It is a mass-based organization of children at the barangay level
All children in the barangay who are below 18 years old
Former BCA leaders who are above 18 years may act as advisers
It is a mechanism in promoting
children’s right to PARTICIPATION
in local governance, in their own protection and
development
To develop child leaders
To advocate child rights
To assess and articulate children’s issues and concerns
For children to be represented in parallel or higher structures and policy-making bodies at the local level and eventually at the national level
To plan, implement, monitor , document and evaluate programs for children
To be involved in CRC monitoring and reporting
To influence structures and institutions to develop policies and programs that respond to child rights at the local level
