Description: AMENDED BUDGET REQUEST JUSTIFICATION: $2,267.026 Million is required to support approved increases for 24 additional F/A-18E/F aircraft and $52.974 Million of advance procurement for 24 additional FY 2018 aircraft.
The F/A-18E/F Naval Strike Fighter is a twin-engine, mid-wing, multi-mission tactical aircraft. F/A-18E/F can be missionized through selected use of external equipment to accomplish specific fighter or attack missions. This capability allows the Operational Commander more flexibility in employing his tactical aircraft in a dynamic scenario. The primary design mission for the F/A-18E/F is a strike fighter which includes the traditional applications, such as fighter escort and fleet air defense, combined with the attack applications, such as interdiction and close air support. Since the same airframe systems are used on attack missions as well as fighter missions, excellent fighter and self defense capability is retained.
PY Advance Procurement should reflect PB16 Budget. PY quantity should read 563 aircraft and Total quantity should read 608 aircraft.
FY16 Congressional Addition of 5 FA-18E/F for $350 Million.
FY17 F/A-18E/F aircraft quantity of 24 Baseline aircraft to include one squadron stand-up. FY17 F/A-18F aircraft quantity of 2 adds aircraft to the program to account for Overseas Contingency Operation combat losses.
Justification: FY17 Baseline funding request for 24 aircraft to include one squadron stand-up. This reflects an increase of 10 aircraft over Department of the Navy's February 2016 Unfunded Priority List (UPL) request for 14 F/A-18E/F Super Hornets. Strike Fighter Inventory Management continues to be challenged with end-of-life planning for F/A-18A-D legacy aircraft, delays in development, procurement and integration of operational F-35C aircraft, overutilization of current aircraft due to high operational tempo,

Line Item MDAP/MAIS Code: 000 and aviation depot maintenance backlogs. Procurement of additional F/A-18E/F strike-fighter aircraft in FY 2017 will reduce near-term Strike Fighter shortfalls, accelerate divestiture of legacy F/A-18 A-D series Hornets, and begin to address long-term strike-fighter capacity shortfalls by maintaining an open F/A-18 E/F/G production line and procuring aircraft with useful life into the 2030s.

Description: AMENDED BUDGET REQUEST JUSTIFICATION: $2.913 Million is required to support unique Amphibious Assault Ships (LHA/LHD) airframe requirements and engine Peculiar Ground Support Equipment (PGSE).
Joint Strike Fighter (JSF) program will develop and field a family of aircraft that meets the needs of DoD and allies with the F-35A Conventional Take Off and Landing (CTOL) variant, the F-35B Short Take-Off and Vertical Landing (STOVL) variant, and the F-35C Carrier Variant (CV) with optimum commonality among the three variants to minimize life cycle costs. This is a joint program with no executive service. Service Acquisition Executive (SAE) authority alternates between the Department of the Navy (DoN) and the Department of the Air Force (DAF) and currently resides with the Navy. The F-35s are the next generation of strike fighters which has increased aero-performance, stealth signature and countermeasures. Its advanced avionics, data links and adverse weather precision targeting incorporates the latest technology available. The F-35 has increased range with internal fuel and includes superior weaponry over existing aircraft. The highly supportable, affordable, state of the art aircraft commands and maintains global air superiority. The production cost and quantities are interdependent due to one manufacturer for the program. USAF regular procurement commenced in FY07, DON regular procurement commenced in FY08.
Notes: (1) FY10 and prior quantity and funding for F-35B STOVL and F-35C CV were reported under same BLI (0147). Result is 29 F-35B STOVL aircraft (6 - FY08; 7 - FY09; and 16 - FY10) are included in the BLI 0147 Prior Year Column. The F-35C CV budget continues to report under BLI 0147. Description: AMENDED BUDGET REQUEST JUSTIFICATION: $170.839 Million is required to support approved increases for 2 additional MV-22 aircraft in the base request and $85.419 Million for 1 additional MV-22 in the OCO request.
The V-22 is a tilt-rotor vertical takeoff and landing aircraft currently being produced for joint service application. The program provides an aircraft to meet the amphibious/vertical assault needs of the Marine Corps, the Carrier Onboard Delivery needs of the Navy, and supplements USSOCOM special mission aircraft. The aircraft is capable of flying 2,100 miles with one refueling, and gives the Services the advantage of a Vertical/Short Takeoff and Landing (V/STOL) aircraft that can rapidly self-deploy to any location in the world.
The current procurement objective is 461: 360 MV-22 Marine Corps aircraft, 48 Navy aircraft, and 53 CV-22 aircraft for USSOCOM (funded by USSOCOM and the Air Force). The program successfully completed Milestone III in the 1st Quarter of 2006, and IOC in March of 2007.
Funding for the Navy variant will begin in FY2017 for long-lead requirements associated with the procurement of six aircraft. The configuration of this variant is a modification of the MV-22 and will perform the Carrier Onboard Delivery (COD) mission and include: (1) external conformal fuel tanks to
