Artibus Innovation is the Skills Service Organisation supporting the Industry Reference Committees (IRCs) for the Construction, Plumbing and Services and Property Services sectors in Australia. It develops, manages, and supports nationally recognised Training Packages.
The IRCs are responsible for providing guidance, direction, and advice in relation to the workforce training and skills development needs of these two industry sectors. More than 1 million Australians work in over 526,000 enterprises within these sectors. Together industry employees and enterprises contribute significantly to Australia's infrastructure, underpinning the nation’s economic and social fabric.
ARTIBUS INNOVATION
This case for endorsement responds to the policy to align training package endorsed components to the 2012 Standards for Training Packages.
In complying with these standards and all other corresponding policy requirements, Artibus Innovation has developed an industry-based comprehensive process to transition training package endorsed components to the 2012 Standards for Training Packages.
Work presented within this case for endorsement has been carried out under Activity Order: AA/2015-16-02 and incorporates one qualification and 30 units of competency for endorsement.
Approximately 80 organisations were consulted on the work associated with this case for endorsement.

B. DESCRIPTION OF WORK AND REQUEST FOR APPROVAL Description of Work Undertaken This Case for Endorsement responds to the policy to align components in Training Packages to the 2012 Standards for Training Packages.
In complying with this policy, Artibus Innovation established a nation-wide inclusive consultative approach with industry and key stakeholders through the developmental and final validation stages of the project. Feedback was sought from:
industry contractors members of the high risk work technical advisory group peak industry associations registered training organisations regulators –safety, occupational and VET skills training authorities industry funds.

MethodologyStakeholder consultation associated with this project incorporated the following methods for collecting the views of key stakeholders in each state and territory:
1. structured forums2. one on one or small group face to face consultations3. online survey.
Stakeholder feedback has been analysed and provides conclusive direction for this case for endorsement. Table 1 outlines the number of individual organisations, by state and territory, consulted for the training package components relevant to Certificate III in Concreting.

C. EVIDENCE OF INDUSTRY SUPPORT Industry Reference Committee (IRC)Pending
Industry and StakeholdersArtibus Innovation has consulted with 77 organisations through a series of state/territory forums, one on one meetings and online surveys. All feedback received has been documented and analysed. The gathered intelligence has been used to direct this case for endorsement.
Current demand for this qualification
During the 2014 to 2106 data collection period there have been more than 12,2001 enrolments in Certificate III in Concreting. Of these, approximately 50% of students have completed their training. Queensland and Northern Territory data shows completion rates of 78% and 0%2 respectively when enrolment and completion data is compared over the same period.
Less than 10%3 of enrolments during the same period were recorded as being undertaken via an Australian Apprenticeships pathway. Unemployed students account for approximately 1.5% and the vast majority, at almost 90%, identified as being employed and not under an Australian Apprenticeships pathway.
Future demand for this qualification
Employment demand for workers with skill level 3 (Commensurate with a Certificate IV or III - including at least 2 years on-the-job training) is expected to rise by almost 58,000 places by 20224.
Employment demand for concreters is projected to rise by 6,0005 by 2022 representing an increase of 14% of the current workforce. This is a significant statistic which accounts for approximately 10% of the overall increase in demand for all skill level 3 vocational requirements.

Alternative approaches exploredNo alternative approaches were suggested by industry.
Report by Exception Several stakeholders in the consultation forums held in Sydney and Melbourne requested that various streams be introduced into the Certificate III in Concrete to cater for the varying sub sectors of concreting work, such as footpaths, residential and commercial application. This request did not form a pattern during consultation and did not emerge as an issue from the twenty nine registered training organisations consulted. Request was not actioned.
Several stakeholders in the consultation forums held in Adelaide, Canberra and Sydney requested that CPCCCC03053 - Slump test concrete be moved from electives to core. This request could in fact limit the effective vocational application of the qualification as concreters involved in footpath, road gutter and residential footing construction rarely use this testing method. Request was not actioned.
One stakeholder in the consultation forums held in Brisbane requested that CPCCC03051 - Conduct off form vertical concrete operations be moved from electives to core. Off form application has many uses in commercial construction and sound dampening walling along major transport corridors, among others, however there is no application in footpath and residential footing construction for this method. Request not actioned.
There was strong support by stakeholders in most states and territories for a separate qualification in concrete pumping. As the vocations of concrete worker, concrete pump operator or concrete pump line hand are so different, the Certificate III in Concreting cannot be restructured to effectively deal with each of these vocations. Artibus intends to prepare a separate case for change to develop a qualification to match the requirements of the concrete pumping industry.

D. INDUSTRY EXPECTATIONS ABOUT TRAINING DELIVERYAdvice about Industry’s Expectations of Training DeliveryThe revised units of competency (outlined in section H) have been transitioned to align with the 2012 Standards for Training Packages.
The proposed endorsed components supersede and are equivalent to their preceding unit of competency in all but three cases.
The impact of the changes of the proposed endorsed components is as follows:
registered training providers (RTOs) will be notified by training.gov.au of the changes in the units of competency and the assessment requirements
RTOs will be required to adapt all aspects of training and assessment to the changes in structure and content in the units of competency and assessment requirements.
RTOs can expect a series of changes. RTOs will be required to:
assess and implement the mandatory delivery and assessment requirements specified in the endorsed components
adjust training and assessment strategies review delivery and assessment resources address and enhance supporting material and resources to align with assessment requirements.
Quality Principles: Flexibility, Recognition, Access, and Equity FlexibilityThe proposed qualification provides a range of elective choices which facilitate vocational outcomes in a range of occupational contexts. Examples include, sole traders who may require a very broad range of skills including job planning, specifying concrete supply requirements and briefing the work team. The proposed qualification also provides vocational outcomes for specialist contractors constructing tilt panels on site or those working with high performance concrete.
The development of the endorsed components aligns with current industry regulatory and skills needs and expectations.
RecognitionStudents entering the proposed qualification from Certificate I or II in Construction may be granted credit transfer for up to six units of competency under the proposed qualification framework.

The skills and knowledge embedded in the endorsed components facilitate and support:
student movement between VET qualifications
the application of skills and knowledge acquired by the student in a range of workplaces
transferability and portability of skills in different industries.

Equity The units of competency include foundation skills and support equitable access and progression of learners by:
allowing direct entry facilitating occupational pathways in the sector.
The unit selections within the proposed qualification promote and support cross-sector movement.

E. IMPLEMENTATION OF THE NEW TRAINING PACKAGE Advice on Occupational and Licensing RequirementsLicensing requirements apply to concrete contractors in all states and territories except Tasmania. Concrete workers who are employed by concrete contractors do not need to be licensed. Each jurisdiction has varying requirements for education to support a licence application, ranging from a full qualification to one or more units of competency.

IMPLEMENTATION OF THE COAG INDUSTRY SKILLS COUNCIL REFORMS TO TRAINING PACKAGESExplanation: AISC Decision Supports COAG Industry Skills Council ReformsThe decision being sought from the AISC will support the COAG Industry and Skills Council reforms to training packages by endorsing components that have been developed to ensure they reflect:
best practices in the industry jurisdictional legislative requirements workplace safety measures industry occupational standards.
In this way, the endorsement of the components will enhance the:
usability of the units of competency in the industry clarity and intent of the units of competency training and delivery.

CPC30317 Certificate III in Concreting
Qualification Description
This qualification reflects the role of concreters working in concreting operations on residential and commercial projects.
Occupational titles could include:
concreter concrete tilt panel fabricator.
The qualification has core unit of competency requirements that cover common skills for the construction industry, as well as a specialist field of work.
The construction industry strongly affirms that training and assessment leading to recognition of skills must be undertaken in a real or very closely simulated workplace environment and this qualification requires all units of competency to be delivered in this context.
Completion of the general induction training program specified by the National Code of Practice for Induction Training for Construction Work (ASCC 2007) is required before entering a construction work site. Achievement of unit CPCCWHS1001 Prepare to work safely in the construction industry covers this requirement.
Licensing, legislative, regulatory or certification requirements apply to concreting in some States. Relevant state and territory regulatory authorities should be consulted to confirm those requirements.
This qualification is suitable for an Australian apprenticeship pathway.
Entry Requirements
There are no entry requirements for this qualification.
Packaging Rules
To achieve this qualification, competency must be demonstrated in:
20 units of competency: 14 core units 6 elective units.
The elective units must ensure the integrity of the AQF alignment and contribute to a valid,

industry-supported vocational outcome and are to be chosen as follows:
a minimum of three elective units must be chosen from the specialist concreting elective units listed below, coded ‘CO’
up to three units may be chosen from the elective units listed below, or from other Certificate III or Certificate IV qualifications in CPC, CPC08, or other current Training Packages provided they do not duplicate the outcome of another unit chosen for the qualification.
