SCOTT AIR FORCE BASE, Ill. – The application window
is open for active-duty mobility pilots to pioneer a new
Aviator Technical Track program, Air Mobility Command
officials announced July 20.
AMC is seeking mobility pilot participants with the right
blend of skills, knowledge and abilities to mentor the next
generation of aviators. The command aims to retain rated
expertise by reducing developmental requirements and
non-flying related duties.
“We heard our pilots, we listened, and we’re doing
something about it,” said Gen. Carlton D. Everhart II,
Air Mobility Command commander. “While long-term
solutions to build experience are necessary, we cannot wait.
This is an immediate effort to keep an initial cadre of our
talented pilots flying while offering the stability they’ve
been asking for. This is about Air Force leadership listening
to the needs of our Airmen and making timely decisions to
retain capability, revitalize squadrons, and deliver the right
warfighting effects.”
Applications from the mobility air forces will be accept-
ed through Aug. 17. A panel of senior officers is scheduled
to convene Aug. 29 to select the command’s first program
participants. The selection board will consider applicants
using established criteria. Notification of selection is antici-
pated for mid-September.
“Our pilots have been clear that work-life balance and
the quality of their service are concerns for them when they
face the choice to separate or continue serving,” said Brig.
Gen. Mike Koscheski, Air Force Aircrew Crisis Task Force
director. “We already implemented several initiatives to
enable pilots to focus on their primary duties, and AMC’s
beta test is an effort to determine if we can retain more
pilots by offering flexibility in how they serve.”
Selectees are required to maintain all Air Force
standards, including health and fitness, and readiness
requirements. Participants will also compete for promotion
while participating in the program.
“Longer assignments coupled with continuous placement
in active flying positions offers a more predictable lifestyle
and an opportunity to primarily focus on flying skills
for those wishing to participate,” said Maj. Gen. Sam C.
Barrett, Air Mobility Command Director of Operations,
Strategic Deterrence and Nuclear Integration.”
Participant feedback will be used to inform a full-scale
implementation of the technical track concept across the
Air Force.
“This initial cadre of pioneers will influence the future
designs of an aviation-focused career and will have the
opportunity to shape the program for potential broader
implementation in the future,” Everhart said. “We must
fully leverage the expertise and talents of our aviators to
ensure a lethal mobility force.”

Some of the biggest concerns for service members and their family requesting appointments with their family health physicians are being addressed as the 19th Medical Group clinic RESETs the way it does business.
RESET – Reward Efficiency, Set priori-ties, Empower Teams – is a new way of taking care of patients that originated at Ramstein Air Base, Germany, and is working its way around the Air Force.
“It’s all about taking care of the patient’s needs in a more efficient manner for both the patient and the family practice team,” said 1st Lt. Adam Myers, 19th Medical Operations Squadron Family Health physician assistant.
Some of the key components of RESET include: booking patients only with their primary care physician to the greatest extent possible and meeting the patient’s needs quickly, whether with a virtual visit, a traditional face-to-face visit, or a priority access clinic.
“They’re not seeing other primary care providers, unless we are out. But then they’re still seeing our team,” said Myers. “Building that trust with patients is important, and knowing your patient’s history is a safety measure.”
Now the Family Health clinic has the capability to book patients with their provid-er as much as possible.
They also are succeeding at getting their patients quicker appointments. Myers said they’ve seen a huge improvement in access to care. It used to be four-to-six weeks before
patients could get an appointment. Now, they have better access through virtual appoint-ments or taking care of what they can over the phone, which provides openings for same-day or next-day care.
“Priority access clinics also help,” said Myers. “Through a virtual appointment, the provider may say, ‘I want to see you for a physical exam, and I’m going to put you on my schedule to come in between these times.’ Then the patient walks in during those time frames for a face-to-face visit to complete the physical exam.”
When a patient does come into the clinic, Family Health providers aim to take care of
all they can in one appointment. “Another concern from patients was that
they have 20 minutes in a standard appoint-ment that took care of one thing,” said Maj. Toni McGee, 19th MDOS Family Health flight commander, “But they have taken off
an afternoon of work, and they really want all of their issues taken care of at one time. With this new program, we can do that if we have the time available.”
The clinic staff is doing lots of behind-the-scenes work as part of RESET that helps provide that time for quicker access and sometimes longer appointments.
“Our teams are always in a continuous virtual huddle,” said Myers. “We’re scrubbing the patient charts, checking preventative medicine requirements, looking at what’s on our schedule and looking forward.”
After that the providers reach out to their patients with a better knowledge of their backgrounds and issues to better assist them.
To further help with RESET, the military health professionals at the Med Group also contact their patients through the secure website patient portal that patients can sign into and use to send information to their providers and receive things such as referrals.
The patient portal has changed in the last two years from Relay Health MiCare Portal to TRICARE Online Patient Portal Secure Messaging, and will be changing names again at the end of September with a new

The Department of Defense issued a substantive change today to department policy on the transfer by service members in the Uniformed Services of “Post-9/11 GI Bill” educational benefits to eligible family member recipients.
Effective one year from the date of this change, eligibil-ity to transfer those benefits will be limited to service members with less than 16 years of total service (active duty service and/or selected reserves as applicable). Previously, there were no restrictions on when a service member could transfer educational benefits to their family members. The provision that requires a service member to have at least six years of service to apply to transfer benefits remains unchanged in the policy.
“After a thorough review of the policy, we saw a need to focus on retention in a time of increased growth of the Armed Forces,” said Stephanie Miller, director of Accessions Policy, Office of the Secretary of Defense. “This change continues to allow career service members that earned this benefit to share it with their family members while they continue to serve.” She added “this change is an important step to preserve the distinction of
transferability as a retention incentive.”If a service member fails to fulfill their service obliga-
tion because of a “force shaping” event (such as officers involuntarily separated as a result of being twice passed over for promotion, or enlisted personnel involun-tarily separated as a result of failure to meet minimum retention standards, such as high-year tenure), the change will allow these individuals to retain their eligibility to transfer education benefits even if they haven’t served the entirety of their obligated service commitment through no fault of their own.
All approvals for transferability of Post-9/11 GI bill continue to require a four- year commitment in the Armed Forces and, more importantly, the member must be eligible to be retained for 4 years from the date of election. This policy affects service members in the Uniformed Services which includes the U.S. Coast Guard as well as the commissioned members of the U.S. Public Health Service and National Oceanic and Atmospheric Administration.

ROYAL AIR FORCE LAKENHEATH, England – Airmen from the 48th Fighter Wing Maintenance Group hosted approxi-mately 160 Airmen, including Airmen from the 913th Maintenance Squadron, 913th Airlift Group, Little Rock Air Force Base to participate in the United States Air Forces in Europe-Air Forces Africa’s inaugural Combat Ammunition Production Exercise at Royal Air Force Lakenheath, England, held July 16-19.
The purpose of the exercise is to train units in the mass production of convention-al munitions at rates necessary to support future contingency operations, while bolstering USAFE-AFARICA’s wartime readiness and demonstrating to allies and partners its ability to rapidly deter adversaries and defend their sovereign skies against malign aggression.
“Our Total Force Airmen are focused on warfighting readiness,” said Brigadier General Roy Agustin, Director of Logistics, Engineering and Force Protec-tion, Headquarters USAFE-AFARICA. “Exercises like this help us to refine our best practices and keep our skills razor sharp, which ultimately bolsters readiness and demonstrates our ability to act rapidly, deter adversaries and defend our Allies and partners.”

demonstrated their ability to build a variety of munitions including the AGM-158 joint air-to-surface standoff missiles, AIM-9/120 air-to-air missiles, GBU-31/38/54 joint direct attack munitions, GBU-10/12/24/28 laser-guided bombs and GBU-39 small diameter bombs.
“The goal is to ensure we are postured correctly to bring the fight to the enemy,” said Master Sgt. Philip Severance, 48th Munitions Squadron, Munitions Accountable Systems Officer. “A lot of planning with our host nation went into setting up this event to ensure our Airmen could have this experience.”
The training provided Airmen an avenue to learn and ask questions as they refine tactics, techniques and procedures, which contributes to their overall professional development and combat readiness.
“We have the opportunity to clarify and identify what our protocols are and ultimately determine which tasks we’re proficient in and which tasks we need to improve on,” said Senior Airman Jacob Head, 48th Munitions Squadron.
Planning for the exercise began in late 2017. Continued CAPEX training is expected in the future and will enable a faster response from U.S. Airmen to any aggression by any adversary against the sovereign territory of U.S. partners and NATO allies.

The Air Force 19th Contracting Squadron, the Arkansas Procurement Assistance Center and the U.S. Small Business Administration Arkansas District Office recently renewed efforts to build the capacity of businesses within the state to access local federal government contracts and improve support to warfighters.
“One of the very fortunate things Little Rock Air Force Base has is some amazing partnerships with our communities that we are very proud of — and what we’re planning to do by building and doubling on our relationship with the SBA and with Arkansas Procurement Assistance Center is to expand on those partnerships,” said Maj. Casey Walterscheid, 19th Contracting Squadron commander.
This effort will focus on a series of small business workshops that emphasize federal contracting. APAC will conduct the training hosted at the air force base education center to introduce contractors to the requirements of the federal contract-ing process from bidding to performance.
“This relationship originally started out with the thought of how can we increase the effective capability of our small business supply chains in our local communi-ties,” said SBA Arkansas District director Edward Haddock.
Haddock remarked at the ceremony
that the intended goal of the partnership is to help retain federal contracts within the state — and ultimately benefit America’s warfighters through improved products and services.
Awards in federal contracts totaled $105 billion to small businesses nationally in Fiscal Year 2017, according to the SBA. Last year here in Arkansas, APAC supported 700 active clients who won over $120 million in
federal government contracts.“We are hoping to increase our program
with the help of the Small Business Adminis-tration, the air force base, the Division
of Agriculture (University of Arkansas Cooperative Extension Service), and with the help of resource partners as well,” said Arkansas Procurement Assistance Center director Melanie Berman. She noted this dynamic relationship between the air force base, SBA, and APAC will open the way to the growth of Arkansas businesses and ultimately to build capacity to obtain government contracts.
The value of this program was not overlooked by officials at the University of Arkansas.
“We are proud to be the home of the Arkansas Procurement Assistance Center and of their support of this program with the Little Rock Air Force Base and the Small Business Administration,” said Rick Cartwright, associate vice president-agriculture-extension for the Division of Agriculture. “Community development and entrepreneurship are inseparable from our mission to help individuals, businesses and communities improve their prospects for success.”
