How time flies! In the blink of an eye, it has been 18 months since I was elected into this position. It has been a most challenging period but I must say it has also been a most wonderful period of my life. The Executive Committee, with the support of the Council of Elders, our employees and volunteers, and our various groups and sub-committees, have worked tirelessly and cohesively to embrace our “one body” principle in achieving many “firsts” and major objectives. Along the way, our vision has taken a clearer and more solid shape, and our mission has become more pronounced than ever.

The inaugural Perth Chinese New Year Fair held in January 2012 on James Street was an instant and huge success, and has become not only the annual marquee event for our Association, but also for the city of Perth based on the highly positive comments by the Lord Mayor. Having attracted an estimated crowd of more than 30,000 people, it easily won a community event award which carried a prize money of $1,000. The inaugural Mid-Autumn Food and Cultural Festival held in September 2012 also opened the celebration to the public for the first time, attracting close to 2,000 people. Such events not only help to raise the profile of our Association and the Chinese community, but it also enabled us to celebrate our culture with the entire WA community which in turns helps to promote harmony in making our society a better place to live in.

Our magazine launched in July 2011 has grown in stature and influence, and has established a strong position in the Chinese community. This has been evidenced through influential people such as the WA Premier writing articles for us, prominent

people such as the AMA President accepting our interviews, advertisers coming forward on their accord, government and community organisations seeking to talk or work with us on various issues, and so on. Through this medium, we have been able to spread our vision and mission with articles carrying meaningful messages, showcase Chinese culture, tell inspiring stories about real people in our community, and share useful information.

In the process of improving our governance and efficiency, we have implemented various systems and changes to our administrative structure, and gradually professionalise our operations. These are ongoing continuous improvements to ensure that we are accountable to our members and fund providers, as well as keep abreast with current industry practices. This is all part of building a stronger capability to enable us to provide more and better quality services to our members and the Chinese community.

We have two valuable assets which have not been exploited to their full potential. In 2011, options as to the best use of the ground floor of the Chung Wah Hall in Northbridge were examined closely to optimise benefits for the Association. Ultimately, the most practical solution was still to lease it out to businesses in the foreseeable future. It was put on the market early this year and attracted numerous interest and offers. We have taken extreme care to ensure that we get quality tenants to protect the long term interests of the Association. Plans are also in train to explore options as to the optimal use of our Cultural Centre in Balcatta, where it can be used to generate substantial ongoing revenue to support the Association’s operations to improve and expand our services to our members and the Chinese community. To achieve this, we need to improve the facilities at the cultural centre, and we have started that by applying for funding with Lotterywest for the installation of air-conditioning which is estimated at $112,000.

The plan to build a Chinese retirement centre continues with discussions with various interested parties and professionals. It is obviously not a simple and straightforward project with a myriad of issues to be considered, from the problems with peat on the land, to the optimal size of the project, and methods in funding the project, etc. Government funding may be available but it would not allow us to restrict the use to the Chinese community only, whereas private funding or fundraising is a long and tricky path. We will continue to discuss and negotiate possibilities and options to realise this plan.

In looking ahead, we will continue to build our capability to realise our goal of becoming a quality service provider of choice. We have begun to work closely with the relevant government departments and other organisations to better serve the community and contribute towards government objectives, and will further enhance our efforts on this front. We look forward to another eventful and fruitful year with your

support and participation.

时间过得真快,转眼间我已经就任会长18个月了。这是充满挑战,同时也是充满精彩的18个月。在中华元老会、

会馆员工、志愿者、各个团体和分支机构的支持下,我们的理事会兢兢业业、团结协作,本着“凝聚为一个整体”的原

则,成功完成了会馆的主要目标,并创造了许多个“第一”。一路走来,我们的理念变得越来越清晰,使命也更加明确。

2012年1月在詹姆斯街举行的中华新年文化节活动取得了圆满成功,这不仅是我们会馆的一次年度盛事,也成为

了珀斯市的一个亮点,获得了市长的高度赞誉。活动吸引了三万多人,并荣获了社区活动大奖以及1,000元奖金。今年

9月举行的中秋美食文化节也是首次对外开放,吸引了近2,000名来宾。这些活动不仅提高了中华会馆和华人社区的声

望,也让我们能与西澳的各方朋友共庆佳节,促进了文化交流以及社会和谐。

我们的会刊《中华之声》于2011年7月创刊,一年多来已树立了良好的声望及影响,在华人社区打下了坚实基础。

西澳州长等有影响力的人物为杂志撰文,澳洲医疗协会会长等知名人士接受我们的采访,越来越多的广告商家慕名

前来,政府及社区团体与我们联系寻求合作机会。通过这一媒介,我们发表文章,传播我们的理念和使命,弘扬中国文

化,讲述真实的感人故事,分享实用的信息。

在加强管理和提高效率方面,我们实施了各种体系和架构改革,逐渐令我们的运作变得专业化。这是一项长期的

工作,我们需要不断完善,对我们的会员和资助者负责,并向行业标准看齐。这也是我们使命的一部分,即完善自我,

更好地为会员和华人社区服务。

我们有两项资产未能得到充分的利用。一是北桥会馆大堂一楼的使用问题,我们在2011年进行了一次深入研究,

最终确定最实际的办法是出租商用。今年初进行了招租,并收到了许多咨询和意向函。我们非常谨慎地挑选租户,以

保护会馆的长期利益。还有巴卡达的文化中心,我们也在研究最佳方案,利用得当将可为会馆赢得可观的收入,让我

们可以改善和扩大对会员和华人社区的服务。我们需要完善文化中心的设施,并已向西澳乐透彩票中心申请了资助,

用于为文化中心安装价值约112,000元的空调。

我们也在为“秋园”计划继续与各方接洽。显然这一项目并不简单,有非常多的问题需要考虑,从土地上的泥炭

处理到项目的最佳规模,以及项目筹款方式等等。政府如果给予资助,就不会允许我们只对华人社区开放,因此向个

人募款就变成了一个漫长而复杂的问题。我们将继续与各方商谈,以期早日实现该项目。

在未来的工作中,我们将不断地完善自我,努力向社区提供最好的服务。为实现这一目标,并配合政府的工作,我

们已开始与政府有关部门以及其它团体展开合作,我们还将在这一方面继续努力,并期待在您的支持和参与下,我们

能共同迎来又一个精彩和丰收的中华年。

中华会馆2011-2012年度报告 Major highlights & milestones in the past 18 months

Chung Wah Magazine – Launched in July 2011, the magazine has become the face of the Association, helping to promote what we do, spreading goodwill, building relationships, and sharing information.

Members Discount Scheme – Launched in July 2011 as a service to our members to enable them to enjoy discounts at a variety of shops and businesses. It had a humble start of 4 participating outlets to now 34 outlets. We will continue to expand the program and explore other ways of bringing more benefits for our members.

Volunteer Development Program – Launched in July 2011, it was designed to attract young people and new migrants to join our Association as volunteers, at the same time help them to develop their professional and personal skills to assist or prepare them in their careers. This has become a valuable source of assistance which contributed towards the work in our magazine, administration, schools, aged care services, and events. In turn, some volunteers have benefited from skills development, professional work experience, and good references which helped them obtain employment elsewhere.

Jobseek Assistance – Launched in July 2011, it was to serve as a match maker for businesses looking for Chinese workers and Chinese people looking for jobs. If successful in securing government funding, it can be extended to assist Chinese people who are experiencing difficulties in finding a job due to language and cultural barriers.

Mid-Autumn Festival – In September 2011, we pooled all the resources of the Association to celebrate the festival as one body for the first time. In September 2012, we expanded the event by opening it to the public and injecting a food fair to go along with it. The WA Premier, the Honourable Colin Barnett MLA attended to wish the Chinese community a Happy Mid-Autumn Festival.

Extraordinary General Meeting – Held in December 2011, the EGM was for the purpose of changing the financial year of the Association from January-December to July-June. This was to align our financial year to that of government departments and funding bodies, to facilitate a better acquittal process, as well as save on accounting and auditing fees by only having to perform one audit exercise and producing one set of financial statements instead of two. This also resulted in a change to the timing of our Annual General Meetings to be held no later than 31 October instead of 30 April each year.

Chinese New Year Celebrations – Held at the Southlands Boulevard Shopping Centre in Willetton on 28 January 2012, it was to enable the large Chinese population living in the surrounding suburbs to celebrate the festivities in public. It was made possible with the support from the local Member of Parliament, Dr Mike Nahan MLA, and sponsorship from the Southlands Boulevard Shopping Centre and Central Equity.

Perth Chinese New Year Fair – Held on James Street in Northbridge on 29 January 2012, the inaugural event in a form of a street celebration was an unprecedented success which attracted wide media attention and coverage. It has greatly helped to raise the profile and credibility of the Association as well as the Chinese community in the eyes of the public and the government. It cost $68,000 to stage, and was sponsored by the City of Perth, WA Office of Multicultural Interests, and Central Equity, with donations from the Christmas Islander and Friends Association, and Phosphate Resources Ltd. It will now become an annual event with the 2013 version expected to be bigger and better.

Grand Palace Charity Lunch – Held on 27 May 2012, former owners of the restaurant, Fai and Wenny WANG generously hosted a charity lunch prior to its closure, to raise funds for our Community and Aged Care Services. It was a full house with more than 200 attendees, raising a total of $14,678.

Chinese Community Mental Health Assistance Program – Launched in September 2012, this program is aimed at providing a first point of contact for Chinese people who may be suffering from mental illness, but either could not or would not seek help due to language and cultural barriers. We work in partnership with state Health Department’s Multicultural Mental Health Services Unit to ensure that these sufferers are properly assessed and given access to appropriate treatment. We have started the process of applying for government funding to

support this program.

中华之声 —— 于2011年7月创刊的《中华之声》已成为了会馆对外的重要窗口,是我们对外宣传、提高声誉、建立关

系和分享信息的平台。

会员优惠计划 —— 2011年7月开始实行的会员优惠计划让我们的会员可以享受到各类商家的优惠。已从最初的4家合

作商家发展到了现在的34家。我们还将继续扩展该计划,为会员提供更多实惠。

志愿者发展计划 —— 2011年7月启动的志愿者发展计划旨在吸引年轻人和新移民加入会馆,提供志愿服务,同时会

馆也帮助他们学习专业技能,为将来的工作做准备。该计划已为会刊、行政、学校、养老服务和会馆各类活动提供了

重要的人力支持。志愿者们也从中获得了技能、工作经验和推荐,方便了他们寻找新的工作。

求职援助计划 —— 2011年7月启动的求职援助计划旨在为需要中国员工的企业和寻工的中国人牵线搭桥。如果我们

能获得政府资助,该计划将进一步帮助更多有语言和文化障碍的中国人寻找工作。

中秋节庆祝 —— 2011年9月,会馆各分支机构首次聚在一起共同欢度中秋节。今年9月,我们将中秋节活动对外开放,

组织了一个美食广场。西澳州长科林∙巴奈特先生也前来助兴,并向华人社区表达了节日祝福。

特别会员大会 —— 2011年12月举行了特别会员大会,主要目的是将会馆的财政年度从1月到12月改为每年7月到次年6

月,与政府部门和基金机构一致。这不仅有助于财务结算,也能节省会计和审计费用,因为每年就只需要做一次审计

和出一份财务报表。由此我们的会员大会日期也从每年的4月30日,改到了不迟于10月31日。

中国新年庆祝 —— 2012年1月28日在围乐屯桑斯兰购物中心举办的中国新年活动,我们和周边的居民一起欢度了春

节。特别感谢议会成员麦克∙拉汉的支持,以及桑斯兰购物中心和房地产公司“中心置业”的赞助。

珀斯中华新年文化节 —— 2012年1月29日在詹姆斯街举行的新年文化节取得了圆满成功,并吸引了众多媒体报道。

活动大大地提高了会馆声望,以及华人社区在当地民众和政府眼中的形象。舞台花费了68,000元,由珀斯市政府、西

澳多元文化利益办公室和“中心置业”公司赞助,以及圣诞岛居民和朋友协会、霍士菲资源有限公司捐助。这一活动

将每年举行,2013年的规模会更大更精彩。

帝苑筹款午宴 —— 2012年5月27日,帝苑餐厅业主王朝晖和熊允芬夫妇在餐馆结业前慷慨地举行了一场筹款午宴,

为我们的社区和养老服务筹款。有200多人参加,共募得14,678元善款。

华人社区心理健康援助计划 —— 2012年9月启动,该计划旨在为遭遇心理健康问题、又因语言或文化障碍无法寻求

帮助的华人提供支持。我们与西澳卫生部的多元文化心理健康服务站合作,以保证这些患者能接受适当的评估和治

疗。我们已开始向政府申请相关的款项支持。

Community and Aged Care

In the past 18 months, we have

continued to deliver a series of

government funded community

care programs to over 500 frail

and/or disabled clients from

Asian background throughout

the Perth metro areas. In the

course of delivery, “Continuous

Improvement” and “Wellness

Approach” continue to play the

key roles to ensure the quality

of our programs and services.

Staff training is an essential tool

to equip our staff with updated

community and aged care

related knowledge and skills. Under the sponsorship of CAC,

23 support workers had obtained Certificate 3 in Community

Services, 2 Coordinators have acquired Certificate 4 in Ageing

and Disabilities, 5 Coordinators and Assistant Coordinators

got their Certificate 4 in Community Services, and another

coordinator completed Certificate 4 in Business Administration.

Volunteer is also our power of change. On top of induction and

training, in 2012, we have also announced the New Volunteer

Policy with the purpose of serving volunteers with fairness,

respect and efficiency.

As the number of clients has outgrown the capacity of our south

of the river operations in Maddington, we are seeking for a new

premise. With the blessing of the Eddie Hoy Poy Foundation,

half the legacy will be used to fund this new centre to cater for

more non-English speaking seniors and people with a disability.

More and more non-English speaking migrants are settling in

WA, and our population is also ageing rapidly. In this context,

we strongly believe that our service has become more crucial

and indispensable. We are committed to caring and helping

non-English speaking grassroots migrants and aged people to

maintain a high quality of life.

Chinese Schools

In 2012, we have a total of xxx students enrolled at our 3 campuses. This represents a drop of xx compared to 2011, which was mainly caused by increased competition with the establishment of new Chinese schools both sides of the river. We also saw an increase of 20% in the school fees in 2012, which was necessary to fund the substantial increase in school rental expenses, particularly in the Leeming and Rossmoyne campuses. At a rate of $240 per student per year, we still represent the best value and best run Chinese school in WA, as per the affirmation from the WA Education Department. In 2011, we successfully applied for a one off funding of $30,000 from the Education Department to accredit our WACE program at the Rossmoyne campus. The accreditation process has seen enrolment in our WACE program doubled from 16 students in 2011 to 32 in 2012. Our Leeming campus introduced early learning programs, while our Morley campus continued to excel in adult classes. In the coming year, we plan to lobby the government for a significant increase in funding for our Chinese language programs, and promote its learning more widely to attract more non-Chinese students.

Cultural Groups

Our cultural groups have worked tirelessly to showcase our culture to the public, and in the process raised a total revenue of $xxx for the Association in the last 18 months. Through their performances, they have acted as ambassadors of the Association to help generate goodwill and enhanced our reputation. Progressively, our performances have become more and more sought after and popular, with requests coming from all walks of life and all kinds of occasions. Whilst the troupe numbers in the Chung Wah Dance and Chinese orchestra are healthy, it has been a lot more difficult to attract troupe members to expand our Lion Dance troupe. We are in the process of exploring a number of options to help build up the troupe, re-introduce a martial arts component, and expand it sufficiently to reactivate our dragon dance activities.

School Visits

Our school visit program continues to grow with more schools, both public and private, increasing their bookings as an excursion trip for their students to learn and experience Chinese culture.

They get to choose from a menu containing a range of topics of their interest and preference during their two hour visit to the Chung Wah Hall. In the last 18 months, we accepted bookings from xx schools, and received xx students. We are in the process of reviewing the program to make it a more interesting experience for the students, and plan to more actively promote the program to all schools across WA.

Media

In July 2011, we stepped up the quality of our official publication from an internal newsletter to a magazine that covers a wider scope of issues affecting the Chinese community in WA. From a humble start of advertising revenue of only $900 in July 2011, the quality and stature of our magazine have progressively attracted high quality advertisers from both the public and private sectors, to achieve advertising revenue of more than $9,000 in our July 2012 edition.

We have recently commenced work to overhaul and modernise the Chung Wah website to make it more attractive, useful, interactive, and informative. In the not too distant future, we hope it will be possible to start delivering certain services to our members, as well as attract advertisers to generate revenue through this channel. Our Community and Aged services also launched a dedicated website in November 2011, to better service our clients.

The Chung Wah Radio, being part of a community based radio operations, is limited in its ability to generate sufficient revenue to sustain its operations, as advertising and sponsorship is limited to only 5 minutes per hour of broadcasting. As such, it costs about $12,000 per annum to run the twice weekly broadcasts in Cantonese and Mandarin. A review of its operations at the end of 2011 saw its best fit with our Community and Aged Care services, thus resulting in a shift in its focus and management.

社区和长者服务部

过去18个月,在政府资助的养老计划支持下,我们为

珀斯市区的500多位体弱或行动不便的亚裔老人提供了

服务。本着“不断完善”和“身心健康”的原则,继续保障

服务质量。

员工培训也是重要一环,能保证员工具备最新的社

区和养老服务知识及技能。在社区咨询委员会的资助下,

我们有23位支持类员工获得了社区服务三级证书,两位

协调员获得了养老和残障服务四级证书,五位协调员和

协调助理获得了社区服务四级证书,另有一位协调员完

成了商务行政的四级证书。志愿者也是我们的主力军。除

培训外,2012年我们还出台了新志愿者政策,旨在公平、

公正和高效地服务于志愿者。

南部曼丁顿的服务部已人满为患,我们正在寻找新

的场所。在阮丽茹基金的支持下,其遗产的一半将用于建

设这一新的中心,为更多的非英语老人和残障人士提供

服务。

越来越多的非英语移民来到西澳定居,老龄人口也

在迅速增长。因此我们坚信我们的服务会变得越来越举

足轻重。我们致力于为普通的非英语移民和老人提供服

务和帮助,让他们过上高质量的生活。

中文学校

2012年,三家学校共有1,078个学生在3月31日入学,比2011年减少了71个,主要原因是北部和南部,尤其是北部新

成立了一些其它的中文学校,分散了生源。由于学校租赁费用的提高,尤其是黎明和罗斯莫因校区,2012年的学费也不

得不增长了20%。现在第个学生每年收费240元,西澳教育部的审核仍然认为我们是西澳最好的中文学校。2011年我们

从教育部成功申请了30,000元的一次性资金,用于罗斯曼校区进行西澳教育证书的认证。这一认证工作已使我们的学

文化团体

我们的文化团体在过去18个月里不辞辛劳地宣传中华文化。他们成为了会馆的宣传大使,通过表演向大众传递祝

福并提高会馆的声望。我们的表演也越来越受欢迎,不断收到社会各界和各种活动的出演邀请。虽然中华舞蹈团和乐

团的人数比较稳定,但舞狮团却未能吸引到更多的成员。我们正在考虑如何建设舞狮团,重新引入功夫,扩大团队来

重新启动我们的舞龙活动。

学校参观日

我们的学校参观日活动不断吸引到了更多的学校加入, 有公立也有私立学校,带学生到我们的学校学习和体验

中国文化。在中华会馆会堂的两个小时参观活动中,我们提供多个话题,来访学校可以选择他们感兴趣的进行了解。

过去18个月中,我们共接待了9个学校的31批次共770个学生。我们正在进一步审核这一项目,让交流活动能更吸引学

生,并把这一项目推广到全西澳的所有学校。

媒体

2011年7月,会馆的官方出版物从内部的会讯改成了现在的会刊,内容更涵盖了西澳华人社区的各类话题。会刊的高

水准高质量也逐渐吸引了众多的商家,广告收入也从第一期的900元增长到了2012年7月的9,000元。

我们已开始更新会馆的网站,让版面更加吸引、实用并涵盖更多信息。在不久的将来,我们希望能利用网站为会员提

供服务,并吸引到一些广告收入。我们的社区和养老服务也在2011年11月成立了专门的网站,为会员提供更好的服务。

中华广播,作为社区性质的广播,只允许每小时做五分钟的广告,因此广告收入非常有限。而且每年维持这一双周广

东话和普通话广播台的费用为12,000元。2011年底我们对此进行了审核,认为它更适合于社区和养老服务,因此在工

作重点和管理上重新做了调整。

The expenses in running the entire operations of the Association

are growing all the time, but revenue is getting harder and harder

to earn. Hence, we have been managing our finances carefully

by looking for more options of raising revenue, including applying

for funding to support our events and services. In the last 18

months, we have successfully applied for $210,000 in addition

to our annual funding in aged care services. We also ensured

that we are getting the optimal returns in interest revenue by

reviewing our fixed deposits upon maturity.

We have restructured our office operations to get optimal staff

coverage using the existing scarce resources, as well as made

improvements in our efficiency to not only maintain our current

services, but made it possible to introduce new services to our

members and the Chinese community.

At the same time, we also looked at how we reduce our

expenses. For example, we have achieved savings of $15,215

per year by successfully applying for exemption or concession

in council rates, taxes, and utilities as follow:

City of Perth council rates for Chung Wah Hall

$4,321 per year

City of Stirling council rates for the Balcatta Cultural Centre

$5,641 per year

State Revenue for land tax for Chung Wah Hall

$2,970 per year

Water Corporation for annual water charges for Chung Wah Hall

$2,283 per year

There is room for improvement to our financial systems and

practices. In the foreseeable future, we hope to recruit a part

time dedicated accounting staff for this purpose with the aim of

raising our level of governance. This will be made possible when

we start to receive rental income from the leasing of the ground

floor of the Chung Wah Hall in Northbridge.

会馆的整个运营费用在不断增加,而收入却变得越来越困难。因此我们在财务方面也格外谨慎,希望有更多的创收途径,包括为我们的活动和服务申请资金。在过去18个月中,除养老服务的年度筹款外,我们成功申请到了210,000元资金。我们还在定期存款到期时做了重新审核,以期获得更好的利息回报。

我们重新调整了办公室架构,利用现有的有限资源,更好地组织员工,提高效率,不仅保证现有的服务质量,也为了拓展更多新的项目,为会员和华人社区服务。

同时我们也在研究如何节省开支。比如,我们已成功申请免除了以下地区管理费、税费和水电费用,每年共节省15,215元。
