SECTION 4 – INTERSTATE SERVICE DESCRIPTIONS, RATES AND CHARGES

4.5 Residential Message Telecommunications Service

4.5.1 Residential Message Telecommunications Service (MTS) is a direct dialed outbound long distanceservice offered to residential Customers from switched access lines. Service is offered on a flatrate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plus the areacode, if applicable, and the terminating number to complete a call utilizing this service.

Customers who do not designate and qualify for a specific optional calling plan are automaticallyplaced on Residential MTS. To be eligible for this service Customers must subscribe to localexchange service provided by the Company’s affiliated local exchange company. Customers maysubscribe to MTS service for the provision of intraLATA only calling (local toll), interLATA onlycalling (interstate and intrastate), or intraLATA and interLATA calling combined.

4.5.2 All calls are billed in one (1) minute increments after an initial period, for billing purpose, of one(1) minute. Holiday discounts do not apply.

If monthly outbound domestic 1+ Direct-Dialed usage charges equal or exceed the MonthlyMinimum Usage Charge (MUC) in a billing period, the MUC will not apply. If monthly outbounddomestic 1+ Direct-Dialed usage charges in a billing period are less than the MUC, the MUC thatwill apply will be the difference between that month's usage charges and the MUC.

9.3.6 BellSouth® Talk 30 Plan (formerly known as BellSouth® Talk 30 Lite)

(A) The BellSouth® Talk 30 plan is a direct dialed outbound long distance service offered toresidential Customers from switched access lines. Service is offered on a flat rate basis,twenty-four hours per day, seven days per week. Customers must dial 1 plus the areacode, if applicable, and the terminating number to complete a call utilizing this service.The Talk 30 plan provides the Customer with 30 minutes of interexchange (bothinterstate and intrastate) long distance usage for a flat rate monthly service charge.Additional usage over the initial 30 minutes will be billed on a flat rate per minute basis.

(B) All calls are billed in one (1) minute increments after an initial period, for billingpurposes, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Talk 30 plan. This service is not offered on anintraLATA only basis.

(C) The MRC is $5.95 and the per minute usage rate is $0.1200. The MRC is the same asthe MRC identified in the Company's state specific tariffs/price lists. Only one monthlyservice charge will apply when both interstate and intrastate service is provided to theCustomer.

9.3.7 BellSouth® Talk 60 Plan (formerly known as BellSouth® Talk 60 Lite Plan)

(A) The BellSouth® Talk 60 plan is a direct dialed outbound long distance service offered toresidential Customers from switched access lines. Service is offered on a flat rate basis,twenty-four hours per day, seven days per week. Customers must dial 1 plus the areacode, if applicable, and the terminating number to complete a call utilizing this service.The Talk 60 plan provides the Customer with 60 minutes of interexchange (bothinterstate and intrastate) long distance usage for a flat rate monthly service charge.Additional usage over the initial 60 minutes will be billed on a flat rate per minute basis.

(B) All calls are billed in one (1) minute increments after an initial period, for billingpurposes, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Talk 60 plan. This service is not offered on anintraLATA only basis.

(C) The MRC is $7.95, and the per-minute usage rate is $0.1000 for calls completed after the60 minute block of time has been used. The MRC is the same as the MRC identified inthe Company's state specific tariffs/price lists. Only one monthly service charge willapply when both interstate and intrastate service is provided to the Customer.

9.3.12 BellSouth® Talk 60 Value Plan

(A) The BellSouth® Talk 60 Value plan is a direct dialed outbound long distance serviceoffered to residential Customers from switched access lines. Service is offered on a flatrate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plusthe area code, if applicable, and the terminating number to complete a call utilizing thisservice. The Talk 60 Value plan provides the Customer with 60 minutes ofinterexchange (both interstate and intrastate) long distance usage for a flat rate monthlyservice charge. Additional usage over the initial 60 minutes will be billed on a flat rateper minute basis.

(B) Customers of this plan must subscribe to BellSouth® Complete Choice® plan, BellSouth®

Area Plus® plan, Flat Rate Residential Individual lines, Area Calling Plan (available inMississippi only), Community Caller Plus (available in North Carolina only) or LocalOptional Service (available in Louisiana only). Customers who subscribe to Area CallingPlan, Community Caller Plus, Local Optional Service or Flat Rate Residential Individuallines must also subscribe to at least two Associated Services listed in Section 3.1.9 of thispricing guide. These plans and services are provided by the Company's affiliatedincumbent local exchange entity. The Customer must also receive billing for each ofthese services from the Company's affiliated incumbent local exchange entity. Customerswho no longer meet the eligibility requirements identified above will be transferred to theBellSouth® Talk 60 plan without further notice.

(C) All calls are billed in one (1) minute increments after an initial period, for billingpurpose, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Talk 60 Value plan. This service is not offered on anintraLATA only basis.

9.3.18 BellSouth® Real Talk® Plan (formerly known as BellSouth® Real Talk Savings Plan)

(A) The BellSouth® Real Talk® plan is a direct dialed outbound long distance service offeredto residential Customers from switched access lines. Customers must dial 1 plus the areacode, if applicable, and the terminating number to complete a call utilizing this service.Calls are billed based upon the time of day and day of week in which the call was made.Holiday discounts do not apply.

(B) All calls are billed in one (1) minute increments after an initial period, for billingpurposes, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Real Talk® plan. This service is not offered on anintraLATA only basis.

Customers must dial 1 plusthe area code, if applicable, and the terminating number to complete a call utilizing thisservice. Calls are billed based upon the time of day and day of week in which the callwas made. Holiday discounts do not apply.

(B) Customers of this plan must subscribe to BellSouth® Complete Choice® plan, BellSouth®

Area Plus® plan, Flat Rate Residential Individual lines, Area Calling Plan (available inMississippi only), Community Caller Plus (available in North Carolina only) or LocalOptional Service (available in Louisiana only). Customers who subscribe to Area CallingPlan, Community Caller Plus, Local Optional Service or Flat Rate Residential Individuallines must also subscribe to at least two Associated Services listed in Section 3.1.9 of thispricing guide. 9.3.21 BellSouth® Real Talk® Savings Value Plan

(A) The BellSouth® Real Talk® Savings Value plan is a direct dialed outbound long distanceservice offered to residential Customers from switched access lines and Customers mustmeet the criteria identified in 100.9.21(C) below. Service is offered on a flat rate basis,twenty-four hours per day, seven days per week. Customers must dial 1 plus the areacode, if applicable, and the terminating number to complete a call utilizing this service.

(B) Customers of this plan must also subscribe to either BellSouth® Complete Choice® planor BellSouth® Area Plus® plan. These plans are local service plans offered by theCompany's affiliated local exchange entity. Customers who no longer meet the eligibilityrequirements identified above will be transferred to the Real Talk® Savings plan withoutfurther notice.

(C) Customers are eligible for this service if they meet all of the following criteria:

.1 Previously subscribed to the Company’s services within the last 90 days;

.2 Can demonstrate they switched their interexchange telephone service to anotherIXC in the last 90 days;

.3 Have not subscribed to any of the Company’s services within the last 7 days;

.4 Are not required, because of credit concerns, to post a deposit with theCompany; and

.5 Had billings of at least $15.00 per month in total domestic direct dialed revenuewhen they were a Customer of the Company.

(D) All calls are billed in one (1) minute increments after an initial period, for billingpurposes, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Real Talk® Savings Value plan. This service is notoffered on an intraLATA only basis.

9.3.31 BellSouth® Savings Plan (Obsolete 1/31/04)

(A) The BellSouth® Savings plan is a direct dialed domestic outbound long distance serviceoffered to residential Customers from switched access lines. Service is offered on a flatrate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plusthe area code, if applicable, and the terminating number to complete a call utilizing thisservice.

(B) To be eligible for this plan Customers must: (1) be new or existing subscribers toBellSouth Long Distance; (2) be new Customers to the Company's affiliated incumbentlocal exchange entity but previously have had local exchange service from a competitivelocal exchange entity at the Customer's present address; and, (3) must subscribe toBellSouth® Complete Choice® plan, BellSouth® Area Plus® plan, Flat Rate ResidentialIndividual lines, Community Caller Plus (available in North Carolina only), Area CallingPlan (available in Mississippi only) or Local Optional Service (available in Louisianaonly). Flat Rate Residential Individual lines, Community Caller Plus, Local OptionalService, and Area Calling Plan Customers must also subscribe to at least two AssociatedServices listed in Section 3.1.9 of this pricing and service guide. These plans and servicesare provided by the Company's affiliated incumbent local exchange entity.

(A) The BellSouth® Basic Unlimited plan is a direct dialed outbound long distance service offeredto single line or multi-line residential Customers on switched access lines. Service is offeredon a flat rate basis, twenty-four hours per day, seven days per week. Customers must dial 1plus the area code, if applicable, and the terminating number to complete a call utilizing thisservice. The BellSouth® Basic Unlimited plan provides the Customer with unlimited minutesof interexchange (both interstate and intrastate) long distance usage for a flat rate monthlycharge (certain restrictions, as outlined below, do apply). This plan does not provide calldetail information on the Customer’s monthly bill. This service is only offered in conjunctionwith the corresponding intrastate BellSouth® Basic Unlimited plan. This service is notoffered on an intraLATA or intrastate only basis.

(9) If usage under this plan is not consistent with typical residential Customerusage, at the Company’s sole discretion, the Company may offer the Customeran alternative plan or suspend, restrict or cancel the Customer’s service withoutprior notice. Calls that are not consistent with typical residential voice usageinclude, but are not limited to: use for general business purposes, commercialfacsimile, auto-dialing, resale, call centers, long distance access to internetservice providers and telemarketing.

(C) The MRC is $31.99. This MRC is the same as the MRC identified in the Company'sstate specific tariffs/price lists. Only one monthly service charge will apply when bothinterstate and intrastate service is provided to the Customer.

This plan does not provide call detailinformation on the Customer's monthly bill.

(B) In order to be eligible for this plan, the Company must be able to verify that the Customermeets the following eligibility requirements. 9.3.42 BellSouth® Talk 30 Value Lite Plan (Obsolete 12/01/05)

(A) The BellSouth® Talk 30 Value Lite plan is a direct dialed outbound long distance serviceoffered to residential Customers from switched access lines. Service is offered on a flatrate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plusthe area code, if applicable, and the terminating number to complete a call utilizing thisservice. The BellSouth® Talk 30 Value Lite plan provides the Customer with 30 minutesof interexchange (both interstate and intrastate) long distance usage for a flat ratemonthly service charge. Additional usage over the initial 30 minutes will be billed on aflat rate per minute basis.

(B) Customers of this plan must subscribe to BellSouth® Complete Choice® plan, BellSouth®

Area Plus® plan, BellSouth® PreferredPack® plan, Flat Rate Residential Individual lines,Area Calling Plan (available in Mississippi only), Community Caller Plus (available inNorth Carolina only) or Local Optional Service (available in Louisiana only). Customerswho subscribe to Area Calling Plan, Community Caller Plus, Local Optional Service orFlat Rate Residential Individual lines must also subscribe to at least one AssociatedService listed in Section 3.1.9 of this pricing guide. These plans and services are providedby the Company's affiliated incumbent local exchange entity. The Customer must alsoreceive billing for each of these services from the Company's affiliated incumbent localexchange entity. Customers who no longer meet the eligibility requirements identifiedabove will be transferred to the BellSouth® Talk 30 Lite plan without further notice.

(C) All calls are billed in one (1) minute increments after an initial period, for billingpurposes, of one (1) minute. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Talk 30 Value Lite plan. This service is not offeredon an intraLATA only basis.

(C) The MRC is $5.95, and the per-minute usage rate is $0.1200 for calls completed after the30 minute block of time has been used. The MRC is the same as the MRC identified inthe Company's state specific tariffs/price lists. Only one monthly service charge willapply when both interstate and intrastate service is provided to the Customer.

This plan does not provide call detail information on theCustomer's monthly bill. This service is only offered in conjunction with thecorresponding intrastate BellSouth® Basic Unlimited II Savings plan. This service is notoffered on an intraLATA or intrastate only basis.

(B) In order to be eligible for this plan, the Company must be able to verify that the Customermeets the following eligibility requirements. Customers who no longer meet theseeligibility requirements will not be eligible for this plan and may be offered an alternativeplan or have their service suspended, restricted or canceled without prior notice.Customers with one to three lines at a location are eligible for this service if they meet thefollowing requirements:

.1 Single line Customers must subscribe to BellSouth Long Distance and must alsosubscribe to one of the Company's affiliated incumbent local exchange entity'sresidential services (except for BellSouth® Complete Choice® plan orBellSouth® PreferredPack® plan) with no Associated Services as defined inSection 3.1.9 of this pricing and service guide. Service is offered on a flat rate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plus the area code, ifapplicable, and the terminating number to complete a call utilizing this service.

(B) Customers of this plan must subscribe to BellSouth® Complete Choice® plan, BellSouth®

.2 Can demonstrate they switched their interexchange telephone service to anotherIXC in the last 90 days;

.3 Have not subscribed to any of the Company’s services within the last 7 days;

.4 Are not required, because of credit concerns, to post a deposit with theCompany;

.4 Had billings of at least $15.00 per month in total domestic direct dialed revenuewhen they were a Customer of the Company; and

.5 They place a new service order for residential access line(s) from the Company'saffiliated local exchange entity at the same time that they subscribe to thisservice.

(B) In order to be eligible for this plan, the Company must be able to verify that the Customermeets the following eligibility requirements. Customers who no longer meet theseeligibility requirements will not be eligible for this plan and may be offered an alternativeplan or have their service suspended, restricted or canceled without prior notice.Customers with one to three lines at a location are eligible for this service if they meet thefollowing requirements:

.1 Single line Customers must subscribe to BellSouth Long Distance and must alsosubscribe to and maintain one of the residential services as defined and offeredby the Affiliated ILEC of the Company. Multi-line Customers must subscribe toBellSouth Long Distance and must also subscribe to and maintain one of theresidential services as defined and offered by the Affiliated ILEC of theCompany on each line under this plan. Customers must dial 1 plus the area code, if applicable, and thecalled telephone number from their presubscribed telephone line. This plan provides theCustomer with unlimited minutes of interexchange long distance usage for a single MRC(certain terms and conditions, as described below, apply). This plan does not provide calldetail information on the Customer’s bill.

(B) In order to be eligible for this plan, the Company must be able to verify that the Customermeets the following terms and conditions. Customers who no longer meet these terms andconditions will not be eligible for this plan and may be offered an alternative plan or havetheir service suspended, restricted or canceled without prior notice.

.1 Customers must subscribe to and maintain the following services from theCompany’s affiliated incumbent local exchange company:

- access line#, and;

- verticals feature package# as defined and offered by the Company’saffiliated incumbent local exchange company.

.2 Customers must subscribe to and maintain two (2) or more qualifying productsor services from a qualified affiliate of the Company as defined and offered bythe Company’s affiliate.

.3 Customers must presubscribe to the Company for the provision of interstate,intrastate IntraLATA and intrastate InterLATA service.

.4 This plan is only available for a maximum of three (3) lines at the same location.

.5 This plan is not available on an account that is the recipient of charges billedfrom another location.

9.5.33 AT&T Unlimited Nationwide Calling Advantage 3 (obsolete March 31, 2012)

(A) AT&T Unlimited Nationwide Calling Advantage 3 is a bundled outbound only interstateand intrastate long distance usage calling plan that is offered to Residential Customers onswitched access lines. Customers must dial 1 plus the area code, if applicable, and thecalled telephone number from their presubscribed telephone line. This plan provides theCustomer with unlimited minutes of interexchange long distance usage for a singlemonthly recurring charge (certain terms and conditions, as described below, apply). Thisplan does not provide call detail information on the Customer’s bill.

(B) In order to be eligible for this plan, the Company must be able to verify that the Customermeets the following terms and conditions. Customers who no longer meet these terms andconditions will not be eligible for this plan and may be offered an alternative plan or havetheir service suspended, restricted or canceled without prior notice.

.1 Customers must subscribe to and maintain the following services from theCompany’s affiliated incumbent local exchange company:

.a access line#, and;

.b verticals feature package# as defined and offered by the Company’saffiliated incumbent local exchange company.

.2 Customers must subscribe to and maintain one (1) qualifying product or servicefrom a qualified affiliate of the Company as defined and offered by the

.4 This plan is only available for a maximum of three (3) lines at the same location.

.5 This plan is not available on an account that is the recipient of charges billedfrom another location.

.6 Unlimited plan usage does not include multi-party conference calls (except thosecalls placed by using Three-Way Calling feature are included), calls to 900, 976,700 numbers or other calls to access information services, directory assistance,calling card, operator services, international calling and toll free calling services.

.7 This plan cannot be used for any use inconsistent with typical residential voiceservice. If usage under this plan is not consistent with typical residential voiceCustomer usage, at the Company’s sole discretion, the Company may offer theCustomer an alternative plan or suspend, restrict or cancel the Customer’sservice without prior notice, and the Customer may not be eligible to re-subscribe to this plan. Calls that are not consistent with typical residential voiceusage include, but are not limited to: use for general business purposes,commercial facsimile, auto-dialing, resale, call centers, long distance access tointernet service providers and telemarketing.
