Now, being Northwesterners, we know this can change in an hour, however, the thought of being out on our boats, enjoying the sun, the breeze, and following seas is pretty darn exciting. The first step is to get our boats ready and Opening Day Weekend, May 3 rd and 4 th , is our opportunity to celebrate the season. For the past few years, the yacht club has launched the weekend’s festivities with the Past Commodores’ Dinner, hosted by the board, followed on Saturday morning with coffee and donuts, and concluding with a pizza party that evening. The star of the weekend is the Opening Day Boat Parade, beginning at 12:30 pm, after the ferry has departed Port Townsend. Fleet Captain Jim Gorski says he thinks this year will be the best one ever. Its success will be our participation and the invitation to all boaters to join in the festivities. This year we’re partnering with the Northwest Maritime Center and Executive Director Jake Beattie will be our Master of Ceremonies for the parade. We trust this collaboration between our two organizations will bring boats to the parade from both members and non- members alike, to celebrate and bless the 2019 fleet. So, break out the soap (biodegradable), wax, swab the decks and put on a shine. Be sure to let Jim Gorski know as soon as possible that you’d like to be in the parade and make your paid dinner reservations with Mary Schefstrom. We’ll see you on the water on May 4 th ! April Events

As I sit here writing this column, it’s 58 degrees with an anticipated high of 66 today. This can only mean one thing—spring is here. Now, being Northwesterners, we know this can change in an hour, however, the thought of being out on our boats, enjoying the sun, the breeze, and following seas is pretty darn exciting.

The first step is to get our boats ready and Opening Day Weekend, May 3

rd and 4

th, is our opportunity to

celebrate the season. For the past few years, the yacht club has launched the weekend’s festivities with

the Past Commodores’ Dinner, hosted by the board, followed on Saturday morning with coffee and donuts, and concluding with a pizza party that evening.

th, join us

for Open Boat at Port Hadlock. When the weather’s good, we stand outside on the docks and admire our yachts. When the weather’s bad, we sit inside and have a wee toddy. It’s always a fun event for all and will

be followed by no-host pizza at Ferino’s in Port Hadlock. Remember to sign up online for both the work party and Open Boat.

Orca Legislative Update

After lobbying for clarification on the protective bubble from interference from vessels around the Orcas, RBAW is happy to announce that we have reduced the original 400 yard zone to a 300 yard zone in the front and sides. A 400 yard zone in back of the pod remains the same as first proposed. The $10 fee which was originally introduced for Orca watching is no longer a factor as is the vast “no-go-zone” without boundaries. When Orcas are present, there will be a ½ nautical mile, 7 knot ‘go slow’ zone. (2SSB5577/2SHB1580) One caution is that until these are passed and signed by the Governor, there could still be amendments so RBAW remains vigilant. RBAW VP for Government Affairs, Steve Finney (Olympia YC), testified on this legislation on behalf of boaters.

Additionally, Senate bill 5918 amends the mandatory Boater Education card curriculum to add “…shall include educational materials regarding whale watching guidelines and other voluntary and regulatory measures related to whale watching.” RBAW supports this change to educate boaters. Funding is estimated to be about $250,000.

Update on the Derelict Vessel Removal Proposed Budget As reported earlier, in the present 2 year budget, $5 million has been proposed for the derelict vessel removal program. The RBAW lobbyist, Doug Levy, reports that he has been actively meeting with key legislators to urge them to not change this and let this stay. He has had meetings with virtually all of the Chairs and Ranking Members who will be writing the Capital Budget. T he 2019-21 Capital Budget Offers Robust Funding for Recreational Boating The new Capital Budget includes $17.8 million for Boating Facilities Program grants to state and local agencies that operate boat launches, as well as $2.2 million for a federal –pass-through program. These funding needs were addressed during the RBAW Legislative Day in Olympia on March 19 as our representatives met with the various legislators.

Successful Legislative Day in Olympia for RBAW The RBAW Legislative Day, postponed in February because it coincided with the Capitol shut down with “snowmaggedon”, was held on March 19 with representatives meeting with key legislators over primarily the Orca and derelict vessel removal proposed legislation as well as the recreation grant budget. The end of the day reception co-hosted by RBAW, Northwest Marine Trades Association and Olympia Yacht Club, was topped with a keynote address by the Director of the Department of Fish and Wildlife, Kelly Suswind.

2019 PTYC Scholarship Recipients

The Port Townsend Yacht Club awards $9,620 to local residents interested in

pursuing careers in boat building, marine trades and/or marine studies.

Recipients Samantha Rae, Kendra Wolfe, Tiffany Whiteford, Sonia Frojen,

Chrissy McLean and Nathan Eby will be featured at our Tuesday, 6:30pm, April

9th Monthly Meeting, to share their marine oriented career goals.
