The Council of the Baltic Sea States
CBSS established in 1992 as an overall political forum for regional inter-governmental cooperation
The CBSS Permanent International
Secretariat was established in 1998, located in
Stockholm
Enlargements of the EU in 1995 and 2004
had significantly changed the Baltic Sea Region
and tasks for the CBSS
Decision to reform the CBSS into a
political coordination organization with a
strong project orientation was taken in Riga in
2008 and 5 priorities for the CBSS were
established:

Baltic Sea States Summits
Baltic Sea States Summits - meetings of the Heads of Governments are held
every 2nd year
1st Baltic Sea States Summit was held on 3-4 May 1996 in Visby, Sweden
3rd Baltic Sea States Summit in Kolding, Denmark held on 12-13 April 2000
recommended consolidation within the framework of the Council of the Baltic Sea
States of all regional intergovernmental, multilateral co-operation taking place
among the group of CBSS members
8th BSSS took place in Vilnius on 1-2 June 2010 organised by the Lithuanian
CBSS Presidency and the Vilnius Declaration a Vision for the Baltic Sea Region by
2020 was adopted
9th Summit was organized by Germany on 30 - 31 May in Stralsund

The main priorities of the Russian CBSS Presidency
Development of cooperation in the field of modernization and
innovation with the focus on clusters of growth and with the prospect
to form real regional partnership
Establishment of a network of public-private partnerships (PPP)
as a platform for sustainable growth and setting up a regional large-
scale Innovation Fund for direct investments through PPP in order to
strengthen competitiveness of regional economies, resolve
infrastructure problems, improve living standards of population

CBSS project orientation (1)
Secretariat is participating in 34 projects, mainly in the areas of
sustainable development, environment, economy and civil security/human
dimension
21 project ideas with a varying degree of concretisation at this stage
are in the pipeline of the Secretariat
The 9th Baltic Sea States Summit in Stralsund endorsed the
establishment of the CBSS Project Support Facility with 1 mln euro
dedicated to it by the CBSS member states
nearly half of the listed projects are suggestions emanating from Russia
and other projects or project ideas are suggested by the CBSS Expert Groups
or by the Secretariat

CBSS and EUSBSR
Efforts are undertaken to establish functioning cooperation between
Iceland, Norway, Russia and the EU in areas where common objectives
could be identified under the EU Strategy for the Baltic Sea Region
Acting on behalf of Priority Area Coordinator of the EUSBSR Priority
Area 14 (Secure) – Consolidating the position of the CBSS Secretariat in
coordination with Sweden in the upcoming EUSBSR Action
14.3 Macro Regional Risk Analysis, Scenario Development and Gap
Analysis vis-à-vis the main potential hazards and natural disasters in the
Baltic Sea Region
Co-coordinator of EUSBSR Horizontal Actions Neighbors and Climate
Change Adaptation – SEBA, BaltAdapt, etc

CBSS and North West Russia
CBSS through the CSO is keeping a permanent focus on cooperation with the
regions of the North West Russia and the CBSS CSO meetings were organised in
Kaliningrad and Pskov
project proposals made by the Kaliningrad and Pskov Regional Authorities of
Russia were seriously taken into account by the CSO
Russian project proposals to the EU evolved from the experience gained at the
cooperation of the CBSS and its structures involving Russia and her regions
Strategy for the Social and Economic Development of the North West Federal
District of the Russian Federation by 2020 and in particular its parts on external
cooperation could provide new opportunities for the CBSS and its structures to
identify common activities with the EUSBSR

CBSS EuroFaculty
First positive results were achieved after implementing EuroFaculty
projects in Law and Business Economics at Tartu University in Estonia, Latvian
University in Riga and Vilnius University in Lithuania during the years 1991 -
2005
EuroFaculty Kaliningrad project was implemented at the Immanuel Kant
State University of Russia during 2000 – 2007
EFK made a strong impact in reviewing the Russian High Education
curricula in Law and Economics
The EuroFaculty Pskov project as an educational development project was
launched in 2009 in Pskov
The aim of the project is to upgrade university education in Business
Economics / Business Administration at the recently created Pskov State University
(PskovSU)

After the success and a favourable assessment of the work carried out of
the first phase of the project the CBSS Member States agreed to continue
support to the project.
The EuroFaculty Pskov project is financed to date by voluntary
contributions from all the CBSS Member States.
One of the big achievements of the first phase (2009–2012) was to create
three profiles for Bachelor level: Credit and Finance, Accounting and Auditing as
well as International Business.
The second three year phase (2012–2015) of the project was launched by a
kick-off event on 24 October 2012 with newly revised objectives.
CBSS Committee of Senior Officials, IEG and University Consortium
attended the kick-off event of the EF-Pskov second phase

EuroFaculty Pskov
Sweden as a Lead Country for the EF Pskov project is heading the project’s
steering body, the International Expert Group for the EuroFaculty project in Pskov.
IEG coordinate the EuroFaculty project together with the University
Consortium including the University of Turku as project leader and Stockholm
School of Economics, Russia (branch in Saint Petersburg), Trondheim Business
School, Roskilde University, University of Tartu, University of Latvia and Saint
Petersburg State University of Economics and Finance implementing the EF-P
project. Other universities as Wiadrina University of Germany also supported the EF
Pskov project.
The flagship of the second phase of EF-P project will launch an international
Master Degree Programme on Baltic Sea Business.
The launching of the Management Development Programme for business
managers will be another major endeavour and is foreseen to start in 2014

The EF-P project will also put great emphasis on enhancing regional
development through university-led activities.
PskovSU can be seen as the engine for regional development of the area.
Upgrading of education contributes to regional development in the North
West Russia.
Wider impact on the modernization of the high education in Russia.
Parts on external cooperation could provide new opportunities for the
CBSS and its structures to identify common activities with the EUSBSR.
Throughout the second phase the above objectives will be complemented
with development work and support in the fields of language teaching, mobility
of students and staff, library and infrastructure development as well as faculty
development.

CBSS and Summer University idea
Under the long-term priority education the CBSS is planning a Summer
University on issues of high relevance Baltic Sea cooperation
This Summer University idea is a part of the Action "Fostering cross-border
cooperation through youth exchange and exchange in higher education" in the
framework of the new HA Neighbours of the EUSBSR, where it ranges as a flagship
project
The Director General of the CBSS Secretariat Jan Lundin agreed with Prof.
Bernd Henningsen and Prof. Krister Hanne of the Department of Northern
European Studies at Humboldt University in Berlin that the central topic will be
"Governance in the BSR“
Special emphasis shall be put on "good governance" in a broad sense of the
word: social trust, legitimacy of institutions and transparency are important
preconditions for successful regional cooperation

CBSS and Summer University goals
The overall plan is to develop a programme for a summer university that will
be ready in 2014 and then can be carried out at least 3 or may even 5 times.
The target group each year would be 30 graduate and doctoral students from
the side of academia and/or civil servants from different parts of the BSR.
The summer university could be held in Kaliningrad , Russia or at least to start
there and maybe during the following years to travel to other cities on the shores of
the Baltic Sea.
The benefit of the Summer University would be networking and development
of curricula for academic studies.
Beyond academia and with a long-term view the CBSS summer school would
contribute to the education of the next generation of decision-makers and civil
servants in the BSR.

CBSS and Summer University way ahead
The CBSS Secretariat and the Department of Northern European Studies at
Humboldt University in Berlin are activating existing contacts and making new ones.
HU is preparing an application for seed money in order to have a stakeholder
conference in the second half of this year where relevant issues and interests of the
stakeholder shall be discussed.
The next step will be to fix a programme and to apply for funding of the
Summer University for the coming years.
As soon as the basic planning for the stakeholder conference will be started
the organizers will send out a call also to the BSRUN in order to find researchers
and lecturers interested in the Summer University and later on also to find students
for 2014.
The CBSS would be glad if members of the BSRUN would be interested in
joining the project.
