An educational adventure to remember Eleven local young people were able to take part in a week of off-road riding at Plymouth City Moto Park this month thanks to the Bexley Kickstart Motor Project. The project, which is part of the Council’s Targeted Youth Service in the Specialist Youth Hub, held their annual summer camp from Sunday 19 to Saturday 25 August. The young people aged 14 to 18 travelled to Devon, where nine of them achieved their Bronze Level Riding Ability Award. Another three young people achieved their Gold Riding Ability Award (ACU approved).

31 August - Fly –tipping – the myths and facts Fly-tipping is a blight on the borough and one which the London Borough of Bexley is determined to beat. It is an illegal act which carries a criminal record. If you are caught fly-tipping, you could be issued with a £400 Fixed Penalty Notice or prosecuted in the magistrate’s court and fined up to £50,000 and/or receive up to 12 months in prison. Cllr Peter Craske, Bexley’s Cabinet Member for Places said: “The majority of residents dispose of their waste responsibly. However, while there are those who deliberately fly-tip, there are also some who seem to be caught up in some delusion that what they are doing is not fly-tipping at all. It is those people we want to reach. “Ignorance of the law is no defence – but to help, the Council has drawn up a list of the most common myths and busted them with the facts. In short, if it is your waste then it is your responsibility to dispose of it properly.” The most common myths are below - Myth 1 - I am not fly-tipping if I leave waste on the ground around recycling banks if they are full. Fact – Householders taking waste to any recycling banks should NOT, under any circumstances, leave waste by the banks. If the banks are full, you should take the waste back home or take it to one of the borough's main reuse and recycling centres at Crayford or Foots Cray. Banks are strictly for recyclable items, NOT for food waste and non-recyclable items. Appropriate recyclable items should be placed in the relevant bank e.g. cardboard within the cardboard bank. Non-compliance results in contamination of the waste and then the whole bank cannot be used for recycling purposes. Myth 2 – It is only a single black bag that I left outside my house. That can’t be fly-tipping. Fact – Any amount of waste not disposed of properly in your household waste or recycling containers, taken away by a legitimate licensed waste carrier or taken to the reuse and recycling site is fly-tipping. Myth 3 - Leaving items outside my property for others to collect or use can't be fly-tipping. Fact – This is fly-tipping and can be a fire risk and cause a hazard to users of the public highway. Myth 4 - Depositing waste in my back private alleyway is ok as it is on private land. Fact – It is the land owner’s (usually those that back or side onto an alleyway) responsibility to keep it clean and tidy. If you deposit waste in a private alleyway it is fly-tipping. Myth 5 – I put my bags outside my property the day before refuse collection is due, surely that isn’t fly-tipping and is ok to do? Fact – It is fly-tipping to put your waste outside your property for refuse collection, except for just ahead of collection. All waste and recycling should be placed in the appropriate bin or box, not bags.

Myth 6 – I asked a man in a van to take my waste away, it’s not my fault he fly-tipped it. Fact – If you did not ask to see and make a note of their Waste Carrier's Licence you did not carry out your Duty of Care and can be fined up to £5000.00 if the waste is then found fly-tipped. The licence details, including expiry date, can be checked on the Environment Agency website for free https://environment.data.gov.uk/public-register/view/search-waste-carriers-brokers or you can phone directly on 08708 506 506. • you must ensure your waste is secured safely and securely and prevent it from causing
environmental pollution or harming anyone • for each load of waste taken you need to be supplied with full waste transfer notes from the
registered carrier • if you are using a trader/company to carry out work at your home make sure they have a
Waste Carrier's Licence if they are to dispose of the waste resulting from the work Myth 7 – I left some items outside my local charity shop as it was closed - surely that is not fly-tipping? Fact – Leaving items outside charity shops, even if you think the charity shop may want them, is fly-tipping. Myth 8 – I leave my excess household waste in a tied up black sack by a street litter bin on my way to work. This can't be fly-tipping as it will be collected by the street cleaners when they go by. Fact – This is fly-tipping as you have not disposed of your waste properly. It is also likely that others will add to it as they will also think it is ok to do so. Excess waste can be taken to the two recycling centres within Bexley at no extra cost. Details of the borough's two reuse and recycling centres can be found at www.bexley.gov.uk/recyclingcentres. 31 August – Facelift for popular pedestrian area Shoppers and visitors are set to benefit from improvements to the well-used Broadway pedestrianised area in Bexleyheath. Access to the town’s many shops and bus stops will not be affected. “It is now 25 years since the road was closed and the town centre pedestrianised,” explains Deputy Leader and Cabinet Member for Growth, Cllr Louie French. “It has helped attract people in the town over the years, but we talked to the Bexleyheath BID and the Broadway Shopping Centre and decided it was time to freshen things up”. Work started yesterday evening (30 August) and will continue this evening (31 August) near the flower bed in front of the main shopping centre entrance. It will involve removing benches, so that they can be put into storage while the works take place, and making changes to the metal screens. Larger-scale footway repair work will follow, starting in front of TK Maxx. The improvements will involve – • New and improved surfacing • Decluttering by removing street furniture that is no longer needed • Refurbishing tree pits and fitting frames to support further growth of the established trees • Modifying the screens around the flower bed

All the street furniture will be repainted, when the major works have been completed. Work will take place until mid-November, when they will stop for events and the Christmas period. It will re-start in the New Year and, weather permitting, should be completed by the end of March. Apart from this week, work will take place only during normal daytime working hours. Work to change road markings in Bexleyheath As part of the continuing Bexleyheath Town Centre Revitalisation works there will be some changes made to road markings at various locations in September. The works will be carried out in the evenings from approximately 7pm to 11pm, having been scheduled at times to cause the least disruption. The proposed timetable is - 5 September - Erith Road between the new roundabout at the end of Broadway and Sterling Road (behind the Civic Offices) - Broadway between the new roundabout outside the Civic offices and the Lidl store entrance. This will require a short period of closure of Broadway along this length with signed diversions in place. 6 September - Watling Street between the new roundabout and the access to Civic Offices - Gravel Hill between the two new roundabouts - Gravel Hill between Latham Road and Lynsted Close. 7 September * - Highland Road between the new roundabout on Albion Road and the traffic lights by the cinema - The south side of Albion road between Townley Road and Royal Oak Road * If time and progress permit, the work scheduled for 7 September may be incorporated into the two preceding nights. It will be necessary to suspend the three parking bays along the north side of the road between the new roundabout and the access to the Civic Offices (alongside Dartford Tyres) each evening from 5.30pm. It is intended that this will be the case on all three nights of the works - but should the Watling Street works be completed on 6 September the signs will be removed and the parking bay suspension will not apply on 7 September. From 24 September remedial work to the road surfacing at various locations along Albion Road, Gravel Hill, Broadway, Erith Road and Watling Street will take place, with local traffic management. It is currently anticipated that this work will be during the daytime. Further details of this work will be put on the Council website at www.bexley.gov.uk once the programme is finalised. 31 August – Family Togetherness workshops to promote positive parenting A series of free workshops to promote positive parenting to support the health and wellbeing of children and young people across the borough are set to take place from September. The 'Family Togetherness' project, run by Bexley's Family Wellbeing service, aims to address the 'over-representation' of young people in Child Protection services - and the profile of young people who are drawn to join gangs. The project will work collaboratively with families, faith leaders and the community and voluntary sector to explore new support approaches. Cllr Philip Read, Bexley's Cabinet Member for Children's Services said: "I am delighted that the Council is offering these very informative and helpful workshops. I am sure that everyone attending will come away with valuable insight into ways in which we can all pull together and help build stronger families and communities which will give our young people the support they deserve." The Family Togetherness workshops will see experienced family keyworkers holding group conversations about areas of parenting that parents might like help with. The conversation will be relaxed and parents can talk as little or as much as they feel comfortable with. The group were also able to show off their culinary skills through a ‘Come Dine with Me’ style competition, where they learned to prepare and cook evening meals for the rest of the group. They also enjoyed an educational visit to the Barbican and Sutton Harbour. Cabinet Member for Children’s Services Cllr Philip Read said: “Projects like this are vital in helping young people gain confidence and develop essential life skills such as effective communication and working as a team. Well done to all the young people for what they achieved in just one week. “Thank you to David Shears for allowing Kickstart to use Plymouth City Moto Park, the Welling Round Table for funding the accommodation and the Jack Petchey Foundation for their funding. LICENCE APPLICATIONS On 31 October 2016 the London Borough of Bexley joined the Licensing Partnership to process and issue licensing applications for Bexley. The Licensing Partnership is a partnership of local authorities comprising London Borough of Bexley, Maidstone Borough Council, Sevenoaks District Council and Tunbridge Wells Borough Council. Central administration for the Licensing Partnership is based at Sevenoaks, with Licensing Officers located at each local authority. The team at Sevenoaks will input applications, process payments, deal with administrative queries and issue licences. The Licensing Officers will liaise with customers regarding compliance, set policies, engage with partner responsible authorities, carry out licensing hearings etc. Any person is welcome to inspect the full details of any of the applications made under the following legislation: • Licensing Act 2003 - Applications for the grant or provisional grant of a Premises Licences or Club Premises Certificates; together with applications seeking a full variation or the review an existing Licence or Certificate. • Scrap Metal Dealers Act 2013 - Applications for the grant of a Site Licence. • Gambling Act 2005 - Applications for the grant or provisional grant of a Premises Licence; together with applications seeking a full variation or the review an existing Licence. Representations may be for or against an application. To be considered representations must be ‘relevant’ which means that they must relate to a licensing objective or a ground for refusing an application. The Licensing Partnership administration team can provide guidance on how to make representations to each of the different licence types. The Role of Ward Councillors Ward Councillors can make representations in writing and at a hearing on behalf of a local resident or business if specifically requested to do so. Furthermore, if asked, they can represent any party who has made relevant representations at a hearing. Also, as an elected member of the Council they can make representations in their own right if they have relevant concerns about any application, regardless of whether the premises is in their ward. There may also be occasions where a ‘Responsible Authority‘ such as the police may wish to ask a Ward Councillor to act as a witness at a hearing.
