Welcome to the meeting of your Fayette County Board of Elections. Your participation is appreciated. All regularly scheduled Board meetings are open to the public and are generally held on the 4th Tuesday of each month at 5:00 p.m. Chairman to Call the Meeting to Order Chairman Lester called the September 6, 2019 Board of Elections meeting to order at 5:03 p.m. Board Member Hicks was not present for the meeting. Approval of the Agenda Mr. Wright moved to approve the Agenda as published. Chairman Lester seconded the motion. The motion passed 2-0. PUBLIC COMMENTS: There were no Public Comments. APPROVAL OF MINUTES: 1. Consideration of staff’s request to approve the August 27, 2019 Board of Elections’ Meeting Minutes.

Mr. Wright moved to approve the August 27, 2019 Board of Elections’ Meeting Minutes. Chairman Lester seconded the motion. The motion passed 2-0.

PUBLIC HEARING: 2. Consolidation of September 3, 2019 Special Called Election results for State House District 71.

Director Jones reported there were no ballots, whether they be provisional, UOCAVA, or absentee by mail, requiring the Board’s consideration. Mr. Wright moved to consolidate the September 3, 2019 Special Called Election results for State House District 71. Chairman Lester seconded the motion. The motion passed 2-0. Staff provided the consolidated election results to the Secretary of State’s Office through the Election Night Reporting (ENR) system.

He particularly commended Ms. Brenda Cox for organizing the forum and State Elections Director Chris Harvey for providing needed information. EXECUTIVE SESSION: There was no Executive Session. ADJOURNMENT: Mr. Wright moved to adjourn the September 6, 2019 Board of Elections Meeting. Chairman Lester seconded the motion. The motion passed 2-0. The September 6, 2019 Board of Elections Meeting adjourned at 5:06 p.m.

ALL MUNICIPAL CANDIDATES ARE NONPARTISAN!

Each candidate for a nonpartisan municipal office, or a designee, shall file a

notice of candidacy in the office of the municipal superintendent of such

candidate’s municipality during the municipalities qualifying period.

HOW DO CANDIDATES QUALIFY?

Candidates are required to file paperwork and pay a qualifying fee within

specific timeframes called qualifying periods in order to be considered

qualified for office. The dates and times of the opening and closing of the

qualifying periods are provided in O.C.G.A. § 21-2-132(d)(3).

Failure to complete the process during these time periods or improperly

completing the process can prevent a candidate from being on the ballot.

QUALIFYING PROCESS

In order to complete the qualifying process, nonpartisan (municipal) candidates will need to

complete and submit the:

and pay the qualifying fee for the desired office.

The Notice of Candidacy and Affidavit application can be provided by the Fayette County

Elections Office, the respective qualifying city / town halls, and at the Secretary of State’s

O.C.G.A. 21-2-291. Procedure as to unopposed candidates.

Any other provision of the law to the contrary notwithstanding, in the event there is

no opposed candidate in a precinct in a general or special election, no special or general

election shall be held in such precinct unless a write-in candidate has qualified as provided

by law or unless there are issues to be submitted to the electorate. Except as provided

in Code Section 21-2-158, each such unopposed candidate shall be deemed to have voted

for himself or herself. Where feasible, the superintendent shall provide notice reasonably

calculated to inform the affected electorate that no special or general election is to be

conducted. The superintendent shall certify such unopposed candidates as elected in the

same manner as he or she certifies other candidates as elected pursuant to Code Section

21-2-493
