At Penn, on the other hand, there is a vague sense of loss and disappointment. "How did we lose him, anyway? "asked a perplexed College Hall official recently in a private conversation with a reporter. The "him" in this case is Dr. J. Robert Schrieffer-Mary Amanda Wood Professor of Physics and one of the University's two current Nobel Prize holders-who has decided to head west in mid-career. Schrieffer, 48, is joining the UC faculty in January, and his decision to go, he says, is irrevocable. "It's surely a loss for Penn, but it's great for us," says Dr. Robert Huttenback, chancellor of the Santa Barbara campus. "It's good for our self-esteem." Schrieffer, who joined the Penn faculty in 1962 and shared with two other American scientists the 1972 Nobel Prize for physics for his work in the area of superconductivity, says that "Two years ago I got thinking that I was half-way through my scholarly research career and that I should plan the next half. I thought it would be helpful to me to make a major change. I had a nebulous feeling of wanting more stimula- tion, a whole new direction." He could have moved then, if he had wanted. The newly organized National Institute for Theoretical Physics, based at UC's Santa Barbara campus, was anxious to have as its director a physicist of Schrieffer's standing, but the offer apparently was not sufficiently enticing. "I rather liked the beauty of the location, the beauty of the place," remembers Schrieffer. "It's a gem." But he was reluctant to leave Penn because of the "academic excellence and the uniform high quality at this campus. The students at Santa Barba- ra," he observes, "are not as good." Schrieffer's determination to find a new home base finally prevailed, however. In March of this year, while vacationing on the West Coast, he phoned his former Penn colleague, Dr. Douglas J. Scalapino. "Wouldn't it be nice if we could get together somewhere," he suggested. Scalapino, a native Californian, liked the idea, but said he was committed to stay put. Schrieffer, though, was flexible-and six weeks later he accepted the invitation from UC -Santa Barbara's physics department. Scalapino obviously is jubilant about the opportunity to team again with his old friend. "From the point of view of our institution," he says, "Bob's joining us is the most major thing that's happened to us in 25 years. We have been trying to recruit top people in all of our departments for the past four or five years, and getting Bob Schrieffer is the culmination of this effort. The reaction here has been extremely positive." Schrieffer has not ruled out some kind of adjunct status with Penn; however, he is clear in his own conscience that his departure is good not only for him personally, but, in a sense, for the University as well. "Since it's difficult to get new, young faculty into the University each year, it's important to have permanent rotation among senior faculty. There's an advantage to getting people to stir around. German Reaction to 'Holocaust'Predictable responses to a post - movie survey

Only 15 percent of824 Germans surveyed,before Holocaust was shown in theircountry, felt that Nazis should still beprosecuted.

After the series was shown, however, 39percent of the 1,018 Germans surveyed feltthat Nazis should still be prosecuted.These findings are part of a study done at

the Institute of Media Studies at theTechnical University in Berlin. They werepresented Sept. 24 at the Annenberg Schoolof Communications as part of the fallcolloquium.

HalfoftheGermans questioned before theshowing felt that Nazi leaders should nolonger be prosecuted, but that numberdropped to one-third after the showing.The effect of Holocaust on Germans has

been widely attributed as the single mostdecisive influence in the recent 255-222 voteof the West German Bundestag to permitprosecution of Nazi war criminals.

People under 30 years ofage, too youngtoremember the era firsthand, said theylearned more about the period of nationalsocialism through theseries than people over30.The scenes most frequently named as

impressive were those of death and destruc-tion, such as the ones depicting massexecution, torture and gas chambers.

Elderly people particularly rememberedthe scenes of "Reichsknstallnacht"-a timethat many of them lived through.

Sympathy for the characters was clearlydistributed: Dr. Joseph Weiss was named180 times as the most sympathetic malecharacter. His son Rudiwas named 90 times,and named 25 times each were Karl Weiss,Moses Weiss, and Kurt Dorf (Eric Dorisuncle).

Berta Weiss, who was named 154 times,was the most sympathetic female character.Inge Helms-Weiss was named 98 times andHelena was named 41 times.

Nazi regime characters, on theother hand,were hardly mentioned. Erich Dorf wasnamed seven times and his wife was namedtwice.As part of the research project, students

from the university watched the series withvarious Germans to record their responses.Some of the responses included:An 18-year-old male school student who

said, "to take the example oftwo families, inorder to portray what happened, is certainlynot a bad idea at all, because thenthe viewerscan get the connections. If it had dealt withlots ofJews in an abstract way, well that is ofcourse really shocking, but you can't identifyyourself then with the people."Another 18-year-old male school student

said, "in the twelve and a half years that I'vebeen at school, I've never heard anythingabout the persecution of the Jews."A 20-year-old female typist responded by

stating: "Really, really repulsive! Being only20, 1 can't really imagine what it must havebeen like. However, I have enough healthy,common sense to think about it and wonderhow people could be so brutal to otherhuman beings. Animals are treated betterthan the Jews were. Honestly, it makes youashamed to be German."A proprietor of a bar in West Berlin said,

.and now the Jews are ruining one's businessagain!" (During the screening of "Holo-caust" his establishment remained virtuallyempty.)

Grants

$11.8 MillionResearch will focuson radiation therapy

The National Cancer Institute (NCI) hasawarded an $11.8 million contract to theUniversity and the Fox Chase Cancer Centertojointly conduct a program involving largescale studies of a new type of cancertreatment. This cooperative effort will beone of four similar programs underway inthe nation.

Dr. Robert L. Goodman, chairman of theradiation therapy department at the MedicalSchool and at the Center and principalinvestigator for the program, stated that thejoint studies will compare results of a newtype of radiation therapy with conventionalx-ray therapy over a ten-year period.Approximately 3,500 patients in lob will beinvolved in the study.

The federally funded program is based onpreliminary evidence that neutron beams aremore useful than x-rays in eliminatingcancer cells lacking oxygen. Since cells onthe surface of a tumor receive oxygenthrough the blood and respond well toconventional x-ray therapy, this type oftherapy has proven to be far less effectiveagainst oxygen deficient cancer cells.

A unique piece of equipment called a D-T(deuterium-tritium) generator, which waspreviously developed at the University withNCI funding by Dr. James Brennan,emeritus professor of research radiology,and Dr. Peter Bloch, associate professor ofphysics in radiation therapy, will be used inthe study. The D-T is smaller and lessexpensive than the cyclotron therapy cur-rently being perfected in three other cancercenters. The D-T will also be able to treat farmore patients and thus be ableto accumulatemore conclusive evidence and data.

To house the new equipment FoxChase isconstructing a $1 million facility beginningin 1980 which will include the presentunderground radiation therapy unit at theCenter's American Oncologic Hospital.Goodman emphasized that, unlike x-rays,

the new type of therapy will not be suitablefor all kinds of cancers even if it proves moreeffective for certain tumor types. Shouldresults of the studies show that it is indeedsuperior to x-rays in treating some cancers,however, neutron therapy would become animportant technique in the medical world'sfight against cancer.

The University-Fox Chase is the onlyfederally designated comprehensive cancercenter in Pennsylvania, New Jersey, andDelaware.

'Theatre for Deaf' Begins Second YearFor those who love live theater but whose

enjoyment of stage performances is limitedby their inability to hear, the AnnenbergCenter will continue its "HearingTheatre forthe Deaf/Awareness for the Hearing"program which began last year.The Center has been awarded $7000 for

the project from a new joint program ofthePennsylvania Council on the Arts and thePublic Committee for the Humanities inPennsylvania.Under the terms of the grant, two

productions will be selected from theAnnenberg Center's 1979-80 season and willbe accompanied by interpreters ofAmericanSign Language. The program will select twoplays with great visual action and clarity ofstory line.One performance of each production will

be interpreted by signers. The hearing-impaired audience will have assigned seats sothat a good sight line can be maintainedbetween interpreter and reader. In conjunc-tion with the performance, special programnotes and seminars will be provided.Seminars will also be signed, includingquestions from the audience."Hearing Theatre for the Dear is a

continuation of a project begun last season

when the Annenberg Center attracted a fullhouse to their presentation of LA MAMAE.T.C's production of Shakespeare's TheTempest in March of 1979. Many in theaudience were hearing-impaired who hadbeen invited to experience the play with thehelp of signers on stage.The Annenberg Center is working on this

project with Natalie Warshawsky, who in thesummer of 1978 organized a sign languageinterpretation of Shakespeare's A Mid-summer Night's Dreamforthe Theatre intheCourtyard at City Hall. Ms. Warshawsky, amember of the Pennsylvania Council on theArts advisory committee on Access forHandicapped Persons, approached Marcel-Ia Beresin, and Catherine Marshall of theAnnenberg Center in the fall of 1978 aboutorganizing the "Hearing Theatre for theDeaf."

Says Ms. Warshawsky: "Sign languagecan be an art form, similar to mime, that is away of understanding for those with ahearing loss, and at the same time can beappreciably shared by the hearingaudience."

"Hearing Theatre for the Dear is anotherproject within the Annenberg Center'sOutreach Program.

Preparing for the Pope

The pope's scheduled visit this morning tothe Philadelphia Civic Center, near the Penncampus, required a considerable number ofovertime hours on the part of the Universi-ty's security police.

David L. Johnston, director of publicsafety, said he could not yet estimate thetotal cost to the University, but that all 50uniformed security officers worked extrahours.

With 15,000 clergymen and perhaps asmany as several hundred thousand specta-tors expected to bein the vicinity oftheCivicCenter this morning, Johnston said particu-lar attention had been paid by his staff tosecuring all University buildings. He hadbeen cooperating with city police and theSecret Service officers throughout the week-long preparation period, he said."Our main question," said Johnston,

"was, how are we going to protect ourcampus?'

Elaine Allen, assistant professor of statis-tics, was appointed senior statistical consul-tant to the Bureau ofResearch and Statisticsof the Office of Policy and EvaluationPlanning of Pennsylvania's Department ofRevenue. She will review the state's taxforecasting procedures and implementation.John W. Can Ill, professor of computer

science, is lecturing in the Peoples Republicof China for ten weeks this semester onmicroprocessor applications at the North-western Telecommunications EngineeringInstitute in Man. He will then move on toChiao Tong University in Shanghai tolecture on problem solving and artificialintelligence.

David Cossey, former assistant professorof mathematics and computer science atBarrington College, was named director ofthe Wharton Computer Center. He replacesDaniel Muzyka.Barbara Franklin, senior fellow in the

Public Management Unit at Wharton anddirector of the National Central financialCorporation in Lancaster, Pa., was appoint-ed to the Government and RegulatoryAffairs Committee of the U.S. Chamber ofCommerce.

Arthur E. Humphrey, dean of the Schoolof Engineering and Applied Science andprofessor of chemical engineering, receivedthe Distinguished Service Award for 1979 ofthe division of microbial and biochemicaltechnology ofthe American Chemical Socie-ty.

Beryl H. Moorhead, dietetic technician,has joined the professional management ofthe Dining Services as nutritionist oftraining and systems. She has served asdietetic director for the Saunders HouseNursing Home in Overbrook, Pa. since 1977,and she was director of food service in afederal government office building for oneyear, serving over 3,000 people daily.Joan O'Leary, R.N., Ed.D., has been

named associate administrator for nursingservices in health care delivery at theHospital of the University of Pennsylvania.Her duties include directing HUP's 800nursing personnel, developing nursing ob-jectives and participating in the establish-ment of administrative policies regardingnursing. She will also serve as liaisonbetween HUP and the School of Nursing.

Anita Arrow Summers, formerly a re-search officer and economist from the

research department of the Federal ReserveBank of Philadelphia, has been namedassociate chairperson of the Public Manage-ment Unit of Wharton; she also co-lectureswith Professor John Jackson onthe politicaleconomy of public management.

Gerald Weales, professor of English, wasawarded a grant under the Fulbright'sMutual Educational and Cultural ExchangeAct to participate in the 1979 Short-TermLecturer Program. He will lecture onAmerican and European drama at theUniversity of Sri Lanka until November 28.Saakey Williams, M.D. has been named

associate director for medical affairs of theNational Health Care Management Centerof the University. Currently an assistantprofessor of medicine in the section ofgeneral medicine, he has been involved intechnical assistant programs in cost contain-ment and service delivery managementattheManagement Center. In his new position hewill work closely with the Medical School.

Might he affiliate with yet anotheruniversity (he had been at Chicago andIllinois before coming to Penn) beforeretiring? "I doubt it very much," he says. Ofthe Ivy League, which he now seems to beleaving for good, he offers some partingshots: "It's a paper organization. I don'tidentify with it and the Ivy League doesn'tidentify with Penn. It's not the heartland ofIvy."The provost's office here was aware that

Schrieffer had had discussions with UC-Santa Barbara, but by them it was fairly latein the game. "Even before he knew I wasthinking of leaving," says Schrieffer of Dr.Vartan Gregorian, "he had been extremelynice. He used to ask, "What would you like?What can I get for you?' I knew he didn'ttreat every faculty member that way. He's agreat man, a great leader."

Schrieffer has already sold his seven-bedroom house here. His new neighbor-hood, he enthuses, is "incredible. It has oneof those uplifting vistas.

"I'll miss Penn," says Schrieffer. "Imatured here as a researcher." -c.N.

" The president of the University of Hous-ton resigned in a huff last month after theboard of regents rejected his choice foracting chancellor of the Downtown CollegePhilip G. Hoffman, president of Houstonsince 1961, had been scheduled to step downnext August, but he announced that hisresignation was prompted by "a matter ofprinciple-namely the right of a president tosuccessfully recommend" the appointmentof interim university officials." Daniel Hale Williams University, a smallblack institution in Chicago, has lost itsfederal student aid for the 1979-80 academicyear because the U.S. Government claims itmismanaged federal funds. Further, thegovernment charges that Williams Universi-ty has exhibited a "consistent pattern ofviolations" of federal regulations. Thegovernment first began looking into prob-lems at the so-called "alternative" schoolafter students there filed a number ofcomplaints." Scientists and engineers from the Univer-sity of Illinois will meet this month withEnvironmental Protection Agency officialsto get a fix on the projects they willcooperateon at Illinois' new Advanced ControlTechnology Laboratory, which is designedto enhance pollution-control technology.The EPA's stake in the project is $1.8million. Other schools involved inthe EPA'seffort are the University of Pittsburgh, andOklahoma, Oklahoma State, and Rice Uni-versities." The National Science Foundation reportsthat the number of scientists and engineersemployed by American colleges and univer-

sities increased three percent between 1977and 1978. The total number of scientists andengineers employed by institutions of highereducation, according to the NSF, was306,500, of whom 241,000 were employedfull-time. Of the grand total, 191,300 wereengaged in teaching, 57,100 in research anddevelopment, and 17,800 were in other areasof activity. For the third consecutive year,Harvard was the leading employer of full-time scientists and engineers with a total of3,385. Second was the University of Wiscon-sin at Madison with 2,965." Seventy grants totaling $5.3 million wereawarded last month by the U.S. Office ofEducation under the Women's EducationalEquity Act Program. The grantsare intentedto support model programs designed toeliminate sex discrimination, bias, andstereotyping in education. The University ofCincinnati and Benedict College received thetwo largest grants." John C. Sawhill, president of New YorkUniversity, and Edward Allan Frieman, aPrinceton University scientist, have beennominated by President Carter to top postsin the Dept. of Energy. Sawhill, if approved,would become deputy secretary of energy;Frieman was nominated to head the office ofenergy research." John V. Bergen, president of the Philadel-phia College of Pharmacy and Science, hassubmitted his resignation, effective Jan. I,1980. In announcing his intentions to stepdown, Bergen said it is a "positive step" forpeople who are in leadership positions toacknowledge the periodic need for freshblood at the top.

Every revolution has its leaders. And oneof those leading the revolution in nursingeducation is Claire M. Fagin, Ph.D., R.N.,dean of the School of Nursing.What is the "revolution", and how is it

affecting the education of nursing students?Dr. Fagin, recently elected to the Institute ofMedicine of the National Academy ofSciences, thought about the question as shesat at her desk in the new faculty offices inthe Nursing Education Building."The mission of nurses has not changed,"

said Dr. Fagin. "Our very roots are in publicand community health. Providing caretowards the goal of health, and teaching andcounseling the individual and family towardself-care and optimal health, have tradition-ally been seen as part of the generic base ofnursing."What has changed, what constitutes the

emergence of a new order in nursing and inthe health care industry, is the way nurses arepracticing their chosen mission. Nurses, notnursing,are in a state of transition. The focusof health care is shifting from cure to care as

a result of a combination of population andsocial facts, and nurses, long educated asprimary health care providers, are finallycoming into their own."

Dr. Fagin talked about the variety ofmethods nursing is utilizing to bring primaryhealth care into communities. Nurses, shesaid, are setting up independent practices,and joint practices with physician partners.Increasing numbers ofnursesare respondingto the popular interest in midwifery byobtaining graduate degrees as nurse mid-wives. In addition, the role of nurses inhospitals is changing. Team nursing, a long-standing practice in hospitals, is giving wayto primary nursing, which allows a nurse toassume responsibility for a small number ofpatients throughout their stay.The new trend in nursing education is

highly controversial. It gives nurses a broadrange of responsibilities that were oncelimited to doctors."A patient's needs areacomplexcombina-

tion. of physical, psychological, and socialfactors," said Dr. Fagin. "A broad under-graduate background is a necessity if weexpect nurses to be competent to make theanalytical judgments which quality healthcare requires. We cannot continue to claimthat nursing practitioners are the equals ofother primary health care providers and yetdeny them the educational preparationnecessary to function as equals. We cannotcontinue to admonish our students tobecome assertive in pursuing their rightsandaccountable in exercising their responsibili-ties, and yet subject them to an educationalsystem from which they emerge feeling lesseducated, less informed, less articulate, andless self-directing than either their clients orother members of the health care team," shesaid.

Dr. Fagin came to the University twoyears ago after serving as director of theHealth Professions Institute at the HerbertH. Lehman College of the City University ofNew York. She put her philosophy ofnursing into action by recruiting felloweducators who felt as she did.

For Dr. Fagin, the progress at the Schoolof Nursing is a satisfying indication ofthingsto come at Penn and throughout the coun-try."For the first time in history were seeing

nurses come into their own as vital providersof health care," she said. "Many physiciansare showing signs of realizing that, far frombeing competitors, nurses can offer avaluable complementary relationship. Our

Practice, composed of a nurse on the facultyof the School of Nursing at Penn and aphysician from Presbyterian-University ofPennsylvania Medical Center, is a pilotproject funded by private donors toserve thecommunity of West Philadelphia. Both thedoctor and the nurse see and treat patients."What I find the most encouraging

development is the attitude of our nursingstudents," said Dr. Fagin. "They've chosennursing as a career because they are clearabout the problems and the opportunitiesnursing can offer them. The high number ofour students for whom nursing is a secondcareer is evidence of this. And these studentsare assertive, vocal advocates who will helpnursing take its place among the healthprofessions. We have a long way to go beforethe public recognizes the full extent of thecontribution nurses can make as providers ofhealth care. But we are getting there."

retirement age is 68 to 70 are reminded thatretirement is possible under the VoluntaryFaculty Early Retirement Plan at age 65.
