B y the time you read this editorial, the affair that caused the abruptresignation of David Petraeus as head of the Central IntelligenceAgency will be old news. But, as evidenced by other such events in

recent history, the lesson to be learned will still be unreported. In early November, we learned that the former U.S. general was involved

in an extramarital affair with a journalist. This is a sad affair indeed. Notbecause of Petraeus's infidelity, but because the way our society hasevolved in its treatment of all public figures. Instead of viewing them ashuman beings who are capable of both greatness and mediocrity, strengthand weakness, piercing insight and poor judgment, we instead place ourpublic figures on pedestals. Deified while they are still alive, they aresubjected to unwavering scrutiny and deemed damnable due to evenhighly personal transgressions.

Unfortunately, the news about Petraeus is the kind of political fodder thatwill continue to produce headlines for months to come until some otherhigh ranking government official resigns. Once, the personal lives ofgovernment officials and leaders of our armed forces, from presidents togenerals, were treated with discretion and respect—as appropriate for anyAmerican citizen. In this era of reality television, where real-life interpersonalconflict has become fodder for prime-time entertainment, everyonebecomes fair game.

Here is a brief overview of Petraeus's career. He graduated from WestPoint in the top 5 percent of his class and went on to earn his Ph.D. fromPrinceton University. He served in the U.S. Army for 37 years, rising to therank of four-star general. During that time, he was awarded DistinguishedService Medals too numerous to mention here. He received the Bronze StarMedal with valor. In 2007, Time magazine named him as one of the 100most influential leaders and a runner up for "Person of the Year."

His most recent military assignment was serving as Commander of U.S.Forces in Afghanistan. Before that, he was Commander of the Multi-National Force in Iraq, where he was responsible for refocusing the militaryeffort from that of occupying force to nation builder. This shift in U.S.military focus will be a "game changer" in international affairs for decadesto come. In fact, Petraeus was so respected in Washington that hisconfirmation as Director of the Central Intelligence Agency was unanimousby the U.S. Senate. It is hard to imagine any vote being unanimous in ahouse of Congress nowadays.

Not the first person to have committed adultery, nor will he be the last.His choice to do so was based upon personal circumstances in his life,something we do not need to know about. For the benefit of the individual,the system, and the country as a whole, the question I ask is: How does thistype of personal choice on the part of a true American hero affect his abilityto do his job? What is truly sad is that after a lifetime of successful militaryservice, Petraeus will be remembered as a patriot who was ultimatelywounded by an affair of the heart.

Don't you think that it is time that the line between the public andpersonal lives of our leaders be reestablished? How else can we entice thebest and the brightest to serve the public good? And how else can we relayto the other nations of the world a message of our unity, strength, andpride in our principles, our people, and our country?

U.S. Air Force C-130 Completes First Flightwith Enhanced Rolls-Royce EngineRolls-Royce, the global power systems company,and the U.S. Air Force are conducting flight testsfor an enhanced version of the T56 turbopropengine, which powers the C-130H transportaircraft. The first test aircraft began flying recently at Edwards Air Force Base, California.

Using proven technologies from other Rolls-Royce commercial and military engines, including new blade and vanematerials and advanced turbine airfoil aerodynamic designs, the Series 3.5Engine Enhancement is designed to deliver fuel savings and reliabilityimprovements, resulting in improved lifecycle costs. The enhancementpackage already has demonstrated more than 8 percent in fuel burn reductionsduring ground tests and also will improve performance in "hot and high"conditions. It can be installed as part of a conventional engine overhaul anddoes not require additional aircraft or engine control system modifications.

Each C-130 has four Rolls-Royce T56 engines, with approximately 220 C-130H models eligible for upgrades. The Series 3.5 program will help the U.S.Air Force achieve its goal of reducing consumption of aviation fuel by 10percent by 2015, and it is expected to enable the Air Force to continue

operating its C-130H fleet until 2040. An Air Force analysis estimates that thelong-term savings from the

Series 3.5 enhancementscould reach $2 billion.

U.S. Coast Guard to IncreaseFleet of Lockheed MartinHC-130J AircraftLockheed Martin received a$218 million contract for threeadditional HC-130Js for theU.S. Coast Guard, which willincrease the service's fleet ofHC-130Js from six to nine. Thecontract includes funding formission suites, which are criticalin supporting U.S. Coast Guardsearch and rescue operations.The new aircraft are scheduledto be delivered in early 2015.

The HC-130J's specialmission suite is comprised of atwo-mission system operatorstation, located behind thepilot and copilot, a belly-mounted, 360-degree long-range search radar, a nose-mounted, forward-lookinginfrared radar, and anadvanced missioncommunications suite. Themissionized HC-130J isdesigned to deliver enhancedsearch, detection, and trackingcapabilities.

The current fleet of HC-130Js, based at Air StationElizabeth City, North Carolina,meets long-range maritimepatrol requirements in areasthat cannot be patrolledefficiently by medium-rangesurveillance aircraft or cutters.The long-range surveillanceaircraft also provide heavy airtransport for maritime safetyand security teams, portsecurity units, and NationalStrike Force personnel andequipment.

Boeing Delivers Fifth P-8A PoseidonAircraft to U.S. NavyBoeing delivered a fifth production P-8APoseidon aircraft to the U.S. Navy. The P-8A is one of twenty-four low-rate initialproduction (LRIP) maritime patrol aircraftthat Boeing is building for the Navy aspart of contracts awarded in 2011 and2012.

"This is our final P-8A delivery of theyear; we'll ramp up to twelve deliveries,including P-8I aircraft for India, in 2013,"says Chuck Dabundo, Boeing VicePresident and P-8 Program Manager. "Ourin-line production approach, which drawson processes developed on thecompany's commercial and militaryprograms, has been key to our ability toincrease production rates while reducingcosts."

The Navy plans to purchase 117 of theBoeing 737-based P-8A anti-submarineand anti-surface warfare, intelligence,

surveillance, and reconnaissanceaircraft to replace its P-3 fleet.

The next three Poseidonaircraft are undergoing

mission systems installationand checkout in Seattle, and two

more are in final assembly in Renton,Washington. Boeing will deliver its sixth

production P-8A to the U.S. Navy inearly 2013."As we transition to the P-8A and

prepare for Initial Operational Capability in2013, the U.S. Navy is successfully flyingthe first production planes at Naval AirStation Jacksonville, Florida," reportsCaptain Aaron Rondeau, U.S. Navy P-8AIntegrated Product Team lead. As part ofthe LRIP contracts, Boeing also isproviding aircrew and maintenancetraining for the Navy, in addition tologistics support, spares, supportequipment, and tools.

IMP Group to Acquire CascadeAerospace Inc.IMP Group Limited (IMP) todayannounced that it has signed adefinitive agreement to acquireall of the issued and outstandingshares of Cascade AerospaceInc. (Cascade). Cascade, whichemploys in excess of 650employees in its headquarters inAbbotsford, British Columbia, isa very successful aerospace anddefence contractor providing

fleet management, in-service support, aircraft modification, engineeringsupport and maintenance, repair and overhaul services to Canada'sDepartment of National Defence, major original equipmentmanufacturers, and commercial aviation companies.

The combination of Cascade with IMP Group's Aerospace& Defence business unit headquartered in Nova Scotia willcomplement IMP's capability in the aerospace and defencesectors. IMP believes that the acquisition also aligns withthe Government of Canada's objective of encouraging thedevelopment of a world-class Canadian aerospace in-service support capability that can compete in exportmarkets. The transaction will close upon receipt ofregulatory approvals.

Raytheon Awarded Second Contractfor U.S. Air Force F-15E RadarModernization ProgramRaytheon has been awarded its secondcontract from Boeing for low-rate initial production(LRIP) of active electronically scanned array radarsystems for the U.S. Air Force F-15E RadarModernization Program. Delivery of six LRIP-2radar systems is scheduled to be completed by Feb. 2014.

Raytheon's APG-82(V)1 AESA radar system can simultaneously detect,identify, and track multiple air and surface targets at longer ranges thanthe APG-70 system it replaces. The new system also offers a substantialimprovement in reliability and reduces U.S. Air Force maintenancecosts.

"Raytheon's APG-82 radars will allow F-15E pilots to fly into battlewith increased confidence, knowing they are using the world's mostadvanced airborne radar system," says Mark Kula, Vice President ofTactical Airborne Systems for Raytheon's Space and Airborne Systemsbusiness. According to Kula, the company has delivered more than 400AESA radar systems to date, with over 300,000 operational flight hoursachieved on multiple platforms.

ViaSat Receives Satcom Services Award for Mobile AirborneConnectivityViaSat has received a multimillion dollar award from the U.S.government for broadband satellite services to support en routemilitary aircraft. The all-IP service plan is designed to enable accessto NIPR, SIPR, and commercial Internet, as well as VOIP and VTCsessions during transcontinental or transoceanic flights. The initial 1-year agreement is renewable for multiple years; it includes optionsto add other aircraft, additional missions, and supplemental service.

Terminals for the aircraft and on the ground will be based onViaSat ArcLight technology, already in place on over 300government aircraft with more than 500,000 flight hours. Militaryaircraft using the technology include MC-12s, C-37s, C-130s, and C-17s.

The U.S. Special Operations Command was the first militaryorganization to use patented ArcLight technology in a high-speedKu-band network on its C-130 aircraft. ArcLight terminals haveenabled these and other aircraft to conduct advanced intelligence,surveillance, and reconnaissance missions using ultra-small antennas(with apertures under 12 inches in diameter). ViaSat mobilebroadband installations total over 1,750 systems, encompassinggovernment missions and commercial applications.

Lockheed Martin to Provide F-16Retrofits for Royal Air Force ofOmanLockheed Martin has been awarded a$94.7 million firm-fixed-price contractto retrofit twelve F-16 C/D Block 60multirole fighter aircraft for the RoyalAir Force of Oman (RAFO). The U.S.Department of Defense awarded thecontract through the foreign militarysales program for the government ofOman, and the retrofits are expectedto be completed by 2016.

"The Oman retrofit program isdesigned to bring their existing aircraftup to a common configuration with theaircraft they recently procured," saysB.J. Boling, spokesperson for the F-16/T-50/F-2 aeronautics division atLockheed Martin.

DOD Awards $2 Billion to Boeing for C-17 SustainmentThe U.S. Department of Defense awardedBoeing $2 billion to continue providinglogistics support for its C-17 transportaircraft through 2017. Boeing will continueto provide forecasting, purchasing, andmaterial management under the C-17Globemaster III Integrated SustainmentProgram (GISP) for the length of thecontract, which covers a global fleet of C-17aircraft.

According to Boeing, the GISP is aPerformance-Based Logistics program,which helps lower costs for managing thefleet through economies of scale. "Thiscontract award and the recognition fromthe Secretary of Defense are testaments tothe long-standing partnership between theU.S. Air Force and Boeing," says Gus Urzua,Vice President and GISP Program Managerat Boeing.

W ith the introduction of itsBlock III upgrade, theformer AH-64D Apache,

the world's most capable attackhelicopter, just became a lot morelethal. Now re-designated as theAH64E, the updated Apache packstwenty-six technology insertions intoits already formidably equippedairframe. Yet equally important tooriginal equipment manufacturer

(OEM) Boeing and its customer, theU.S. Army, the Apache also justbecame a lot less expensive tooperate.

"One of the things the Army toldus to do for the Apache Block III wasto reduce the operational supportcosts of this aircraft by 30 percent,"says Brigadier General (Retired) MikeBurke, Boeing's Director of AttackHelicopter Business Development

and leader of its Apache program."So the majority of the newtechnologies are focused onaccomplishing that."

Indeed, while the Apache BlockIII/AH64E's ability to controlunmanned aerial vehicles (UAVs),identify hostile ground fire, andautomatically target multiple threatsputs the focus on its warfightingprowess, the new Apache's enhancedself-diagnostic ability and simplifiedmaintenance, along with theincreased service life of its criticalcomponents, are just as impressive toPentagon planners and forces in thefield.

A HIGH-PERFORMANCEPLATFORMNew block designationnotwithstanding, the Apache hasbeen in a continuous state ofevolution since it went intoproduction 30 years ago. "We workon improving this aircraft every singleyear," says Burke.

The Apache originally wasdeveloped as Model 77 by HughesHelicopters to replace the aging AH-1Cobra for the U.S. Army's AdvancedAttack Helicopter program. The Armyselected Hughes' redesignated AH-64over the Bell YAH-63 in 1976,approving full production in 1982.After purchasing Hughes Helicoptersin 1984, McDonnell Douglas ran theprogram, and the Apache enteredservice in the U.S. Army in 1986.

initial plans for a modest Apacheupgrade were scrapped in favor ofdeveloping the AH-64D ApacheLongbow, which first flew in 1997.Boeing merged with McDonnellDouglas in 1997, and the companycontinues Apache production underits Defense, Space & Securitydivision in Mesa, Arizona.

In 2004, facing declining defensebudgets, the U.S. Army canceleddevelopment of the Apache'spresumed successor, the RAH-66Comanche reconnaissance andattack helicopter. The Apache waspositioned as the U.S. military'sprimary attack helicopter into mid-century, even as the loose schedulefor its next block upgrade camedue. When the Apache Block III(AB3) development program wasapproved in 2006, it was launchedin suitably high-tech manner:Boeing and U.S. Army officialsstaged a "virtual" signing ceremonyvia video teleconference,underscoring the technologicaladvances that would beincorporated into the platform.

In October 2010, Boeing

received a $247 million contract forlow-rate initial production coveringfifty-one aircraft. The first AB3 wasdelivered to the U.S. Army for thesubsequent ferry flights to the 1stAttack Reconnaissance Battalion,1st Aviation Regiment at Fort Riley,Kansas, in October 2011.

POWERING THE UPGRADEThe beating heart of the AH64E isthe new propulsion system andmain rotor combination. The twoGE T700-GE-701D 2,000-shafthorsepower engines and a newcomposite main rotor blade arelinked by a redesigned,transmission system. Thecombination adds 20 knots to theApache's airspeed and 650 poundsto its payload, while restoring animbleness to the Apache that ithas not seen since the original Amodel.

In fact, like many of the AH64Eimprovements, the performanceboost is a byproduct of the U.S.Army's mandate to reduceoperational costs. "We are workingto extend the service life," says

Burke of the engine/rotor upgrade."The capability came with it."

The 701D engine develops over50 percent more horsepower thanthe 701C turboshaft it replaces, andthe new powerplant increases theengine service life from 4,500 hoursto 10,000 hours. The newcomposite main rotor provides thesame increase in service life and isless expensive to produce than theformer rotor with metal rotorblades.

The increased torque providedby the new engines required animproved transmission system, andBoeing developed a patentedtransmission design with a splittorque face gear that is found onlyin the AB3. This transmission triplesthe area in which the gear teeth areengaged, allowing a reduction inthe size and complexity of thetransmission. Like the engine androtor upgrades, the transmissionservice life has increased from 4,500to 10,000 hours.

Finally, the redesignedtransmission can take even morepower than the 701D engine can

dish out. "GE is very quickly workingto build engines to take all the torqueof that transmission," Burke says. Inthe meantime, the increase in theengine's power output enables thehelicopter to operate more efficientlyin high-altitude hot areas, such as themountains of Afghanistan.

HEALTH MONITORING FORHELICOPTERSThe Apache's onboard diagnosticcapabilities have been updated withan advanced health and usage

monitoring system (HUMS), bringingpredictive capability to its arsenal ofoperational cost-fighting weaponry.Sensors on dynamic components andembedded in the airframe measurepressures, temperatures, vibrations,and other operating parameters,feeding the data to the HUMS. By

identifying anomalies in these vitalsigns, the HUMS can predict theremaining service life of a part orcomponent, detect an impendingequipment failure before it occurs,and alert the flight crew. In the eventof an unexpected failure - a hydraulicleak, for example - the systemidentifies the problem and providesrepair instructions.

The advanced HUMS also haswhat program managers call "phonehome" capability, simultaneouslysending alerts to the base and the

ground crew. With the HUMS'automatic electronic partsidentification and tagging feature, theground crew can have a replacementpart or needed repair equipmentwaiting on the ramp when theApache returns. "It allows groundmaintenance to be that much more

dovetail perfectly with the U.S.Department of Defense's newemphasis on Condition BasedMaintenance. This approachemphasizes providing maintenancebased on the health of an individualpart or component, rather than onspecified calendar or service timelimits. For example, while the servicelife of the Block III engines and rotorhave been upped to 10,000 hours,program managers ultimately mayextend the service life even fartherout, based on HUMS-type analysis."They may have a lot more life,"Burke says of the engines. "Sensorstell you exactly what the condition is."

THE BRAIN OF A WARFIGHTERIf the propulsion system is the heartof the AH64E, its open architecturecomputer system is its brains. Usingthe Future Networked Force platform,the "plug and play" design makesupgrading the system and integratingnew technologies easy and efficientand eliminates the need to requalifythe aircraft after field upgrades.

The weight, size, and complexityof the computer system also havebeen substantially reduced, and theinstallation has been redesigned forease of maintenance and repair. TheApache Block II has eight computersand 11.5 miles of wiring. (Though it isa digital aircraft, its computer systemis based on 20-year-old technology.)The new Apache has one computer(in the right front) with a singlebackup (in the left rear) and only 7miles of wiring. Quick disconnectshave been placed every 2 feet in thewiring.

"Soldiers told us [that] when abullet goes through the wiring, ittakes a long time to replace wires,"Burke says. "Now, if it gets a round (ofammunition), those disconnects at 2feet [apart] make [damaged wiring]easy to replace."

ground fire acquisition system(GFAS) Boeing developed for BlockIII informs the crew when, fromwhere, and what weapons are firingat the aircraft, enabling them torespond quickly and appropriatelyto hostile fire. Electro-opticalsensors around the airframemeasure muzzle flash and,comparing this data to a library ofrecognized weapon signatures, candifferentiate between an M-16 andan AK47.

When fire is detected, the GFASimmediately alerts the crew via thecockpit monitors of the type andlocation of the weapon(s) andprovides an aural indication insurround sound. If a rocket-propelled grenade (RPG) has beenfired at the chopper from the rightrear, that's where the crew will hear

the sound of an RPG in theirheadsets, which "improvessituational awareness," says Burke.The GFAS is integrated with BlueForce Tracking technology, whichshows the locations of nearbyforces and the layout of thesurrounding terrain on cockpitdisplay screens.

MAKING SURVIVABILITY THETARGETIf avoiding battle damage canreduce operational costs, thendestroying an enemy before it caninflict damage may be an evenmore effective cost reductionstrategy, one the AH64E is wellequipped to pursue. The Level 4Interoperability enabled by itsupgraded computer system allowsthe flight crew to take direct

command of an unmanned aerialvehicle (UAV), termedManned/Unmanned Teaming, orMUM-T.

The crew can receive real-time,high-definition video from the UAVon the AB3's multifunctional cockpitdisplays and control the UAV'ssensors via an Unmanned AerialSystems Tactical Common Data LinkAssembly jointly developed byLockheed Martin and NorthropGrumman. Incorporating CognitiveDecision Aiding (CDA), the MUM-Tsystem can steer the UAV, based onwaypoints and altitudesprogrammed by the pilots, leavingthe pilots free for other tasks, yetable to monitor and control theUAV as needed. CDA is "akin toR2D2," Burke says.

Helping preserve the AH64E inbattlefield engagements, theApache's AN/APG-78 Longbowmillimeter-wave, fire-control radarsystem has been enhanced,providing improved range andtarget detection and acquisition.(The Apache Longbow helicoptertakes its name from the radarsystem.) At the same time, the size,weight, and power andmaintenance requirements of thesystem have been reduced.

The enhanced fire-control radarsystem is capable of detecting andtracking up to 1,028 targetssimultaneously; prioritizing thethreats; classifying them as wheeledor tracked vehicles, air defensesystems, or fixed- or rotor-wingaircraft; and determining whetherthe targets are stationary ormoving. threats can be displayed on themultifunction display screens, and thetop sixteen can be targetedautomatically with fire-and-forgetmissiles. One fire control radar systemcan feed such data and instructions tothree to five Apaches; today, one outof three U.S. Army Apaches areequipped with the system.

The fire control radar is housed ina static mast that is mounted over themain rotor blade, the ideal positionfor its tactical use. An Apache canhover just below the horizon from thebattle area at its typical 800 to 1,000feet above ground level operatingaltitude and then climb slightly toposition the radar mast in line of sightwith the field of operation. In 6.6seconds, the radar can acquire all thetargets, the missiles can be fired, andthe Apache can descend back belowthe horizon before the enemy's radarhas time to lock in and fire on thehelicopter. The radar's narrow beamwidth, allowed by its shortwavelength, also is resistant to missileguidance countermeasures.

ROUTINELY REDUCEDMAINTENANCEOnce the aircraft are back safely atbase, ground crews will find routinemaintenance on the AH64E is simplerand faster than on current Apaches.When the helicopter lands,operational and maintenance data isdownloaded directly from thehelicopter or from an onboard datacard onto a laptop computer,including information on anymaintenance items that requireservicing or attention.

If repairs are needed, maintainers

use interactive electronic technicalmanuals installed on laptops thatshow all repair procedures step bystep; the AH64E has no papermanuals. Should there be a need toservice equipment in the forwardavionics bay, panels have beenredesigned to provide maintainerswith easier access to criticalcomponents.

When it's time to check rotor

blade tracking following maintenance,instead of a laborious processinvolving long poles, wire hangers,and crayons, as previously required,the crew chief uses a strobe-light gun.And if the blades need adjusting,instead of manually bending trim tabsto correct the tracking as on Block II'smetal blades, maintainers add smallplastic weights; the strobe-lightmeasuring device displays exactlyhow much weight is needed andwhere the weights should be placed.

BUILDING BLOCKS FOR THEFUTUREThe AB3 completed InitialOperational Test and Evaluation(IOT&E) at Fort Irwin, California, inspring 2012. Although official resultshave yet to be released, itsperformance has been widelyreported as outstanding. Currently,the U.S. Army plans to buy a total of690 Apache AH64Es between now

and 2026 - 634 will be remanufacturedBlock IIs and fifty-six are new builds.

As with previous Apacheiterations, the AH64E's developmentprogram will continue to evolve. TheBoeing team meets with everyApache battalion returning fromdeployment to get their input on theaircraft, its systems, and neededimprovements.

"The first thing we do is thank the

soldiers for their sacrifices and thegreat work they have done," saysBurke. "It's one of the most satisfyingparts of this job."

Meanwhile, the Boeing and U.S.Army Apache program teams meetabout every 90 days and talk regularlyto review technology insertionsplanned for future upgrades. Theteams are currently working ontechnology that will go into thesecond and third of six plannedAH64E lots, and planners are alreadylooking beyond that.

"I believe we'll have an Apachebeyond this Apache Block III," saysBurke. "So in 2040, the Apache willbe just as relevant as it is today." Likeits predecessor, the next version likelywill be even more capable, easier tomaintain, and less expensive tooperate. AAD

The Boeing C-135 and KC-135Rtankers and E-3F AirborneWarning and Control (AWACS)

aircraft operated by the French AirForce plied their trade in the warmskies above the southernMediterranean last year. Theyprovided the North Atlantic TreatyOrganization (NATO) and alliedwarplanes with a much needed

drink when fuel was running low andspent hours on station supportingand directing the air campaign on adaily basis.

Long sorties were the norm forboth of these airframes throughoutOperation United Protector, the222-day air-and-sea campaignlaunched to protect Libyan civiliansagainst forces loyal to the

embattled Libyan dictator. Flights ofup to 12 hours in duration were flownfrom the air bases of Istres-Le Tubé insouthern France and Avord in thecenter of the country. Avord is hometo the French Air Force's 36th "Berry"Airborne Early Warning (AEW)Squadron, which flies four E-3Fs.Istres-Le Tubé, meanwhile, housesthe eleven C-135 and three KC-135Rtankers that comprise the service's93rd "Bretagne" Flight RefuelingSquadron.

The fact that the tankers sharetheir base with the 2/4 "Lafayette"Squadron, which is equipped withnuclear-capable Dassault Mirage2000N aircraft, is no coincidence. The primary role of the tankers is toprovide refueling support to theLafayette squadron and its sisterunits: the 3/4 "Limousin" Mirage2000N squadron, based at Istres-LeTubé, and the 1/91 "Gascogne"squadron, of St. Dizier air base innortheastern France, which is

equipped with Dassault Rafale F3aircraft.

Two distinct tanker designs areused by the French Air Force,although their designation is largely areflection of their procurement. TheKC-135R aircraft were purchased fromU.S. Air Force stocks, with the C-135tankers supplied directly from theBoeing production line. Thesetankers entered service with theFrench Air Force in the mid-1980s tosupplement the range of the Dassault

Mirage IVA/P supersonic bomber thatwas used to deliver the airbornecomponent of the French nucleardeterrent. The E-3Fs are a slightlymore recent addition, having enteredthe fleet in the early 1990s to answerthe need for an airborne commandand control platform.

UPGRADING INDISPENSABLEAIRCRAFTBoth the E-3Fs and the C/KC-135aircraft are among the oldest designsin the French Air Force fleet, yet theyalso are among its mostindispensable. Not only do the C/KC-135 tankers support Frenchtraining and air operations, but theyalso have played an important role inrefueling NATO aircraft during the airoperation over Libya last year, as wellas throughout the alliance'sinterventions in Afghanistan and theformer Yugoslavia. The same is trueof the E-3Fs.

The reliance placed on theseairframes has resulted in both aircrafttypes being rotated through a newupgrade program designed to ensurethat they remain capable of carryingout their missions for at least the nextdecade. In fact, throughout theirservice lives, the French Air Force's E-

3F fleet has been regularly updatedto keep its capabilities sharp. Thelatest improvement program, whichbegan in 2012, will take the aircraft tothe so-called Block-40/-45 status.

This AAD internationalcorrespondent was fortunate to flyonboard both a French E-3F and C-135 during Operation UnifiedProtector. During this flight, theFrench AWACS crew membersexplained the importance that theyattached to ensuring that the French

Air Force's E-3Fs maintain a strongcommonality with the U.S. Air Force'sBoeing E-3B/C Sentry aircraft.

U.S. AIR FORCE UPGRADEThe Block -40/-45 upgrade is beingrolled out on all of the U.S. AirForce's Sentry models. This upgradeinstalls new open-architecturehardware and software onto theaircraft, meaning that this system willbe much easier to modify in thefuture. (This setup is similar to that ofdomestic personal computers thatcan be upgraded simply bydownloading software updates.)

The consoles that AWACS crewmembers use to monitor the imageryproduced by the aircraft's huge radarand to direct combat aircraft totargets on the ground or in the airwill be modified by the replacementof the 1970s-era buttons and switcheswith point-and-click menus activatedusing a mouse-style track ball. Theradar imagery viewed by the AWACSpersonnel also will be improved.

ground, sea, and airborne radaremissions and plots them on amap, plus additional radar imagerysupplied from other aircraft andships across the Link-16 tacticaldata link network. Thesemodifications are aimed at givingthe AWACS radar operators as fulla view as possible of their currentlocale and to maximize situationalawareness.

U.S. Air Force aircraft that have undergone the upgrade are re-designated as E-3Gs. TheBlock -40/-45 modernization is dueto be rolled out across the entireU.S. Air Force fleet of thirty-one E-3B/Cs by 2017 at the latest.

FRENCH AIR FORCE E-3ENHANCEMENTSThe French Air Force is followingthe U.S. Air Force's example ininstalling the Block -40/-45 upgradeacross its four-aircraft E-3F fleet,although it is including someadditional enhancements. Theseinclude an upgraded Identification

Friend or Foe Mode-5/Mode-Stransponder.

Mode-S is essential for thefunctioning of the AirborneCollision Avoidance System-II(ACAS-II) and the AutomaticDependent Surveillance Broadcast(ADS-B) air traffic managementsystem. ACAS-II providesprotection against collision byautomatically warning pilots -without intervention from air trafficcontrol on the ground - when otheraircraft may be in their vicinity that could pose a risk of collision.ADS-B is part of the NextGeneration Air TransportationSystem civilian Air Traffic

Management modernization.Block -40/-45 enhancements

commenced installation onboardFrance's E-3Fs in 2012. Air FranceIndustries/KLM Engineering andMaintenance (AFI/KLM E&M)merged the maintenance, repair,and overhaul (MRO) businesses ofthe French and Dutch nationalcarriers, collectively known as

AFI/KLM E&M, and commencedthe upgrade work at the jointmaintenance facilities at LeBourget airport, home to thefamous Paris Air Show. Air FranceIndustries has been contracted byBoeing, which is supervising theoverall Block -40/-45 upgrade, toundertake the work on its behalf forthe French Air Force. The entireupgrade will be completed by theend of 2015.

Notably, AFI/KLM E&M hasbeen heavily involved with the E-3Ffleet for some time. In September2011, it renewed its contract withthe French Ministry of Defenceprocurement agency DirectionGénérale de L'Armement (DGA) toperform through-life MRO supportof the E-3Fs under the terms of a 5-year deal. Moreover, in October2011, the company completedwork under a $66 million contract

with the DGA to install new satellitecommunications systems onboard theaircraft.

TANKER IMPROVEMENTSLike the E-3Fs, France's C/KC-135fleet is being rotated through a $49million upgrade to ensure that theaircraft remains compliant withInternational Civil AviationOrganization requirements via theintegration of Mode-5/Mode-Stransponders. AFI/KLM E&M wascontracted in 2009 by the DGA tomodernize the aircraft to this end.The first tanker to complete theupgrade was returned to the FrenchAir Force last year, and deliveries arecontinuing, with the entire fleetexpected to be upgraded by the endof 2013.

The DGA's decision to contractAFI/KLM E&M, according to acompany press release, was a

reflection of the company'sexperience in performing MRO onthe civilian airliner fleets of Air Franceand KLM, and its knowledge of thecivilian regulatory framework foraircraft operations. AFI/KLM E&Malso is responsible for the MRO ofthe C/KC-135 and E-3F fleets.

Alongside the transpondermodifications, the tanker fleet'sPrecision Air Navigation capabilities,known as P-RNAV in aviationparlance, were improved with theenhancement of the aircraft'sInstrument Flight Rules equipment.The upgrade also calls for theweather radar on the aircraft to bemodernized with new equipment,along with the replacement of theaircraft's cockpit fuel panel.

NEW AIRCRAFTUltimately, the upgrade is intendedto ensure that the French Air Force's

C/KC-135 fleet can continue itsmission until it is expected to leaveservice by 2020. The fleet looks set tobe gradually replaced, starting asearly as 2014, with a new tanker - arequirement that seems almostcertain to be fulfilled by the AirbusA330-MRTT (Multi-Role TankerTransport) aircraft.

Nevertheless, there are noimmediate plans to replace theFrench Air Force E-3F fleet. Whethera new platform eventually will bepurchased, perhaps in the form ofBoeing's 737 AEW&C (Airborne EarlyWarning and Control) aircraft,remains to be seen.

For now at least, both the C/KC-135s and E-3Fs have a fewmore years' worth of flying on theirairframes. These aircraft and theircrews remain key in the support offuture French Air Force and NATOmissions.AAD

M odern military aircraft havebeen referred to as flyingsensor platforms. The

cockpits of today's jets have everyavailable space filled with gauges,indicators, communication devices,weapons control panels, and more.While avionics systems havefollowed a meteoric arc ofdevelopment to an astonishing

level of sophistication, humanvestibular systems have not. As aresult, avionic black boxes inmilitary aircraft can work properlyregardless of position, speed, orvisibility - be it in a roll or upsidedown, pulling 9Gs, or flying throughall-encompassing banks of fog - buta human pilot's spatial sensescannot.

When stretched past certain

limits, a pilot's internal directionalsystems can send false informationto his brain, information that mayresult in a fatal maneuver. So, whileit may seem like common sense tosay that all the pilot has to do iskeep his attention on the cockpitgauges indicating altitude (distancefrom the ground) and attitude(horizontal relationship to it), inpractice, it is not that simple.

A FLAWED SYSTEMOne of the problems is that oureyes and mind can misinterpretoutside input, and such misleadingmessages from our senses can behard to override. For example,when we are on the ground, spatialdisorientation (SD) can occur whensomething moving within ourperipheral vision causes us to thinkthat we are moving, when, in fact,we are not. Have you ever beenstopped at a red light whensomething out of the corner of youreye moves, causing you to believethat your car is moving andprompting you to hit the brakes?

Another issue is that our senses donot operate accurately withoutadequate reference points. Howabout driving in a blinding snowstormthat obliterates all visual clues of theoutside environment? You have todrive by the seat of your pants andrely on your internal sense of directionto tell you which way is straight.Anyone who has done this knows howeasily you can become disorientedand steer your car off the road.

Consider what it is like for a pilotflying a plane at high speeds with novisual contact with the horizon, ashappens when jet aircraft are flown atnight or in bad weather. The humanbody is designed to function on theground in a 1G environment and withreference points. So, in visuallydegraded, high G situations, the pilotis fully dependent upon flightindicators to properly report attitudeand altitude.

WHAT CAN GO WRONGSpatial disorientation occurs forseveral reasons, one being aphenomenon known as "somatogyralillusion," which happens when theinner ear adjusts to motion and stops

sensing that it is occurring. In aconstant banking maneuver, forinstance, such a lack of motionawareness could cause a pilot tobelieve that he has leveled off,resulting in a maladjustment of theplane's trajectory. Complicating andadding to the danger of this situation,the inner ear cannot sense a bankingmotion of less than 2 degrees persecond, so the pilot may think thatthe turn has not even been initiated.

Another common flying illusion,labeled "somatogravic," is caused byforces of acceleration acting on the

body and affecting the inner ear andpostural sensors (muscle ligaments,tendons, joints, and skin that providethe body with awareness of how it isoriented). Consider takeoff. A pilotwithout visual references canexperience messages from his bodytelling him that the plane is nose up,

again potentially resulting in adangerous mistake.

Mishaps like these come under theheading of spatial disorientation andare responsible for the majority ofaviation accidents. Aviation historyprovides numerous examples of pilotswho succumbed to SD, crashedaircraft, and lost their lives. Accordingto Wingman Magazine (Spring 2010issue), 42 percent of all fatal accidentsover an 11-year period wereattributed to SD, and 30 percent ofU.S. Army helicopter accidentsinvolved SD as a significant factor. It

was the leading cause of aviationmishaps in operation EnduringFreedom and the third-leading causeof aviation accidents in OperationIraqi Freedom.

at night, flying at low altitudes,pulling low-to-moderate Gs, slightbanking maneuvers, and tacticalemployment are what place aviatorsflying aircraft such as A-10s, F15s,and F-16s at risk. The U.S. NavalSafety Center has reported that SDand fatigue are the two topaeromedical factors leading tomishaps, and that, despite the widerange of instrumentation devotedto overcoming SD, the incidence ofSD-related accidents remainsconsistent.

SEEKING SOLUTIONSFlight simulators can be helpful indeveloping a pilot's sense ofsituational awareness. When pilotsundergo training in simulators, theydevelop situational awareness andlearn how to function under theheavy cognitive load involved inflying, including identifying andcommunicating with friendly forces,targeting enemy forces, selecting

and directing appropriate weaponssystems, and so on. However, whilethis heightened situationalawareness helps mitigate someeffects of SD, it does not reallyshow how easy it is for a pilot'sinternal systems to be fooled aboutwhich way is up. Flight profiles(demo flights) can teach pilots moreabout SD but are not widely useddue to cost factors.

A technology devised toinculcate pilot awareness of SDvulnerability is the "vertigo chair,"

which effectively causes thevestibular system to respond tochanges in direction andacceleration, such as those thatwould be encountered by a pilot inflight. Designed by Michael Lessardof Sullivan, Maine, and funded bythe Wolf Aviation Fund, an updatedversion of the vertigo chair hasbeen created using a lightweightmodular design that allows it to beeasily transported to pilot training

sites. The chair effectively proves topilots how vulnerable they are toSD. According to reports on theweb site safepilots.org, whether youare riding in the chair yourself orwatching from the sidelines, thereactions of the pilot in the chair are"extremely compelling."

Other technologies have beendevised to help the pilot monitorspatial relationships when flying incertain types of conditions. Oneparticularly effective example is theHUD, or heads-up display, atransparent display that sits atopthe glare shield and provides vitaldata, such as attitude and altitude,to the pilot while allowing him tokeep focusing on the view out thewindshield. These systems haveimproved over time and areincreasingly being augmented byauditory displays.

Auditory alerting devices helppilots who already have a hugevisual load, since such alerts do notcompete for visual attention. Youmay have heard of Bitching Betty,the name given to the woman'svoice pilots may hear advising themto "pull up, pull up," "altitude,altitude," or "landing gear, landinggear."

ponent. For example, in a helicoptercockpit, the auditory warning for a leftengine fire will come from the pilot'sleft side. Tests of such systems havedemonstrated a reduction in pilotresponse time and an increase inflight safety. Auditory systems havebeen proven even more effective withthe addition of a visual icon thatindicates the direction to turn theaircraft to regain correct attitude oraltitude.

WAY OF THE FUTURE?Because aircraft system designershave saturated the visual and auralcognitive environments, researchershave turned to the largest humansense organ of all, the skin, todevelop new ways of transmittingimportant flight information to pilotsexperiencing SD. The TactileSituational Awareness System (TSAS)receives data from various aircraftsensors and relays it to the pilotthrough an array of vibrotactilestimulators known as "tactors,"incorporated into a thin vest worn onthe upper torso. These tactors arearranged in an intuitive nature aroundthe body (body-referenced) anddeliver such flight parameters asattitude, altitude, and velocity.

Two types of tactor devices havebeen considered for possible use:The first type utilizes inertial shakers,

similar to the type of vibrators thatoperate in a cell phone or personalpager or in a device that notifies youwhen your table is ready at arestaurant. The second consists of anactuator that drives a contactor ormoving element against the skin.

Designed by Captain AngusRupert and the U.S. Naval AerospaceMedical Research Laboratory andconstructed by ChesapeakeTechnology International of California,Maryland, the TSAS system enables apilot to hover a helicopter with hiseyes closed, without experiencingdrift. This is essentially what is neededin today's battlefield environments,where helicopters are required tomaintain a stable hover position indegraded visual environments.Current TSAS refinements includetactor improvements to overcome thedampening effects from clothing andto decrease the overall size andweight of the sensors, vests, andequipment needed to integrate thesystem with aircraft sensing systems.

Recent testing includes TSAS trialusage in a UH-60 Blackhawkhelicopter, Special OperationsCommand MH helicopters, and CV-22aircraft programs. A Joint StrikeFighter TSAS flight demonstrationproject integrated an array of tactors,an F-22 cooling vest, and globalpositioning system/inertial navigation

system (GPS/INS) technologies into asingle system in a UH-60 helicopter.This test was conducted todemonstrate the utility of thisadvanced human-machine interfacefor performing hover operations in asingle-seat vertical and/or short take-off and landing (V/STOL) aircraft.

Despite the successfuldemonstrations and great potential oftactile awareness systems, at the timeof this writing, such systems were notyet being deployed in active servicemilitary aircraft. And while pilots are infavor of any device that can deliversituational awareness via a non-visualmedium, especially one that conveysthe vital sense of correctionalmovement so efficiently, they have tobe comfortable wearing it. Aircrewmembers have demonstrated nodifficulties in learning how to respondto the tactile cues, but many are notat ease wearing the extra pieces ofequipment on their bodies, at leastnot in the current configuration.

Still, the possible benefits of suchtechnology are clear, and furtherrefinements are likely to gain greateracceptance and usage. Because whenit comes to overcoming spatialdisorientation and eliminating thepotential dangers associated with it,every bit helps.AAD

familiar with the bright orangeprofile and the loud whump-whumpof the H-65 Dolphin - the U.S. CoastGuard's most ubiquitous helicopter.This key Coast Guard search-and-rescue rotary air asset is in the midstof a multimillion dollar makeoverthat program managers say will helplighten loads, increase fuel efficiency,replace outdated equipment,upgrade avionics, and provideimproved effectiveness, reliability,and supportability. platforms replace aging and costly-to-maintain assets and/orcomponents with modern, reliable,and maintainable equipment toensure the highest level ofoperational readiness," says ScottRettie, Acquisition Aviation DeputyProgram Manager.

In reference to the H-65 upgradeprogram, Rettie says that reasons toupgrade the Dolphin include:

• The 1970s technology is nolonger supportable.

• Digital systems replace obsoleteanalog components to ensurecontinued supportability.

• The upgrade provides improvedmission effectiveness and situationalawareness to enhance aircrew safety.

• Enhanced navigation andcommunications ensure compliance

with national and internationalairspace rules and increaseinteroperability with the U.S.Department of Defense, Departmentof Homeland Security, and otherfederal and state operations.

• Discrete segment upgradessignificantly enhance capability andensure cost-effective supportabilityfor the planned lifecycle of theaircraft at least through 2027.

The H-65 is the U.S. CoastGuard's most versatile search-and-rescue rotary aircraft. It is certified tofly in all but the most severe of icingconditions. Increasingly, the H-65 isbeing used for law enforcement andinterdiction operations. As part of theupgrade program, and to fill thisgrowing need, the aircraft is beingoutfitted with Forward LookingInfrared Radar technology, a heads-up display, and other avionicsupgrades. In addition, crews arebeing equipped with night-visiongoggles. These advancements havegreatly improved the utility of theDolphin for law enforcementoperations and are significantlyenhancing nighttime searchcapabilities.

There are currently 102 H-65s inthe inventory. Of these, ninety-five

are being upgraded on up throughthe "E" configuration. The remainingseven will be replaced with newaircraft over the course of theprogram. The goal of the program isto extend the U.S. Coast Guard's H-65 helicopters' operational livesthrough 2027.

According to Rettie, upgrades tothe H-65 will occur incrementally. "Aspart of the ongoing H-65Conversion/Sustainment Project, allHH-65Bs have been upgraded to HH-65C configuration, equipped withTurbomeca Arriel 2C2 engines.Furthermore, the re-designation ofHH-65Cs to MH-65C reflects theinstallation of armament and asignificantly upgradedcommunications package."

Other specific upgrades over thecourse of the program, designed toaddress the immediate need toreplace potential mission degradersand obsolete systems, include:

• Dual digital embedded GlobalPositioning System (GPS)/InertialNavigation System to replace theobsolete air data system and sixaircraft gyros.

• Flight management computer tobe replaced.

• Installation of enhanced Tactical

Air Navigation, Identify Friend orFoe system, Emergency LocatorTransmitter, and radar altimeter.

The Dolphin's D or Deltavariant, primarily used for short-range recovery operations, featuresupgraded digital avionicscomponents, including a new flightnavigation system, embedded GPS,new digital computer displays, andimproved situational awarenessprovided by enhanced navigationand communications. The Deltaupgrade costs $101 million andrepresents the fourth step in theU.S. Coast Guard's plan to updateits aging Dolphin fleet.

The lifecycle of the H-65, itsdeliverable variants, andprojections for the ongoingacquisition program are as follows:

• HH-65A: Initial deliverycompleted in 1984 through themid-1990s.

• HH-65B: Included upgrades toavionics and flight computercompleted in the mid-1990s.

• HH-65C: Engines upgraded toTurbomeca Arriel 2C2 started in2004 and completed in 2008.

• MH-65C: Airborne Use ofForce upgrades started in 2006 and

completed in 2012.• MH-65D: Obsolete

component replacement started in2007; completion is expected in2016. (As of this writing, thirty-seven of 102 MH-65Ds had beendelivered.)

• MH-65E: Design anddevelopment of automatic flightcontrol system and cockpit avionicsupgrades started in 2012;completion is expected in 2020.

The first operational U.S. CoastGuard unit to employ the MH-65Cconfiguration was the HelicopterInterdiction Tactical Squadron(HITRON) Jacksonville in Florida. Atotal of ten upgraded aircraftreplaced the squadron's MH-68As.

In September 2011, the U.S.Coast Guard Air Station in AtlanticCity, New Jersey, hit anothermilestone in the program, when itbecame the first air station toconvert all ten of its Dolphins tothe Delta model. The MH-65Dshould see system-wide service bythe end of fiscal year 2016. It isexpected that the final H-65upgrade, the E or Echo variant,should be completed about 4 yearsafter that.

PARTNERS FOR PROGRESS"The H-65 Conversion/SustainmentProject is accomplished in sixphases or complementary discretesegments," explains Rettie. "Weupgrade the aircraft at the AviationLogistics Center (ALC) in ElizabethCity, North Carolina, whereengineers and technical authoritieson the H-65 product line install,test, and evaluate the newequipment, [which is] provided bythe OEM (original equipmentmanufacturer). Each segmentupgrades and modernizes majorcomponents and sub-componentsand sets a baseline for futureupgrades in the helicopters'mission capabilities. When the finalphase of the upgrades is complete,the aircraft will be re-designated asMH-65Es."

American Eurocopter, a divisionof EADS North America, based inHerndon, Virginia, is the originalmanufacturer of the H-65 Dolphinand is handling many of theupgrades. Turbomeca is providingengine upgrades, and avionicsupgrades are being provided byRockwell Collins.

built over decades," says Rettie, "andhave been instrumental in helpingALC provide dependable aviationassets to the operational fleet. ALCleverages the technical expertise andwide experience base of thesesuppliers to introduce more cost-effective methods of maintaining the

H-65 fleet. Long-term businessrelationships also help reducelifecycle costs and take advantage ofeconomies of scale for large materialprocurements."

In February 2012, AmericanEurocopter presented the U.S. CoastGuard with a certificate ofcommendation for attaining 1.25million fleet flight hours on the H-65

Dolphin. At the time of the award,which was given at Heli-Expo 2012,Marc Paganini, President and CEO ofAmerican Eurocopter, commented,"American Eurocopter is proud tosupport the men and women of theU.S. Coast Guard. We look forward tocontinuing our partnership with the

Coast Guard and our support of theH-65 fleet - the most recognizablesearch-and-rescue aircraft in theworld."

NEW GEAR, FIRST RESCUESVery soon after becoming the firstU.S. Coast Guard Air Station to haveall of its H-65s converted to the Deltamodel, crews from Atlantic City got

to test the upgraded aircraft's mettle.In fact, this test came in May 2011 asLieutenant Russ Merrick was flying atraining exercise with an MH-65D.Just as the crew returned to basefrom the training exercise, the stationreceived a call from someone whoreported two jet skis adrift in GreatSouth Bay, near Babylon.

"As we responded to the scene,we were advised that there was still aperson in the water, [and] the goodSamaritan who made the call and thejet skis were only a few miles fromwhere we were training," saysMerrick, the MH-65D's pilot, speakingto Service Lines, an internal U.S.Coast Guard publication.

Copilot Lieutenant John Waltersentered a sector search into thehelicopter's upgraded control displayunit, and Petty Officer 3rd ClassCaleb Flippin, a rescue swimmer,spotted the person in the water onthe second leg of the search. Giventhe water temperature and the

amount of time he had been in thewater, they decided to hoist thesurvivor into the helicopter. Thehelicopter crew completed therescue approximately 15 minutesafter the initial call for help - thespeed of the recovery due in no

small part to the improvedsituational awareness provided tothe crew by the MH-65D.

According to Rettie, the positivefeedback that the U.S. Coast Guardhas received from dozens of similarrescues with the upgradedhelicopters can be summed up as:"The MH-65D is lighter, morereliable, and more effective than itspredecessors."

THE WAY FORWARDAs of this writing, all U.S. CoastGuard air stations with H-65helicopters now fly the H-65Cmodel. And as the upgradescontinue, the Delta configuration is

becoming more widespread.In the next phase, as the

Dolphin is upgraded from the Deltato the Echo model, the next majorupgrade will include replacing theautomatic flight control system. Inaddition, the Echo upgrade also

will include all-digital glass cockpitinstrumentation, as well as theinstallation of a currently classifiedsystem that will allow the Echovariant to deploy from the U.S.Coast Guard's new nationalsecurity cutters.

The H-65 Conversion/Sustainment Project modernizes aproven U.S. Coast Guard legacyhelicopter and transforms theaircraft to a highly capable multi-mission interoperable aviationasset. "[With these upgrades] youcan often take your success ratefrom 50 percent to 75 or 80percent," Rettie says. "And that'swhat the pilots want, to be able to

get out there and do what they'vebeen trained and sent out there todo [even] better."

ALWAYS READYThe need for modernization oflegacy aircraft can easily be seen inthe improvements alreadyaccomplished through the C and Dmodels of the H-65's multi-phaseConversion/Sustainment Project.

In 2005, the increasedperformance of the newlyupgraded HH-65C's played acritical role in the U.S. Coast Guardrescue operations followingHurricane Katrina. The HH-65Cbecame the search-and-rescuehelicopter of choice for therecovery of victims along the GulfCoast. In the aftermath of Katrina, atotal of twenty-five HH-65C aircraftlogged more than 1,500 hours offlight time, ultimately resulting inthe rescue of 4,200 people.

Upgraded H-65s also providedcritical support in multinationalrelief efforts following the January2010 earthquake in Haiti. U.S.Coast Guard MH-65C Dolphinswere the first aircraft on the scenein Haiti's capital city of Port-au-Prince and provided vital logisticsand medical evacuation(MEDEVAC) support in the mostdevastated areas.

But state-of-the art equipmentis only part of what it takes for theU.S. Coast Guard to be "AlwaysReady." According to NickBartolotta, Commanding Officer ofthe Coast Guard Air Station inAtlantic City, "We've got a lot ofgreat upgrades to the aircraft, butthe heart of that aircraft is the greatmen and women of the U.S. CoastGuard who crew and support thataircraft." The UH-60 helicopter wasoriginally developed as the result of acompetition between Sikorsky andBoeing Vertol to design a medium-liftutility aircraft to replace the UH-1Iroquois, more popularly known as the"Huey," that was so ubiquitous duringthe Vietnam War era. Sikorsky's S-70product family design won the UtilityTactical Transport Aircraft System

(UTTAS) competition in 1976, and thefirst production UH-60A Black Hawkentered service with the U.S. Army in1979.

But a lot has changed on thebattlefield in the nearly 40 years sincethe original design phase. Workingwith the U.S. Army, Sikorsky has

successfully managed to field BlackHawk variants and upgradesnecessary to support their domesticand foreign military customers. TheUH-60M, however, represents adramatic step-change from the priorUH-60L model that was producedfrom 1989 to 2007.

SIGNIFICANT IMPROVEMENTSJeff Hanke is Program Manager for

the UH-60M helicopter at SikorskyAircraft in Stratford, Connecticut. Hedescribes some of the improvementson the M model as compared to theolder UH-60L model.

"Composite rotor bladesdeveloped for the Black Hawk in the1970s originally consisted of a

titanium spar with a fiberglass skin, aconfiguration that replaced an all-metal blade," Hanke remarks. "Withthe UH-60M, we have switched to anall-composite spar and skin blade."Incorporation of a composite sparinto the UH-60M configurationeliminated the need by thehelicopter's maintainers to monitor ablade's charge of pressurizednitrogen.

The main rotor blades of today'sBlack Hawks are about 5 percentwider than previous types, and theycome with anhedral-shaped tips forbetter lift and hoveringperformance. Sikorsky also hasadded a specialized coating to theblade's leading edge to protectagainst sand erosion. The coatingwas developed by HontekCorporation in South Windsor,Connecticut, and is applied to theblades by Kaman Aerospace inBloomfield, Connecticut.

"The major advantages of thenew wide-chord blades andelimination of the pressurization arein the performance andmaintenance characteristics,"Hanke says. "But the biggestbenefit is 500 pounds more liftcapability with the same drivetrain."

The UH-60M also has a rotorbreak on the gearbox. "This is afeature new to the U.S. Army,although it has long been in use onnaval helicopters," Hankecontinues. "The benefit of a rotorbreak is that the pilot can quickly

stop or start the rotor blades, whicheliminates the time lost waiting forthe blades to spin down and [cometo a] stop."

The new Integrated VehicleHealth Management Systems(IVHMS) computer provides healthmonitoring capability for the UH-60M. "It's built by Goodrich andintegrated by Sikorsky," Hankereports. "There are points all overthe aircraft that collect and feeddata back to the computer on suchinformation as temperature andvibration. This provides themaintainer with information on howthe systems are performing."

The IVHMS, sometimes referredto as HUMS (Health and UsageMonitoring Systems), collects datafrom electrical, mechanical, andairframe systems in order tomonitor performance and detectany developing problems.

"The system also includes arecording function so that data canbe brought back and downloadedfor analysis," Hanke says. "Thismeans the engineers can thenexamine the data to help them zero

in on any problems, and they cantroubleshoot them. For example,they would be able to see if thetorque spiked or if there werevibration issues." This is asignificant benefit for the U.S. Armyas it takes so much of theguesswork out of maintenance.

Jackson reports that the UH-60M is performing reliably. "It isexceeding its thresholdrequirement with regard to meantime between essentialmaintenance actions (MTBEMA),and it is performing extremely wellin terms of operational availability."MTBEMA is a calculation based onthe total number of system life units- hours, miles, and so on - dividedby the total number of non-deferrable maintenance actions fora given measurement interval.

UH-60M though, is the addition of aglass cockpit, a system that replacesanalog dials and gauges with digitalelectronic instrument displays. "We'veprovided pilots with fourmultifunctional displays," Jackson

explains. "They enable the pilot to becognizant of the aircraft systems,including air speed, performance,etc., and any emergency procedures.So they are notified immediately ofany problems. With the glass cockpit,they have much better tools toanalyze what is going on."

"With the addition of the glasscockpit," Hanke agrees, "the pilot hasimproved situational awareness (SA).The UH-60M offers four color

multifunctional displays (MFDs)manufactured by Rockwell Collins thatoffer moving maps, and all four are'smart MFDs.'" Smart MFDs haveinternal graphics generation andprocessing capabilities that enable

internal implementation of flightinstrumentation, targeting, mapping,engine instrumentation, and otherfunctions.

Jackson elaborates on the benefitsof the glass cockpit as seen in service."The UH-60M offers true SA. Amoving map display shows the pilothis height above the terrain. If theterrain is higher than his altitude, forexample, it shows in red. The pilot isprompted to climb or change course.

Pilots also now have a navigationFlight Director that is similar to theautomatic pilot on a commercialaircraft. He can set heading, altitude,and air speed, giving him time to lookat the SA relative to other forces andthe enemy."

"The UH-60M Flight Directorallows the pilot to set altitude, airspeed, and air space and to makeadjustments with the turn of a knob -not a stick. To make a right turn, hesimply turns the knob right." Hankeadds, "This is a significant changewhen compared to the UH-60L."

A global positioning system (GPS)-enabled system that shows a user'slocation in relation to other forces onthe battlefield is another part of thepackage. Friendly forces are shown inblue (hence the nickname, "BlueForce Tracker"), while enemy forcesare depicted in red. Furthermore, aJoint Variable Format MessageSystem - similar to e-mail - enablesthe pilot to send and receive

encrypted messages.Jackson indicates that the glass

cockpit and digital nature of theUH-60M means that it takes moretime to train pilots in these newsystems, so they have created adedicated training team. "We haveput a training team on the road,"he says, "and they are fielding thehelicopter and doing the training atthe pilots' home stations. Thisrelieves pressure on Fort Rucker (anAviation Center of Excellence) andalso enables [members of] theforces to stay at their home baseand with their families longer,because they can train in place."

"The feedback has beenexcellent," Hanke reports. "Forexample, users in the 82ndAirborne Division say that the SAand level of automation delivered islike night and day, compared to theolder models. It makes it easier tofly, so that pilots can use their timeworking on the combat situationinstead of constantly managingbasic flight requirements. It alsoreduces the chance of tasksaturation associated with havingtoo much to do while trying to flyand fight simultaneously."

The improvements are roundedout by changes to the exhaustsystem to better disperse heat andthe addition of inlet barrier filters tothe GE engines and HamiltonSundstrand auxiliary power units toreduce foreign object damage

(FOD). Reduced FOD is especiallyimportant in rocky, sandy desertconditions, so much so that thesebarrier filters also have been addedto some UH-60L models.

With over 400 UH-60Mhelicopters delivered since 2005,and 100 HH-60M medicalevacuation (MEDEVAC) aircraftdelivered since 2008, Jackson sums

up the U.S. Army feedback."Anecdotally, we are hearing greatthings from the field about thebenefits of the increased lift andSA, enabling the warfighter to fly intrickier conditions and providingpilots with a greater sense ofsecurity about their location on thefield of war. The HH-60M offersbetter SA in the target area, too,and it also includes a ForwardLooking Infrared system, and thatmakes it much safer and moreeffective for rescue and transport."

WATCHING THE BUDGETTeaming by the U.S. Army and U.S.Navy has enabled the services torealize significant savings on theirUH-60 buys through the years. Themost recent 5-year award to

Sikorsky - an $8.5 billion contractfrom the U.S. Army and U.S. Navyfor a baseline quantity of 653 BlackHawk and Seahawk aircraft - wascompleted in July 2012. This wasthe eighth multiyear contract for H-60 helicopters, which includedthe UH-60M and HH-60MMEDEVACS, as well as the Navy'sMH-60R and MH-60S Seahawks.

While this was a big step for theDepartment of Defense, given allthe uncertainty in terms of budgetissues, the procurement is expectedto realize a 10 percent savings ascompared to a single-year buy. Bycombining total quantities requiredby both the U.S. Army and U.S.Navy over the next 5 years, theservices were able to takeadvantage of some economies ofscale. The bottom line is that theprogram ultimately is a win-win interms of maximizing cost and long-term investment benefits to the U.S.armed forces, while, at the sametime and most importantly, meetingthe needs of the Americans who areserving on the front lines.AAD

An upside-down helicopter falling toward the Earth is normally a Very BadThing. But with Chuck Aaron in the pilot's seat, it is an everyday, entertainingevent. As part of "The Red Bull Air Force," Aaron performs a choreographedaerobatics show featuring back flips, 360-degree rolls, and a complex tumblecalled the Chuckcilvak. Aaron is the only pilot ever FAA-certified in NorthAmerica for aerobatic flying in a helicopter and one of only three in theworld.

What is his secret? For one thing, he has over 20,000 hours in the air,including rolling out of at least fifty attempt climbs before completing his firstloop. But it is the helicopter he uses that makes his feats even possible.

Aaron flies a Messerschmitt-Bölkow-Blohm Bo 105CBS. Its extrememaneuverability is accounted for by its light weight combined with a rigidrotor design - a solid titanium rotor head twirling flexible fiberglass blades.The rigid rotor head makes the rotor assembly tougher and better able towithstand the forces of aerobatic flying. Additionally, it keeps the rotor disk in constant alignment with the airframe, making maneuvering

more direct and intuitive.

The European Union has undertaken a program to guide development ofpersonal-use aircraft anticipated in the coming years. Envisioning thegrowth of such transportation, it is planning to teach traffic rules more toaircraft than to drivers. The project has displayed some concepts foractual future personal helicopters. One such plan shows a small craft withthree lift rotors enclosed in a single plane within a triangular lift surface.But the physical characteristics of flight devices are not the chief concernof MyCopter managers.

MyCopter is focusing their research on the flight control and air trafficcontrol aspects of personal transport adoption, even though existingflight control systems still have to be redesigned to accommodate suchfeatures. Their plans include anticollision sensors, intercraft messagepassing to allow the aircraft to arrange themselves into well-spacedswarms, and advanced driver interfaces for simplified control and routeplanning. Flight rules would be built into the swarming technology, aswell as into the user interface. The teams have 4.3 million Euroscommitted to the research project. Future personal helicopter users can only hope that their own crafts cost less.

GETTING OFF THE GROUND

Two American inventive geniuses - one world-famous, the other little known - took a crack atdeveloping a helicopter. The first, Thomas Edison,failed to get anything off the ground. The second,Emile Berliner, gets credit for the first manned,rotary vertical flight in the United States.

Edison began his investigations with an earlyinternal combustion engine that used gun cotton(nitrocellulose) for fuel. This effort caused several engine explosions,destroyed part of his workshop, and seriously burned an assistant. Heswitched to electric motors but found that they lacked the powerneeded for successful lift-off and hovering. There, his investigationsended. Despite the failure, Edison's and his colleagues' work providedvaluable knowledge about rotor and power-to-weight requirements.

Emile Berliner is best known as the virtual founder of the recordingindustry as he invented and successfully promoted the disk gramophone.He also invented the microphone used in Bell telephones, a new loomdesign for mass production of cloth, and an effective acoustic tile.

Around 1907, Berliner first indulged his interest in helicopters byconcentrating on a lightweight engine. Purchasing small, air-cooledrotary automotive engines from the Adams-Farwell plant in Iowa, heimproved on the weight and power of the engines and installed two in aprimitive fuselage with a lift rotor designed by John Newton Williams.

The crude device had to be stabilized by assistants, because it hadno control system. But it successfully lifted itself and Williams off theground by roughly 3 feet. Berliner had introduced the rotary engine toaviation, proving the possibility of powered vertical flight. He laterperformed the first experiments using a tail rotor to stabilize flight.

Although the tail rotor has been successfully used for decades, helicopterengineers keep seeking ways to eliminate it. One alternative that works butnever really caught on is using directed air (or another gas) to counteractrotor torque, provide directional control, or do both. The experimentalBritish Cierva W.9 used air jets as early as 1945. The 1950s SpanishAerotécnica AC-14 directed turboshaft exhaust to the side to counteracttorque at hovering speeds and rearward for more speed in forward flight.

Hughes Helicopters developed the NOTAR system in the late 1970s and1980s. (The fancy name derives from "no tail rotor.") The system directs ahigh volume of low-pressure air through slots on the starboard side of thetail boom. The pressure differential causes the main rotor downwash tostream tightly around the boom, creating lift on that side. A rotating directjet thruster provides additional torque compensation and directional control.Hughes built several NOTAR prototypes for the military, but they neverreached production.

Yet the idea did not die. Today, MD Helicopters of Mesa, Arizona,produces several types of helicopters using NOTAR-based designs. Their MDExplorer, a twin-engine, eight-seat light helicopter, and the MD 600 are bothwidely used for police enforcement, rescue, and emergency medical servicetransportation.

Helicopter design has traditionally emphasized deftness and flexibility over speed. But both Sikorsky Aircraft and Eurocopter have shown that speed may be attainable without sacrificing the core strengths of rotary craft.

Sikorsky's X2 platform has produced a prototype helicopter that hasachieved a speed of 290 miles per hour, faster than the current officialhelicopter speed record. (The official record of 249 miles per hour was set in1986 by a modified Westland Lynx.) The prototype is a compound, coaxial-rotor design. Its rotors are rigid, it employs active-force antivibration (inspiredby the Black Hawk), its control is fly-by-wire, and its pusher engine canreceive more power than the rotors.

Meanwhile, Eurocopter's X3 can reach 267 miles per hour; the companyhas been promoting the aircraft for military use and appears to haveproduction plans. The X3 has a single main rotor, combined with short airfoilwings, carrying two propellers; the three propellers are all driven through thesame gearbox. The setup is straightforward enough that no stabilityaugmentation is required. While it can be flown as a normal helicopter,atypically for helicopters, the X3 has two engines - two Rolls-RoyceTurbomeca RTM322 turboshafts producing 2,270 horsepower each - and notail rotor.
