Trong xu th ton cu ha ang din ra mt cch mnh m trn th gii nh hinnay, hot ng thng tin ni chung v bo ch ni ring ngy cng ng vai tr quan trngtrong i sng x hi. Bo ch truyn thng ang thc s c nhng bc t bin vo nhngnm u thc hin chnh sch mca t thp k 90 ca th k XX (ti hi VI) mi thcsi vo chiu su v c lng v cht.

Trong nhng nm qua, thng tin trn bo ch nc ta gp phn quan trng vomi mt ca i sng x hi, phn u v mc tiu dn giu, nc mnh, x hi cng bng,

dn ch, vn minh.Trong hn 20 nm thc hin chnh sch v ng li i mi do ng ta lnh o,

1. Vai tr ca bo ch trong i sng x hi hin i:

Trong i sng chnh tr - x hi, bo ch gi mt vai tr ht sc quan trng. Bt kmt lc lng cm quyn no trong cc quc gia trn th gii u s dng bo ch nh mtcng c tc ng vo t tng, tnh cm ca cng chng, nhm to ra h nhng nhnthc mi, nhng nh hng c gi tr cho cuc sng.

Bo ch khng ch l v kh t tng sc bn, li hi m cn l ngi tuyn truyntp th, cng tp th, t chc tp th; iu ny cng ph hp vi thi i bng n thngtin hin nay.

Bo ch biu hin vai tr trong i sng x hi trn nhiu lnh vc nh:

Vchnh tr: Bo ch l cng c, l v kh quan trng trn mt trn t tng - vnha. Vai tr ca bo ch trong lnh vc chnh tr l hng dn nhn thc v hnh ng cho

cng chng. Bo ch l lc lng xung kch trn mt trn t tng - vn ha ca ng, lcng c tham gia qun l x hi; cng c gim st cn b, ng vin vo c li sng.

1.2. V kinh t: Trong nn kinh t th trng, thng tin chnh xc, k p thi l scmnh to nn thng li cnh tranh. Cc phng tin thng tin i chng c vai tr to lntrong vic cung cp nhng thng tin c gi tr. Cc lnh vc thng tin kinh t cn nh:Thng tin th trng, hng ha (bao gm thng tin gi c, sc tiu th, th hiu v xu hng

bin i th hiu tiu dng); Thng tin th trng ti chnh (tin t, vn, gi c, c phiu,

s vn ng ca cc dng ti chnh), th trng lao ng, vt t, thit b, c bit l thtrng cng ngh (chu k cng ngh, s chuyn giao cng ngh). Bo ch khng ch dngli trong vic cung cp thng tin thun ty m cn c th hng dn th trng, hng dnvic p dng khoa hc k thut v cng ngh mi, gii thiu nhng m hnh, in hnh tintin trong sn xut v kinh doanh. Vi vic ph bin cc kinh nghim thnh cng hay tht

bi trong qun l, kinh doanh v p dng cng ngh mi, tit kim chi ph trong sn xut,bo ch gp phn to nn hiu qu kinh t ln cho x hi.

1.3.V vn ha - x hi: Vai tr ca bo ch trong lnh vc vn ha th hin trn

nhiu mt. Th nht, bo ch lm giu, lm p cho vn vn ha dn tc, nht l ngn ng,bo ch l ni va gi gn v sng to ra nhiu t mi, thut ng mi c trong cch vit vcch th hin, trong vic chun ngn ng ni v vit. Th hai, bo ch ng ti cc tc phmvn hc ngh thut, khoa hc, m nhc v cc lnh vc khc. Th ba, qua cc phng tinthng tin i chng, cng chng c th tip nhn nhiu tri thc vn ha ca cc tri thc dntc trn th gii. Th t, bo ch gp phn nng cao vn ha, gii tr, lm cho mi ngingy cng hiu nhau, xch li gn nhau hn, chia s tm t, tnh cm, ng thi cng hctp, tip thu c nn vn ha a dng, phong ph ca cc dn tc khc lm giu cho vnha dn tc mnh.

Trong giai on mi, thc hin tt vai tr ca mnh, cc phng tin thng tin ichng nc ta phi thc hin tt hn na nhim vu tranh chng tham nhng, tiu ccv cc t nn x hi; tng cng truyn b vn ha dn tc v tinh hoa vn ha nhn loi;xy dng nn o c mi trn nn tng o l dn tc; vun p, hon thin hnh mu conngi Vit Nam hin i, k tha nt p truyn thng ca cha ng; nng tm tr tu, trithc khoa hc, cng ngh ca mi cng dn. Mun vy, bo ch v ngi lm bo cn nngcao nhn thc chnh tr, trch nhim x hi v ngha v cng dn, ng thi nhanh chngi mi nhim v thng tin khng chng m cn hay, sinh ng, hp dn cho cng

chng.

2. Nhng thnh tu ca bo in Vit Nam trong thi ki mi

Bo ch in bao gm bo v tp ch l nhng n phm nh k chuyn ti ni dungthng tin mang tnh thi s v c pht hnh rng ri trong x hi.

Vit Nam hin nay c 533 cquan bo, tp ch vi 713 n phm bo ch v hn 1000bn tin. Ngoi hai thnh ph ln l H Ni v thnh ph H Ch Minh tp trung nhiu cquan bo ch Trung ng, tt c cc tnh, thnh ph cn li u c bo, tp ch ring.

Cn c vo nh k xut bn, tnh cht ni dung thng tin, hin nay bo in nc tac cc loi: bo hng ngy (l nhng tpht hnh mi ngy mt k vo bui sng hoc buichiu); bo nhiu k trong tun (l tbo pht hnh khong t 5 - 6 k trong mt tun); bomt s k trong tun (l nhng tbo c s k xut bn t 2 - 4 k trong tun); bo tun (lnhng tbo xut bn nh k 1 k/mt tun); bo na thng hay hng thng (ch yu l

nhng n phm ph xut bn gia thng hoc cui thng ca cc tbo hng ngy, cc tbo nhiu k, mt s k trong tun hoc tun bo).

Tp ch l nhng n phm nh k c ni dung chuyn su vo mt hay mt s vn, lnh vc vi sng x hi, khoa hc, k thut nh k xut bn ca tp ch c th lmt tun, na thng, 1 thng, 2 thng. Cng c tp ch xut bn 3, 4, 5 hoc 6 thng/ k.Hin c nc c 335 tp ch cc loi.

Hng nm, s lng bn bo c pht hnh nc ta khong 600 triu bn. Bnh

qun c 7,5 bn bo/ngi/nm. Hu ht cc trung tm tnh lu c c bo pht hnhtrong ngy.

Trong nhng nm qua, bo ch in nc ta khng ngng c nng cao cht lng cv hnh thc v ni dung, p ng ngy cng tt hn nhu cu thng tin ca nhn dn.

Bo ch nc ta lm tt chc nng va l cquan ngn lun ca t chc ng,Nh nc va l din n ca nhn dn; gp phn thc y s pht trin kinh t - x hi cat nc, c v nhn t mi, in hnh tin tin, mrng giao lu v hi nhp quc t, utranh chng cc hnh vi tham nhng, tiu cc, cc t nn x hi, gp phn thc hin dn ch

ho i sng x hi.

Ni dung, hnh thc bo ch ngy cng phong ph, a dng; phng tin k thut chbn, in n ngy cng hin i; h thng truyn dn thng tin, khai thc, thu nhn thng tinc hin i ho. Giao lu quc tc m rng to iu kin cho bo ch in c mitrng thun li c v ngun tin v th trng tiu th.

phm bo ch v vic mrng hnh thc hot ng to ngun thu ph hp vi cc quy nhca php lut (ngoi ngun bn bo) h trcho hot ng bo ch l mt xu hng ang

c mt s cquan bo ch thc hin.

Cng tc qun l nh nc ch trng quy hoch bc u v mng li bo introng c nc; quan tm cng tc o to, bi dng i ng; tng bc hon thin hthng vn bn quy phm php lut, to iu kin thun li cho hot ng bo ch.

3.1. Bi cnh quc tang to ra nhng thi c, thch thc i vi bo ch Vit Namtrong thi k hi nhp:

S pht trin mnh m ca cuc cch mng khoa hc - cng ngh, c bit l cngngh thng tin tc ng su sc n lnh vc thng tin, a th gii t k nguyn cngnghip sang k nguyn thng tin v pht trin kinh t tri thc. Bo in Vit Nam c bc tin nhanh trong vic ng dng nhng tin b ca khoahc cng nghp ng kp thi v a dng nhu cu thng tin ca cng chng, ca xhi; tng bc khc phc s tt hu v k thut truyn thng so vi khu vc v quc t.

Ngy nay, bo in trthnh mt lc lng quan trng tham gia qun l t nc,qun l x hi, mt ngun thng tin v sinh hot vn ha khng th thiu trong i sngtinh thn v vn ha ca x hi. Bo in Vit Nam ang tip tc phn u thc hin tt chcnng va l cquan ngn lun ca ng, Nh nc, cc t chc qun chng, va l dinn tin cy ca nhn dn.

Trong bi cnh t nc v th gii c nhiu bin ng phc tp, thi cv thch

thc an xen, t nc ta li chu nh hng v bin ng phc tp ca vn ton cuha; nhng thch thc khc nghit ca thin tai, t mt tri ca kinh t th trng Dhon cnh no ng ta vn kin tr nh hng x hi ch ngha. ng ta c bit quan tmn cc vn vn ha, coi y l nn tng tinh thn, l ng lc ca s pht trin x hi,v c nhiu ch trng chnh sch, gii php xy dng v pht trin nn vn ha Vit

phng thc mt cquan bo ch qun l mt sn phm bo ch, khc phc xu hngthng mi ha, tnh trng xa ri tn ch, mc ch, trng lp v ni dung, i tng, lng

ph trong khu xut bn, pht hnh, gp phn nng cao cht lng chnh tr, cht lng vn

ha, cht lng khoa hc, cht lng nghip v ca bo in.

Bo in cng th nghim xy dng t hp xut bn, tp on bo ch, kt hp vicc hot ng kinh doanh, dch v theo quy nh ca php lut to ngun thu u t chohot ng ca bo ch.

Next to these problems, the press our country in the process of innovation andintegration have contributed to improving the quanlity of external information; contributeimportant to introducing the country, culture, human Viet Nam with international relations;

perform the way foreign independence, autonomy, diversity, and other multilateralinternational relations of the Party, the State; contribute to enhancing the prestige and

position on the Vietnam International.

valuable information. The fields of economic information needed such as marketinformation, goods (including pricing information, power consumption, tastes and trendschange consumer tastes)... Information of financial market (currency, capital, prices, stocks,the mobilization of financial lines), the labor market, materials, equipment, especially intechnology market (the cycle technology, the technology transfer). The press does not stopin the supply of pure information, which can also guide the market, guide the application ofscience and technology and new technology, introduced the model, typically in advancedmanufacturing and trading. With the common experiences of success or failure inmanagement, business and apply new technology, cost-savings in production, the press

Theconvergence between information, telecommunications, informatics is an important trend inthe development trend of information on the global scope. Investment in information fromthe seats is considered to be invested for social welfare converted to investment fordevelopment.

Trend in the objectivity of globalization, economic integration, operationsinformation is expanding, creating conditions for exchanges, cultural integration, while alsohappening in the ideological struggles thought to protect independence, national sovereigntyand protection of cultural identity people. Information printed press on our country just to ensure the development ofsynchronized, to meet requirements of the process of international integration, at the sametime, must struggle with the drastically flow of information reactionary, anti-destructionmode and do not conform with the interests of the people, our country.
