Structural Audit

Executive Summary We have visited the old Canberra brickworks in Yarralumla to assess 14 existing structures from a structural viewpoint and to recommend ‘make safe’ remediation works to preserve the condition of the buildings and possibly allow limited public access. We have also suggested remediation works to simply preserve the buildings as they are in a safe condition whilst not allowing public access. We have not reviewed the condition or construction of the buildings with regards to the National Construction Code (NCC) or relevant Australian Standards. Our recommendations have been based on a visual assessment and for the basis of costing purposes only. Prior to any works being carried out a detailed analysis and design of any remediation should be carried out. The buildings are performing well for their age with the main concern being the condition of the masonry in the Staffordshire and Hardy Patent kilns. There are signs of movement and cracking throughout the entry archways and tunnels in most areas. There are also areas of loose brick overhead which pose a risk for any proposal for public use. In our remediation works we have provided sketches which utilize steel arch frames to reinforce the brickwork. We have also provided steel struts and mesh in order to hold brickwork in place where loose. We have also highlighted areas where structural bracing has been removed in order to allow access for the current and past tenants of the buildings. We have recommended that these be replaced to restore the building to their original design intent. Some elements of steel including trusses and columns have been damaged by what appears to be impact by vehicles. We have provided details to restore these members to their original condition. There are areas of deteriorated timber due to water ingress and exposure to the elements. In most cases these are minor structural elements which include linking walkways and awnings. We have nominated that the walkways be restricted from public access for any future use. Awnings should be made safe by securing loose connections and removing or replacing collapsed elements. All buildings should also be made water tight to prevent further deterioration of the building fabric. Our recommendations should be considered as short term and will need to be reassessed periodically to ensure their effectiveness.

1.0 INTRODUCTION As requested we have attended the old Canberra brickworks in Yarralumla to report on structural measures necessary to make the various structures safe and thereby slow and deterioration due to wind, rain, gravity or similar forces on the buildings. Our review has been visual and we have not commented on the concealed elements of the structures. We have provided two levels of remediation as follows:
Public access option – ‘Make-safe’ works to maintain the buildings in their present condition and allow limited public access to buildings where possible for interpretive purposes.
No public access option – ‘Make safe’ works to maintain buildings in their present condition with no public access.
We have provided pragmatic remedial works of a short term nature that will require ongoing auditing to reassess their effectiveness. The buildings inspected on site included;

Miscellaneous structures A site map showing the location of these buildings can be found in Appendix A. We have not reviewed the design, condition or construction of the buildings to be in accordance with the National Construction Code or Australian Standards. We have only assessed them visually to provide a formed opinion of the structural condition. These assessments and remediation works have been conducted with the view that annual inspections will be carried out to routinely review the condition of the structures, and to assess that the measures put in place are still relevant.

Steel portal frame construction with metal wall and roof sheeting

Brick downdraft kilns are braced with steel posts and cables and appear to be performing well. Some connections of braces have broken or have been undone.

1.3 Building 3 Building Description
Two storey building. Ground floor full brick masonry housing 20 small kilns, first floor open space brick veneer (recently renovated) and steel trussed roof with new roof sheet.
Arches of kilns are deteriorated at entry in some cases, espec ially kiln number 1. Some loose brickwork in the arches throughout.
Timber lean-to on west and north elevations is very badly deteriorated and collapsed in some areas.
There is another timber lean-to on the east elevation which is covered and provides access to the second story. In reasonable condition but some timbers are weather damaged. The northern end of the walkway is open to the elements.
Steel trussed roof is in reasonable condition.
Steel brace has buckled on the south elevation
Some areas of new brick veneer wall have not been completed on the first floor.

1.4 Building 4 Building Description
Two storey building. Ground floor full brick masonry walls and roof housing kilns, first floor open space with light weight sheet walls and steel trussed roof and roof sheet.
Timber lean-to awning around north and south elevations is in reasonable condition with some weather damage to rafters.
Loose brickwork throughout kiln arches
Some entry archways are heavily damaged, cracked and have suffered large movement. East and West archways between kiln halls and NE entry are badly damaged in particular.
Both western entries to kiln have suffered large damage and movement.
What appears to be ceiling battens have been installed to the underside of purlins on the first floor. Some of these have not been installed correctly or are damaged and have fallen down.
Windows throughout first floor have been removed or damaged. There are some holes throughout the roof and wall sheeting.
There are ‘chimney’ holes from the kilns below throughout the floor.
Timber walkway linking building 4 and building 7 (south) is badly weather damaged.

1.5 Building 5 Building Description

1.7 Building 7 Building Description
Two matching two-storey steel framed buildings with suspended concrete slabs to upper floor
Suspended concrete slabs are approximately 125mm thick and have moderate sized floor penetrations with no balustrade. It appears to be in reasonable condition with some minor spalling to the underside near a drilled penetration which has exposed reinforcement.
There is a raised walkway above the upper floor with timber decking. The walkway connects though above building 8 and 10. Timber deck is weather damaged especially to the north.
The roof above the first floor is a steel portal frame with timber purlins.
Windows have been broken or removed throughout the upper floors exposing building elements to the weather. Some roof sheet has also been removed which has caused rotting to timber purlins.

1.8 Building 8 Building Description
Single storey steel framed braced structure on a concrete slab.
Space is currently leased by steel sculptures.
Building appears to be performing well.
Windows have been smashed throughout the ground floor studio.
There is a timber walkway above the building which is badly rotted in some areas. This walkway links the walkways in buildings 7 and 10.
Walkway has a steel portal framed roof with timber purlins.
Windows have been removed in the walkway which had led to weather damage of the timber elements.

1.10 Building 10 Building Description
Consists of a large two storey steel framed building with suspended concrete slabs to upper floor, and a smaller steel framed building with timber flooring to the east.
Thor’s Hammer Timber Recycling currently utilizes the ground floor of the larger building as a workshop.
Wall braces have been cut and removed from the east and west elevations and centrally in the east-west direction

Conveyor and Truck hopper Site Observations
Structures located in the NE corner of the site.
Both structures are steel framed and are performing well.
Hopper yard has a timber framed floor which is weather damaged and unsafe.
Remediation Requirements It is understood these structures will not be utilized in the future plan for re-use. If these structures are not demolished, they should be cleared of any fallen debris and fenced off from public access. Open drainage Trenches Site Observations

Drains are open in some cases and in others the covers are warped and are currently trip hazards.

The retaining wall located between building 9 and 8 is approximately 4 metres high; constructed of approximately 3 metres of concrete and 1metre of masonry.

The concrete section of the wall is in reasonable condition.
The masonry portion of the wall is badly damaged and collapsed in some areas.
