1 BRIEF INTRODUCTION There are 146 numbers of Urban Local Bodies in the State of Punjab. As per estimates, these 146 Urban Local Bodies in the State of Punjab generates Municipal Solid Waste to the tune of 4300 Ton per day. At present, there are only two Garbage Treatment Plants functioning in the State of Punjab i.e. one Municipal Solid Waste treatment plant at Village Waryana, Kapurthala Road, Jalandhar (Caters to the treatment of Garbage generated from the city of Jalandhar) and other at village Pandori Mehtama, Sham Churrasi, Distt. Hoshiarpur (Caters to the treatment of Garbage generated from the towns of Sham Churassi, Alawalpur, Adampur & Air Force Station, Adampur). The Government of Punjab has formulated a State Level Municipal Solid Waste Management program for managing Municipal Solid Waste of all (146 no.) Urban Local Bodies (ULBs) of Punjab (India) on Public Private Partnership (PPP) mode for a concession period of 25 years. Under this State level Municipal Solid Waste management program, a State Level Municipal Solid Waste Master Plan has been prepared and entire State of Punjab has been divided into eight Municipal Solid Waste Clusters viz. i) Jalandhar Cluster, ii) Ludhiana Cluster, iii) Bathinda Cluster, iv) Ferozepur Cluster v) Patiala Cluster, vi) Amritsar Cluster vii) Pathankot Cluster and viii) GMADA Cluster.

BRIEF INTRODUCTION

There are 146 numbers of Urban Local Bodies in the State of

Punjab. As per estimates, these 146 Urban Local Bodies in the State of

Punjab generates Municipal Solid Waste to the tune of 4300 Ton per

day. At present, there are only two Garbage Treatment Plants

functioning in the State of Punjab i.e. one Municipal Solid Waste

treatment plant at Village Waryana, Kapurthala Road, Jalandhar (Caters

to the treatment of Garbage generated from the city of Jalandhar) and

other at village Pandori Mehtama, Sham Churrasi, Distt. Hoshiarpur

(Caters to the treatment of Garbage generated from the towns of Sham

Churassi, Alawalpur, Adampur & Air Force Station, Adampur). The

Government of Punjab has formulated a State Level Municipal Solid

viz. i) Jalandhar Cluster, ii) Ludhiana Cluster, iii) Bathinda Cluster, iv)

Ferozepur Cluster v) Patiala Cluster, vi) Amritsar Cluster vii) Pathankot

Cluster and viii) GMADA Cluster.

Existing Municipal Solid Waste Treatment Plants operational in the

State-

There are currently two plants operational in the State of Punjab namely:

1. M/s Punjab Grow More Fertilizers (P) Ltd. at village

Waryana, Kapurthala Road, Jalandhar - The Municipal

Corporation Jalandhar has entered in to an agreement with M/s

Punjab Grow More Fertilizers (P) Ltd. Jalandhar for processing

of municipal solid waste. The Plant is treating approx. 350 TPD

of Municipal Solid Waste, collected and transported from

Jalandhar city to manufacture Bio-compost. The activity of

collection at source, transportation to the processing plant is

being done by the Municipal Corporation, Jalandhar. The

Municipal Corporation has provided necessary infrastructure for

collection of municipal solid waste, such as provisions of bins at

various locations and transportation by means of trucks, tippers,

tractor trolleys, JCBs, dumper placers, Three-wheelers,

Ricksaw-Rehris etc.

M/s Punjab Grow More Fertilizers (P) Ltd has installed

a Municipal Solid Waste processing plant based upon Aerobic

Microbial Composting Technology. The waste is segregated at the

plant site through hydraulic screening machine. The main

segregation is between bio-degradable and non bio-degradable

waste and approximately 140 TPD waste is segregated as bio-

degradable which is processed to manufacture compost (Organic

Fertilizer). The remaining 210 TPD is classified as non bio-

degradable and the same is dumped in dump site near the plant.

Municipal Corporation Jalandhar had been granted

authorization by the respondent Punjab Pollution Control Board

under the provisions of Municipal Solid Wastes (Management &

Handling) Rules, 2000 vide letter No. 33287-89 dated 9-10-2009

for the said plant which was valid up to 8-10-2010 and same was

extended vide letter No. 2387-90 dated 18-10-2011 up to 6-10-

2012.

Present Status

The Plant was visited by the officers of the Board on

22.07.2013 and found that the same was not in operation. There

was lot of rain water around the plant. It was again visited on

25.09.2013 and observed that due to heavy rain the approach road

and land around the plant was having lot of rain water as such

approach to the plant was not possible. The representative of the

Plant Sh. Dhiraj Ghai was contacted on the phone who told that

due to Monsoon/Rain the Plant is not being operated. He further

stated that the Corporation has not provided proper approach road

and also no arrangement provided for drainage of rain water etc.

which results into difficulties in operation of the Plant. The

2. Municipal Solid Waste Treatment Facility at Village

Pandori Mehtama, Sham Churassi, District Hoshiarpur-

The Solid Waste Treatment Plant falls under the revenue

area of Municipal Council, Sham Churassi at Village Pandori

Mehtama District Hoshiarpur on an area measuring 66

Kanals, 13 Marlas. The capacity of this treatment facility to

handle the municipal solid waste is 25 TPD. It was approved

by Ministry of Environment and Forest, Govt. of India under

Centrally Sponsored Scheme for Mitigation of Bird-Hit

Menace for Indian Air Force Air Crafts at Adampur (Distt.

Jalandhar). The site was commissioned in February 2009.

This processing plant is based upon anaerobic Microbial

Composting Technology (Vermi-compost). The

decomposable organic Municipal Solid Waste is segregated

and treated in vermi compost beds to form organic manure

and for the non decomposable material, a landfill site exist at

the same site. The Common Treatment Facility is handling

the Municipal Solid Waste generated from Municipal Council,

Adampur, Municipal Council, Alawalpur, Municipal Council,

Shamchurassi and Air Force, Station, Adampur. The

Municipal Council Adampur had been granted authorization

under Municipal Solid Wastes (Management & Handling)

Rules, 2000 vide no. MSW/EPA/2013/F-2 dated 13-09-2013

valid upto12-09-2014. The Municipal Council Alawalpur has

been granted authorization under Municipal Solid Wastes

(Management & Handling) Rules, 2000 vide no.

MSW/EPA/2013/F-3 dated 13-09-2013 valid upto12-09-

2014. The Municipal Council, Sham Churasi was granted

authorization under Municipal Solid Waste (Management &

Handling) Rules, 2000 vide No. MSW/ JAL/2007/F-20 dated

08.01.2007 which has expired on 07.01.2008.

Present Status

The Plant was visited by the officers of the Board on

25.09.2013 and observed that the plant was in operation

during the visit. The Municipal Solid Waste was found

dumped in an environmentally friendly manner and

segregation was being done there and biodegradable waste

was being processed for the manufacturing of vermicompost.

The Municipal Council has provided 12 Nos. beds for

manufacturing of vermi-compost and out of 12 Nos. beds, 06

Nos. were being used for treatment of Municipal Solid Waste

for manufacturing vermi-compost. The Municipal Solid Waste

was found dumped in scientific manner at the landfill site and

was covered with layer of soil. The Municipal Council has

provided fresh saplings of plants around the Treatment Plant.

Around 1 ton of vermi-compost was found stored in gunny

bags in environmentally sound manner within the Plant.

Clusters

The State of Punjab has been divided in to eight clusters for

management of Municipal Solid Waste generated in the State namely:

1. Jalandhar Cluster

2. Ludhiana Cluster

3. Bathinda Cluster

4. Ferozepur Cluster

5. Patiala Cluster

6. Amritsar Cluster

7. Pathankot Cluster

8. GMADA Cluster

The sites for all the 8 clusters have already been finalized

and Punjab Pollution Control Board has granted authorization under rule

4(2) of Municipal Solid Wastes (Management & Handling) Rules, 2000 to

all the respective ULBs for setting up of Integrated Municipal Solid

Waste Management Plant. As per Ministry of Environment & Forests

(MoEF), Govt. of India Notification dated 14.09.2006; all the 8 ULBs

have to obtain Environmental Clearance from the MoEF for setting up

Integrated Municipal Solid Waste Management Plants. This clearance

has been granted to 4 no. cluster sites i.e. at Mohali, Bathinda, Ludhiana

and Jalandhar; however, Environmental Clearance is under process for

the remaining 4 cluster sites.

Each Project includes:

(i) Door to door collection of Municipal Solid Waste and

segregation of waste at source.

(ii) Transportation of Municipal Solid Waste to the processing

site in a scientific manner.

(iii) Segregation of Municipal Solid Waste mechanically at the

processing site.

(iv) Processing of Municipal Solid Waste: Following

Processing technologies would be used in various clusters/

projects,

a. Composting: Composting process is quite commonly used

in MSW management in India and results in production of a

stable bio-fertlizer product known as Bio-Compost. This bio-

compost, depending upon its quality can be used as a useful

manure and soil conditioner element. This technology has

been incorporated in all the eight clusters as per the

proportionate quantity of waste suited for the purpose after

segregation.

b. Waste to Energy: It is the process of direct burning of

wastes in the presence of excess air (oxygen) at

temperatures of about 800 Degree Celsius and above,

liberating heat energy, inert gases and ash. This technology

has been incorporated in the Jalandhar cluster along with

combination of other technologies as per the proportionate

quantity of waste suited for that purpose after segregation or

without segregation as the case may be.

c. Refuse Derived Fuel (RDF): In RDF plant, waste is

processed before burning. Typically, the noncombustible

items are removed, separating glass and metals for

recycling. The combustible waste is shredded into a smaller,

more uniform particle size for burning. It involves the process

of conversion of garbage into fuel pellets involves primarily

drying, separation of combustibles from garbage, size

reduction and pelletisation after mixing with binder and/or

additives as required. This technology has been incorporated

in almost all the clusters along with combination of other

technologies as per the proportionate quantity of waste

suited for that purpose after segregation or without

segregation as the case may be.

d. Disposal through Common Engineered Landfill Sites

(SLF) -The final inert material will be disposed in the

Common Sanitary Engineered Landfill Facility.

JALANDHAR CLUSTER

1. Location of the Processing Site of the Cluster- The site is at

Village Jamsher, adjacent to Diary Colony Complex with an area

measuring 20 acres.

2. Location of the Sanitary Landfill Site of the Cluster- The site is

at Village Piplanwala, Jalandhar Road, Hoshiarpur with an area

measuring 22 acres.

3. Transfer Stations- The transfer stations of the Cluster will be at

Hoshiarpur, Nakodar, Bulath and Sultanpur Lodhi.

4. Authorization Status- Authorization for the Processing Facility of

the Cluster at Village Jamsher, Jalandhar has been granted to

respective ULB (MC, Jalandhar in this case) vide no.

MSW/JAL/12/F-11 dated 02.04.2012 valid till 01.04.2013 and

Authorization for the Sanitary Landfill Site at Village Piplanwala,

Hoshiarpur has been granted to respective ULB (MC, Hoshiarpur

in this case) has also been granted vide no. MSW/HSP/2011/F-03

dated 11.04.2011 valid till 10.04.2012.

5. Environmental Clearance Status-The site has been granted

Environmental Clearance under EIA notification dated 14.09.2006

has been granted by SEIAA, Punjab vide letter No. 36378 dated

30.08.2012.

6. Details of the Plant- The plant will process about 750 TPD

Municipal Solid Waste to generate 6-8 MW of electricity. The

processing plant will include RDF Plant, Composting, Bio-

methanation plant and Power plant.

7. Latest Status of Processing Facility Site at Village Jamsher-

The site of the Cluster at Village Jamsher was visited on

20.09.2013 and it was observed that no work has started at site

yet. The In-charge of project Sh. P.S Jaggi (SE, MC, Jalandhar)

was contacted and he told that the delay in starting the project is

due to non-availability of funds and also the firm to whom work has

been assigned is not taking any step to initiate work at site and

M.C is pursuing it for the same.

8. Latest Status of Sanitary Landfill Site at Village Piplanwala-

The Landfill site at Village Piplanwala, Hoshiarpur was visited by

the officers of the Board on 13.09.2013 and observed that no

Municipal Solid Waste has been started for dumping at this site by

the Municipal Council, Jalandhar. At present the municipal solid

waste of Municipal Council, Hoshiarpur is being dumped at this

site. The Municipal Council, Hoshiarpur is diposing the Municipal

Solid Waste at dumping site in village Piplanwalan which is

partially covered with the layer of soil.

LUDHIANA CLUSTER

1. Location of the Cluster Site- The site is at Tajpur Road,

Jamalpur, Ludhiana (approx. 67 acres land) for setting up of

Municipal Solid Waste Processing facility and sanitary Landfill

facility.

2. Transfer Stations- The transfer stations of the Cluster will be at

Khanna and Jagraon.

3. Authorization Status- Authorization for the Cluster Site at

Jamalpur, Tajpur road, Ludhiana has been granted to respective

ULB (MC, Ludhiana in this case) vide no. MSW/LDH/2011/F-06

dated 11-04-2011 valid till 09-04-2013 regularized and further

extended upto 29-07-2014.

4. Environmental Clearance Status- Environmental clearance

under EIA notification dated 14.09.2006 for both Integrated

Municipal Solid Waste Management facilities to be developed at

Village Jainpur and Village Jamalpur, District Ludhiana has been

granted by the MoEF, New Delhi on 31.01.2013.

5. Details of the Plant- The plant will process about 1000 TPD

Municipal Solid Waste to generate 8 MW of electricity. The

processing plant will include RDF Plant (575 TPD), Aerobic

Composting (325 TPD), Construction and Demolition Waste

Processing Unit, Waste Recycling Unit (100 TPD) and Waste to

Energy Power plant.

6. Latest Status of Cluster Site at Jamalpur, Ludhiana- The site of

the Cluster was visited by the officers of the Board on 25.09.2013

and found that the MC, Ludhiana has installed one no. trommel of

size 50 for segregation of Municipal Solid Waste but the same has

yet not commissioned. As per proposal submitted by MC,

Ludhiana authorities, two no. trommel of size 150 each followed by

02 no.s trommel of size 50 each have to be installed. But the MC,

Ludhiana authorities have installed one no. trommel of size 50 and

the second trommel of size 50 at site but not yet erected by the

MC, Ludhiana authorities. The MC, Ludhiana are only collecting

and dumping the Municipal Solid Waste at site of Jamalpur,

Ludhiana.

BATHINDA CLUSTER

1. Location of the Processing Site of the Cluster- The site is at

Mansa Road (near ITI Chowk), Bathinda with an area measuring

20 acres.

2. Location of the Sanitary Landfill Site of the Cluster- The site is

at Village Mandi Khurd, Bathinda on an area measuring 36.8

acres.

3. Transfer Stations- The transfer stations of the Cluster will be at

Malout and Mansa.

4. Authorization Status- Authorization for the Cluster has been

granted to respective ULB (MC, Bathinda in this case) vide no.

MSW/BTI/2011/F dated 11.04.2011 valid till 10.04.2012

regularized and further extended upto 17-07-2014.

5. Environmental Clearance Status-The site has been granted

Environmental clearance under EIA notification dated 14.09.2006

has been granted by SEIAA, Punjab vide letter No. 36350 dated

30.08.2012 for establishment of an ‘Integrated Municipal Solid

Waste Management Facility’ at Mansa Road, Bathinda in an area

of 20 acres to handle 350 Tons/day of Municipal Solid Waste and

‘Engineered Sanitary Landfill Facility’ in an area of 36.8 acres in

the revenue estate of Village Mandi Khurd, District Bathinda.

6. Details of the Plant- The plant will process about 350 TPD

Municipal Solid Waste. The processing plant will include RDF

Plant (250 TPD) and Compost Plant (100TPD).

7. Latest Status of Cluster Site- The site was visited by officers of

the Board on 25.09.2013 and observed that no work for the

construction of solid waste treatment plant has yet been started;

however the MC, Bathinda is disposing their Municipal Solid Waste

at the site.

FEROZPUR CLUSTER

1. Location of the Cluster site- The site is at Vill. Bir Chahal, Distt.

Faridkot with an area measuring 18 acres for setting up of

Municipal Solid Waste Processing facility and sanitary Landfill

facility.

2. Transfer Stations- The transfer stations of the Cluster will be at

Muktsar, Ferozpur and Moga.

3. Authorization Status- Authorization for the Cluster has been

granted to respective ULB (MC, Ferozpur in this case) vide no.

MSW/FDK/2011/F-08 dated 28.06.2011 valid till 27.06.2012.

4. Environmental Clearance Status- Terms of Reference have

been issued by SEIAA, Punjab to the Municipal Council, Ferozepur

vide letter No. 33203 dated 08.08.2012 and the Municipal Council,

Ferozepur has not applied to the Punjab Pollution Control Board

for conduct of the public hearing as yet.

5. Details of the Plant- The plant will process about 350 TPD

Municipal Solid Waste. The processing plant will include RDF

Plant (250 TPD) and Compost Plant (100TPD).

6. Latest Status of Cluster Site-The Cluster site was visited by the

officers of the Board on 25.09.2013 and it was observed that no

demarcation / boundary wall has been made around the site so far.

No activity for development of the project has been started at the

site and disposing of solid waste has not been started at the site of

cluster.

PATIALA CLUSTER

1. Location of the Cluster site- The site is at Village Dudhar, Patiala

with an area measuring 20 acres for setting up of Municipal Solid

Waste Processing facility and sanitary Landfill facility

2. Transfer Stations- The transfer stations of the Cluster will be at

Sangrur, Barnala, Malerkotla and Nabha.

3. Authorization Status- Authorization for the Cluster has been

granted to respective ULB (MC, Patiala in this case) vide no.

MSW/PTA/2011/F-10 dated 29.11.2011 valid till 28.11.2012.

4. Environmental Clearance Status- Terms of Reference have

been issued by SEIAA, Punjab to the Municipal Corporation,

Patiala vide letter no. 12550 dated 16.03.2012 and the Municipal

Corporation, Patiala has not applied to the Punjab Pollution

Control Board for conduct of the public hearing as yet.

5. Details of the Plant- The plant will process about 500 TPD

Municipal Solid Waste. The processing plant will include RDF

Plant (300 TPD) and Compost Plant (200TPD).

6. Latest Status of Cluster Site- The Cluster site was visited by the

officers of the Board on 23.09.2013 and observed that no

demarcation has been done at site as yet. The officials of the MC,

Patiala informed that the approval of the site is under process with

the Competent Authority.

AMRITSAR CLUSTER

1. Location of the Cluster site- The site is at Bhagtanwala, Amritsar

with an area measuring 21 acres for setting up of Municipal Solid

Waste Processing facility and sanitary Landfill facility.

2. Authorization Status- Authorization for the Cluster has been

granted to respective ULB (MC, Amritsar in this case) vide no.

MSW/ASR/2011/F- dated 11.04.2011 valid till 10.04.2012

regularized and further extended uptill 22.07.2014.

3. Environmental Clearance Status- Terms of Reference have

been issued by SEIAA, Punjab to the Municipal Corporation,

Amritsar on 08.07.2011 and the Municipal Corporation, Amritsar

has applied to the Punjab Pollution Control Board for conduct of

the public hearing and the same conducted on 9.3.2012 by the

Punjab Pollution Control Board. The Municipal Corporation,

Amritsar has submitted the final EIA report to the SEIAA Punjab,

after incorporating the environmental concerns raised by the public

during the public hearing, for appraisal of the project proposal as

per EIA notification dated 14.09.2006.

4. Details of the Plant- The plant will process about 650 TPD

Municipal Solid Waste. The processing plant will include RDF

Plant (100 TPD), Recycling Unit (50 TPD), Compost Plant

(350TPD) and SLF (130 TPD).

5. Latest Status of Cluster Site- The site of the Cluster was visited

by AEE of this office on 25/09/2013 and observed that no activity

regarding installation of Municipal Solid Waste Treatment Plant

has been started at the site.

PATHANKOT CLUSTER

1. Latest Status of Cluster Site- The site was visited by officers of

Municipal Solid Waste Project for Pathankot cluster was proposed

to establish at Kalanour, Distt. Gurdaspur which was dropped by

the Govt. of Punjab. As per report, new site has been identified

for Pathankot cluster in Village Dehriwal, Distt. Pathankot which is

at a distance of 13 KM from the city. The proposed land belongs to

Panchayat which is barren / non cultivated. No development /

construction for establishment of integrated Municipal Solid Waste

Project work for Pathankot cluster has started at the site.

GMADA CLUSTER

1. Location of the Cluster site- The site is at Samgauli, SAS Nagar

with an area measuring 56.23 acres for setting up of Municipal

Solid Waste Processing facility and sanitary Landfill facility.

2. Transfer Station- The Transfer Station will be at Rajpura.

3. Authorization Status- Authorization for the Cluster has been

granted to respective ULB (MC, Mohali in this case) vide no.

MSW/MHL/2011/F-05 dated 11.04.2011 valid till 10.04.2012.

4. Environmental Clearance Status- Environmental clearance

under EIA notification dated 14.09.2006 has been granted vide

letter dated 09.03.2012 by the Ministry of Environment & Forests,

New Delhi for establishment of an ‘Integrated Municipal Solid

Waste Management Facility’ in the revenue estate of Village

Samgauli, District SAS Nagar.

5. Details of the Plant- The plant will process about 350 TPD

Municipal Solid Waste. The processing plant will include RDF

Plant (250 TPD) and Compost Plant (100TPD).

6. Latest Status of Cluster Site- The Cluster site was visited by

officers of the Board on 23.09.2013 and observed that no

construction/development activity has been started at the site yet.
