Use this command to add a 2G neighboring internal cell.
Note
When Current HO Control Algorithm in SET GCELLHOBASIC is set to HOALGORITHM1(Handover algorithm I), Inter-cell HO Hysteresis should be set within the range of 64-127. When Current HO Control Algorithm in SET GCELLHOBASIC is set to HOALGORITHM2(Handover algorithm II), Inter-cell HO Hysteresis should be set within the range of 0-127.
