ASBESTOS MANAGEMENT PLAN: The purpose of this AMP is to assist all onsite staff with the standard operating procedures and measures required to control asbestos contamination onsite. We adopt a policy of “Detect and Reject” for all asbestos and/or suspected asbestos based materials.

ASBESTOS: a set of six naturally occurring silicate materials (actinolite, amosite, anthophyllite, chrysolite, crocidolite or tremolite.) A set of 2 or more of these were used to produce materials for its resistance to heat, electrical resistance and chemical inertness. It is best known for its characteristic features which is to crystallize in fibrous form.

All forms of asbestos are classed as “unacceptable” and “hazardous” to the environment and people onsite and within the immediate area. Asbestos can be fines or fibres or any asbestos containing material including fragments.

IDENTIFYING ASBESTOS: All products, fragments, unknown materials that are suspect of being asbestos are to be treated as asbestos and handled as per the guidelines below.

Asbestos products are commonly identified by the colour (white, grey, blue, brown) and the fibrous feel/nature of the material as opposed to Super 6 which breaks a lot easier than asbestos material that does not have strands/fibres holding the fragment together. Asbestos is denser, so when tapping it on a hard surface it sounds like a ceramic tile. You can also see the fibrous whiskers of the asbestos, as opposed to super 6 which breaks in even layers. Super 6 also had a pattern (dots) on it and little mesh squares, unlike Asbestos shows a more woven pattern.

Asbestos fragments that are spread through a particular load (demolition) will be identifiable through viewing the tops of loads before tipping and can be rejected immediately. Asbestos found in demolition loads are generally flat sheets (i.e. from eaves)

Asbestos fragments that are singular sheets or fragments may be hidden inside the load and will be noticeable when the load is tipped off onto the tip off bay. The entire load is then deemed to be contaminated and will need to follow the reloading procedures.

On the tip off bay, Asbestos stands out due to its different physical appearance that it does not look like a type of wood, concrete or brick, and plasterboard is powder-like and bright white when broken. It is not bright in colour like plastic, neither does it go sloppy like paper and cardboard when wet down.

ASBESTOS PRODUCTS: Vinyl Tiles, Hessian sacks used to carry asbestos used as lining under carpet and tiles, Insulation on Hot Water Pipes, Millboard behind heaters and stoves, Asbestos cement sheeting in various forms and styles on walls and eaves, Insulation inside fuse boxes , Asbestos Ceiling insulation in either a dry form or as a roofing felt, Asbestos corrugated roofing and fencing, Asbestos plasters, Asbestos being mixed into paint to give walls and ceilings a textured look.

All waste carriers are familiar with our list of acceptable and unacceptable products as per the below list and signposted at the entry/exit point and advertised on our webpage.

ACCEPTABLE PRODUCTS: All dry non-hazardous solid waste. Includes: building/construction waste, plastic, strapping, mattresses, metals, white good appliances, plasterboard, glass, bricks, tiles, concrete, rocks, sand.

UNACCEPTABLE PRODUCTS: STRICTLY NO ASBESTOS, NO Liquids of any kind (e.g. Oil, paint, food waste, fuels, hazardous chemicals, batteries etc.) NO Household municipal wastes, intractable waste, medical or sanitary waste. NO Odorous wastes. Any contaminates will be reloaded and removed from site at the customers expense.

SIGNAGE: All our price lists and advertising display our accepted and unaccepted materials list. This details exactly what solid waste we can accept for recycling and landfilling and which wastes we cannot under any circumstances accept or have enter our site.

Specific NO ASBSESTOS Signage will be displayed at entry/exit points. This sign site will remind drivers they are not allowed to cart in any prohibited items and they are not to tip off any contaminates or they will incur extra fees and charges and be taken off site.

We reserve the right at all times to refuse any load we feel to be containing prohibited waste material prior to tipping off.

MONITORING OF ASBESTOS: Inspection of loads will require interviewing the driver to find out where the waste is coming from, they will be required to sign the Tip Docket stating they are not carrying Asbestos or Asbestos Related Materials, they will be asked if the driver knows if it was from a property that is pre 1990 to ascertain the risk level of the load containing Asbestos, what products they are aware the load contains inside and how much is being brought in.

Recording of driver’s names, job identification numbers (matched up to computer system with all client information, collection location are recorded prior to tipping of any loads.

Detect & Reject: All waste containing asbestos (however small a fragment) it will be immediately rejected. If this can be done prior to tipping. If Asbestos is found after tipping, then the whole load will be reloaded into the truck/skip bin at a prescribed cost to the customer, The load will then be directed to a suitable facility to accept the contaminated load. (currently being Wastestreem Management – Ratcliffe Rd Kwinana)

Visual inspections will be conducted prior to the tipping of the load. In most cases demolition waste is brought in containing asbestos it will be noticeable through smaller fragments as it tends to spread throughout the entire load, however Skip bin waste containing asbestos is generally found at the bottom of the load and will sit on top once tipped.

Further inspection is conducted at the tip off area. When the tipper or bin is being emptied we can closely view/monitor its contents. After which the excavator operator will begin sorting the load and directing recyclable materials for further collection/disposal. At this point the possibility of further discoveries of Asbestos that has been hidden within the load are made. At this point the asbestos contaminated load can be removed from the tip off bay and reloaded to prevent contamination to other loads.

HIDDEN ASBESTOS: If hidden Asbestos is found after the load has been tipped out into the tip off bay, immediate response will ensure the entire load is wet down and reloaded back into the containment bin it was brought in and responsible person/company will be charged with a reload fee and the contaminated material will immediately be removed from site and disposed of at the correct facility.

If a staff member is unsure they are to liaise with the onsite Manager to identify if the product is asbestos and in the case of doubt it will be assumed to be Asbestos and reload/rejection procedures will take place.

In all cases of asbestos contamination an onsite record will be kept and the following information will be recorded. Job ID number, suburb, drivers name customers name and disposal date

Management of Asbestos: The Health (Asbestos) Regulations 1992, and Environmental Protection (Controlled Waste) Regulations 2004 provide for approved methods of transporting and storing/holding this waste, which include adopting the following measures:

• using water or other practical measures to keep airborne material containing asbestos to a minimum; • separating asbestos from other material for disposal where that is reasonably practicable; double

wrapping in 25um black plastic or otherwise containing in a manner that prevents asbestos fibres entering the atmosphere during transportation on a road; and labelling or marking with the word “CAUTION ASBESTOS” in letters not less than 50mm high.

• EMERGENCY, ACCIDENT OR MALFUNCTION: Immediate reporting to the Chief Executive Officer of any discharges of waste in accordance with Section 72 of the Environmental Protection Act 1986. We will inform the regional office as soon as practicable, or the identification of any discharge of waste which has occurred as the result of an emergency, accident or malfunction, or extreme weather conditions.

Identification and testing of contamination will be done so adequate monitoring and reporting can be conducted.

RECORD KEEPING: All incoming waste delivered via truck or skip bins will require to provide the following details prior to tipoff – Name of driver, job identification number, location source of waste being disposed, type of waste and quantity being disposed.

• Rejected/Reloaded vehicles will be recorded by client, registration number, driver, location(suburb), job ID and date of rejection/reload. A job is then created within the management system for asbestos contamination and a notation is made on the original booking.

• All incoming and outgoing waste will be recorded by measurement of cubic metres. We will be able to determine daily our inputs and outputs processed and the difference between recycled waste and going landfill. This will provide adequate monitoring of our progress and diversion from landfill.

ONSITE STAFF ROLES & RESPONSIBILITIES: Under the current 2018 Asbestos Management Plan for Trenchbusters Southern Bins, onsite staff have the following roles and responsibilities:

Yard Manager: It is the responsibility of this person to ensure all loads in and out of the facility are recorded correctly and ensuring staff operating at the tip off bay are inspecting loads and rejecting asbestos contaminated loads. The duties of this person may require they themselves inspect loads by climbing on top of the trucks to visually inspect prior to tip off. Any suspected loads will require the Yard Manager to discuss with the driver the findings and exit procedure to vacate the site in a safe manner as to not cause contamination or threaten the safety of our staff.

Other Employees (Machine Operators & Laborer’s) : It is the responsibility of these personnel to constantly inspect visually and with the machinery they are operating to ensure the entire load tipped off is free of any asbestos material. They are to notify immediately the Yard Manager of any findings so that the driver can be stopped prior to exiting the premises for reloading and the Administration Officer can issue a reload penalty docket.

In the case of finding Asbestos prior to tip off then the Administration Officer is to issue a refund. The Yard Manager can then assist in ensuring the driver is wet down, tarped and exits the premises. Yard Employees main responsibility is to mitigate and stop ALL instances of Asbestos Material from proceeding through to our stockpile for further processing into our shredder, screen and picking station line to prevent major contamination of all stockpiles onsite and endangering staff inside the picking station that are processing by hand all waste fed through.

It is the duty of all staff to be vigilant with any suspected asbestos material to ensure no contamination at all occurs.

PRODUCT TESTING

To ensure the above measures are adequate product testing of sample recycled sand needs to be conducted to ensure content does not exceed 0.001% of Asbestos weight for weight is found.

Product to be sampled: Recycled sand, screened to <10mm

Sampling Rate: 3 Samples per 200m3 of product from stockpiles.

Sampling Treatment: Each sample to be min of 10 ltrs in volume, divided into 2 size fractions, one less than 7mm and one sample greater than 7mm. The greater than 7mm fraction is to be examined for asbestos material and retained to determine level of contamination if found. The smaller fraction needs to be sent into the laboratory for analysis. The sample size will be minimum of 500ml as per the laboratory requirements.

Test Specifications: In-House Test Procedure LPH-01 based on AS 4964-2004 and the analytical procedures and reporting recommendations in Western Australia Guidelines for the Assessment, Remediation and Management of Asbestos Contaminated Sites in Western Australia – May 2009

Staff Training: Key staff undergo training at Emissions Assessments completing a 2 hour Asbestos Awareness Course. Currently 3 staff consisting of the Yard Manager, Tip off Bay Machine Operator and a Leading Hand have undergone training.

Further training will be required should changes be made with staff positions. Compliance and Performance Audits & Periodic Reviews of the AMP

Annual audits are conducted and reported to the DER of all waste rejected from our site due to suspected Asbestos contamination. The next review of this Asbestos Management Plan 2018 for Trenchbusters Southern Bins is to be conducted in July 2020 in accordance with the DER Asbestos Guidelines.

Dust Suppression Plan 2018

EPA OBJECTIVE: To ensure that emissions do not adversely affect the environment or health, welfare and amenity of people and nearby land uses by meeting statutory requirements and acceptable standards.

EXISTING ENVIRONMENT: The site is zoned precinct – 4 central transport and is surrounded by other industry and rural residential properties. Other potential dust producing industries located nearby the site include limestone quarries and tailing ponds, Eco resources waste transfer station, Wattelup sand supplies and a salvage yard. This site was previously approved and operated as a limestone quarry.

The site has been developed to provide a flat hardstand base consisting of limestone base and compacted to create a hard, dust free surface suitable for trucks and storage. Entry / Exit roads are constructed using sealed bitumen asphalt providing a dust free surface at the opening gates of the site.

1.8m Cyclone fencing will contain the entire property, followed by landscaped bush area bordering all boundaries and shade-cloth covering all fencing. The tipping area has a 3.6m high fence on the rear and 2 sides with 1.8m high shade cloth fitted to help prevent foreign material leaving the tipping area.

ENVIRONMENTAL MANAGEMENT: Dust Control Plan will be implemented and the outcome to be that all dust emissions can be managed to meet EPA’s objective.

OUR ASSESSMENT: We will endeavor to maintain a dust-free environment and our aim is to ensure we receive zero dust complaints or incidences of problematic dust, or uncontrollable dust emissions from this current highly exposed facility.

A 10,000ltr water tank fitted with a fire fighting pump mounted on a road registered truck will remain on site, this can also be coupled up to a sprinkler system to irrigate the tipping area and maintain the dust suppression within the compound, All working areas from which dust may be generated will be maintained in a moist condition so that no visible dust emissions cross the boundary of the premises.

No materials are kept on the tipping floor for a period of more than 24hrs all sorted waste is contained within skip bins. (excluding screened sand) Trenchbusters Southern bins does not bulk store unsorted waste materials like other facilities in the region.

ENTRY AND EXIT ROADS: On site sprinklers will be located around the site to cover open areas and trafficable areas to prevent dust emission from road travel. The use of a watercart throughout the day to keep in and out road damp at all times will mitigate any dry areas and provide thorough coverage in dryer seasons.

WINDBLOWN WASTE CATCHMENT AREA: The entire perimeter fence 70% block out black shade-cloth, enclosing the area and preventing any small windblown waste and dust from leaving the site. Perimeter walks will be conducted to collect any windblown waste and keep the site tidy and clean. Our windblown waste catchment barrier will also suppress, if any, dust.

WATER SOURCES AND BACKUP WATER SUPPLY: Currently no mains water is available although we have sourced a 3rd party to complete dust suppression via spraying and replenishment of our onsite water truck, This makes water readily available at short notice.

1.0 Aim

Trenchbusters Southern Bins aims to greatly reduce the amount of mixed builders’ rubble from the construction industry going straight to landfill unsorted and unprocessed.

All mixed rubble (loads contain mixed brick, paper, plastic timber, strapping plasterboard metals etc) that is deemed to mixed to sort and salvage is transported directly to landfill.

Trenchbusters Southern Bins aims to provide plant, machinery and skip bins to the construction industry. A vital part of these services is ensuring we do our part to recycle as much waste as we can from our customers generated waste.

Trenchbusters Southern Bins aims to reduce the construction waste disposed at our site by 70% this greatly increasing our recycling rate in Western Australia from the lowest in Australia and greatly decreasing waste going to landfill.

2.0 Scope

This environmental management plan is designed to ensure compliance with all Commonwealth, State and Local Council requirements pertaining to the operation of a waste transfer facility at site address Lot 104 Moylan Rd Wattelup Rd Western Australia as further listed in 5.0 of this document.

The site work undertaken by Trenchbusters Southern Bins shall include the following activities:

Currently on site/available:

• 1x 3m x 6m transportable office/lunch room • Portable toilet (cleaned out by Complete Portables on a regular basis) • Truck mounted water tank, overhead water tank and bore access • 1.8 High cyclone Perimeter fence with black Shade cloth and 3.6m high fenced area to 3 walls of the

tipping/sorting area and fitted with 1.8m high black shade cloth. • Compacted and water bound 200mm thick limestone sub base to create a firm hard stand • Laydown areas for storage of empty stacked skip bins. • Laydown area for changeable recycling bins. • Portable storage shed for tools, parts, equipment. • Appropriate signage indicating accepted and prohibited wastes for disposal and contact details for

site manager and emergency numbers.

OPERATION PHASE TO INCLUDE:

• Receiving of solid waste from the construction industry by way of tip trucks and skip bins. • Continued sorting and separating of tipped waste by way of machine (excavator& Skid steer) and

some manual sorting; • The collection of recycled waste for further processing offsite; • The screening of sands from rubble at minus 20mm • The processing off rubble sorting through hand picking for recycling by Red Sand supplies. • The processing of all unrecyclable waste to be disposed of at an appropriate landfill site and create a

cleaner concrete rubble for crushing. • The crushing of clean concrete and brick rubble for road bases and drainage rock for recycling.

Recyclable Materials:

• Timber pallets collected by West Coast Pallets for recycling. • Untreated Pine and soft wood is collected in holding bins and sent off site to be mulched for

recycling • All metal products and scraps are collected in bins by Auscon Scrap Metal • Concrete, bitumen, limestone, bricks are all categorized into 10 cubic meter bins for recycling at Red

Sands Supplies. These products are recycled to manufacture bitumen profiles, concrete road base, track material and future stone products.

• Sand is screened and recycled. • Green waste is stored on site and taken to Red Sands to be recycled into mulch products. • Tyres are collected by Tyrecycle, • Unsalvageable waste – carpets, insulation, PVC, black strapping, toys, etc is collected in a 10m3 steel

bin and disposed of at Henderson landfill. • The final waste materials are transported to Eco Resources for further picking and recycling.

3.0 Environmental Aspects and Impacts

An environmental site assessment checklist shall be used as the tool to identify risks to the environment associated with the scope of the work being undertaken by Trenchbusters Southern bins.

The possible environmental impacts identified by Trenchbusters Southern bins to be monitored and controlled are as follows:

• hazardous substances spills from hidden prohibited contaminants • risk of fire from solid waste and recyclables stored on site • noise emissions from heavy vehicles and machinery • dust emissions from tipping, shredding, crushing of waste • dust emissions from traffic movements on site roads • air emissions from exhaust and visible smoke emissions from vehicles • windblown waste control • water emissions from sprinkler dust suppression system

4.0 Environmental Monitoring and Audit Plan

Trenchbusters Southern bins shall monitor the environmental management of aspects on site.

In support of the environmental monitoring and audit plan, The OHS/Environmental Representative on site shall observe and record general observations and activities associated with the environment;

• During unusual or extreme weather conditions • When the likelihood of air quality may be affected and be of risk to workers and people in the area • Should noise from plant or other activities impose a risk or receive a complaint from people working

in the immediate area • When there is a risk of fire, • Where the Aspects and Impacts Register identifies a risk that requires monitoring

Emissions – Hazardous Substances

Trenchbusters Southern bins shall ensure that hydrocarbons, other hazardous liquids and asbestos are prohibited from the site and are not discharged into surface water, groundwater, land or air.

Trenchbusters Southern bins shall have in place plans for the management of spills or leakage of hazardous substances should they occur.

These shall include

• The effective monitoring of solid waste being tipped off onto site • ensuring all workers are aware of the types of prohibited hazardous substances • The correct measures and contingency plans to contain and eradicate the hazardous substance from

the site before it can cause any environmental pollution.

Should a hazardous liquid substance be spilt or asbestos be found, contingency plans shall be in place to have the contamination confined within the spilt area until the incident can be effectively managed and reported. An Incident Report Form will be completed and subsequent fines and charges for the cleaning and decontaminated of the affected areas will be applied to the operator found to be carrying the contaminated waste product.

Trenchbusters Southern bins shall ensure all workers onsite are aware of the risks of hazardous substances and how best to monitor the intake of solid waste to ensure no hidden contaminants are found or are at risk of exposure.

Management of asbestos - The Health (Asbestos) Regulations 1992, and Environmental Protection (Controlled Waste) Regulations 2004 provide for approved methods of transporting and storing/holding this waste, which include adopting the following measures:

Asbestos dumping is strictly prohibited onsite and all measures to prevent the incoming of such hazardous materials shall be employed.

Trenchbusters Southern Bins will always remain the right to refuse any load and/or operator deemed to be suspicious prior to tipping off / unloading on site.

Chemical Storage/ Hydrocarbon– No fuels or hazardous (toxic) chemicals will be stored onsite. Hazardous Waste – Electrical Components: This may include CFL’s and fluorescent tubes, starter

motors, electrical parts disposed inside rubbish piles and will require to be separated and sorted for recycling and disposal

Trenchbusters Southern Bins appropriately to avoid contamination especially items containing hazardous chemicals such as Mercury.

Hazardous Soil Waste – Soil deposited onsite mixed with rubble that may have come from a contaminated site or may contain organic chlorine will need to be directed to landfill. Soil samples and testing can confirm the levels of contamination and the quantity and this can help monitor the types of soils being deposited onsite and ensure the correct treatment and disposal methods are used.

Vehicle Maintenance – Services, oil changes, greasing of machinery and refueling will be conducted within the designated compound area. All oils, grease and fuel will not be permitted to be disposed of on ground or into water. Removal of all chemical wastes to be taken off-site for appropriate disposal by the service personal conducting maintenance.

Trenchbusters Southern bins will primarily target the construction builders waste that is deemed to be of least risk of containing asbestos and other toxic chemicals that can cause contamination. Any load deemed too risky or contaminated will be unable to tip off on site and shall be directed to an appropriate landfill facility for appropriate disposal.

Air Quality

Trenchbusters southern bins shall comply with all vehicle standards determined under section 7 of the Motor Vehicle Standards Act 1989 with respect to emissions control for heavy vehicles.

All vehicles belonging to Trenchbusters southern bins shall have installed pollution minimization devices, maintained and repaired so the devices comply with prescribed standards or maximum permissible concentrations of emissions as set in the Australian Design Rules standards.

Odour Pollution

Trenchbusters Southern Bins shall ensure no odour emissions are generated from the recycling, storing, screening waste on site.

• Green waste is not stored on site for more than 72 hrs and is contained within a holding bin.

No putrid or odourous loads will be allowed to tip off onsite to avoid any odour pollution and to discourage the delivery of such loads.

No liquid or semi-liquid loads will be permitted to be tipped off. No toxic or hazardous wastes are permitted and monitoring and inspection procedures to be conducted by onsite staff to ensure none of these wastes are disposed of on site.

Noise Pollution

Trenchbusters southern bins and all employees will undertake plant risk assessments, including noise management, prior to operating any plant or equipment on site.

Noise emissions that may be determined to be an impact are:

• Heavy vehicles onsite (tip trucks, skip bin trucks) • Plant and machinery operating onsite (skid steer, front end loader, excavator, sand screen) • Employees working near this machinery • People working in the area where high levels of noise may be of nuisance.

The site is zoned precinct – 4 central transport and the noise generated from the travelling of heavy vehicles is not determined to be an issue.

All heavy vehicles onsite will comply with the standards set out in Vehicle Standard (Australian Design Rule 83/00 - External Noise.

The Hours of Operation are within normal daylight hours of 7am to 5pm, from Monday to Friday. (Saturday if required)

No operation on Sundays and Public Holidays.

Drivers of the Excavators, Skid Steers, Front End Loader and Trucks will be inside closed cabs that deminish the engine noise generated. Any other workers required to be onsite, working nearby machinery and are exposed to the outside noise will be required to wear hearing protection as supplied and will be made aware of any noise hazards onsite.

Risk of Fire

Trenchbusters Southern Bins shall ensure all waste stored on site is not a fire hazard and will not self-combust. All materials stored on site is stored within holding bins this will ensure/assist the containment of any fire risk/hazard. The site consists of a limestone hardstand with fencing that does not promote any fire risks.

All recyclable and non-recyclable material will be stored onsite for less than 7 days, within steel container bins and most of the material is not determined to be an issue.

Machinery will be stored through the night away from any potential flammable or combustible waste material. All bins containing material deemed to be a fire risk will be covered or removed before COB.

No flammable liquids, fuels or hazardous chemicals are to be stored onsite. Appropriate fire management controls and firefighting equipment shall remain on site and be available in case of a fire emergency.

Trenchbusters Southern Bins Dust Emissions

Trenchbusters Southern Bins shall ensure all dust emissions generated from the travels of vehicles, tipping materials and collection shall be kept to a minimum, no dust shall be visible over the boundary of the site and the site will be keep moist at all times throughout operation to ensure that the site remains dust free.

The site is of compacted limestone hardstand and does not impose a dust risk. The limestone hardstand is to be kept free from sand and other foreign materials. The area shall be scraped daily or as required to ensure dust generation from the movement of heavy vehicles and machinery is kept to a minimum. An onsite water cart will keep roads in and out wet throughout the day as required.

The designated tip off area is to be kept moist with the operation of a sprinkler throughout the day as required depending on weather conditions. Should It be expected that a load being tipped is containing material of the dusty variety it shall be wet down as it is being tipped off to ensure this does not impose a risk or nuisance to people working in the area.

Water Emissions

Trenchbusters Southern Bins shall ensure all water emissions are contaminate free and does not pollute the ground or nearby waterways or wetlands.

Water generated by the sprinkler system will be during planned intervals for short periods of time to keep the site and dust-risk areas moist. Evaporation is considered to be the main eradicator of any water generated onsite from the sprinkler systems. A hardstand of compacted limestone base is to be installed at a minimum of 200mm thick throughout the entire site.

Windblown Waste

Trenchbusters Southern Bins shall ensure secure 1.8m high cyclone fencing with shade cloth fitted to the inside boundary of the site to prevent any windblown waste from escaping.

Trenchbusters Southern Bins will install a 3.6m high fence with a mesh size of 50mm x 50mm to 3 sides of the tipping area and install shade cloth to 1.8m high to further prevent wind blown waste.

Regular perimeter walks will be conducted to detect and remove any windblown waste and to identify and repair any of the fencing/shade cloth requiring repair.

Trenchbusters Southern Bins do not intend to stockpile any waste materials. There will be 2 stock piles of processed and unprocessed sand for screening and shall not exceed 5m in height.

An audit of the environmental system shall be incorporated into the site safety audits undertaken by the OHS/Enviro. Representative.

Should an environmental incident occur which has significant impact on the environment, including long term damage, a separate audit will be performed by an independent environmental auditor and provided to the client for review and appropriate actioning. Records of audits and monitoring shall be kept.

Audits of the input of solid waste and the outputs to recycling and landfill will be conducted on a monthly basis to provide statistical records of the percentage of construction and demolition waste recovered and diverted from landfill.

Measurements of intake will be in cubic meters as no weighbridge will be onsite. All tip trucks will be measured and charged by the capacity of the size of their vehicle and likewise skip bins will also be measured by the actual size of the bin.

Outputs to landfill, recycling facility or another transfer station will be recorded by tipping measurements in the tonne or cubic metres depending on the product and the means of measurement of the disposal site and tip fees paid.

Training and Induction

Environmental awareness, education and training in site requirements and safety is included in the site induction at Trenchbusters Southern bins as appropriate to the standards set by WorkSafe practices and in keeping with our environmental protection policy to ensure all onsite activity does not impact on the environment or is of nuisance to people working in the area.

All onsite employees shall be proficient in the following:

• Awareness and understanding of the wastes accepted at this site • Awareness and understanding of the waste not accepted at this site • Correct monitoring and inspection methods of waste prior and during disposal • Correct action to take if contaminates are suspected prior to tipping • Correct action to take if contaminates are found after tipping • Dangerous and hazardous substance containment and avoidance plans • All contingency plans to deal with the prevention and correction of all environmental risks and

Trenchbusters Southern Bins Trenchbusters Southern bins shall ensure the safety, to the best of their ability, of all employees onsite and clients accessing the site for the disposal of solid waste. All visitors to the site must report to the office and remain there until a qualified escort is available to assist.

Access to the site is prohibited to members of the public.

Security

Trenchbusters Southern bins shall ensure that the secure 1.8m cyclone fencing with shade cloth surrounds the perimeter of the site to prevent unauthorized access to the property during operation and closing hours and to provide screening from passersby.

Heavy duty steel double lockable gates located at the entry to the complex and additional chainmesh double gates to our immediate facility to prevent unwanted traffic on our main driveway during closing hours.

Video surveillance will be installed with a minimum of 4 cameras recording

Activity onsite during working and closing hours. During night time, sensor lighting will be operational.

Perimeter inspections will be conducted on a regular to inspect for faulty fencing or attempted break-ins to be discovered and resolved immediately.

Check-In Procedure All incoming Trucks and Skip Bins for the disposal of construction waste and other nonhazardous waste,

• All trucks will enter via the driveway and stop at the site office for sign in/ recording incoming/outgoing materials register before proceeding to the un-tarping and inspection area.

• The registrar include the recording of the following details – Name, Registration, Location of Waste collected, Types of Mixed Waste, Amount of waste being tipped, Size of containment bin. Should the waste be reloaded due to contamination this will also be recorded prior to being sent off site for disposal at a suitable site.

• Onsite staff will conduct walk around of bin, or climb onto truck bay to inspect load visually. • During unloading, if there is a dust risk then the load will be hosed with water throughout the

unloading period. • Further inspection of the tipped load to ensure there is no non accepted products contained within

the load

If Hidden Contaminants Are Found After Unloading

• Immediate response will be conducted by onsite staff to ensure level of contamination to site, staff and surrounding environment is contained.

• Verification of type of contaminate to be conducted by another staff member. • If contaminate can be reloaded back into the truck/skip bin it was unloaded from then the entire

tipped load and will be reloaded for immediate removal from site. • Dousing of load if a dust risk imposes further airborne spreading of contaminants, then this will be

conducted prior to further disturbance and reloading.

OVERVIEW

Trenchbusters Southern bins recognize the need to monitor noise emissions to maintain the health and wellbeing of people who are involved in the operation of our solid waste depot and work and reside in the surrounding areas adjacent to our site.

EXISTING ENVIRONMENT

The site is zoned precinct – 4 central transport and is surrounded by other similar industries. large quarries operate on Postans & Moylan Rd, Sea Container Storage, other recycling and screening operations, Warehouses, Alcoa Tailing Ponds, Fly Ash Ponds, Diesel locomotive rail line and open bushland. The existing truck traffic is moderately low due to Moylan road being a no-thru road, reducing truck traffic noise. Only local traffic uses this road.

NOISE

Machinery onsite consists of earthmoving equipment (2x 4 ton excavators, 1x skid steer, one small single cylinder sand screen, and one diesel powered sand screen (large screen is operated for approximately one 8 hour shift per month). We understand this type of equipment has the potential to cause nuisance noise especially if operating in poor condition. Noise will also be generated from the movement of trucks and reversing alarms.

Due to the secluded location of this site we don’t consider this noise to be an issue to nearby neighbors and is less than the current noise emissions within the area form other operating facilities we will further ensure that noise is not an impact to neighboring sensitive areas (being nearby rural properties)

The nearest residence is over 400m away to the north, so noise will not be of concern to this home.

NOISE MANAGEMENT

Noise management will comply with Noise Management in the Construction Industry:

A Practical Approach (WorkSafe) and Environmental Protection (Noise) Regulations 1997 Regulations. This will include the following:

1. Adhering to the hours of normal operation, with work to be conducted between 7am and 5pm on any day which is not a Sunday or public holiday.

2. Trucks arriving prior to 7am will be directed to do so as quietly as possible to prevent any unnecessary noise emissions

3. All plant equipment and vehicles being fitted with appropriate noise suppression equipment to reduce noise levels as far as practicable

4. Ensure all equipment is operating in good condition and serviced at regular intervals;

5. All site workers to be trained in noise reduction and use of hearing protection. Workers onsite will need to be informed of location requiring the use of such equipment.

6. Any enquiries or complaints with regards to noise to be recorded and followed up. The source of any excessive noise to be identified and work practices modified or re-scheduled to reduce or eliminate the risk of future events.

NOISE MONITORING

Regular internal onsite noise level tests are conducted.

Noise levels will be monitored regularly to ensure that noise generated as a result of operating machinery on site does not disturb local business’s, rural residential properties and that the occupational health and safety guidelines are complied with.

NOISE TEST RESULTS

This site was previously approved and operated as a Limestone Quarry by WA Limestone.

During our internal noise monitoring tests, we have found the following:

Middle of the recycling floor during peak operations – average 85db and maximum 91db

Front gate (eastern boundary) – average 85db and maximum 88db

Western boundary – average 62db and maximum 65db.

During the above noise test, the following was in operation,

• 2x 4 ton excavators sorting materials • 1X skid steer feeding the small screen • 1x small screen • 2x skip bin trucks (whilst PTO was engaged)
