a. A National Coordinated action – CARPeR Bill.

(Meetings conducted: Core group in the province; Provincial officers of DAR; Operational Committees;)

Participated in the signatures campaign for the CARPER but was done thru the DAR ARC network.

b. Claim Land and Water Rights (visayas commitment is to delineate 2 coastal municipal waters in Aklan, but this does not exclude initiatives in other provinces that PAKISAMA is involved)

c. Training – para legal and campaign management

(1 visayas-wide and 3 regional trainings for Region 6, 7 and 8 on paralegal and campaign management: 5 pax per prov.)

d. Linkage built: research institutions; alternative law institutions; media

(Partnership with legal and research institutions; or media outlets; One policy paper per province prepared and used in advocacy activities: on carper and food sufficiency; and on crop based policy agenda)

e. Provincial Level Conferences on Food/rice self sufficiency

(Involvement of PAKISAMA in provincial level conferences on food/rice self-sufficiency with participation of women of at least 30%; 1 provincial plan per province for food/rice self-sufficiency; tripartite workplan with NGOs and Office of the Governor; Policy proposals, program plans, project proposals, monitoring and evaluation)

f. Meaningful representations in dialogues and consultations.

(Wise allocation of GAD budget – 50% of affiliates including Lakambini. (# of bgy); Regular attendance to key govt council/ bodies; Conduct policy consultations/ or dialogues with agencies; active participation of leaders in provincial level advocacy and campaign coalitions)

B. PRODUCTIVITY AND BUSINESS ENTERPRISE SUPPORTa. Commodity Cluster

formation Targeted provincial commodity cluster(s) formation and development for engagement in collective production and marketing – e.g. coconut (neg or), rice (Iloilo); sugar (capiz, aklan, neg occ); ubi (bohol); Corn (cebu); etc.)

Cluster for Organic Muscovado Sugar has been formed with Sto. Nino ARB MPC as the lead coop for the cluster.

Formation of Cluster for Organic Brown Rice has been discussed with the Mambusao Federation of Farmers Coop as the lead organization for the cluster.

b. Link commodity cluster with market intermediaries

(Functional partnership of commodity cluster affiliates with their local governments and other relevant institutions)

c. Consultations/ Dialogues (Provincial level dialogues fora and conferences for campaigns, networking and market linkage) Dialogue consultation with the DAR

& LGU Pres. Roxas, Capiz was conducted last July 28 & 30, 2009 for the possible funding of organic muscovado sugar mill in Sto. Nino, Pres. Roxas, Capiz.

DAR thru Agrarian Reform Infrastructure Support Project has approved in principle the P1.8M funding for the mill building.

e. Project Proposals developed / submitted to funding.

Formulated and submitted at least 1 project proposal for funding.

1 project proposal for PAKISAMA was formulated ( Project COMEFUND)

1 project proposal for organic muscovado sugar is ongoing finalization.

C. MEMBERSHIP EXPANSION

a. Expand membership / involve other farmers, fishers and women organizations

Strengthened and expanded ABRAC-ESMAC membership by at least 25% by end of 2009.

Orientation has been conducted in the 3 potential cooperatives for ABRAC - ESMAC membership expansion. These are 1. CAMMMA Small Farmers MPC in Ivisan,

Capiz,2. Lonoy Small Farmers & Fisherfolks

MPC in Sapian, Capiz3. AGRACA ARB MPC in Dumalag,

Orientation & profiling were done in Mambusao Federation of Farmers Coop in Mambusao, Capiz. Possible membership with PAKISAMA has been worked-out.

Technical assistance has been provided to Sto. Nino ARBMPC during its re-organization & merging with Carmencita ARBMPC.

Conduct meetings with Core leaders of local primaries who are members of ABRAC (Consolacion ARBMPC, Sta. Cruz ARBMPC, Pob. Ilawod ARBMPC & Bitoon Ilawod ARBMPC)

C. MEMBERSHIP EXPANSION

b. Basic Membership re-orientation seminar

Conducted of membership orientation for new affiliates and reorientation for old affiliates

Basic Orientation & Re-orientation Seminar was conducted last June 27, 2009. 6 ABRAC Member Primaries, 3 new POs & 1 mun. federation have attended the BOS.

c. Maintain Profiling Activity Established updated profile of ABRAC-ESMAC and its affiliate organizations for the data base system.

Retrieval of ABRAC registration documents has been initiated.

Profiling of primaries & potential orgs applying membership with ABRAC & PAKISAMA is ongoing.

D. LEADERSHIP AND ORGANIZATIONAL STRENGTHENING

a. Review Consti and By-Laws (within first 6 months)

(Strengthened transparency and governance system; cost efficient structure; Improved Planning, budgeting, monitoring and evaluation)

b. Leadership program (Training of new batch of prov’ council & execom)(Design training needs for organizational leadership, management, advocacy, conflict management and principled negotiation)

- Agreed mechanism of membership contributions and other forms of fund raising participated by at least 70% of existing affiliates;

Designing an agreement on the mechanism of membership contributions, dues and other forms of fund raising participated by at least 70% of existing affiliates.

d. National Congress Ensure ABRAC – ESMAC Participation to PAKISAMA – LAKAMBINI National Congress.

Only LAKAMBINI delegate was able to attend the Congress.

e. Regular Governance Meeting

- Nat Council – Once a Year- Nat ExeCom – 4x/ year- Affiliates conducted at least one GA- Members Org conducted at least 2 meetings

Ensure ABRAC-ESMAC participation to governance meetings of PAKISAMA, re: Nat’l Council – Once a Year; Nat ExeCom – 4x per year; affiliates conduct at least one GA and at least 2 organizational meetings)

Facilitated 2 Board meetings of ABRAC last January & February.

Notes/Recommendations:

1. There is a need to hold ABRAC Congress/General Assembly in order to re-organized the federation and formulate its strategic plan;

2. Status of registration of ABRAC member primaries must be cleared/verified with CDA, SEC or BRW whether it is operating or non-operating.
