InaviationsecurityICAOhashadabusystartto2012withtwoRegionalAviationSecurityConferences inKuala LumpurMalaysia andCaracasVenezuela TheSecretaryGeneral has presided at these conferenceswhich brought togetherregionalregulatorstocoordinateactionsarisingfromtheDeclarationonAviationSecurityadoptedbytheICAOGeneralAssemblyinfallof2010ACIhasparticipatedateachoftheseregionalconferencesputtingforwardproposalsonhowitcansupport regionalcollaborativeefforts Ourparticipation isverymuchvaluedbyICAO

OntheenvironmentsideEmissionsTradinghasgeneratedmuchmediaattentionrecentlyItooktheopportunityinmymeetingwiththeSecretaryGeneraltorecalltheACIWorldGeneralAssemblyResolutionwhichfirmlysupportsICAOrsquoseffortstoestablishaharmonisedglobalframeworkofmarketbasedmeasurestoreduceaviationrsquosimpactontheenvironmentAgaintheSecretaryGeneralappreciatedindustryrsquossupport

ICAOhasafullscheduleofmeetingsthisyearincludinghigh-levelconferenceswhichwillshapetheregulatoryagendafortheICAOGeneralAssemblyin2013These are excellent opportunities for ACI to influence the debate andwe areworkinghardtothatensureairportinterestsarereflectedinmeetingpapersanddiscussionsIwillkeepyouinformedonourprogressduringtheyear

ACIWorldmetwithmembersoftheIATASlotPolicyWorkingGroupon6thFebruary2012ThesemeetingsareheldtwiceayearandtheirmainfocusisontheIATAWorldwideSlotGuidelines(WSG)TheWSGisanindustrystandardforthemanagementofairportslotstobeusedwhereairportcapacityisinsufficienttomeetdemandforpartorallofthedayCurrently161airportsaredesignatedtohaveslots-theseincludemanylargerairportsTheWSGispublishedbyIATAonbehalfofitsmemberairlinesandthecommunityofairportslotcoordinatorsACIisconsultedonchangesthatIATAwishestoputforwardbeforetheytakeeffect

AtthismeetingIATAmadetheoffertoacceptcommentsfromACIonanypartofthedocumentACIWorldproposestoworkwiththeregionalofficestoconsolidateACIcommentsandgivethemtoIATA(thiswillbediscussedatthenextregionaldirectorsmeeting)

A Slot Policy Working Group (SPWG) is established to address slot

Theaviationindustryappearstobeonthepathtorecoveryand the upturn in fortunesmeans that despite the tougheconomictimesairportsshouldonceagainstartpreparingfortrafficgrowthandtheextrademandsthatthiswillbring

And with money tight an airportrsquos ability to meet thatservice delivery challenge will be strongly linked to thehuman factor In otherwords how itworkswithexistingstaffandnewrecruitstomeettheiron-goingneedforskillsdevelopment

Without doubt airports are complex business structuresrequiringcompetenciesinmanyareasThereforecommonlyrespected international standards and practices provide aglobal framework for harmonized operations ndash day in andday out every day of the year ndash against which they canmeasuretheirperformanceTosucceedstaffmembersatalllevelsneedtobecognizantofthesestandardsandknowhowtoputthemintodailypractice

Theglobalairportbusinessisincreasinglycharacterizedbycross-border and multi-cultural dimensions So whateverthemixofpersonneltalentsandskillsatagiven locationairportauthoritiesmusthavethemeanstounitetheirteamsbehindasharedobjectiveofdeliveringexcellentservicetoamulti-nationalcustomerbasethathashighexpectationsatalldestinations

Againstthatcommonbackgroundmanyotherfactorscomeinto play in todayrsquos airport world New technologies aretransformingbothoperationalandbusinessproceduresandemployeeknowledgeofthesechanges

Todayrsquosmanagers need rapid response business skills tobalance short-term imperatives with long-term businessneedsWehaveseenhowtoughitcanbetomanageairlinesin difficulty economic fluctuations security investmentsinvestmentconstraintsanddramaticbusinesscontractionBusinessskillsareamustinthisenvironment

And a final objective to consider is that as the industryexpandsairportswillcompeteforexistingskilledcandidatesTheywillneednotonlytoattractandtrainnewpersonnelbutalsoandinordertoholdontothemensurethattheycanenjoyasatisfyingcareerdevelopmentpath

ThreekeydrivershaveguidedusinthisstrategicexerciseFirstlythealignmentofstandardsgloballyisanindustrypre-requisiteWherewillthenextgenerationofskilledworkerscomefromHowwillwebuildandmaintainconsistencyastheseskilledworkersandmanagersmigrateacrossbordersto new opportunities Global accreditation programmesbasedonsharedstandardsarepartofthesolution

ACIiscollaboratingwithICAOonitsnewNextGenerationof Aviation Professionals (NGAP) initiative to assess thechanges that are needed to establish globally recognizedtrainingopportunitiesforaviationprofessionalsTheultimategoalfortheNGAPinitiativeistoattractfuturegenerationsto aviation and ensure that pilots technicians air trafficcontrollers and yes airport operators have the requiredcompetenciestodotheirjob

To succeed we must understand their educationalrequirementsandexpectations Ifwefailwewillhavetoworryaboutashortageofaviationprofessionalsinthenext10to20years

Asecondstrategy is toensurecompetencies requiredoftodayrsquos airport professionals ndashproficiency in technical andoperational domains as well as the complex businessmanagementfield

A simple example the ldquoairport cityrdquo phenomenon hasemerged as a popularmodel formany hub airportswithemphasis on diversifying revenue streams As a resultairportsincreasinglyseekoutandtrainqualifiedindividualstofocusontheeconomicandcommercialaspectsofairportmanagement

ICAO and ACI have already started addressing high-levelmanagement competencies joining forces to offer theAirportManagementProfessionalAccreditationProgramme(AMPAP) And through many of the electives we areachieving better understanding of security environmentalandregulatoryimperativesthatarevitalforourairports

Thethirdstrategyfocusesontheneedtoimproveoperationalperformancethroughtargetedtraining

Wewant to be able to see concrete results fromcourseparticipation

Letrsquos takesafetyournumberonepriorityasanexampleOurindustrysafetyrecordisgenerallygoodButwecandomuchbetterasclearlyshownbyresultsofICAOrsquosnationalsafetyauditsSafetyincidentsarealsoontheriseinmanyareasoftheworldStandards are defined requirements understood andbudgetsapprovedyetairports inmanypartsoftheworldstruggletocomplywithbasicsafetymanagementsystems(SMS)requirements

Whatare the issuesholdingusbackTopping the list areinvestmentcommitmenttraininghumanresourcesandasafetycultureAsaresultACIhasincorporatedsafety training at all levelsof its trainingoffer addressingdifferent levels of knowledge and competencies throughonlineSMStrainingadedicatedsafetydiplomaprogramme(part of our Global Safety Network GSN) or through amore advanced look at SMS implementation with seniorexecutives

Togetherwith airportmembersworld business partnersfaculties vendors and other stakeholders ACI GlobalTraininghasembarkedonavoyagethatwillsetacourseforsuccess

Human factors will play a key role as we re-invent ourindustryTrainingisonlyonepieceofthepuzzlealongwithregulation best practices environmental responsibility ornewtechnologiesbutitisanessentialpiece

Training provides themeans for systematically sustainingperformance improvement by giving airport employeesthemeans to learn share their knowledge develop theirfull potential and in theend todiscoverandexploitnewstrategicopportunities

AsubstantivecontributortoglobalgrowthpatternsinpassengertrafficcanbeattributedtotheAsiancontingentofairportsWithacombinedtotalofover200millionpassengersannuallytheChineseairportsofBeijing(PEK)Shanghai(PVGSHA)Chengdu(CTU)andShenzhen(SZX)haveallexperiencedbuoyantgrowthin2011IndonesiaandIndiaareotherexamplesofairportsthatdisplaypropertiesofexponentialgrowthintheirpassengertrafficNewDelhi(DEL)andJakarta(CGK)bothregisteredphenomenalgrowthratesfor2011inthevicinityof+20percentascomparedto2010BrazilianairportsareanothermajorsourcefuellingtheriseinpassengertrafficgrowthAsthecountrycapitalizesonitsdemographicassetRiodeJaneiro(GIG)andSatildeoPaulo(GRU)eachhadrobustgrowthof+257percentand+107percentrespectivelyDespitethefinancialrisksandeconomicslowdownthathaspersistedinEuropeaneconomiesEuropeasawholerecordedgainsofcloseto9percentfor2011WhilethemonthofAprilhelpedboosttrafficfiguresduetotheashcloudthatshutdownEuropeanairspaceinApril2010othersourcesofgrowthcanbeattributedtotheemergingmarketswithinEuropesuchasthegrowingeconomiesofTurkeyandRussiaIstanbul(IST)andMoscowSheremetyevo(SVO)airportsbothposteddoubledigitgainsof+163percentand+167percentrespectivelyAir freight A mixed picture in 2011

OntheenvironmentsideEmissionsTradinghasgeneratedmuchmediaattentionrecentlyItooktheopportunityinmymeetingwiththeSecretaryGeneraltorecalltheACIWorldGeneralAssemblyResolutionwhichfirmlysupportsICAOrsquoseffortstoestablishaharmonisedglobalframeworkofmarketbasedmeasurestoreduceaviationrsquosimpactontheenvironmentAgaintheSecretaryGeneralappreciatedindustryrsquossupport

Without doubt airports are complex business structuresrequiringcompetenciesinmanyareasThereforecommonlyrespected international standards and practices provide aglobal framework for harmonized operations ndash day in andday out every day of the year ndash against which they canmeasuretheirperformanceTosucceedstaffmembersatalllevelsneedtobecognizantofthesestandardsandknowhowtoputthemintodailypractice

Without doubt airports are complex business structuresrequiringcompetenciesinmanyareasThereforecommonlyrespected international standards and practices provide aglobal framework for harmonized operations ndash day in andday out every day of the year ndash against which they canmeasuretheirperformanceTosucceedstaffmembersatalllevelsneedtobecognizantofthesestandardsandknowhowtoputthemintodailypractice

Theglobalairportbusinessisincreasinglycharacterizedbycross-border and multi-cultural dimensions So whateverthemixofpersonneltalentsandskillsatagiven locationairportauthoritiesmusthavethemeanstounitetheirteamsbehindasharedobjectiveofdeliveringexcellentservicetoamulti-nationalcustomerbasethathashighexpectationsatalldestinations

ACIiscollaboratingwithICAOonitsnewNextGenerationof Aviation Professionals (NGAP) initiative to assess thechanges that are needed to establish globally recognizedtrainingopportunitiesforaviationprofessionalsTheultimategoalfortheNGAPinitiativeistoattractfuturegenerationsto aviation and ensure that pilots technicians air trafficcontrollers and yes airport operators have the requiredcompetenciestodotheirjob

To succeed we must understand their educationalrequirementsandexpectations Ifwefailwewillhavetoworryaboutashortageofaviationprofessionalsinthenext10to20years

Asecondstrategy is toensurecompetencies requiredoftodayrsquos airport professionals ndashproficiency in technical andoperational domains as well as the complex businessmanagementfield

A simple example the ldquoairport cityrdquo phenomenon hasemerged as a popularmodel formany hub airportswithemphasis on diversifying revenue streams As a resultairportsincreasinglyseekoutandtrainqualifiedindividualstofocusontheeconomicandcommercialaspectsofairportmanagement

ICAO and ACI have already started addressing high-levelmanagement competencies joining forces to offer theAirportManagementProfessionalAccreditationProgramme(AMPAP) And through many of the electives we areachieving better understanding of security environmentalandregulatoryimperativesthatarevitalforourairports

Asecondstrategy is toensurecompetencies requiredoftodayrsquos airport professionals ndashproficiency in technical andoperational domains as well as the complex businessmanagementfield

A simple example the ldquoairport cityrdquo phenomenon hasemerged as a popularmodel formany hub airportswithemphasis on diversifying revenue streams As a resultairportsincreasinglyseekoutandtrainqualifiedindividualstofocusontheeconomicandcommercialaspectsofairportmanagement

ICAO and ACI have already started addressing high-levelmanagement competencies joining forces to offer theAirportManagementProfessionalAccreditationProgramme(AMPAP) And through many of the electives we areachieving better understanding of security environmentalandregulatoryimperativesthatarevitalforourairports

Thethirdstrategyfocusesontheneedtoimproveoperationalperformancethroughtargetedtraining
