600 in Punjab circle. All the candidates who appeared in the said exam can be adjusted even after keeping the vacancies reserved for those 301 candidates who were allowed to seat in the exam on orders of Honorable CAT Chandigarh.

We are continuously in touch with the Circle Management and trying our best to get the result declared. In the mean time we request you to go through the case explained above and take necessary action at appropriate level so that the result may be declared at an earliest.

Sub :- inordinate delay in settling the compassionate ground appointment cases at CHQ level.

Dear comrades,

I would like to bring your kind notice that Thirteen ( 13) high power committee meetings for recommendation of compassionate ground appointment cases in Punjab circle from 22-06-2010 to 23-12-2010. During this period 228

( two hundred twenty eight .) CGA cases were received. The circle high power committee rejected 125 ( One hundred twenty five ) cases and sent 103 cases to corporate office with recommendation. A number of cases were rejected by the

high power committee at corporate office. Still 13 cases are pending at corporate office since 22-06-2010.

As we are aware that the corporate office is rejecting all though cases where sons/girls of the deceased employees have applied for job on CGA basis. So we advised the spouses of the deceased employees to apply themselves for the job. The spouses who have applied are reaching very near to their prescribed retirement age due to in ordinate delay settling the CGA cases. For example case Smt. Jasvinder Kaur w/o Late Sh. Satnam Singh Sr. TOA was sent to the corporate office with recommendation on 06-10-2012. The case is still pending at corporate office. Her date of birth is 01-06-1961. If she gets a job even today she will be retiring on 30-06-2021, hence she will get only seven years and four months for service. This is the only one case in some other cases the applicant may be near attaining age of 60 years.

So this issue is of very serious nature and required special attention. The issue was thread bare in the Rajkot CEC. We request you take up the matter at appropriate level, so that the applicants may get jobs at an earliest.

Visibility of BSNLThe trend of aggressive marketing to sell the products of companies is going on. All the FMCG companies including service sector companies like telecom companies are in the race of branding their products and names of the companies. A fierce competition in telecom companies is going on. In such scenario visibility of companies is must. In case of BSNL due attention is not being given for visibility of BSNL & its products. Very attractive plans are introduced in pre-paid mobile segment but publicity of the plans is limited to BSNL offices/ websites. Fund for marketing the BSNL products are allotted but not utilized. We demand that steps for visibility of BSNL and marketing should be initiated.Disconnection of land line & Broad BandA very high disconnection of land line and broad band has been reported by the field units. Land line & Broad band are the back bone of BSNL & main source of income. No doubt we leg behind in GSM segment and we are at number 5 with market share around 12%but in land line & broad band BSNL is still market leader with considerable market share. The trend of negative growth and high disconnection of land line & broad band is very serious. It is observed that the high disconnection in this segment is due to delay in rectification of faults. The maintenance of land line & broad band in most of the district is out sources and the contractors have damaged our cable net work. The availability of good pairs is very less.Suitable measures to retain the land line and broad band connection should be taken. Our esteemed customers require special attention. Corporate of vide letter No.3-4/2012-R&C (CFA) & Circular No. R&C –CFA No-69/13-14 dated 06-12-2013 has issue instruction to replace the clip instruments of free of cost of those customers, whose average six monthly paid bills of land including BB Plan/Combo plan is more than 5000-00. Instructions should be implemented. Suitable mechanism to speed up fault clearing work should be evolved.Recruitment of staffUtilization of FTTH networkIt is learnt that OFC cable for provision of FTTH connection has been laid throughout the Punjab at cost of Rs. 200-00 crores but the utilization of the same is negligible. The number of FTTH is connection is in hundreds only. Suitable action plan should be chalked out for expansion of FTTH services.Grace marks in JTO LICELimited Internal Competitive Examination for the promotion to the cadre of JTO (T) under 357155 quota was held on June, 02, 2013 in Punjab Circle. Result of the exam was declared on Feb.02, 2014. No doubt the number of successful candidates is considerable but in the meantime some of the candidates in the exam could not clear for want .3, 1/2, 1 or 2 marks. Sufficient number of vacancies is available. We demand sufficient grace marks to adjust the candidates. We would like to intimate that considerable grace marks have been given in HP circle.

Dear comrade, At the outset we would like to congratulate you for bringing all the

unions/Associations of Non-Executives at one platform. We also appreciate your efforts made for this great unity of Non-Executives in telecom. In the mean time I would like to bring to your kind notice the long pending demand of up gradation of pay scale of senior T.O.A’s at par with the pay scale of TTA,s. This matter remained in lime light during the meetings of promotions committee meeting held on 30-05-2007, National Council meeting held on 7th August 2007 and standing committee meeting held on 30-08-2007. We also request you to go through the CHQ letter No. BSNLEU/530 (Sr. T.O.A) dated 23rd August 2008 written to Shri Shakeel Ahmad DDG (SR) & Secretary, promotion Committee. This letter is self explanatory. Another issue relating to up gradation of pay scale of Official Language was also taken up and discussed in the 27th National Council meeting held on 07-08-2012. It was agreed that the committee formed in this regard will look into the matter in totality. Now when all the unions have come under one banner these issues should be included in the demand charter being prepared.

Sub :- Grace marks in JAO Part II examination held in Punjab circle on 17th to 19th December 2012.

Dear Comrade,

We would like to bring your kind notice that 185 candidates against 112 posts appeared in the above said exam. The pass percentage was very low that is 12.43 %. Out of 185 candidates only 23 candidates could manage to clear the said examination. We took up the matter with the circle management vide our letters mentioned below:-

Discrepancies in the question papers, interruption created by the invigilators to the eligible candidates in the name of checking of prescribed books, forcibly snatching and disallowing of prescribed books due to totally unawareness of standing instructions/rulings on the subject and allowing the same after ruining very precious time of one hour, were pointed out in these letter.

We are enclosing herewith the copies of letters mentioned above. We request you to go through the letters and take up the matter at appropriate level for grace marks in the said examination as a special case for Punjab Circle.

Sub: - Complaint regarding misbehavior & manhandling by Shri V.K Maria (DGM) Tarntarn with the representatives of Main Recognized Union (BSNLEU) Sir,

We are in receipt of a complaint from Shri Sarabjit Singh, District secretary , Amritsar regarding misbehavior and manhandling by Shri V.K Maria (DGM) Tarntarn and other officers with the representatives of BSNLEU, Amritsar. As per the complaint our branch union was raising the staff problems with the DGM since a long time but he was not granting the meeting and was not ready to listen to the staff problems. District Union was compelled to serve upon a trade union action notice on GMT Amritsar. A meeting was fixed in the chamber of GMT on 11-03-2014. The staff problems were discussed and GMT directed Shri V.K Maria (DGM) Tarntarn to grant the meeting. Accordingly the meeting with DGM was fixed for 19-03-2014. The meeting was scheduled for 12.00 PM . The meeting was going on very smoothly but all of a sudden he lost temper and started misbehaving with the union leaders. He also called the SDE Tarntarn and some JTO, s in his chamber . When some officers entered the cabin of Shri V.K Maria, he started abusing the representatives. Some hot exchange of words took place. Shri V.K Maria got up from his chair and manhandled the District Secretary. The JTOs who were called by the DGM started recording the portion of representatives only. The abusing portion of DGM was not recorded. Feeling insulted and manhandling by DGM and JTO,s District union approached the local police for help. Shri V.K Maria is not only misbehaved with the union leaders he also misbehaves with our esteemed customers. The news of his behavior with public appeared in Tarntarn Jagbani on April 02, 2014 and 22-03-2014 On knowing the about the police complaint they cooked up a false story to nullify the complaint. District Union also met GMT Amritsar and apprised him about the incident on 20-03-2014. When the meeting was going on, Shri V.K Maria (DGM) Tarntarn also entered the GMT Chamber. We told him the unfortunate incident took place only due to his short temper. On that day he withdrew his complaint and the matter was settled amicably.On 21-03-2014 District Secretary SNEA (I) instigated Shri V.K Maria (DGM) Tarntarn to lodge the complaint again. Accordingly, Shri V.K Maria (DGM) Tarntarn again lodged the complaint on 24-03-2014. Not only District Secretary SNEA(I) instigated the DGM, he sent the complaint to your good self through Circle Secretary SNEA (I). In his compliant he has used unparliamentary and derogatory language against the leaders of the BSNLEU, Amritsar. Infact, Shri Jaswinder Singh is working against BSNLEU leaders and whenever he gets a chance, he used the situation as per his whishes. Basically he is creating all the troubles in Amritsar.Shri V.K Maria while lodging the complaint, he also endorsed the copy to District Secretary, SNEA (I), worthy CMD and to your good self violating the BSNL CDA Rules. We would also like to bring to your kind notice that on your intervention, GMT Amritsar marked the inquiry in this case to the DGM Tarntarn who is party in this case. Hence, he cannot conduct this inquiry because he himself is the complainant and party in this case. . As the DGM is against the BSNLEU and instigated by District Secretary, SNEA (I), we request your good self to advise the GMT Amritsar to look in to the matter personally. We Also request your good self

to direct GMT Amritsar to take action against the JTO, s who attended the meeting forcefully and lodged complaints after the matter was solved by the GMT Amritsar.

Sub: - Breach of trust by the Circle Management.Sir,

Kindly refer to our discussion held in your chamber on 22-05-2014 on the issue of transfers of staff from rural to urban areas. We categorically told you that we are not oppose to the transfers but some uniform criteria should be formulated. You agreed to form a joint committee constituting the members from management side and both the recognized unions. We were very surprised that the circle management took U turn and called Shri S.K Nigam GMT Jalandhar in the evening to Ludhiana, who ordered transfer of staff from Rural to Urban areas without going through the transfer policy. This is not the first time that the Circle management has beached the trust between the management and main recognized union.We are of the considered opinion that no other way has been left than to serve upon you a flash trade union action and react against the breach of trust immediately. So we would like to inform you we will organize a state level protest demonstration on 24-05-2014 in front of CGMT office Chandigarh, if the consensus reached upon between BSNLEU is not implemented.We still hope that Circle Management will keep its worlds.
