Program: Lab Gas Equipment 101
Speaker: Dan Patt (Beacon Medaes, Yardley Pump and Vacuum, Inc.)
So your ASPE board are putting together some fun things for us all to participate in. The picnic of course as always will be happening again. I am all healed up from my major injury from last year. I think I am going to have to ask for more money this year to play though, as it keep me from playing Major League ball last year. We are going to have to work on the contract this year or I might have to Strick. We are
working on dates for the Hollywood Bowl, a baseball game and a few other things as well. Keep an eye out for the event flyers in the next month's.
Also don’t forget to but on your calendar the date for the 2016 ASPE National Convention October 28th to Nov 1st in Phoenix Arizona. You should all plan on dressing up on Halloween night. We need to make this event one that no one forgets. This event is almost in our back yards so let’s fill this convention with Los Angeles ASPE members.
2016 Donald F Dickerson Golf TournamentDon’t forget to get your foursomes in early. To date we have 12 foursomes for a total of 56 golfers. To most this does not sound good I know. To me it sounds great, it means people are getting there sponsorship and foursome info in sooner than they have in the past. What you have to understand is that we are notorious for waiting until the last minute to do things as we are all so very busy. Chris and his group are so very busy the last month preparing for the tournament, and taking in the majority of the sponsorship

Latest news from the Plumbing Engineer Publication, Vol. 44, No. 3, March 2016:Flint water crisis runs deep By Steve Smith:Everybody knew that Flint, Michigan, regarding water crisis. Steve is sharing about the City. For the sake of saving $4 million annually on a cheap source of public drinking water for 100,000 residents, and for the lack of federally-required anti-corrosive treatment measures that might have cost the city around $100 a day, city, state and federal officials ultimately poisoned 8,657 children with tap water laced with lead. the corrosive nature of the Flint River and the astoundingly high levels of lead in tap water – some test samples were 900 times above the EPA’s safe limit. Such high levels are what the EPA defines as “toxic waste. It is very interest to read and we recommend that all should read.
That is all for this month. Just reminder for CPD holder. ASPE web site has Member benefit “the CEU Center”. EDUCATION REPORTHaig Demergian, PE, CIPEV.P. Education
The concept of Basis of Design for a project, is probably as older as I can remember, and this is a long time ago. It was a time when my company was doing a lot of design work for the Government, perhaps 1975 - 1985.
In any case, for these Government projects, the Basis for Design was mandatory. But we were so much familiar with this concept that we prepared a Basis of Design for all other substantial projects we were working on.
After this short introduction, I believe that will be proper to describe this document, for younger generation of designers.
Basis of Design is a succinct description of the various portions of the project, and explains in clear and simple words (which will be understood by lay persons), what is included in the project and how the equipment and systems were selected and sized. Specific construction jargon shall be avoided. This document should be started at the first conceptual submittal, and revised at the completion of each of the subsequent submittals: design development, 90% completion, final construction documents, etc. Final Basis of Design document should be delivered to the Owner, at the end of project, together with as-build drawings, tests, operating instructions, etc. as part of the close-out and commissioning documents of the project.

Bill Siler brought the meeting to order at 7pm. Past presidents in attendance were Ed Saltzberg, Cory Nakanishi, Vivian Enriquez, Kook Dean and Hal Alvord.
Bill Siler announced that the Picnic will take place in September 25, 2016 and the Golf Tournament will be held in Brookside, Pasadena on May 6th, 2016. There are two Platinum sponsors, Lubrizol and Delco Sales, and five Silver sponsors. Total of 256 people can attend the golf tournament, please get in touch with the committee to reserve your place by mid-April. If you would like to sign up after the deadline, there will be a fee of $50 applied.
Bill Siler asked all representatives to send the contact details of the members to the Board to create a list of register/database. He added that he will be visiting the engineering firms to meet the engineers and try to get them involve in ASPE. He then handed over Ron Bradford, the Sergeant of Arms, and Ron fined the following people:• Roland Gutierrez for mentioning Orange County Chapter
during introduction ($5)• Maile Akina for coming all the way from San Francisco
($5)• Alex Jimenez for willing to fine a past president over a text
message ($5) • Wilson Soohoo for being the last person attending the
meeting ($5)• Vivian Enriquez for not enjoying shopping in Philippines
($5)• David Maghen for not attending the Chapter meetings
since last year (50cents/month) • Chris Yang for starting working in a company in Pasadena
($3)• Frank Noor for being missed 3 times ($1/time)• Jimmy Wunno for being in charge of USC projects ($10)• Carmen Mikelatos for rescheduling meetings twice ($1/
time) • Chris Maome for becoming a father ($5)• Kook Dean for Alex Dean being 10 minutes late ($1/
minute)• Sofia Ayala for completing her 2-year scholarship ($1/
year)
Following to this, Thura Zin introduced Maile Akina from LiquiTech Environmental Solutions to give an overview of the company’s domestic water treatment systems.

GENERAL MEETING MINUTESSHEYDA OKKECorresponding Secretary Secretary
The board meeting was attended by Bill Siler, Hal Alvord, Kook Dean, Cory Nakanishi, Ron Bradford, Thura Zin, Jeff Atlas, Sheyda Okke, Scott Steindler and David Kelly.
The meeting began with the Treasurer’s Report given by Hal Alvord.
The Treasurer’s report was followed by the Golf Tournament update. Platinum and Silver sponsors are now confirmed and some members confirmed their attendance.
Following to the Golf Tournament update, the Board talked about the Social Events. Baseball game, Hollywood Bowl, Carting Event and Bowling were discussed.
Regarding the ASPE National Event in Phoenix, Jeff Atlas reported his findings about the bus trip. Taking a bus from Los Angeles to Phoenix might not be a feasible option due to the long drive and high cost. David Kelly gave an updated about the Picnic. The location will be secured and electrical supply, bathrooms and cleanliness are going to be the top priorities. The picnic is scheduled to be held on Sunday September 25, 2016.
Lastly, the Board talked about the email distribution list as it seems that some people have been dropped off the mailing list. Bill Siler would like to visit engineering firms to raise the interest to ASPE events and activities.

Thura Zin invited Mr J. Timothy Schroe from Staff Sales Engineer, Rada North America. He gave a presentation about how to minimize Legionella production.
He started his presentation with legionella outbreaks. He continued that some fixtures/valves might cause legionella growth. He talked about the gooseneck faucets where there is a potential for legionella growth due to the volume of stagnant water if the fixture is not used regularly. He added that check valves can also be problematic as if it fails to operate then the system will have a crossflow and the temperatures might drop to 60-125degreeF which is considered to be the temperature range for legionella growth. In addition to the check valves, solenoid valves can cause legionella growth due the stagnant water behind the diaphragm.
He concluded that incorporating simply designed products, minimizing the volume of retained water within the fixtures

and foursome info during this time. So thanks to all of you that have help by taking care of this early.
Now we still have a long ways to go. We have two courses to fill up so that’s another 200 more golfers to go. Sounds like a lot, but I think it can be done.
We have maybe one Gold Sponsors so you guys and gals can be different and steep up for a Gold Sponsor and take the spot light. If your company normally has a total of 2 foursomes, a gold sponsorship I feel is the way to go. The gold sponsorship gets you two foursomes. So let’s look at this now. By moving from a Silver sponsor $1500.00 one foursome plus a second foursome at 500.00 you’re up to 2000.00. You get a half page add instead of a quarter page add and more hole sponsors. I feel it’s a win win.
And finally I would like to thank our sponsors that have already signed on the dotted line:Lubrizol (Platinum Sponsor)
Delco Sales (Platinum Sponsor) Nibco (Silver Sponsor) Rayne (Silver Sponsor) Murray Company (Silver Sponsor) *MegaWestern (Silver Sponsor) *Josam (Silver Sponsor) *DayBreak Technologies (Silver Sponsor) *Endura Grease Interceptors (Silver Sponsor) *Bradford White (Silver Sponsor) *Canplas (Silver Sponsor) *Delta Faucets (Silver Sponsor) *Mainline (Silver Sponsor) Maybe a GoldSo as you can see we are off to a good start but have a long ways to go. So if you’re not already signed up please get your info in as soon as possible.

you of this. They spent way too much time fixing my fishing rod, but never once gave me that look you know that look. They really made me feel like I had been on this trip before. I really would like to go again will have to see if I can work it out. I can tell you one thing for sure I will be taking the medicine a couple days in advance. No sickie for me this time.
2016 Convention Party Bus Thank you Jeff for looking into this. So it turns out that a bus trip to Arizona will take us 16 hours from Los Angeles to Phoenix Arizona. That’s hard to believe but they all say the same thing. So Im not sure about you, but I don’t think I want to be cooped up in a bus for 16 hours. Looks like we are all flying unless we come up with some other ideas. Thanks Jeff for looking into to this for us. I am not sure if Jeff could of arranged the Pole Dancing Pole to the bus anyway.
ElectionsElections are coming up soon. If you’re interested in running for a board position please let us. Keep in mind now reps can run for any position. So if you have the
time and think you can make a difference step up.
Mark TannerPlease don’t forget one of our own Mark Tanner could use some help. Mark Tanner had a major stroke last year while visiting friends in Monterey. If you can spare a little money the Phoenix Chapter has setup a go fund me account. The LA ASPE chapter has donated $2000.00 and the Orange County Chapter has donated a $1000.00. Moreover, the Basis of Design should be revised and modified after each subsequent alteration/renovation of the project, to reflect new additions/modifications of the project.
Keeping the Basis of Design updated, will help the owner, designer and Contractor to make good decisions regarding possible renovations of the project.
Basis of Design should be prepared by all the trades working on the project (Architectural, Structural, Civil, HVAC, Plumbing, Fire Protection, Electrical, Controls, Alarms, etc.) Basis of Design should contain as a minimum the following Information:
a. Narrative description of various systems. The amount of redundancy, and sizing criteria. Limitation of fluid velocities in water and air systems.
b. Design criteria for sizing ducts, pipes, pumps, HVAC equipment, Plumbing fixtures, boilers, water heaters, filters, and recirculation systems.
c. List of major equipment, pumps, appliances plumbing fixtures and backflow preventers devices.
A clearly updated Basis of Design will help the Owner and Building operator, for proper use , maintenance and operation of the facility.
It is possible that some Owners will consider Basis of Design, as basic engineering services, and not a separate service. This shall be discussed during design fee negotiations. However, it is my opinion that, even the Owner is not willing to pay extra for preparation of Basis of Design, the design team should proceed with preparation of Basis of Design. This extra effort will be beneficial to all, and the design team will offer this document not as a gift, but as an example of professionalism and can use it as a tool to secure future contracts.
