APPENDIX Public Speaking Guidelines Revised: 8/9/07 Each speaker will have the opportunity to address the board on matters for consideration by the board. Public speakers on agenda items shall address only those items that are being considered on the agenda. A person wishing to speak on agenda items will be allowed 3 minutes to address the board. Should a member of the public wish to speak on matters not listed on the agenda, they may speak during the Public Hearing on Non - Agenda Items. Speakers wi ll be given 2 minutes to address the board. The public should be aware that the board is unable, by law, to deliberate or take action on non - agenda items. If a speaker requests additional time, that person may be recognized by a board member one time for an additional 2 minutes on either agenda or non - agenda items, but not for both. In those situations where large groups of people desire to address the board on the same matter, whether it is an agenda item or non - agenda item, the chair will request that those groups select only one or two speakers from the group to address the board on behalf of the group. We ask that speakers provide their comments within the allocated time so that other speakers also have the opportunity to address the board. Additi onally, we ask that speakers avoid making public allegations of misconduct against individual employees, and would invite those speakers to discuss such individual employment issues specifically with the supervisor of the employee. Each speaker will have the opportunity to address the board on matters for consideration by the board. APPENDIX Public Speaking Guidelines (Continued)

This is a public hearing, and members of the public are free to express themselves as they see fit, and are personally responsible for their comments. No person may sign up to speak for another individual. No person may yield his or her time to another person. It is recommended that all speakers submit 15 copies of their testimony at the time they are called to speak. Citizens are not required to address the board in person in order to express their concerns. The board also receives communication via email, fax, US Mail and by phone. Each trustee hosts monthly PAC (Parent Advisory Committee) or CEAB (Community Education Advisory Board) meetings. All meeting dates, times and locations can be found on the trustees’ web page at: http://ccsd.net/directory/trustees/ or by contacting the Board Office at 799-1072.

The Board of School Trustees recognizes that its deliberative process benefits greatly from public input and perspective. At the same time, it wishes to organize its agendas and use its meeting time effectively, and ensure an equitable allocation of time to speakers. Prior to each agenda item being voted on, members of the public are allowed to speak on the item after the Board’s discussion and prior to their vote. Since approval of the consent agenda may be approved in 1 motion, members of the public wishing to speak on a consent agenda item may speak prior to the vote. Customarily, speakers will be called in the order in which they signed up. No person may sign up for another individual. No person may yield his or her time to another person. Generally, a person wishing to speak on agenda items will be allowed 3 minutes to address the Board. Public comments must be related to matters within the jurisdiction of the Clark County.

School District Board of Trustees. The Board may prohibit comments if the speaker’s comments become unduly repetitious or the speaker’s behavior is willfully disruptive and interferes with the proceedings of the Board. Public speakers should avoid making public allegations of misconduct against individual employees. The Board invites those speakers to discuss such individual employment issues specifically with the supervisor of the employee. Members of the public are personally responsible for their comments. Those wishing to address the Board may sign up to speak by calling the Board Office at 799-1072 during regular business hours and at least 3 hours prior to the scheduled start of the meeting. Alternatively, speakers may sign up in person immediately prior to the beginning of the meeting. Should a member of the public wish to speak on matters not listed on the agenda, they may speak during the Public Comment Period. Speakers will be given 2 minutes to address the Board. The public should be aware that the Board is unable, by law, to deliberate or take action on items raised during the Public Comment Period.
