    2. Aim and Duration of Project The Partnership for Development and Growth Fund applies to projects which have as their

    principle aim, the development and growth of the Movement. Please state clearly, the Aim of your project and how you will achieve the Aim.

    Recognition of (prior) learning inside and outside scouting is a theme that has become increasingly

    important in the work of NSOs and the Region. Scouting Nederland has some experience in this fieldand has therefore in June 2010 been asked by the Adult Resources Core Group of the EuropeanRegion WOSM to support a project on Recognition in Scouting.

    The aim of the project is to promote, enhance and facilitate the ideas of recognition of (prior) learning

    in NSOs.This aim will be achieved by bringing together project teams of interested NSOs who will

    simultaneously start to work on the issue of recognition in their own NSO in order to identify:

    How can you help your volunteers in recognizing their own competences developed both inside and

    outside scouting?

    How can you help them to make those competences visible to the outside world?

    How can we as Scouting help the individual in their development, also outside Scouting?

    How long is the project expected to last?

    There are 10 NSOs participating in the project

    At December 10 till 12 2010, there was a first, small start-up network meeting in the Netherlands,

    Bunnik, with the project managers from 5 of the participating NSO's. In this meeting possibilities and

    expected outcomes were discussed. This meeting was funded by Scouting Nederland.

    27-29 May 2011, there will be a first network meeting for this project in Denmark, Copenhagen,

    with all the project managers from the 8 NSO's. The result of this meeting will be the establishment

    of a pilot project team in each partner country.

    At 30 September - 2 October 2011, there will be a larger network meeting in Portugal of the newly

    established pilot project teams (3-5 people from each partner organization). This network meeting

    focuses on sharing ideas, discussing approaches, exchanging methods and developing activity plans

    for each pilot project team. The focus of the activity plans is to introduce and/or enhance

    recognition of learning for young volunteers into the national Scouting and Guiding organisation and

    to define a 'common language' for the practise of recognition of informal and non-formal learning

    in- and outside Scouting and Guiding. Instruments and guides already developed in European

    projects will be explored: the Youth pass, Europass, the European Portfolio for Youth leaders and

    Youth Workers, the National and European Qualification Frameworks (NQF and EQF) in relation to

    learning in Scouting and Guiding.

    The next phase focuses on the performance of the project activities by the pilot project teams in the

    countries of the partner organisations. During this phase the participants can communicate and

    exchange experiences through an interactive internet-based program (www.e-scouting.eu),

    comment on each others progress and consult each other. Questions to be answered in these

    project activities focuses on either the individual, organisational and national level.

    Succeeding to that two more network meetings are scheduled, to be held in Slovenia and theNetherlands. The first one will be a meeting at May 25-27 2012 in Slovenia, with the project

    managers of each pilot project team, to monitor and enhance the working- and development

    process of each pilot project team. Finally, at August 24-262012 there will be a meeting of the

    complete project teams in the Netherlands, to evaluate the work done and to define the lessons

    learned in order to define the best suited approach and methods for the dissemination and

    implementation of recognition of learning in each specific partner organisation.

    One of the final results of this project is a detailed and quality based project plan for each partner

    country, focussing on the dissemination and implementation of recognition of learning, regarding young

    volunteers in particular. Another result is the description of the working method, i.e. the working

    process in - and the lessons learned by - each pilot project team. Finally, during this project the

    participants communicate and learn from each other by use of an interactive internet-based learningenvironment. After an evaluation of this tool, this learning environment will also be available in the next

    years, during the dissemination and implementation phase.

    At the Scout Acadamy in 2008 a workshop was held about recognition in Scouting. The conclusion of this

    workshop was to start up of network introducing the competency based approach for training systems,

    learning paths and external recognition. The WOSM Adult Resources Core Group believed that a

    number of NSOs are interested in a project on recognition and therefore asked Scouting Nederland to

    take the lead in this project.

    5. Objectives of the Project List and briefly explain the objectives that are expected to be achieved by the end of this project.

    Recognition of (prior) learning is a theme that has become increasingly important in a competence

    based European society, especially for those young people who are at the verge of building their career

    and starting their working life. The aim of this project is to promote, enhance and facilitate the ideas of

    recognition of learning in national scouting organisations in Europe, in order to disseminate and

    implement the concept and methods of recognition in learning in each partner country, resulting in a

    vision or concrete project on recognition of learning in Scouting in the participating NSO's. This by

    initiating and bringing together a network of international pilot project teams of participating Scouting

    organisations from Belgium, Croatia, Czech Republic, Denmark, France, Netherlands, Portugal, Serbia,

    Spain and Slovenia.

    The focus of the project results is on the empowerment of young volunteers to gain insight in their own

    competences, development, possibilities and career planning. This is done by the initiating new national

    projects.

    6. Implementation(a)Methods

    Provide details of the methods that will be used in implementing the project.

    This project contains the first phase, in wich project teams are formed and international meetings are

    held to exchange learning experiences, methods an approaches. Learning by doing means that thewhole process of project development in each partner country is being monitored and evaluated.

    During the evaluation process we intend to plan a follow-up, with a potential large and long term

    cooperation with the partner countries and to share the outcomes with the other national Scouting

    organisations in Europe who did not participate by presentations, workshops, round tables and roleplays

    during international Scouting seminars.

    (c)Outcomes and results List the outcomes of the project, including interim outcomes. All outcomes and results must be

    measurable.

    7. Management(a)Project Structure and Responsibilities

    The project will be managed by Scouting Nederland and supported by Volunteering Working Group of

    the Europe Region WOSM.

    Project managers:

    Erik van Beek (Member Scouting Nederland and former member recognition unit of AdultResources Core Group).

    The meetings of project managers and project teams of NSOs will be facilitated by the projectmanagers and experts from different countries, through the the Volunteering working Group.The Project Managers will be supported by a team of three other volunteers from Scouting Nederland.

    8. Evaluation Please state how the project will be evaluated, including during the project and at its conclusion.

    This should involve evaluating against objectives see Section 5 above.

    Process evaluationThere will be Skype evaluation sessions before and after the meetings, to ensure an efficient runningof theActivity. Also the interactive learning environment will be an important tool to monitor and improvetheWorking processes of each project team.

    Product evaluationThe final evaluation will include an assessment of the results in relation to the objectives of theproject. Theassessments will be used in the project plans for the partner organizations.The results of the meetings will be shared with other organisations through the national websites ofthePartner organisations and through the international web portal of WOSM and WAGGGS. Here also, theobjectives, relevance and priorities

    of the Youth in Action Programme and its coherence with this project will be clearly stated.

    the expected expenditure and the dates on which significant expenditures will need to be made.Please also provide details of income from other sources, including that from the associations ownfunds and any in kind support which you expect to receive.

    The project will hopefully introduce a new way of thinking and initiate projects in some NSOs.The project will become self-sustainable if the follow-up projects in the participating NSOs will beinitiated.The results of the project will be communicated to all NSOs in the Europe Region.
