WHAT CAN YOU DO TO ORGANIZE A GROUPOF INFLUENTIAL LOCAL PERSONS TO IMPROVE WORKPLACE LITERACY?

If you are interested in the answers to these questions, READON. This Leader's Guide is a resource for you as an advocate for improvingworkplace literacy in your community.

The purpose of this Leader's Guide and accompanying Workbookare to help a local "Community Team" develop an action plan for improvingworkplace literacy. As a workplace literacy advocate, your responsibility isto form a Community Team and help convene a workshop on improvingworkplace literacy through community collaboration.

Community Team

The Community Team should comprise from 10 to 15 persons,inch Sing representatives of employers, educational institutions, governmentagencies, organized labor, and community-based agencies. Those invited tobecome members should be directly involved with or responsible for literacyissues in the organization represented. For example, a member might be anAdult Basic Education Program director or a community college director ofan ESL or GED program; the director of a volunteer literacy organization;a vice president of a corporation in charge of Human Resources; theeducational director of the local chamber of commerce; or the job desieloper

for a community-based organization or for the Private Industry Councilunder the Job Training Partnership Act (JTPA).

The first step is to write a letter inviting such individuals toparticipate in the Community Team. The letter should explain:

1. The_p_k_pir we of this effort - to build stronger networks ofinformation, support, planning, and responsibilities toimprove workplace literacy.

2. The workshop - to identify critical workplace literacy issuesand to develop a community action plan to improveworkplace literacy.

3. The expectations for Community Team members - relatedto investment of time, resources, and actions.

The Workshop

After the Community Team has been formed, the next step is toplan a one-day workshop. An individual to convene and lead the workshopshould be identified. You may be that individual or it may be someone youknow in the community. The individual needs to be a skilled trainer withgood group process and facilitation skills. This Leader's Guide will help thatindividual to conduct the workshop. It introduces the notion of improvingworkplace literacy through community collaboration, explains how thematerials are organized, and provides an annotated format for thecompletion of a workbook leading to the development of a communityaction plan.

The workshop follows a two-stage process. First, the differentperspectives on workplace literacy are identified and understood.Participants are divided into sector groups based on their organizationalaffiliation and are asked to identify workplace literacy skills, problems,solutions, and resources using the worksheets provided in the first section of

the Workbook. Stage two involves the development of community actionplans by the entire Community Team using the worksheets in the secondsection of the Workbook.

At the conclusion of the workshop, the Community Team willhave an action plan for improving workplace literacy. More important, itwill have the skills and understanding to maintain an effective collaborationamong different organizations to carry out the plan and improve workplaceliteracy in the community.

In planning the workshop, you may want to consider inviting othercommunities to participate. Sector groups can be comprised ofrepresentatives from different communities, thus allowing for greaterdiscussion and sharing of ideas. And, each Community Team can benefitfrom input and discussion with other teams. The Leader's Guide andWorkbook and the workshop format were developed and tested with fourCommunity Teams. They have proven effective and together can serve asa model for improving workplace literacy through community collaboration.

IMPROVING WORKPLACE LITERACY THROUGIL COMMUNITY COLLABORATION

Adult literacy has been a focus of national attention for the pastdecade. While general literacy remains a national priority, demographic,economic, and technological changes have resulted in a new emphasis onworkplace literacy. The aging of the workforce, increasing numbers ofminorities, technological advances, foreign competition, and changes inoccupations have created a need for a workforce with new and differentskills. As suggested by the study Workplace Basics, recently published bythe American Society for Training and Development and the U.S.Department of Labor, "These combined forces are driving the nation towardhuman capital deficit among both new and eyperienced workers thatthreatens the competitiveness of economic institutions and acts as a barrierto the individual opportunity of all Americans."

Improving Workplace Literacy Through Community Collaborationpresents a systematic process for 1) exploring and examining criticalworkplace literacy issues and concerns and 2) developing community actionplans for improving workplace literacy.

Why Community Collaboration Is Important

The concept of collaboration is based on the realization that nosingle organization or group can respond to the complexities of workplaceliteracy. Moreover, it has been demonstrated that when business, education,labor, government, and community-based organizations work together theresults can be significant and far reaching.

Collaboration for workplace literacy is a process that bringstogether different organizations and institutions within a community toidentify mutual concerns and resources that focus on the literacy needs andproblems for both employees and employers. Through collaboration among

these organizations, strategies and solutions to workplace literacy problemscan be developed for the benefit of all.

In the end, new programs and policies should emerge whichprovide workplace literacy training to different populations of workers. Inaddition, such collaboration will change the relationships among institutionsthat will haVe longer-term impacts on the community. The collaborativeprocess callS for the sharing of responsibility for agenda planning and actionand decision-making authority over the design and operation of workplaceliteracy missions and functions. It is the sharing of authority that makescollaboration challenging and exciting. Collaboration, which has communityorganizations and institutions working together in new ways, can be a veryeffective strategy for improving the levels of wcrkplace literacy.

Who Benefits From Community Collaboration

The process of developing and carrying out an action plan forimproving workplace literacy through community collaboration can have anumber of positive outcomes for individuals in need of workplace literacytraining and for institutions and organizations that participate in thecollaborative process.

For individual workers, community collaboration will result in newworkplace literacy programs and policies that will respond to their work-related skill needs. These programs will enhance workers chances for:

o Entering into jobs and occupations.o Mobility within occupations and careers.o Skill upgrading.o Acquisition of new skills.o Personal development.o Increased self-confidence.

For institutions and organizations, participation in the collaborativeprocess can:

o Increase their awareness, knowledge, and understanding ofworkplace literacy issues, concerns, and solutions.

o Provide an awareness of ne organizations and institutions in thecommunity that goes beyond workplace literacy to goods, services,products, and so on. For example, employers can identifyeducation and training, providers who can offer a wide array ofprograms in addition to those related to workplace literacy.Educational institutions can identify organizations that may beinterested in education and training programs for current workersand those looking for employment.

In the end, the beneficiary of community collaboration is thecommunity. Such efforts can go beyond workplace literacy and extend toother issues critical to the economic and social well- being of the community.Community collaboration requires that participating organizations recognizecultural differences, develop mutual trust, identify resources, build consensusand commitment, and develop new problem-solving and decision-makingstrategies. These new modes of operating can carry over into other areasof community development to the benefit of all.

How the Materials Are Organized

Improving Workplace Literacy Through Community Collaborationhas two components:

o The Workbook is divided- into two major sections. Section Icontains workplace literacy worksheets to record information onworkplace literacy skills, workplace literacy problems, barriers toadult education and training, workplace literacy solutions, potentialcommunity resources for improving workplace literacy, and benefitsof improved workplace literacy. Section II contains worksheets torecord information for the development of action plans in eightareas: Community Team organizational missions and commitment,selection of team leader, strategies for ongoing collaboration, goalsand objectives, identifying workplace literacy problems, tasks andactivities to address problems, schedule of activities, and outlinefor action plan to improve workplace literacy. The appendicesinclude materials related to the process of developing communityaction plans for improving workplace literacy through communitycollaboration.

o The Leader's Guide presents two processes for guiding CommunityTeams in developing community action plans, namely:

- Identifying workplace literacy skills, problems, solutions,and resources.

- Developing community action plans to improve workplaceliteracy.

Each description of the processes includes a brief overview, theprimary objective, and a brief statement regarding preparationneeded by the leader.

The appendices include sample materials developed at the pilotworkshop with Community Teams from Baltimore County, PrinceGeorge's County,, Howard County, and Frederick County inMaryland. At the end of the Leader's Guide is a set of overheadmasters which can be used to make transparencies. Thesetransparencies should be used -during the one-day workshop.

The pages of the Workbook are included (enclosed in a box on thepage) directly in the Leader s =Guide along with brief annotations.This format is an effective technique in presenting ideas quicklyand easily. Although it is obvious how the specific worksheetsare to be used, the annotated format provides key informationpoints, use of transparencies, quick tips, estimated time forcompletion and suggestions about how to direct the completionof the workbooks and preparation of final community action plans.

Referen'e is made to appendices in the Leader's Guide andWorkbook with pages noted. In the case of the Workbookappendices, two page references are provided separated by a slash(/). The first refers to the page in the Workbook and the secondto the page where it is reproduced in the Leader's Guide.

The Workshop

Community collaboration requires business, education, labor,government, and community-based organizations to work together. As theinitial step in the collaboration process, the members of a Community Teamwill participate in a one-day workshop. The Community Team comprises 10to 15 persons who represent employers, education institutions, governmentagencies, organized labor, and community-based agencies. The membershave been identified because of their involvement with literacy issues andtheir willingness to participate in a process of improving workplace literacythrough community collaboration.

The purpose of the workshop is to develop, through collaboration,a community action plan to improve workplace literacy. A two-stage processis used. This is shown in the graphic on the next page. The top halfdepicts the first stage of the process as the identification of criticalworkplace literacy issues. The second stage of the process, which isportrayed along the bottom of the graphic, identifies the critical elements fordeveloping an action plan.

In the morning, participants are divided into sector groups toidentify and understand different perspectives on workplace literacy. Thesector groups comprise representatives from the same sector or with similarinstitutional affiliations. Sectors include:, education, employment (unions),and community organizations. Using the worksheets in Section I of theWorkbook individuals can begin to think about the different workplaceliteracy issues identified in the top half of the graphic. The sector groupsthen discuss the issues and present their perspectives on the issues. Theprocess moves from the individual, to the sector group, to a sharing acrosssector groups. With each aspect of workplace literacy addressed in thismanner, the result is a comprehensive understanding of the perspectives ofdifferent sectors on workplace literacy issues. This information is then usedduring the afternoon session for developing a community action plan.

WORKBOOKINTRODUCTION

The purpose of this workbook is to help you develop a better understanding

of workplace literacy and how local collaborative activities can be an effective strategy

for-.improving the level of workplace literacy. Literacy in general, and workplace

literacy in particular, are growing concerns in our society. It has been estimated that

20 million adult% are functionally illiterate. At the same time, many employers are

hiving difficulty finding entry level employees who possess the skills necessary to be

:'effective and productive employees who can move up in their organizations. Also, the

rapid technological changes that we are experiencing require new sets of skills and

knowledge that many workers do not possess and are finding difficult to learn.

Collabciraiion is a process that brings together different organizations and

institutions within a community to identify mutual concerns and resources and to

develop'strategies and solutions which are mutually beneficial to all. The outcomes

of collaboration include not only new strategies ar4 solutions to identified problems,

but also changes in the relationships among institutions that result from thecollaborative process. Responsibility for 'agenda planning and action, and decision-

making authority over the design and operation of certain missions and functions, are

shared among organizations. This sharing of authority is what makes collaboration

challenging and exciting.

This workbook will help you think about and identify workplace literacy skills,

problems, and the array of existing solutions to these problems. The completion of

the worksheets should be done as part of a workshop on developing community action

plans to improve workplace literacy. As you complete the worksheets and participate

in the workshop activities, you will learn how other organizations and institutions feel

about the problem of workplace literacy, solutions that have been tried, andopportunities for working together with others.

LEADER'S GUIDE

Review the introduction and make sure that participants understand thepurpose of the Workbook and worksheets and that the goal of theworkshop is to develop a community action plan. Use overheadtransparency of Agenda and Flow Diagram to explain the workshop formatand components.

Break into sector groups. Explain the makeup of the sector groups andthat the purpose of working in sector groups is to identify and understanddifferent perceptions on workplace literacy.

F. STRATEGIES TO CREATE AND MAINTAIN EFFECTIVE PARTNERSHIPS

New partnerships can be perceived as a threat by members of existingorganizations. The benefits of partnerships far outweigh the cost. Initially there area number of thins that can be done to effectively facilitate the creation oi newpartnerships. So sensitive areas in the initiation of partnerships include thefollowing:

1. Each partnership has ns own culture

There is a certain amount of inertia in most organizations. Forces andprocedures which can block new Partnerships exist. These need to beidentifier and managed in such a way that the partnership can be successful.Sometimes messages are sent by the type of individuals who will beresponsible for these new partnerships within the organizations. Care needsto be taken to ensure that the individuals selected are flexible enough towork outside usual boundaries. Any organizational changes that result fromthe establishment of these partnerships also send messages to the existingorganization, as well as to the other partners and the community, about theimportance, significance, longevity, and ultimata benefits of this partnership.

Mutual definition of problems

For the initial stage, the mutual definition of the problems for all partiesof the partnership is essential. Successful outcomes need to be defined andagreed upon. Each of the parties of the partnership need to have a senseof how they will know if the project is successful. Negotiated mutualagreement on the measures of outcomes from the beginning will reducemisunderstar.dings in the ambiguous situations that often follow the initiationof new partnerships. In starting a partnership it is helpful to clarify thecommitment that the organizations and the individuals within theorganizations are waxing. How long do they expect to be committed? Howmuch time or energy? What level of people will be involved in thepartnership? What kinds of resources will be contributed by each partiwr?

3. Institutional Chan:e

Partnerships will eventually change Institutions. Not all of these changesare predictable. It is helpful to keep a clear sense of each of the individualorganization's mission, and in which direction each institution would like thispartnership to change its organization. It is best to start with the highes: levelof leadership possible in ach organization. Working top down on newpartnerships is most effective. Often informal agreements may need to be inexistence for an extensive period of rime before a similar formal agreement,if any, may be developed. Successful partnerships stress trust and opencommunication raisong members.

The advantages must be real, the problems significant, and the successfuloutcomes important to each of the participants. Successful partnerships createclergy. When each of the partners is encouraged to celebrate ownership ofthe outcomes, everyone gets credit.

4. Maintaining pertnerst

After the stage of initiating a partnership comes the task of maintainingthe partnership. Successful partne,ships have a number of qualifier,. Theyremain adaptable to change. To to successful, flexibility must be encouraged.Multiple sources of funding are often desirable so that the partnership canmaintain some independence of mission and not be captured by one fundingsource. Communication should be frequent with a high level of interactionaround the suemsful achievements or goals of the partnership. Regularlyscheduled meetings a-.e important but, again, agendas must be practical andit is helpful to remain very conscious of the limits of time and resources. Asthe partnership evolves, new long-term and short-term goals will need to becontinuously negotiated, defined, and mutually agreed upon.

IV. - Workplace Literacy Problems

A. Workers do not have the necessary skills to performcurrent and future assignments. This skill void resultsin lower productivity, restricted promotability, and highturnover. Since there is an increasingly reduced pool ofskilled people for new hires, it's ess,;ntial that employersprovide opportunities for the current workforce toenhance skills.

V. Task.:ind Activities

A. The first activity will be to enlist the support of the BaltimoreCounty Chamber of Commerce as a co-leader with the BaltimoreCounty Public Schools. The, team feels that the chamber shouldtake the lead in sponsoring an initial awareness symposium whereemployers will share:successful models for workplace projects.The target population will be small and large employers who havean interest in workplace literacy.

B. Goals/Outcomes

1. Employers will have the information necessary to set upprograms in their individual work places.

2. Employers will share their progress with literacy skillswith the Literacy Steering Committee, which will in turnshare with members.

3. New models will develop with both service providers andemployers sharing success stories.

C. The Literacy Team will take the responsibility for providingopportunities for sharing dialogue among employers/serviceproviders.

D. Resources needed will include printing of resource book of serviceproviders, mailings to companies, sites for meetings, promotionalmaterials.

VI. Timeline

A. During the next 30 days, we will meet with the chamber ofcommerce and have a planning meeting. We will also add newmembers to the Literacy Team as needed.

Frederick County plans to tie into an already existing organization inthe county, the Literacy Coalition. Some of the members of theWorkplace Literacy Team are already members of the coalition. Thecoalition is composed of all the literacy providers in Frederick County.The coalition has already done the following: 1) Compiled a booklet ofall literacy services available in Frederick County. This will be revised andupdated, then distributed to businesses. 2) Surveyed 400 businesses inFrederick County to assess interest in need for, and commitment to,

literacy in the worksite. 3) Established a literacy hotline. 4) Printedposters for distribution.

II. Ongoing Collaborative Activities

A. The three business representatives of the WorkplaceLiteracy Committee will meet as often as needed todevelop a business list of their literacy needs at theirown plants.

B. The Workplace Literacy Committee will then mesh thethree businesses' needs with the Literacy Coalition'sproviders and available services to determine whichprovider has the resources to begin to solve the needsof the businesses. This will be developed into a pilotbusiness literacy demonstration project.

C. By January 1, the three employers ought to have a well-defined plan as to how this pilot literacy project wouldwork in a segment of one, two, or all three companies.Literacy services will then be implemented in a pilotprogram and assessed as to effectiveness.

D. By the end of October, the business subcommittee willhave met to begin defining its plan of action. Novemberwill involve collaborative efforts between the threebusiness representatives and the literacy providers tomesh the needs of the three businesses with the servicesthat can be provided by the literacy providers.

A pilot literacy program will hopefully be implemented by aboutMarch 1, 1989.

INTRODUCTION

The purpose of this workbook is to help you develop a better understanding ofworkplace literacy and how local collaborative activities can be an effective strategy forimproving the level of workplace literacy. Literacy in general, and workplac, literacy inparticular, are growing concerns in our society. It has been estimated that 20 millionadults are functionally illiterate. At the same time, many employers are having difficultyfinding entry level employees who possess the skills necessary to be effective andproductive employees who can move up in their organizations. Also, the rapidtechnological changes that we are experiencing require new sets of skills and knowledgethat many workers do not possess and are finding difficult to learn.

Collaboration is a process that brings together different organizations and institutionswithin a community to identify mutual concerns and resources and to develop strategiesand solutions which are mutually beneficial to all. The outcomes of collaboration includenot only new strategies and solutions to identified problems, but also changes in therelationships, among institutions that result from the collaborative process. Responsibilityfor agenda planning and action, and decision-making authority over the design andoperation of certain missions and functions are shared among organizations. This sharingof authority is what makes collaboration challenging and exciting.

This workbook will help you think about and identify workplace literacy skills,problems, and the array of existing solutions to these problems. The completion of theworksheets should be done as part of a workshop on developing community action plansto improve workplace literacy. As you complete the worksheets and participate in theWorkshop activities you will learn how other organizations and institutions feel about theproblem of workplace literacy, solutions that have been tried, and opportunities forworking together with others.

F. STRATEGIES TO CREATE AND MAINTAIN EFFECTIVE PARTNERSHIPS

New partnerships can be perceived as a threat by members of existing organizations.The benefits of partnerships far outweigh the cost. Initially there are a number of singsthat can be done to effectively facilitate the creation of new partnerships. Some se-,-.;tiveareas in the initiation of partnerships include the following:

1. Each partnership has its own culture

There is a certain amount of inertia in most organizations. Forcesand procedures which can block new partnerships exist. These need to beidentified and managed in such a way that the partnership can be successful.Sometimes messages are sent by the type of individuals who will beresponsible for these new partnerships within the organizations. Care needsto be taken to ensure that the individuals selected are flexible enough towork outside usual boundaries. Any organizational changes that result fromthe establishment of these partnerships also send messages to the existingorganization, as well as to the other partners and the community, about theimportance, significance, longevity, and ultimate benefits of this partnership.

2. Mutual definition of problems

For the initial stage, the mutual definition of the problems for allparties of the partnership is essential. Successful outcomes need to bedefined and agreed upon. Each of the parties of the partnership need tohave a sense of how they will know if the project is successful. Negotiatedmutual agreement on the measures of outzomes from the beginning willreduce misunderstandings in the ambiguous situations that often follow theinitiation of new partnerships. In starling a partnership it is helpful to clarifythe commitment that the organizes:ions and the individuals within theorganizations are making. How long do they expect to be committed? Howmuch time or energy? What level of people will be involved in thepartnership? What kinds of resources will be contributed by each partner?

3. Institutional Change

Partnerships will eventually change institutions. Not all of thesechanges are predictable. It is helpful to keep a clear sense of each of theindividual organization's missions and in which direction each institutionwould like this partnership to change its organization. It is best to start withthe highest level of leadership possible in each organization. Working topdown on new partnerships is most effective. Often informal agreements mayneed to be in existence for an extensive period of time before a similarformal agreement, if any, may be developed. Successful partnerships stresstrust and open communication among members.

The advantages must be real, the problems significant, and thesuccessful outcomes important to each of the participants. Successfulpartnerships create energy. When each of the partners is encouraged tocelebrate ownership of the outcomes, everyone gets credit.

4. Maintaining partnerships

After the stage of initiating a partnership comes the task ofmaintaining the partnership. Successful partnerships have a number ofqualities. They remain adaptable to change. To be successful, flexibilitymust be encouraged. Multiple sources of funding are often desirable so thatthe partnership can maintain some independence of mission and not becaptured by one funding source. Communication should be frequent witha high level of interaction around the successful achievements or goals of thepartnership. Regularly scheduled meetings are important but, again, agendasmust be practical and it is helpful to remain very conscious of the limits oftime and resources. As the partnership evolves, new long-term and short-term goals will need to 1,-. continuously negotiated, defined, and mutuallyagreed upon.

GLOSSARY OF TERMS

ABE

Adult Basic Education (ABE) is a federal and state funded basic skills and life skillsprogram which provides instruction for educationally disadvantaged.

AFDC

Aid to Families With Dependent Children (AFDC) is a federal program which providesassistance to income-eligible families.

COMMUNITY TEAM

A tem of 10 to 15 persons which represents employers, education institutions, governmentagencies, organized labor, and community-based agencies. The Community Team workstogether to identify concerns and resources that focus on the literacy needs and problemsfor both employees and employers.

EDP

The External Diploma Program (EDP) is a competency-based assessment process whichprovides an alternative route for adults to gain a high school equivalency diploma.

ESL OR ESOL

English as a Second Language (ESL) or English for Speakers cf Other Languages (ESOL)programs.

The General Educational Development Program (GEL ) is a course of study whichprepares students for their high school equivalency examination.

JTPA

The Job, Training Partnership Act (JTPA) is a federally funded program which providesjob training programs including basic education for eligible adults.

VOLUNTEER LITERACY ORGANIZATIONS

Literacy Volunteers of America (LVA), Laubauch Literacy Action for the United States,and other national volunteer reading groups are community-based, and sometimes library-based agencies which provide one-to-one tutorial for people at beginning levels of reading.

The skills, knowledge, and attitudes necessary to successfully enter, function, and learn inthe workplace.
