    /ne of the earliest townships I ha!e seen is Eastwood City which is roughly

    0.5 hectares. Located in Libis, it continues to e!ol!e and e"pand as new buildings and

    shopping areas sprout.

    In its beginnings, sometime in the early 1444s, I remember Citywal$ 9the part of the

    !icinity map abo!e showing red roofed buildings: as comprising most of Eastwood City.

    It was the place where restaurants were found right beside each other with lots of inner

    wal$ways away from cars and traffic. &he high-rise buildings there

    weremostly )P/s. Citiban$ was also one of the first high-rise corporate buildings in that

    area.

    #al$ing around Citywal$ was reminiscent of some places I lo!ed abroad -- +uaint

    haunts where people could ust wal$ around cobbled streets, surrounded by restaurants

    and trees that pro!ided shade. It was a family place. &he mall nearby pro!ided the

    shopping con!enience of a one-stop place.

    &hen as years went by, other high-rise condominiums began sprouting around. &hey

    became mi"ed-use condos -- fancy restaurants, shops and con!enience stores on the

    ground floor and upscale residences or offices on the upper floors. % new, more modern

    Eastwood mall was built on the other side of the road. &he pla*a facing the mall

    features fountains, bridges and lots of seating places where people 9and their pets, too,

    because Eastwood City is pet friendly: can hang out and sociali*e. &his is one place

    where I can go into a mall and not be surprised to see dog breeds of all sorts wal$ing

    alongside their humans.

    Li!ing in a township is the best of all worlds -- for professionals who wor$ in companies

    located within the township area; young married couples who are raising $ids and want

    to ha!e enough family time rather than fighting traffic commuting from home to wor$ and

    bac$; and are e!en ideal places for retired fol$s who want e!erything they need within

    wal$ing distance. #hen most e!erything you need is self-contained in a township, life

    really does get so much easier and more rela"ed. #or$ no longer becomes such a

    burden because the stress of the commute is eliminated. Play and Eat become so much

    more pleasant when one starts out already in a rela"ed mood.

    ?p to this date, Eastwood City is not yet totally de!eloped, which is good urban

    planning. I li$e slow de!elopment. It gi!es residents and wor$ers time to get used to the

    changing landscape as people and !ehicle traffic implications are studied, twea$ed and

    impro!ed.

    &hat reminds me. ItFs nearing Christmas and I ust lo!e Christmas in the air I should find

    some time to pay a !isit again to Eastwood City and other townships in the metro and

    see what the Christmas atmosphere is li$e there now

    Many %mericans thin$ that what is small and local is unimportant - bigness is themeasure of significance. et it is the details and particulars of ordinary li!ing thatdetermine the +uality of our li!es. &he small community is important because it has in itthe basic !alues, particularly in terms of our relationships with others, which are eternaland uni!ersal. &he history of %merica throughout the 14th century was the mo!ement ofpeople from rural life to urban life. In that sense the populations of small communitieswere the emigrants to the larger community and, ust as European emigrants set thepattern for !arious cities, so rural immigrants set the !alues for the cities. %s moregenerations are born into the cities, problems arise - showing up as !iolence,competition and indi!idualism. &he small community has historically represented thebest of the culture of character for the nation.

    W$AT !S T$E!' S!,"!!CA"CE T#DA&)During the period of the depression, it was common for many people who were sufferingeconomic difficulties and ob loss to return to the homes of their parents. &here wassecurity and welcome there. It brought them in contact with !alues that had been lost inthe famous period of the =oaring 14s. &oday, there is a similar need for many people toJreturn home. People need an option to the current trends of industriali*ation,urbani*ation, globali*ation and rugged indi!idualism. En!ironmental degradation,financial scandals, and a threatening world situation re+uire a different mode of life -one that optimi*es both physical and human resources. &his option is the mall LocalCommunity,

    &hroughout most of human history, the maority of human settlements de!eloped as

    mi"ed-use en!ironments. #al$ing was the primary way that people and goods were

    mo!ed about, sometimes assisted by animals such as horses or cattle. Most people

    dwelt in buildings that were places of wor$ as well as domestic life, and made things orsold things from their own homes. Most buildings were not di!ided into discrete

    functions on a room by room basis, and most neighborhoods contained a di!ersity of

    uses, e!en if some districts de!eloped a predominance of certain uses, such as

    metalwor$ers, or te"tiles or footwear due to the socio-economic benefits of propin+uity.

    People li!ed at !ery high densities because the amount of space re+uired for daily li!ing

    and mo!ement between different acti!ities was determined by wal$ability and the scale

    of the human body. &his was particularly true in cities, and the ground floor of buildings

    was often de!oted to some sort of commercial or producti!e use, with li!ing space

    upstairs.

    &his historical mi"ed-used pattern of de!elopment declined during industrialisation in

    fa!or of large-scale separation of manufacturing and residences in single-function

    buildings. &his period saw massi!e migrations of people from rural areas to cities drawn

    by wor$ in factories and the associated businesses and bureaucracies that grew up

    around them. &hese influ"es of new wor$ers needed to be accommodated and many

    new urban districts arose at this time with domestic housing being their primary function.

    &hus began a separating out of land uses that pre!iously had occurred in the same

    spaces. @urthermore, many factories produced substantial pollution of !arious $inds.

    Distance was re+uired to minimi*e ad!erse impacts from noise, dirt, no"ious fumes and

    dangerous substances. E!en so, at this time, most industriali*ed cities were of a si*e

    that allowed people to wal$ between the different areas of the city.

    &hese factors were important in the push for Euclidean or single-use *oning premised

    on the compartmentali*ation of land uses into li$e functions and their spatial separation.

    In Europe, ad!ocates of the 2arden City Mo!ement were attempting to thin$ through

    these issues and propose impro!ed ways to plan cities based on *oning areas of land

    so that conflicts between land uses would be minimi*ed. Modernist architects such

    as Le Corbusier  ad!ocated radical rethin$ing of the way cities were designed based on

    similar ideas, proposing plans for Paris such as the Plan Hoisin, Hille

    Contemporaine and Hille =adieuse that in!ol!ed demolishing the entire center of the

    city and replacing it with towers in a par$-li$e setting, with industry carefully sited away

    from other uses.

    In the ?nited tates, another impetus for Euclidean *oning was the birth of the

    the 003 Goning =esolution, not only called for limits on building heights, but e!entually

    called for separations of uses. &his was largely meant to $eep people from li!ing ne"t to

    polluted industrial areas. &his separation, howe!er, was e"tended to commercial uses

    as well, setting the stage for the suburban style of life that is common in %merica today.&his type of *oning was widely adopted by municipal *oning codes.

    #ith the ad!ent of mass transit systems, but especially the pri!ate automobile and

    cheap oil, the ability to create dispersed, low-density cities where people could li!e !ery

    long distances from their wor$places, shopping centres and entertainment districts

    began in earnest. owe!er, it has been the post-second #orld #ar dominance of the

    automobile and the decline in all other modes of urban transportation that has seen the

    e"tremes of these trends come to pass.

    In the 014s, the ?.. >ational Goning Enabling %ct of 016 and a series of >ational

    ubdi!ision and Planning acts in English-spea$ing countries first set forth standards

    and practices of single-use *oning to be adopted by e!ery municipality, which soon

    became the standard for all post-#orld #ar II de!elopment. &hese laws enforced and

    codified standards for modern suburban design as it is $nown today, which ha!e been

    e"ported to many other countries through planning professionals and transportation

    engineers. &he resulting bills progressi!ely included restrictions on alleyways, minimum

    road widths, restrictions on cross streets for maor arteries, buffer *ones between

    separate areas, and eliminating mi"ed-use in all new de!elopments, resulting in a

    moratorium on traditional urban de!elopment which remains in place in most areas that

    are not specifically *oned as Omi"ed useO or Ogeneral urban de!elopmentO, a common

    term for grandfathered urban areas. In addition, some e"isting urban areas commonly

    cited as mi"ed-use ha!e been re*oned in such a way that, if demolished, they could not

    be rebuilt as such; for e"ample, post-flood rede!elopment areas in the 0th-century city

    of >ew /rleans.

    &hroughout the late 14th century, it began to become apparent to many urban

    planners and other professionals that mi"ed-use de!elopment had many benefits and

    should be promoted again. %s %merican, )ritish, Canadian and %ustralian

    cities deindustriali*ed, the need to separate residences from ha*ardous factories

    became less important. Completely separate *oning created isolated OislandsO of each

    type of de!elopment. In most cases, the automobile had become a re+uirement for

    transportation between !ast fields of residentially *oned housing and the separate

    commercial and office strips, creating issues of %utomobile dependency. In 030, ane

    The zoning 'Arena Gate West' gives concrete expression to the current, spatial policy for this area of

    the municipality of Amsterdam Southeast district. The planning area was formerly part of the entre

    Area Southeast, !which is also the part located at shopping the east side of the trac" included The

    Amsterdam #ort. Although $oth areas are still together form the central region of Southeast, the

    planning areas are divided and is the former name changed to 'Arena Gate. %t's located west of the

    trac", designated as metropolitan, region and su$se&uently was given the name 'Arena Gate West. or

    the eastern part, which is designated unli"e Arena Gate West not as metropolitan area, the district

    council on (ecem$er )*, )*++, adopted the zoning plan 'Amsterdamse #oort'.

    or the preparation of a new zoning plan for the planning area 'Arena Gate West', the following

    considerations have played a role.

    Legal obligation updating 

    the Spatial #lanning Act contains statutory o$ligation to update plans every ten years. The zoning

    applica$le to this planning area are older than ten years.

    The need for revision and updating of spatial programmatic framework

    Arena Gate has over ten years ago used the way to develop a largescale multifaceted ur$an center

    area. -f the Anton de om to the /illa Arena Arena Gate is a vast central area with pu$lic towing

    services in the middle the new Amsterdam 0i1lmer ArenA in )**2. -n the west side is realized ArenA

    stadium $ig eyecatcher in +334. Afterwards the area is arranged around the stadium and $uild large

    scale shopping and entertainment facilities. With the recent expansion of the main stadium ArenA, the

    $uilding of the 5iggo (ome and the ad1acent s&uare with a hotel, an office and an amenities $uilding,

    the planning area Arena Gate West has $ecome a fullfledged city area with offices, entertainment,

    sports, retail and events as the main themes. The area is home to a wide variety of local, ur$an and

    metropolitan amenities, some with international appeal. Also, on the other side of the trac" is changed

    shopping center The Amsterdam port has $een renovated and includes a num$er of places, including

    The planning area 'Arena Gate West' part of the 'Arena Gate. Arena Gate is the name of the ur$an

    area stretching from the Arena 0oulevard and the ad1acent there 5iggo (ome and /illa ArenA in the
