president’s message

The San Luis Obispo Chapter is off to a great start in 2015! We just held our annual Kickoff Dinner at The Old Custom House in Avila Beach. All I can say is WOW! It was an incredible evening, and I certainly hope you were able to join us. If not, please check our calendar to stay up-to-date with our schedule of events. We have some wonderful events coming up throughout the year, which I hope you will be able to attend. Your board members are motivated and ready to make 2015 a mem-orable year!

Speaking of motivation, I recently attend-ed the first CLCA State Chapter President’s Council meeting of the year held in Ontario at the 2015 LIS Show. I must say, I am seeing a positive change not only in this Chapter, but across the state. If there was ever a time to join the CLCA, it would be now. I have served as a board member now for nearly 4 years and I have never witnessed a more motivated team of volunteers at the state and local level who are actively working to make this organization work for you, the member. From the relentless hours being put into making CLCA Insurance Solutions a viable insurance option for our members, to our state membership team who is making huge strides in attracting new mem-bers as well as retaining current members.

If our Kickoff Dinner was any sign of the level of interest and ethusiasm our members will have in 2015, to say I am excited would be an understatement. All of our board members have already begun work to make all of this year’s events a success. I couldn’t be more proud to serve with this amazing team.

On behalf of the entire 2105 SLO Board, thank you for being a member. We hope to see you on April 15 at our Zurn Wilkins tour!

This letter greets you with what has taken place in the lives of Bruce and Carrie Courter recently. I should say that the most exciting part of the year started on our 39th anniver-sary date on September 20. We were in deep conversation about the recent increase in our rent, rate hikes from the utility companies (for less units), increases for the internet (for less speed), etc. But worst of all, the state increases in taxes, fees, bonds, regulations, and low information voters who cancel out our vote. In addition, our concern was that we didn’t want to spend our retirement in a state where it was so costly to live. Simultaneously, we both said, "We have to move!" California was out because it was the same all over the state. Our main concern was that if we moved out of California, we would need to move someplace closer to family.

Move over Erica (our daughter)! Mom and Dad are moving to Missouri! The night we told Erin and Reuben (our oldest daughter and her husband) of our decision, they immedi-ately said they would help us move across the country. Carrie quit work at the beginning of October and her health and spirit both have improved. She had a vacation scheduled to see Erica in October, so on that vacation, her mis-sion was to look for a house to rent. Rents were too high, so she bought a house instead. We were able to buy a four year old, 3 bedroom, 2 bath, attached garage home with a full base-ment. We bought it with a VA loan and could not believe the government moved so quickly. We closed in 40 days. Mortgage, property tax and insurance costs totaled less than half of our costs in California.

On November 21, we rolled out of Paso Robles on a four day odyssey with a LOADED 26 foot Penske rental truck and towing Carrie’s LOADED car on a trailer. Carrie and Erin drove my LOADED truck with Remington and Ashlyn (grandkids) secured in the rear seat. We had good weather all the way with the exception of some snowfall in eastern New Mexico.

We landed in Festus, Missouri on the night of the November 24. The following morning we were signing the papers for our new home and UNLOADED everything that afternoon. The next morning it snowed all day long. How’s that for timing!

Timing has nothing to do with our decision to move, loading, driving across country, being accepted to buy a home and unloading. It was

GOD EVERY STEP OF THE WAY! He gave us a great feeling about closing the doors in California and opening the doors needed to be near our daughter and our grandchildren. It saddens us to be leaving some family and friends in California but that shall be our rea-son to visit every six months or so. Praise be to His timing and all of the answered prayers.

Yes, you can’t beat the weather that we enjoyed on the central coast of California, but it could no longer hold us captive to what is happening in the state! It was nice to be able to drive to the seasons, but now we are living in the seasons. We will get used to the weath-er, to have peace of mind and be here with our three grandkids. Today, we rose to -4 degrees, but were promised that the temperature would reach a high of 12 degrees.

But our mortgage payment is $981, gas is at $1.62 per gallon, an all-electric house has an average bill of $200-240 per month, less for food, less for insurance, etc. The surprise of all surprises was when we needed to get our Missouri driver’s licenses and vehicle regis-tration. The DMV office was no larger than a Starbuck’s. We walked in, pulled a number, and were called in 10 minutes. We took a 5 question test and eye exam, and slid over to a screen to have our pictures taken. Within 5 minutes we received our licenses for $17 each. Walked 12 feet over to another counter, handed over our CA papers. The clerk pounded away for about 10 minutes and said she was finished. She turned around 180 degrees and pulled our plates off a shelf and asked for a check for $163 for both vehicles. DMV experience was less than an hour with nothing coming back in the mail.

Andy Habsieger is a fallen soldier from the Iraq War who was greatly loved in this area. As a veteran, I feel honored to live on this street. Chapter President: Mike Kneeskern

Leading the CLCA San Luis Obispo chapter this year as chapter president is Mike Kneeskern, a manager at Central Coast Landscape Products.

Mike has been with Central Coast

Landscape products since 2008. The company provides quality landscape materials to home-owners and contractors, offering the largest selection of mulch, soils, flagstones, boulders and decorative rock on the Central Coast and delivering their products throughout the county. Their dedication to their customers and commitment to excellence sets them apart and keeps people coming back.

Mike began his career in the green industry about 10 years ago working on a maintenance crew in Sacramento. He soon realized what

an important role landscaping plays in the urban environment and developed a passion for the industry that he still has today. Mike also worked as a landscape construction fore-man before joining Central Coast Landscape Products.

Mike became involved with the SLO chapter in 2009 as a representative for his company. Mike and the company joined the association because they strongly believe in the preserva-tion and future of the industry. Mike joined the chapter board in 2012 as chapter secretary and was elected to the position of president in 2014.

Mike and his wife Denise have a 3 year old son and are expecting their second child in August. Mike enjoys outdoor activities such as golfing, hunting, fishing, playing softball and riding motorcycles.

VP Membership/PR: Evan Moffitt

Evan Moffitt, Director of Landscape Management for KD Janni Landscaping, Inc., will be heading up the Membership and PR efforts for the chapter this year.

Evan has had a clear vision of what he

wanted to do when he grew up since he was about 9 years old. A lover of plants, Evan realized early that he wanted to work in the landscape industry and feels fortunate today to be getting paid

for doing what he loves to do. Evan graduated from Cal Poly SLO in 2002 with a degree in horticulture and started to work for KD Janni Landscaping. He took leave of Janni for a few years to run his own landscaping company on the Central Coast returning to SLO and KD Janni Landscaping in 2009.

KD Janni Landscaping Inc., founded by Keith Janni in 1988, services clients in the SLO and Central Coast areas. In 1990, Jim Home, who founded Live Oak Landscapes on the Central Coast in 1974, joined the Janni team. Today, with over 100 years combined experience between Keith, Jim and Evan, the company continues to provide excellent

CLCA SLO: Board Minutes

Wed., January 28, 2015

Ewing Irrigation, 1175 Prospect St., San Luis Obispo CA. Mike Kneeskern called the meeting to order at 5:13 p.m.

Present: Pat Connelly, Jonathan Araya, Levi Marks, Evan Moffitt, David Brown, Mike Kneeskern

Past Minutes: Pat moved to approve the minutes from November 2014 as presented by Gina. Jonathan 2nd, all in favor.

President’s Report: Mike discussed the need to fill the open VP of Programs position. It was suggested we either form a programs committee or elect Levi Marks as our new VP of Programs. Evan moved to elect Levi Marks as our new VP of Programs. Pat 2nd, all in favor.

Treasurer’s Report: Evan moved to approve the treasurer’s report from December 2014 as presented by Pat. Jonathan 2nd, all in favor.

Old Business: The board seems to be pleased with the new newsletter and the way that Jerrie Beard & Associates is managing the newsletter and constant contact.

New Business: The board discussed the possibility of having a booth at the San Luis Obispo home show. Everyone is on board and plans will begin. The board also discussed the possibility of sponsoring Bruce Courter to make a spe-cial appearance at this year’s beautification awards. Pat moved that the board approve a $1500 budget to accommodate such a trip. David 2nd, all in favor.

Mike adjourned the meeting at 6:28 p.m.

As director of landscape management, Evan oversees the landscape maintenance, irriga-tion, landscape enhancement and tree services divisions of the company. He is a Certified Arborist, QAL, CLIA and LIC. He takes pride in using the best horticultural practices to keep the yards of his clients looking great.

Evan joined CLCA as a student when he was attending Cal Poly and has been a member ever since. He believes CLCA provides an op-portunity to not only grow as a landscaper but improve industry standards.

Evan and his wife Diana have been married for 11 years and have 2 amazing daughters. The family does Crossfit together nearly every day. He enjoys watching baseball (Go Dodgers!), gardening and tennis.

On Friday, February 6, the San Luis Obispo Chapter of the CLCA held its annual Kickoff Dinner at The Custom House in Avila Beach. Nearly 40 chapter members and guests enjoyed an evening of camaraderie and net-working, a great South of the Border buffet, live music by the CLCA All Star Band, and edu-cational presentations from Hunter Industries and FX Luminaire.

Hunter/FX Luminaire co-sponsored the evening with the chapter and provided some spectacular raffle prizes for the guests. Aaron Huxley of Hunter Irrigation and David

March 1: Public Works Contractor Registration Deadline Approaches By Pete Dufau, CLCA Director of Legislation, Chairman LandPac

• Must not be in prior violation of this registration requirement once it becomes effective. However, for the first violation in a 12 month period, a contractor may still qual-ify for registration by paying an additional penalty.

What do you, the Public Works Contractor, get for $300 a year? • DIR will post a list of registered contractors

and subcontractors on its website so that awarding bodies and contractors will be able to comply with requirements to only use registered contractors and subcontractors. Various protections are built in so that:

• A contractor won’t be in violation for work-ing on a private job that is later determined to be public work;

• The inadvertent listing of an unregistered subcontractor on a bid won’t necessari-ly invalidate that bid; a contract with an unregistered contractor or subcontractor is subject to cancellation but is not void as to past work;

• An unregistered contractor or subcontractor can be replaced with one who is registered;

• A contractor whose registration lapses will have a 90 day grace period within which to

SB 854 was a budget trailer bill that was signed into law on June 20, 2014, and became effective immediately. It made several signifi-cant changes to laws pertaining to the admin-istration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established a new public works contractor reg-istration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-fund-ed and other specified public works projects. Obsessively it shifted the COST of compliance to contractors bidding public works. Here is the site to register!

All Public works contractors are now subject to a registration and annual renewal fee that has been set initially at $300. The fee is

non-refundable and applies to all contractors and subcontractors who intend to bid or per-form work on public works projects (as defined under the Labor Code). You will have to re-reg-ister and re-pay every July 1! The registration fee is not related to any specific project. It is more like a license that enables the registrant to bid on and perform public works.

Contractors must meet minimum qualifi-cations to be registered as eligible to bid and work on public works projects: • Must have workers’ compensation coverage

for any employees and only use subcon-tractors who are registered public works contractors.

• Must have Contractors State License Board license if applicable to trade.

• Must have no delinquent unpaid wage or penalty assessments owed to any employee or enforcement agency.

• Must not be under federal or state debarment.

pay a late fee and renew. • The requirement to list only registered con-

tractors and subcontractors on bids becomes effective on March 1, 2015. The requirement to only use registered contractors and sub-contractors on public works projects applies to all projects awarded on or after April 1, 2015.

All contractor registration fees will go into the State Public Works Enforcement Fund and be used to fund:• Administration of contractor registration

requirement; • All DIR costs for administering and enforcing

public works laws; • Labor Commissioner’s enforcement of other

Labor Code violations on monitored public works projects;

• DIR will no longer charge awarding bodies for prevailing wage compliance monitoring and enforcement by the CMU.

Surprised? This bill was pushed heavily by organized labor that derives most of its income from public works contracting and a legislative body looking for ways to produce income for the state.

I would like to challenge all CLCA members to get involved and to invest in your employ-ees and your company! The CLCA Landscape Industry Certified Technician program is one way to do this. This program provides a means of measuring the skills of your employees in our industry against an industry standard.

So how do you as an owner benefit from this program? Consider this--how beneficial would it be to know that each time you send your team out to a maintenance project, or send an irrigation technician to fix a problem, or send your enhancement crew to do an upgrade that they can perform the task in a timely manner and do it correctly the first time? If you have certified technicians on staff, you can be confident that they have the resources and the knowledge to accomplish the task on time!

Certification is not a training class but a chance for your top employees to show they are in fact ready for the task at hand. If they don’t pass a particular section of the test, they then know what skill set to work on. Once they

are certified it is a great marketing tool for your company--a way to show your company is a step above the competition. More and more architects, HOAs, municipalities and com-mercial properties are requiring you to have a certified technician on their jobs.

More than just that, it’s a great way to build confidence in your team. Once one employee becomes certified it inspires others to follow their lead. It can create more opportunities and a higher pay scale for the employees. It flat out inspires them to give their best effort all the time.

Another reason certification works is that we are professionalizing our industry so we can charge more for our services, put out a better product and see more profit fall to the bottom line. It really is a small investment with a great return.
