5. *Mehboob Alam:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the steps being taken to control the increasing rate of un-employment in the country; and

(b) the procedure to be adopted to fill up the vacant poststransparently in the institutions presently functioning under theMinistry?

Minister For Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) To control the increasing rateof unemployment in the country following steps are being taken by the government.

i. Pakistan’s economy has witnessed a low GDP growth ranging from1.6 percent to 3.0 percent during last few years. Efforts are beingmade to enhance the GDP growth rate to a moderate level in nextfew years to absorb the increasing labour force.

ii. Government has also increased PSDP by 50 percent which willenhance economic activities and employment opportunities in public& private sector.

iii. Energy Policy has been announced and identifying priority steps forthe short-term solution and to ensure smooth and economical supply

of power over the long run which will also create employmentopportunities through forward & backward linkages.

iv. The government has successfully cleared the circular debt of Rs.480billion. On account of better energy supply to the industries its impacthas been realized in growth performance of LSM sector which willsupplement in generating employment opportunities.

v. New industrial estates will be established throughout Pakistan toprovide the entire required infrastructure for industries in collaborationwith the provincial government which will absorb the growingunemployed labour force.

vi. Recent IMF Extended Fund Facility will provide macroeconomicstability, strengthen the reserve and Balance of Payment positionand open the window for multilateral, bilateral foreign funding forour mega development projects. This will boost economic activity inthe country, which will have a multiplier effect on employmentopportunities.

vii. It is worth mentioning that recent agreement between China andPakistan has helped in restoring the investment climate which isevident from the fact that FDI increased by 85.0 percent duringJuly-September, FY14 over last year.

viii. Similarly Prime Minister’s recent visit to Turkey also aims at buildingtrade and investment ties through promoting conducive businessenvironment in the country.

ix. Moreover, USA interest to bring investment to around $ 300 millionwill further supplement the investment climate and generate newemployment opportunities.

x. To create self employment and skill development, FederalGovernment has launched following schemes:

(a) Prime Minister’s Micro Finance loan Scheme: Total Rs.3.5billion are earmarked for the scheme which would benefit about250,000 people.

(b) Prime Minister’s Small Business Loan Scheme: Underthis scheme, loans ranging from Rs.100, 000 to Rs.2,000,000will be available at a mark-up cost of 8 percent and theremaining markup would be borne by the government.

(c) Prime Minister’s Youth Training Program: One-yeartraining program has been designed for graduates and Rs.10000amount will be given as a stipend.

(d) Prime Minister’s Youth Skills Development Program: Underthis program 25,-000 young persons up to the age of 25 withminimum qualification of middle will be trained and a Rs.5000will be paid as a stipend. NAVTTC will manage the programmein collaboration with TEVTA authorities.

(e) Overseas employment: Government of Pakistan is makingsincere efforts to boost overseas employment.

(b) (i) Posts in BS-16 and above are filled through Federal Public ServiceCommission on Provincial/Regional quota basis.

(ii) Technical posts, such consultants, MP scale etc (out of purview ofFPSC) are advertised in the press and filled on recommendation ofSection Boards/Committees constituted for this purposes.

(iii) Posts in BS 01-02 are advertised in the press and filled onrecommendations of Departmental Section Committee ordinarily onlocal basis.

(iv) Posts in BS 03-15 are advertised in the press and filled onrecommendations of Departmental Selection Committee onProvincial/ Regional quota basis.

18. *Rai Hasan Nawaz Khan:

Will the Minister for Finance Revenue Economic Affairs and Statisticsand Privatization be pleased to state:

(a) whether a comprehensive mechanism is available with theMinistry for the Privatization of Government entities/units;

(b) whether the Government entities particularly KESC and PTCLhave been privatized without such mechanism; and

(c) whether the targets set for the privatization of KESC and PTCLhave been achieved; if not, the steps being taken in this regard?

Minister For Finance, Revenue, Economic Affairs, Statistics andPrivatization( Mr. Muhammad Ishaq Dar): .

(a) The privatisation of entities is carried out under a set and approvedprocedure.

(b) No. KESC and PTCL were privatised under an approved policyand procedure given in PC Ordinance, 2000 and its rules.

(c) PTCL: As per Clause (3) of the Share Holders Agreement signedbetween the GoP and Etisalat dated 12th April 2006, the following objectiveswere fixed;

a. To comply with the terms of the License and the laws of Pakistan;and

b. To enhance the profitability and thereby the value Of the Companyfor its shareholders.

At the time of privatization in 2005, PTCL posted revenues of 84 billionrupees against the gross sectoral revenue of 144 billion (58%). The same declinedto revenues of 57 billion against the gross sectoral revenue of 355 billion (16%) in2010.

The decline in profitablity and market share is a direct consequence of thelibralisation of the telecom sector, 05 Mobile, 14 LDI & 84 WLL licenses wereissued since 2004 bringing in FDI worth US$ 6.3 billion. Furthermore, the massivereduction in the consumer calling rates mainly due to competition in parallel withthe privatisation of the PTCL especially in the mobile sector has been a majorcause.

However, despite the economic challenges faced by Pakistan, PTCL hasremained the market tender throughout in emerging segments of Broad bandWire-line as well as Wireless, and other companies services.

KESC: Broad Targets for privatisation of KESC were:

(a) Reduction in Transmission & Distribution losses (including theft ofelectricity), which reached all-time high of 46% in year 2000;

(b) Prevent frequent load-shedding and power breakdowns in thecommercial hub of the country;

(c) Timely and adequate investments on system (Generation,Transmission and Distribution) for improvement and rehabilitationcombined with deteriorating performance efficiency; and

(d) To avoid the operational / financial losses of KESC which deprivedthe company of the funds to finance capital expenditure for systemdevelopment to meet growing demand of Karachi.

During 2002 and 2003, incentives were introduced in preparation forKESC’s privatisation, which were eventually finalized on 29 November 2005with a 73% transfer of ownership to a consortium of buyers. The consortium wasunable to improve the Company’s financial and operational performance. In 2008,the majority shareholders approached Abraaj Capital, a leading private equityfirm based in Dubai with a proposal for a potential stake in KESC. The deal waseventually finalized at a ticket price of $361 million for a significant equity stake inthe Company. Although, special incentives were given to Abraj Capital throughAmended Agreement signed between GOP through MoW&P and KESC on April13, 2009 it took a while to turn the Company from loss making entity to profitmaking. During the last few years, KESC has been successful in arranging substantialfunds for its development project from IFC, ADB and many local financialinstitutions. That coupled with the capital injection has enabled KESC to addover 1000 megawatts of new and efficient generation capacity and significantlyenhance its transmission and distribution capacities. Thus, KESC declare2012 asthe “Year of Turnaround”.

34. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether there is any proposalunder consideration of the Government to provide interest free loanto the Tea/Mushroom growers in the country; if so, when it will beimplemented alongwith the details thereof?

138. *Dr. Azra Fazal Pechuho:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to privatize the Pakistan Steel Mills;

(b) if so, when it will be implemented?

Minister for Finance, Revenue, Economic Affairs, Statistics &Privatization (Mr. Muhammad Ishaq Dar): (a) The matter of Privatisation ofPakistan Steel Mills Corporation (PSMC) under consideration, but the final decisionhas yet not been taken by the GoP.

(b) Upon finalization of the proposals, the firm dates for implementationwill be provided.

139. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to obtain loans from Private Foreign Banks in thenear future;

(b) if so, when it will be implemented alongwith the details thereof?

144. *Belum Hasnain:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the names of departments whichwill be privatized during the next five years alongwith the department-wise justification thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Council of Common Interests(CCI) in 1997, 2006 & 2011 has approved a broad-based privatisationprogramme. Out of the approved programme, 63 SOEs remain to be privatisedas and when the market conditions are assessed as conducive for securing optimumreturns.

The Privatisation program is part of the economic reforms agenda ofGovernment that along with deregulation, restructuring and good governance seeksto enhance growth and productivity in the economy by harnessing the privatesector’s capital and managerial potential as engine of growth.

147. *Khalida Mansoor:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the year-wise total amountearned by the Government through privatization of Government unitsduring the period from 2002 to 2008 alongwith the utilization of thesaid amount?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Privatisation Commission duringthe period from 2002 to 2008 has earned Rs. 349.652 billion through privatisationof 49 transactions. The year-wise breakup of privatisation proceeds and its utilizationare given as under:—

151. *Sheikh Salahuddin:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the outstanding payments of the Government against the buyersof privatized organizations during the last ten years; and

(b) the steps being taken to recover the said outstanding amount?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Outstanding sale proceedsduring the last ten (10) years amount to Rs.79,619 million (outstanding sale proceedsdue from Etisalat for PTCL Privatisation)

(b) GoP is actively pursuing and facilitating the transfer of properties toPTCL to ensure recovery of outstanding sale proceeds. Majority of the propertieshave been transferred, while efforts are being made in coordination with theProvincial Governments for early transfer of remaining properties.

152. *Mohammad Ayaz Soomro:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the steps being taken by the

Government to increase Gross Domestic Products of the countryduring the current financial year?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): GDP growth for 2013-14 isprojected at 4.4 percent on the back of 3.8 percent growth in Agriculture, 4.5percent in Manufacturing, 4.0 percent in LSM and 4.6 percent in Services sector.

To increase the Gross Domestic Product, following steps are being takenby the government.

i. The government has successfully cleared the circular debt of Rs.480billion. On account of better energy supply to the industries its impacthas been realized in growth performance in LSM sector. The LSMsector witnessed a positive growth of 3.71 percent during July, FY14as compared 0.07 percent in the comparable month last year.

ii. PSDP has been increased by 50 percent during current year tosupplement the economic growth.

iii. During current financial year, a sum of Rs.225 billion will be investedin power/energy sector of which Rs.107 billion will come from PSDPand the remaining will be mobilized by PEPCO-WAPDA throughGovernment support.

iv. The projects included in the program include Neelam Jehlum HydroPower Project (1000 MW), Diamir Bhasha Dam Hydro PowerProjects (4500 MW), Tarbela Fourth Extension Project (1410 MW),Thar Coal Gasification Project (100 MW), Chashma Civil NuclearPower Project (600 MW), Two Karachi Nuclear Coastal PowerProjects (600 MW) with the Chinese Assistance to improve thetransmission lines, grid stations and distribution systems.

v. Comprehensive plan to develop Gawadar Special Economic Zone.

vi. Government is investing Rs.59 billion for the water sector that willinclude such projects as Katchi Canal, Rainee Canal, Kurram TangiDam, Extension of Pat Feder Canal, Gomal Zam Dam, Ghabir Dam,lining of water courses in Sindh, Punjab flood protection and drainageschemes.

vii New industrial estates will be established throughout Pakistan, fullyequipped to provide all the required infrastructure for industrialundertakings in collaboration with the provincial government.

viii. Revival of Public Sector Enterprises (PSEs) will further supplementthe growth in Services Sector.

ix. Containing the inflation through prudent -expenditure management,effective monetary and fiscal policy. Inflation in September, 2013has been recorded at 7.4 percent against 8.5 percent in August and8.8 percent during the corresponding month of last year.

x. Revival of investor’s confidence which is evident from the growth inFDI and bullish performance of KSE. The investment to GDP ratiois projected to grow by 20 percent over the medium term.

xi. New saving schemes are being introduced. Moreover the interestrate has also been increased on various products of National SavingSchemes (NSS) in order to increase the savings.

xii. Entering into IMF program to improve the medium term growthoutlook and provide macroeconomic stability, strengthen the reservesposition and the Balance of Payment position and open the windowfor multilateral, bi-lateral foreign funding for our mega developmentprojects.

xiii. Recent Investment agreement with China is also a step to attractforeign investment.

xiv. Ensuring a transparent auction of 3-G license, PTCL proceeds tostrengthen BOP.

xv. Fiscal austerity measures and tax reforms to reduce fiscal deficit.

xvi. In the medium term, government plans to reduce the fiscal deficit to4.0 percent of GDP.

xvii. The government is focused on increasing the tax to GDP ratio fromthe lowest level of 8.5 percent to 10-15 percent in the next few

years. FBR tax collection target set at Rs.2475 billion, which is 27.6percent higher than previous year’s total collection i.e Rs.1939.4billion.

xviii. Present Government has accorded high priority to bring down theDebt to a sustainable level. In this regard following measures, havebeen adopted:

Institutionalize execution of Medium Term Debt Strategy(MTDS) and revamping the Debt Policy Coordination Officeinto a debt management unit with enhanced authority toindependently administer the government’s financial obligationsand cash flows. It will ensure Government’s financing at thelowest possible cost given risk exposure parameters, and willseek to improve the benchmarking of issues to develop a deeperfinancial market.

xix. Rationalizing subsidy regime to reduce pressure on the budget.

xx. Enhancing export growth by 5.1 percent in 2013-14 throughmarket and product diversification.

xxi. Federal Government has launched following schemes:

• Prime Minister’s Qarz-e-Hasna brai Rozgar Scheme

• Prime Minister’s Small Business Loan Scheme

• Prime Minister’s Youth Training Program

• Prime Minister’s Youth Skills Development Program

• Prime Minister’s Scheme for provision of Laptop

• Prime Minister’s Fee Reimbursement Scheme for less

developed areas

1. *Dr. Shireen Mehrunnisa Mazari:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether it is a fact that theagreement made by the Government with the IMF has not been placedbefore the National Assembly as required under the Fiscal DebtLimitation Act 2005; if so, the reasons thereof?

Minister For Finance, Revenue, “Economic Affairs, Statistics &Privatization (Mr. Muhammad Ishaq Dar): Having completed requisite codalformalities, the government entered into the Extended Fund Facility for $6.64billion with the IMF on September 4, 2013. Under the Fiscal Responsibility andDebt Limitation Act 2005, Ministry of Finance is required to submit the economicpolicy statements before the National Assembly including (a) the medium termbudgetary statement (b) the fiscal policy statement and (c) the debt policy statementof preceding year by the end of year. The act does not bind the government to getapproval for contracting foreign currency credits from the parliament.

2. *Dr. Raja Aamer Zaman:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:(a) whether it is a fact that the percentage of taxes for those

taxpayers who are already paying taxes has been increasedduring the last five years till date;

(b) if so, the break-up of percentage of taxes fixed for aforesaidtaxpayers during the said period alongwith the justificationthereof; and

(c) the steps being taken to expand the tax net work in the countryand rationalize the percentage of taxes for aforesaid taxpayers?

Minister for Finance, Revenue, Economic Affairs, Statistics &Privatization (Mr. Muhammad Ishaq Dar): (a) No. It is not fact that thepercentage of taxes under the purview of Federal Government i.e. Sales Tax,Federal Excise Duty and Income Tax has been increased during the last five years.Rates of Sales Tax have remained in the range of 16% to 17% during the last fiveyear whereas general rates of Federal Excise Duty have remained @ 16%.Likewise, rates of income tax have not been increased and in fact threshold ofincome chargeable to income tax has been increased to provide relief to the lowerincome groups. Some adjustments in the rates of Income Tax, however, havebeen made to rationalize the rates.

(b) As submitted above, there has been no increase in rates of threedomestic taxes under the purview of FBR. However, a resume of rates of thesetaxes is given hereunder:

(i) Breakup of rates of Sales Tax during the past five years:

(ii) General rate of Federal Excise Duty has remained @ 16% duringthe last five years.

Highest rates of tax in cases of business individual and salaried individualhave remained @ 25% and 20% respectively during the past five years.

(iv) Income Tax rates in cases of companies have remained unchanged@ 35% during the last five years and in fact from the next year these are applicable@ 34% as amended through Finance Act, 2013.

(c) Number of steps have been taken on the sales tax side to broadenthe tax base as well as to identify the evading taxpayers. During the Budget 2013,three such steps were introduced on the sales tax side which are as follows:—

(i) Further tax @ 1% has been imposed on supplies made to unregisteredpersons.

(ii) Extra tax @ 5% on unregistered persons having monthly electricityand gas bills in excess of Rs. 15,000 for industrial and commercialconnections.

(iii) Sales tax withholding of @ 1% of the value of supplies on purchasesfrom unregistered persons.

On the Income Tax side, to ensure the increase in Direct Taxes collection,through the broadening of tax base, a new initiative has been launched by the FBRin July 2013. This initiative makes use of quantifiable and credible informationcollected from different sources including purchase of property, purchase of motorvehicles, withholding statements, sales tax invoices data, utility expenses etc., toidentify potential taxpayers. Notices have been issued to around 30582 casesfrom July to end of September 2013 for filing of returns.

3. *Dr. Raja Aamer Zaman:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the statutory officiating status of the State Bank of Pakistan(SBP);

(b) whether it is a fact that the SBP has been buying dollars fromopen market; if so, the justification thereof; and

(c) the impact of such buying of dollars by SBP on the value ofrupee?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) State Bank of Pakistan (SBP)derives its statutory officiating status from the State Bank of Pakistan Act, 1956(as amended up to March 13, 2012).

(b) The SBP does not buy dollars from the open market.

(c) Does not arise in view of (b) above.

4. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the year-wise total amount of funds received from USAID/UNICEF/JAICA for various sectors in the country during theyear 2012-13 till date; and

(b) the project-wise utilization thereof?

Reply not received.

5. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Planning and Development be pleased to state:

(a) whether targets of various sectors as pledged in the MillenniumDevelopment Goals (MDGs) are likely to be achieved by thedeadline of the year 2015; if not, the reasons thereof;

(b) the steps being taken by the Government to achieve the saidtargets; and

(c) the details of progress so far made in various sectors for achievingthe said targets alongwith present indicators thereof?

Minister for Planning and Development (Mr. Ahsan Iqbal): (a) Ofthe 34 indicators on which Pakistan reports progress and on which data is available,Pakistan is on track on 10 indicators. The reasons for missing most of the indicatorsinclude internal and external economic and non-economic challenges, includingnatural disasters, conflicts; institutional, administrative and political changes, weakcommitments to economic reforms, lack of awareness, fading commitments by

the development partners due to global recession of 2007 and belated ownershipof MDG agenda at the sub-national level. The impact of above challenges reflectedin slow progress and hence non-achievement of many of the indicators.

(b) The government has taken a number of steps for achieving MillenniumDevelopment Goals (MDGS) by 2015. These includes:—

(a) Provincial engagement and agreement on MDG AccelerationFramework, in the first instance, on education.

(b) Enhancing capacity of the people through human resourcedevelopment that involve better education, health, population welfare,skill development services, improved access to clean water &sanitation and gender mainstreaming initiatives.

(c) Provision of productive assets inclusive of micro finance at individuallevel.

(d) Moving towards a comprehensive social safety net to protect thevulnerable and those suffering from natural or manmade disasters.

(e) Provision of adequate resources for financing the poverty reductionprograms.

(f) Reforming and strengthening institutions for better delivery of publicservices to people.

(g) Improving access and quality of education and health services

(h) Providing improved population welfare facilities

(i) Infrastructure development

To help augment physical assets of the poor, the following programs havebeen launched:

(a) Pakistan Poverty Alleviation Fund for improved access to microfinance

(b) Providing land to the landless

Targeted interventions for the poor and vulnerable under social safety netprograms include:

iv. Employees Old Age Benefit Scheme

v. Workers Welfare Fund

(c) Between 2001 and 2011, based on consistent official methodologyand Pakistan Living Standards Measurement Survey data, it appears that povertyheadcount appears to have declined from 34.5% in 2001-02 to 12.4% in 2010-11 below the national poverty line. Though the Minister for Planning andDevelopment has constituted a Technical Group on Poverty to review officialmethodology and to find out possible causes of variance in poverty numbers andrecommend final official estimates.

Net Enrolment Ratio has improved from 42% in 2001-02 to 57% in2011-12 while Completion Rate to Grade 5 has remained stagnant at 57% duringthe period.

In Health MDGs, estimates for 2012-13 show decline in Under-fiveMortality Rate has from 94 (per thousand live births) in 2006-07 to 89 (per thousandlive births) while Infant Mortality Rate declined from 77 deaths (per one thousandlive births) in 2001-02 to 74 by 2012-13. The proportion of children under twoyears who have been fully immunized against six preventable diseases has increasedfrom 53% to 80% between 2001-02 and 2011-12, while the proportion of childrenunder one year immunized against measles has increased to 81% during the sameperiod.

Maternal Mortality Rate (MMR) declined to 276 (deaths per 100,000live births) in 2010-11 from 350 (deaths per 100,000 live births) in 2001-02. Theshare of deliveries attended by skilled personnel has gone up to 52% in 2012-13from 24% in 2001-02 while CPR among married women improved from 28% to35% during the same period. A decrease in the TFR over the period 2006-07 to2012-13 has been recorded from 4.1% to 3.8%. The percentage of TB casesdetected and cured has increased from 79% in 2001-02 to 91% in 2010-11.

Primary Education Gender Parity Index (GPI) in Pakistan has improvedfrom 0.82 in 2001-02 to 0.88 in 2010-11, while Youth Literacy GPI increasedfrom 0.65 in 2001-02 to 0.63 in 2010-11. Inequality in terms of women’s politicalparticipation and share in the national decision making process has been satisfactoryin Pakistan.

Since 2001-02 the land area under forest cover improved from 4.8% (ofthe total area of Pakistan) to 5.2% in 2011-12. Drinking water coverage, accordingto the latest available estimates, increased from 86% in 2001-.02 to 89% in2011-12 while the sanitation coverage has improved from 45% in 2001-02 to72% in 2011-12.

The debt service as a percentage of exports of goods and servicesdecreased from 50.9% in 2001-02 to 28.5% in 2010-11. Targets relating toconnectivity show remarkable improvement as tele-density of cellular phonesreaches to 68% while total tele-density, at 72% by 2013. Total number ofbroadband subscribers has touched 2.5 million. Total number of telephonesubscribers (both fixed line and cellular) was 128.1 million, including 122.1 millionsubscribing to cellular phones. Total number of broadband subscribers is 2.51million.

(b) whether it is also a fact that the sales tax on fabrics has beenreduced from 5% to 3%; and

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) No. It is not correct that therate of sales tax has been slashed from 17% to 1% for unregistered retailers.

(b) No, it is not correct to say that rate of sales tax on ‘fabric’ has beenreduced from 5% to 3%. In case of Textile sector, the rate of sales tax on rawmaterials is 2% while the rate of sales tax for finished goods is 5%. There was aconfusion with respect to ‘Fabric’, as to whether it is a finished good or a rawmaterial. FBR was of the opinion that ‘Fabric’ is ready for use and should becharged sales tax @ 5%, while the taxpayers were of the opinion that ‘Fabric’ hasto still undergo process of manufacturing, therefore, it is a raw material chargeableto sales tax @ 2%. In order to resolve this dispute and rather than leaving thedetermination of rate of sales tax on ‘Fabric’ to the field offices, Government as aconscious policy rationalized the rate of sales tax on ‘Fabric’@ 3%.

(c) The answer to both part (a) and (b) is in the negative.

The step to rationalize the rate of sales tax for ‘Fabric’ @ 3% wasundertaken to remove the confusion among the field formations and the taxpayers

as to whether ‘Fabric’ is to be treated as finished goods or as raw material. Thisconfusion was creating problems for the taxpayers as ‘Fabric’ is an intermediateproduct which has to undergo process of manufacturing.

The privatisation of Javedan Cement was carried outafter carrying out complete due diligence and valuation of the asset. Therefore, it isnot correct to state that Javedan Cement was privatised at throwaway price causingloss to national exchequer.

(b) The relevant provincial department may kindly be approached forresponse.

(c) The privatisation of Javedan Cement was carried out in an open, fairand transparent manner. Also, the Privatisation Commission Ordinance 2000 doesnot permit any scrutiny or investigation of any privatisation transaction after oneyear of its completion by the Federal Government or any of its agencies authorizedby it.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The office of Auditor Generalof Pakistan is following Financial Audit Manual (FAM) to conduct the audit ofaccounts of Government Institutions. The FAM prescribes a set of modern auditingstandards, concepts, techniques and quality assurance arrangements that areconsistent with international standards and provides methods and approaches of

audit to be followed by the auditors for conducting the audit of governmentinstitutions. The FAM covers entire audit cycle from planning to follow up andprovides standards for conducting audit. It was developed with the help ofinternational consultants after due deliberations to streamline, update and alignwith International Auditing Standards and international best practices in the field ofaudit.

(b) No. the procedures and methodologies of auditing the accounts havebeen constantly updated in line with International Auditing Standards. FinancialAudit Manual was developed in line with International Auditing Standards in June,2006 which was again revised in 2012 to meet the challenges and internationalpractices of Audit.

(c) The post audit is conducted on the basis of test check collecting 10to 15% samples randomly as 100% audit is not possible due to huge cost, timeand human resource involved. However, 100% audit is conducted in exceptionalcases only depending on the risk and loss reported.

(d) The replies to questions (a) and (b) are not in affirmative. PakistanAudit Department is a member of the International Organization of Supreme AuditInstitutions (INTOSAI) and an institutionalized framework of audit of accounts ofgovernment institutions has been adopted for guidance of accountability and goodgovernance as per internationally preferred standards.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): From June 5, 2013 till November6, 2013 Pak Rupee has depreciated by 8.2 percent to reach Rs. 107.3 per US$.The depreciation of Rupee is mainly a reflection of overall weak balance of paymentsposition in Pakistan. The fundamental weakness in the overall balance of paymentsis the result of a continuous decline in the net capital and financial flows sinceFY07. In FY13, there has been a net marginal inflow of US$0.6 billion onlyagainst US$1.5 billion in FY12. Thus, despite some improvement in external currentaccount and continued growth in remittances, a deficit of US$2.4 billion in theoverall balance of payment was recorded in FY13. This along with repayment ofIMF loans in FY13 has kept the country’s foreign exchange reserves and theexchange rate under pressure. In addition, non-realization of budgeted privatizationinflows in FY13, also added to these pressures. In Jul-Sep FY14, the external

current account (CAD) recorded a deficit of US$ 1.2 billion mainly due to increasein import payments. Despite growth in worker remittances, net outflow under thehead of services (US$ 0.7 billion compared to inflow of US$ 0.1 billion in thesame period last year) enlarged CAD. Capital and financial account have alsoobserved a marginal deficit of US$ 16 million. Overall balance of payments deficitof US$ 1.1 billion has resulted in a fall in SBP’s foreign exchange reserves and thedepreciation of rupee against US$. Non realization of official foreign exchangeinflows including 3G license fee. PTCL privatization proceeds, and loans frommultilateral and bilateral sources (including IMF, World Bank and ADB) also addto the situation.

Civil Service Reformswill be the key element of the project for proactive public policy, improved servicedelivery, strategic vision in specialized fields and effective decision-making. (b) The Government borrows from State Bank of Pakistan (SBP) throughMarket Related Treasury Bills (MRTBs) created by SBP on need basis. Theamount borrowed from SBP is credited to the Government Account No.1

maintained by SBP and is utilized as per requirement of the Government for bothcurrent and development expenditure. The reasons for this borrowing are:—

(ii) There was a significant reduction in external as well as non bankborrowing as compared to their targets. Therefore. financing gap has been bridgedthrough borrowing from State Bank of Pakistan.

Following steps are taken by the Government to control the borrowingfrom State Bank of Pakistan:—

(i) Measures have been adopted to raise tax revenue,

(ii) By adopting austerity measures,

(iii) Reduction in un-targeted subsidies.

A. Privatisation via Public Private Partnership

The policy was approved by the Cabinet Committee on Privatisation(CCoP) in February, 2009 which was later ratified by the Cabinet in January,2010.

Salient features of the policy are as under:—

(i) As a policy, privatisation will be conducted in the PPP mode for26% of the equity stake. The manner, methodology and mechanismof PPP structure will be framed after consultative process and dueapproval of the Board of the PC and the CCOP.

(ii) In cases where due process and investor feedback determines thatthe 26% PPP structure is not a practicable option, the PrivatisationCommission will revert back to the CCOP with alternate structures.

(iii) A stringent pre-qualification structure will be put in place that willinclude a contractually binding business plan and provisions withregard to management, default, termination, penalties and disputeresolution.

(iv) The transactions would be structured to ensure the managementcontrol is transferred to the investor. will be guaranteed throughadequate safeguards/agreements that this arrangement cannot bereversed. Agreements will also include exit options for Government,remedies to Government in case of right of first refusal, transferrestrictions and lock in period for the strategic investors.

(v) The Government would be appropriately represented on the Boardof Directors of the privatised entities.

(vi) Post privatisation performance of the entities and market conditionswill determine the timing and extent of future divestment of residualshareholding of the Government.

(vii) At the level of the Federal Government the Privatisation Commissionwill have exclusivity to undertake Brown-field PPP styled transactionsit terms of the Privatisation Commission Ordinance 2000. Any other

Ministry / Department of the Federal Government will route its PPPtransactions througl the Privatisation Commission for implementation.

B. Privatisation via Capital Market Transactions

Besides selling of assets via PPP mode, Privatisation Commission is alsopursuing to offload shares of financial, oil & gas etc. sectors via Capital MarketTransactions, whereby the shares of such entities are floated in the Local as wellas International Stock Exchanges. Such transactions not only strengthen the CapitalMarket but also give the opportunity to the public to take part in the investmentopportunities. CCoP in February, 2011 approved following Capital Marketguidelines to reinforce the Capital Market Transactions:—

(i) To actively pursue the Capital market Transactions.

(ii) Bifurcate Capital Market Transaction in domestic and internationalmarkets.

(iii) The privatisation policy of supporting capital market through thesequenced divestment of shares in SOEs through domestic andinternational stock exchanges. Divestment of SOE through capitalmarket transactions will add depth to the local capital market andwill provide shared ownership to both retail and institutional investors.

(iv) The public offerings through Stock Exchanges and International listings(GDRs) will be done on case to case basis tailored to thecircumstances of each enterprise. It is emphasized that only carefulpackaging, timing and sequencing can give best results.

(v) Where found expedient, the entity will be listed before adoption ofthe PPP privatisation mode to benefit, from amongst others, capitalmarket price discovery mechanism.

The CCOP in its meeting held on 01-10-2013 approved in principle thePrivatisation Program and priorities 31 entities to divest on fast track basis.Privatisation Commission in line with the above policies and in close contact withthe stakeholders is actively pursuing for the privatisation of approved list of PSEs.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Import of solar panels is exemptfrom customs duty and sales tax under Sr. No.35A(6) of SRO 575(I)/2006,dated 5-6-2006 irrespective of the fact whether manufactured locally or otherwise.Therefore, any further reduction in the tax regime is unwarranted.

22. *Dr. Imran Khattak:

Will the Minister for Interior and Narcotics Control be pleased tostate whether it is a fact that a number of Afghan Refugees havepermanently settled and obtained nationality of Pakistan; if so, thejustification thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :Citizenship of Pakistan and Naturalization Certificate to foreigners are grantedunder the prevailing laws/rules which are as under:

(i) Pakistan Citizenship Act, 1951

(ii) Pakistan Citizenship Rules, 1952

(iii) Naturalization Act, 1926

Since, 2005, 224 Naturalization Certificates were issued to AfghanNationals (Annex-A). The number of Afghan Nationals including children whichwere granted Pakistan Naturalization by this process during this period is 847under section-3 of Naturalization Act,1926. (Annex-B). However, the grant ofNaturalization Certificate to the Afghan Nationals has been discontinued. Sincemillions of Afghan refugees are residing in Pakistan, most of them claim to havearrived in Pakistan prior to 1979 and are applying for Pakistan Citizenship. Thisissue has serious security implications and therefore needs to be discouraged.

Pak Rupee depreciated by 0.2 percent against US dollar. State Bankof Pakistan follows a flexible exchange rate regime where the value of Pakistanirupee vis-a-vis other currencies is determined in the foreign exchange marketthrough the forces of supply and demand in both domestic and international markets.Devaluation is term used for fixed exchange regimes where the Central Bank orGovernment decides the value of exchange rate from time to time. Thus the conceptof devaluation does not arise. The depreciation of Rupee is mainly a reflection ofoverall weak balance of payments position in Pakistan. The fundamental weaknessin the overall balance of payments is the result of a continuous decline in the netcapital and financial flows since FY07. In FY13, there has been a net marginalinflow of US$0.6 billion only against US$1.5 billion in FY12. Thus, despite someimprovement in external current account and continued growth in remittances, adeficit of US$2.4 billion in the overall balance of payment was recorded in FY13.This along with repayment of IMF loans in FY13 has kept the country’s foreignexchange reserves and the exchange rate under pressure. In addition, non-realizationof budgeted privatization inflows in FY13, also added to these pressures. InJul-Sep FY14, the external current account (CAD) recorded a deficit of US$ 1.2billion mainly due to increase in import payments. Despite growth in workerremittances, net outflow under the head of services (US$ 0.7 billion compared toinflow of US$ 0.1 billion in the same period last year) enlarged CAD. Capital andfinancial account have also observed a marginal deficit of US$ 16 million. Overallbalance of payments deficit of US$ 1.1 billion has resulted in a fall in SBP’s foreignexchange reserves and the depreciation of rupee against US$. Non realization ofofficial foreign exchange inflows including 3G license fee, PTCL privatizationproceeds, and loans from multilateral and bilateral sources (including IMF, WorldBank and ADB) also add to the situation.

A meager quantity ofdrugs are smuggled into the country via airports.

(b) No leakage had ever been reported or observed during the drugburning ceremonies, which are simultaneously conducted on 26 June each year(International Drug Day) at four places i.e. Karachi, Quetta, Lahore and Rawalpindi.This year Peshawar seizure was also burnt at Rawalpindi. The drugs are heavilyguarded till their burning/destruction.

It is a fact that exemptions from custom duties are allowed throughStatutory Regulatory Orders (SROs) and their cost to the exchequer runs intobillions. These SROs are issued under Section 19 of Customs Act, 1969 whichempowers Federal Government to exempt whole or any part of customs dutychargeable on imported goods. These SROs are issued for four major purposes:—

(i) To provide relief to general public (e.g exemptions on import ofwheat, sugar, diesel, medicines, vegetable and pulses etc)

(ii) To support local industry by lowering their manufacturing coststhrough reduction in duty on their inputs.

(iii) To increase competitiveness of export sector.

(iv) To gain benefits of trade through Free / Preferential Trade Agreementswith major trading partners.

INLAND REVENUE

If the provision for issuance of SROs is not available, then all amendments/relief required have to be passed by the parliament which is a time consumingprocess. Therefore the parliament in its wisdom has empowered the FederalGovernment/ Board to issue SROs.

(c) CUSTOMS

A committee, chaired by Chairman FBR, has been constituted by theFinance Minister to review the concessionary regime and to chalk out a plan forminimization of SROs. The committee shall submit a comprehensive plan byDecember 31, 2013.

INLAND REVENUE

As explained in reply to Part (a) of the question the issuance of SROscannot be eliminated in toto. However following strategies/plans are being madeto minimize reliance on SROs:—

(i) A committee has been formed in the Board comprising ofrepresentatives of relevant ministries. The committee is reviewingthe SRO regime in order to identify tax concessions which can bewithdrawn or streamlined.

(ii) A study is being conducted on Tax Expenditures for which expressionof interest has already been advertised. A number of professionalbodies have offered to conduct the study, which is being evaluated/shortlisted.

(iii) The practice of issuance of SROs is, even otherwise, being exercisedat a minimum level, as per policy of the present government.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes, it is a fact that theGovernment has decided to privatize 26% assets of PIA. The major reason forprivatisation of PIA is that the entity has been a burden on the national exchequersince long. The Government has to inject enormous Capital from time-to-time tokeep the business running, Apart from loans and bank guarantees, bailout packageswere also given to no good effect.

The Government of Pakistan and the State Bank of Pakistan (SBP) signed“Memorandum on Economic and Financial Policies for 2013/14-2015/16” bywhich Government of Pakistan committed restructuring of loss making SOEsincluding PIA.

Aging equipment, outstanding loans, and incomplete pass through of fuelcosts weigh on the profitability of the firm. The restructuring plan includes strippingthe nonviable components of PIA under a separate public sector enterprise—PIA2—by end-December 2013. Government of Pakistan will service theguaranteed past loans of PIA2, apply a voluntary “handshake” plan for the excesswork force and liquidate by end-June 2014. The PIA will retain some liabilitiesthat it can service, streamline workforce and will receive capital injection from the

government. Government of Pakistan plan to privatize 26 percent of PIA’s sharesto strategic investors by end-June 2014. In the meantime, PIA will continuecontracting leases on more efficient airplanes and rationalizing routes. Shifting non-flight activities to a new subsidiary company could be among the options in orderto focus on core.

(b) The standard for selection of PIA for privatisation is to put itsresources and assets to optimal use, particularly to unleash the productive potentialinherent in it. The privatisation policy specifically aims at enhancing the value ofGovernment shareholding, maximization of profits, modernization and up-gradationof the SOE; exploration and creation of new assets; management and technologicaltransfer benefit, increasing investments in the SOE by introducing benchmarksand outputs.

Aproject namely the Safe City Project was conceived to install 1500 CCTV Camerasalong-with 500 KM Fiber Network to cover Islamabad. The tendering processof the project is subjudice in the Supreme Court of Pakistan. Besides, under theinstructions of ICT Administration, various commercial and public sectororganizations have installed CCTV Cameras within their premises.

In the first phase Rs.342 billion was settled on 28th June, 2013 in thefollowing manner:—

i. PIBs worth Rs.127.801 billion were issued to OGDCL, PPL &PSO.

ii. Rs.194.446 billion remitted to PEPCO for onward payment to IPPsthrough Federal Consolidated Fund.

iii. Proceeds amounting to Rs.19.710 billion as Gas DevelopmentSurcharge and dividend from Mari Gas & Government HoldingLimited were settled.

In the second phase, a non-cash settlement of Rs.138 billion wascompleted on 21st July, 2013. The non-cash settlement involved book adjustmentof GoPs receivables against payables of WAPDA, NTDC, GENCOs and PAEC.Details settlement are at Anenx-A.

(b) The GoP has not allocated any specific amount for clearance ofcircular debt during the current fiscal year. However, there is an allocation ofRs.220 billion in the current year’s budget for payment of tariff differential subsidyto power sector.

(c) After completion of second phase settlement of circular debt on 21stJuly, 2013, the Federal Government has not made any payment on account ofcircular debt clearance. However, during the period, the Government has so farreleased Rs.80 billion to power sector on account of tariff differential subsidy.

Unfortunatelydue to deterioration in the financial health and losses, these institutions starteddefault in payment of SBP credit lines. Under these circumstances, both Ministryof Finance and State Bank of Pakistan have been striving their best to improve theperformance of these institutions including taking all possible measures for recoveryof the defaulted amount. The institutions have been asked to submit their debt-retirement plan which will be finalized in consultation with SBP in due course oftime.

The agents mafia has beenconsiderably removed from the premises of Regional Passport Offices. As a partof campaign launched for bringing reforms for provision of best possible servicesto the applicants, the department has taken a number of initiatives to ensure publicfriendly and corruption free environment at Regional Passport Offices and ensuringservices delivery. The feedback received, as a result of new initiatives, has revealedthat internal and external environment of the Department has changed positively.The General Public is acknowledging this positive change in the Department ofImmigration & Passports.

under which three types of Islamic Banking Institutions (IBIs) have been allowedto establish:

(i) Full-fledged Islamic Banks.

Shariat Appellate Bench (SAB) of the Supreme Court of Pakistan inDecember 1999 advised the Federal Government to transform the banking systemby June 2002. The decision of the SAB was however, reversed on 24th June2002 while accepting a review petition and the case was referred back to FederalShariat Court (FSC) for a fresh hearing. The FSC is now hearing the petitionafresh; the first hearing was held on October 21, 2013.

However, during review petition hearings against the SAB judgment, SBPstarted working on gradual transformation wherein both the Islamic and conventionalBanks would co-exist.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) In May, 2010, the DirectorateGeneral of Customs Intelligence & Investigation informed FBR that cross borderreconciliation of 11,000 ISAF containers was pending. Subsequently, in August,2010 the Honorable Supreme Court of Pakistan took a Suo Moto notice of mediareports regarding Afghan transit missing containers (“ISAF Container Scam” CaseNo.16 of 2010).

The Apex Court entrusted the investigation to Honorable Federal TaxOmbudsman vide order dated 30-09-2010. The FTO vide report dated10-01-2011 identified 7,922 containers as missing on the assumption thatcontainers returning empty within eight days or less from border stations werepilfered.

In January, 2011, on receipt of the FTO’s report, FBR constituted aCommittee to conduct inquiry / investigations in order to determine extent of lossand role of functionaries. The Committee thoroughly investigated this matter andsubmitted reports to the Apex Court.

While making the inquiry report of FTO part of its order, the HonorableSupreme Court disposed of the matter vide order dated 28-03-2012, with theobservation that NAB should conduct thorough and fair enquiry in the matter onthe basis of report of FTO and other resources. NAB is conducting the probe andfiling reports with the Apex Court.

(b) The Government of Pakistan and Afghanistan have signed theAfghanistan-Pakistan Transit Trade Agreement (APTTA), in 2010, which hasreplaced the erstwhile Afghanistan Transit Trade Agreement (ATTA) 1965.

FBR has framed and implemented Rules for transportation of transit goodswhich provide an elaborate regulatory mechanism / procedure for effective controland end-to-end safety and security of transit goods. Movement of containers isnow being monitored through tracking devices.

Accordingly House Listing Operation was conducted from 5th Aprilto 5th May, 2011. The House Listing Operation is a pre census activity whichprovides information regarding approximate number of housing units and householdin these housing units for making arrangements for the main census. This alsoprovides information for making logistical requirement for the main census. HouseListing Operation further provides location of household for targeting them in theactual census. The expenditures incurred on house listing operation wereRs. 1071.323 Million.

(b) The results of House Listing were submitted to the Council of CommonInterests in its meeting held on 27th August, 2011. The CCI deferred the holdingof 2nd Phase of Census as the Prime Minister desired to have a separate meetingon the subject with the Chief Ministers outside the purview of CCI. This meetinghas not been held so far.

(c) Pakistan Bureau of Statistics has completed all preparatory activitiespertaining to conduct of 6th Population and Housing Census. The decision forholding of census is lying with CCI.

Pakistan has also signed Limited Purpose Agreements with 4 countriescovering only International Traffic (Annex-B).

i. Promotion and facilitation of foreign investment, trade and technologyinvestment, trade and technology transfer.

ii. Protection of taxation rights of Pakistan in respect of PakistaniIndividuals/Enterprises operating and working abroad and vice versa.

iii. Taxation of non-residents working in Pakistan with certainty andease.

(i) A Summary to the Cabinet seeking its approval to re-negotiate theexisting (deficient) Pakistan-Switzerland Tax Treaty was submittedas soon as the new Government had sworn in i.e. August, 2013(Annex-A).

(ii) Federal Cabinet duly approved the aforementioned Summary in itsmeeting held on September 20, 2013 (Annex-B).

(iii) Per laid down procedure, FBR has forthwith taken up the matterwith Ministry of Foreign Affairs to approach the Government ofSwitzerland expressing Pakistan’s intent to renegotiate the existingTax Treaty, and seek a suitable set of dates and choice of venue tostart the negotiations at the earliest possible (Annex-C).

(i) Increase in cost of import of essential items like POL, food andother inputs have directly hit inflation in the country. However,government made various efforts to contain inflation and it is recordedat 8.3 % during July to October FY14.

(ii) The depreciation of Rupee has increased the burden of foreign debtand its repayment liabilities in terms of domestic currency.

(iii) The cost of production may also increase as imports of inputs becomecostly due to depreciation of Rupee.

(iv) There is anticipated rise in exports. While an improvement is alsoseen in foreign private investments and worker’s remittances.

(b) The following steps are being taken by the Government to improvethe situation:

(i) Government has started an IMF program which will help in buildingforeign reserves as well as facilitating in arrival of financial inflowsfrom other financial institutions like World Bank, ADB, etc. alongwith encouraging foreign investment in medium to long term.

(ii) The government had planned substantial official foreign exchangeinflows including 3G license fee, PTCL privatization proceeds.

(iii) The government is making dialogues with investors of differentcountries like China, USA, UK, Turkey, Kuwait etc. and signingMoU which will help in increasing inflows from foreign investors,and also encourage economic activities in the country.

(iv) Grant of GSP plus status to Pakistan with effect from 1st January,2014 would provide the country with a great opportunity to competewith regional competitors and give Pakistani products, especiallytextiles preferred access to additional markets. Moreover, the exportslikely to get momentum in FY 14 particularly when more textileproducts would enjoy the GSP Plus status.

(v) Government is taking all effective measures to control inflation, andprovide food items at affordable prices through price controlmechanism.

(vi) NPMC under the chairmanship of Finance Minister regularly monitorthe price and supply situation of essential items in consultation withprovincial governments and suggest measures to improve the situation.

(vii) The government is finalizing the food security policy, which will ensureproduction and availability of food items and to minimize dependenceon external world for essential items.

(viii) To resolve the energy crises, the energy policy has been finalized.Moreover, circular debt issue has been resolved to generate electricityand enhance productive capacity of industrial sector to reap thepotential growth of the economy.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) SBP follows flexible exchangerate regime in which the value of Pakistani rupee vis-à-vis other currencies isdetermined in the foreign exchange market through the market forces of supplyand demand. The supply and demand situation is essentially a reflection of country’sBalance of Payments position. The supply of foreign exchange mainly comes fromexports, remittances, foreign loans, foreign investments, etc., while demand arisesdue to imports, debt payments, etc. In case, demand is higher than the supply offoreign currency, exchange rate tends to depreciate and, vice versa.

On its part, the SBP has made calibrated foreign exchange interventionsto ensure smooth functioning of foreign exchange market. The basic rationale forthese interventions has been to avoid multiple costs to the economy of an abrupt

movement in the exchange rate. Examples of these costs include: negative impacton inflation outlook and rise in repayments of existing external debt and liabilities.It must be remembered that interventions by the SBP has its limits. Only a sustainedincrease in private foreign investment inflows and substantial increase in exportreceipts can ease the pressures in the foreign exchange market in medium to longrun.

(b) In the budget for FY14, the government had planned substantialofficial foreign exchange inflows including 3G license fee, privatization proceedsincluding PTCL, loans from multilateral and bilateral sources (including IMF, WorldBank and ADB) and floatation of Euro bonds. The timely and full realization ofthese planned official financial inflows will help the buildup of foreign exchangereserves and in turn to stability in the exchange rate.

Moreover, the government has recently gone in to an IMF program. Theprogram will not only result in buildup of foreign exchange reserves directly butwill also facilitate in revival of other financial inflows from other financial institutionslike World Bank, ADB etc along with inducing foreign investment in medium tolong term.

3. Special Cabinet Meeting: A Special Cabinet meeting was held atKarachi on 4th Sep, 2013 in which decisions were taken to conducttargeted operation in Karachi. Targeted Operation began in Karachifrom 05 Sep, 2013 with the Sindh Rangers as lead agency.

4. National security Policy: The Government has prepared a newNational Strategy to strengthen internal security and has decided totake important measures in this regard which will be announced afterapproval of the Prime Minister.

5. Anti-Smuggling Coordination Committee held a meeting on 8thNov, 2013. Anti-Smuggling powers were entrusted to Pakistan CoastGuards and Pakistan Maritimes Security Agency to preventsmuggling.

6. National Alien Registration Authority (NARA) meeting was heldon 26th Nov, 2013. It decided that NARA will make all efforts tobring the illegal immigrants in the ambit of registration. It was decidedto have electronic linkage between NARA and NADRA for rapidexchange of information and verification.

7. Management Information System (MIS) meeting was held on16th Nov, 2013. Jail Management System to identify prisoners andkeep track of their visitors has been installed at Karachi CentralPrison as Pilot Project in coordination with Province. At least 41 xsuch prisoners have been detected whose particulars do not matchwith their biometric records. To reduce overcrowding in some jails,a comprehensive program is being worked out to shift prisons withinthe legal provision. Provision of Video Conference/ Link based trailfacility is also under consideration.

The long porous border between Pakistan andAfghanistan alongwith the tribal belt is controlled by the personnel of F.C KhyberPakhtunkhaw/ Balochistan and the political administration.

(i) F.C Balochistan and Khyber Pakhtunkhaw are entrusted to operatewithin 20 K.M of the international border vide SRO 1090(I)/2010 dated01.12.2010. Joint efforts are undertaken between Customs and other lawenforcement agencies.

Customs Duty:

(a) Presently life saving drugs used in the treatment of diseases likeCancer, Cardiac, HIV/AIDS, Thalassaemia, Kidney and Hepatitis etc are exemptfrom Customs duty, under Sr. Nos. 6,19,20,21,22,23 of Table-III (C), of theSRO 567(I)/2006, dated 05-06-2006 (Annex-A).

Further other essential medicines are also exempt from import duty underS. Nos. 1 to 18 and 24 to 32 of the same SRO.

Sales Tax:

All substances registered as drugs under the Drugs Act, 1976 andmedicaments as classified under Chapter 30 of the 1st Schedule to the CustomsAct, 1969 are exempt from sales tax at import as well as supply stages under theSRO 551(I)/2008 dated 11-06-2008.

Furthermore, the raw materials for basic manufacture of pharmaceuticalactive ingredients and for manufacture of pharmaceutical products are also exemptunder the same SRO.

It is, therefore, clear that no sales tax is payable on drugs and medicaments.These exemptions from sales tax are equally applicable on life saving drugs.

(b) There has been no recent increase in customs duty and sales taxstructure on these drugs.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether there is any proposalunder consideration of the Government to give Interest free loans tothe farmers affected by recent floods; if so, when; if not the reasonsthereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): No such proposal is underconsideration of the Government due to following reasons:—

(i) Banks are providing agricultural finance as a viable business activityfor the agricultural sector. The past experience shows that thesubsidized and interest free loans had been a gross failure resulting inextremely low out reach levels, gross mis-utilization, huge nonperforming loans (NPLs) and non development of rural financialmarkets.

(ii) However, on declaration of calamity affected areas by the concernedprovincial government, the Banks suspend recovery of loans andprovide rescheduling facility to the farmers.

(iii) The Government has introduced mandatory Crop Loan InsuranceScheme (CLIS) through banks for the farmers. The premium onbehalf of the small farmers is being paid by the GoP through SBP.

Nisar Ali Khan) :(a) It is a fact that all political parties’ have given mandate in the All PartiesConference held on 9-9-2013 to the Government for negotiations with Taliban.There was a consensus amongst all political parties for negotiation with Taliban.

(b) The Minister Interior has made a number of statements about theprocess and details of the negotiations which were to be held with the Taliban, butwere stalled due to the drone attacks. Parliament will always be taken intoconfidence on all issues of National Importance at appropriate moments.

THE PRESCRIBED CRITERIA FOR THE ALLOTMENT OFPLOTS BY NATIONAL POLICE FOUNDATION (NPF),

ISLAMABAD

National Police Foundation Housing Schemes i.e O-9 Lohi Bher andE-11 Islamabad were approved and established in the year 1989 for the purposeto meet the housing needs of the police beneficiaries, Government servants andgeneral public etc. Both the housing schemes were launched on commercial basis.The allotment was made through balloting as well as on the recommendations ofthe allotment Committee comprising of the National Police Foundation Offices.

The Managing Director, National Police Foundation was the sole authority to allotthe plot in both housing schemes. The criteria/policy for the allotment of plot wasas under:—

(ii) All the government servants including armed forces personnel wereeligible for the allotment of plot.

(iii) The general public was also eligible for the allotment of plots as perpolicy approved at the time of launching of the housing schemes.

(iv) As per membership form one applicant could apply only for oneplot.

(v) The Managing Director had the right to allot 10% of the plots at hisdiscretion.

(vi) All the allotment of both the housing schemes were made throughballoting and on the recommendations of the allotment Committeecomprising of the officers of National Police Foundation.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :(a) The official Passports are issued according to provisions contained in Para-9of the Passport and Visa Manual, 2006. Federal Government can exempt anyperson or class of persons from all or any of the provisions of Para-9 in the publicinterest. This power was grossly misused during the last five years.

(b) All cases wherein Official Passport have been issued in relaxation orviolation of Passport and Visa Manual have been cancelled. More than twothousand Passports have been cancelled. Presently, Official passport are issuedstrictly in accordance with prescribed rules and criteria and concrete steps havebeen taken to check issuance of Blue Passports to non-entitled persons.

(c) So far responsibility for issuance of official Passports to non-entitledpersons during the last five years has not been determined, due to large numbersinvolved. Cases will be examined in detailed to fix responsibility.

Such individuals are not entitledfor issuance of Passport unless their names are removed from Blacklist. Sometimescases of individuals who carry particulars identical to some blacklisted individualsrequire further verification due to non availability of CNIC/Passport No. of theBlacklisted persons in BSS.

(b) In case there is insufficient information about blacklisted individualsand some clarifications are required whether the applicant is one and the sameperson listed on BL or not, cases are referred to BL Cell, Immigration and Passport(HQs). Necessary guidance/ directions are issued to the Regional Passport Offices/MRP Sections at Missions abroad in the light of available data with the BL Cell.

(c) Presently, at the time of placing the names of individuals on Blacklistit is ensured that complete identifying particulars including CNICs/ Passport No.are provided by the recommending agency/ department and are fed into BSS sothat no inconvenience is faced by the individuals carrying identical particulars.

(i) The applicant has to personally visit the ITP, Headquarters alongwithhis original CNIC for completion of all codal formalities i.e. medicalexamination, photograph, thumb impression, data entry, sign test,road test etc. for the purpose, subsequent to deposit of the Fee inNational Bank of Pakistan.

(ii) This licensing process is carried out through an ISO 9001 – 2018certified computerized system.

(b) Both physical and mental fitness of an applicant aspiring for DrivingLicense is examined by the Medical Officer before the issuance of driving license.

Presently there are two dedicated case work DNA laboratories in Pakistani.e National Forensic Science Agency (NFSA), Ministry of Interior and PunjabForensic Science Agency, Punjab. Three other research organizations are alsoproviding DNA testing facilities. These labs are trying their best to fulfill the DNAtesting requirements.

NFSA project, A project of Ministry of Interior and is responsible for theestablishment of DNA laboratories in Islamabad. After the 18th amendment,provinces are responsible for the establishment of their own DNA labs whereas

DNA lab in Islamabad is functional since 2006. However, where ever required,the Federal Government is extending cooperation is this regard.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan) :Following reforms are being made to enhance capacity building of ICT Police:—

i. Establishment of Model Reporting Rooms.

On experience basis, in 06 Police stations of ICT i.e. Police StationAabpara, Shalimar, Ramna, Kohsar, Margalla and Industrial Area. Islamabad,Special Police Reporting Rooms have been established in these police stationswith all modern equipments i.e. Computers connected with the internal workingnetwork of ICT Police, Fax Machines, Photocopier Telephone, LCD, AirConditioner, CCTV Cameras, Fire Extinguisher etc. and sufficient sitting spacefor smooth working.

ii. Establishment of Citizen Police Liaison Committees.

In order to involve the citizens for redressal of the grievances of generalpublic, the citizens police liaison committees are being established within ICT. atbelow mentioned level:—

(a) CPLC of District level.

(b) CPLC of Rescue-15.

(c) CPLC of Traffic Office.

(d) CPLC of Police Station.

iii. Internal Accountability System.

In order to erase corruption from top to ground level within the department,an internal accountability system has been established and a committee under thechairmanship of a senior Gazzetted Officer has been established to curb corruptofficers / officials from the department.

iv. Change of existing Investigation Staff.

The experienced, seasoned, educated and skilled police officers / officialsare being appointed at Police Stations for the investigation of criminal cases sothat no accused could be saved from his due share by the courts of law during trialproceedings.

v. Revamping of Training.

For the capacity building of police force, various improvements at differentlevel of training i.e. basic recruit training, lower School Course and IntermediateSchool Course are underway. The trainees have to undergo different kinds ofphysical training as well as to deal with the weapons

vi. Elimination of Police Culture (Thana Culture) from PoliceStations.

In order to eliminate this notion from the mind of general public, a move isbeing launched within ICT and educated, well behaved male / female staff is beingdeployed at police stations to deal with the general public.

1. Dr. Raja Aamer Zaman:

In addition to these, a 10 bedded detoxification ward has also beenestablished in the existing building of Adyala Jail Hospital at Rawalpindi underANF. This ward was established in the month of March 2010. In this ward,volunteer drug addict prisoners are provided detoxification facility under theprovision of a team of medical staff from MATRC Islamabad working under ANF.

(b) A proposal for establishment of 2x new MATRCs in Peshawar andLahore have been forwarded by ANF. If the proposal is approved, we will havean MATRC within capital cities of all the four provinces of Pakistan.

Nisar Ali Khan) :The fare of Public service vehicles (Vans, Mini buses, Suzuki loaders) is fixed inICT and is revised from time to time keeping in view the fluctuation in fuel prices.The fares of public service vehicles are fixed under section 45 (1) of the WestPakistan Motor Vehicle Ordinance, 1965 (Annexure-A).

The fare of taxis is not fixed in ICT. It is mainly due to the reasons that thefare meters are not inbuilt in the Cabs, nor these had been provided in the CabScheme initiated by the Government. The installation of meters in the taxis aregoverned under section 124 of Motor Vehicle Rules 1969. The installation ofmeters in the taxis are governed under section 124 of Motor Vehicle Rules 1969(Annexure-B). The routes of Cabs are not fixed as opposed to the others PublicService Vehicles (PSVs) i.e. Vans Mini Buses etc.

• The Society has succeeded to acquire a compact piece of landcomprising of 878 kanal out of 1133 Kanal. The revised layout planhas been submitted in CDA Islamabad which is at final stage forapproval. After approval of layout plan, development activities willbe initiated.

The funds collected are utilized on payment of salary of employees ofUnion Council, Salary of Lady Teachers, repair and maintenance of machinery ofwater supply schemes, up-gradation of water supply schemes, health, sanitation,telephone bills, stationery, electricity bills of water supply schemes in the respectiveUnion Council.

(d) As per section 64, read with 2nd Schedule of Capital Territory LocalGovernment Ordinance, 1979, a Union Council is empowered to levy all or anyof the taxes, tolls, fees etc. in its respective jurisdiction for specific services renderedby a Union Council. The Union Council Rawat provides services, sanitation, watersupply to facilitate the general public as well as minor repairs at the Adda. UnionCouncil Rawat has been auctioning collection of Lorry Adda Fee on yearly basissince, 1981, which falls with in its jurisdiction, where parking fee from the publicservice vehicles like buses, coasters, mini-buses, wagons, Suzuki pick ups, Suzukicarry, taxi etc. is collected.

However, in this regard, any percentage of quota etc has not beenfixed.

The dependents of employees present in service as well as retired,deceased and separated under Golden Handshake Scheme/Voluntary HandshakeScheme were eligible to apply for appointments on the aforementioned seatspertaining to Clerical and Non-Clerical cadres. However, the recruitments couldnot be finalized due to National Industrial Relation Commission (NIRC) restrainingorder obtained by Collective Bargaining Agent (CBA) Quetta which has recentlybeen lifted. The Bank has re-initiated the process to make the decision on theseappointments as per policy in due course.

(b) No irregularities were committed in promotions and recruitmentsmade during the last three years.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): For effective action against thetax evaders and tax defaulters, the following tools are being employed by theFBR:

INLAND REVENUE

1. A Broadening of Tax Base (BTB) initiative has been launched. Forthis purpose, a National Data Warehouse has been created in FBR. The datawarehouse primarily includes the data collected through third party sources suchas motor vehicle registering authorities, educational institutions, CVT collected byFBR, and provincial governments on purchase of immovable property, electricitydistribution companies and the withholding tax statements. Further, data of purchaseof properties is being obtained from property registrar offices of Lahore and Karachifor scanning and computerization. From the said third party data and the datadeclared in the withholding tax statements and sales tax returns, financial profilingof the non filers and short filers is carried out at the FBR, headquarters, andtransmitted to field formations for necessary action, in accordance with the relevantprovisions of law.

2. The field formations of FBR carry out desk audits of the taxdeclarations to detect tax default and tax evasion. Detailed audit of the selectedcases is also conducted to ascertain the veracity of the tax declarations. Cases fordetailed audit are selected through random computer ballot as well risk basedcriteria.

3. A separate Directorate General of Intelligence & Investigation hasbeen established that gathers fiscal & economic intelligence and carries out financialinvestigations. The Directorate has linkages with all the major national, provincial,& regional databases. The Directorate keeps an eye on tax related issues, unearthstax & fiscal frauds, and recommends appropriate action wherever required.

4. A substantial part of revenue is received through withholding taxes.A separate Directorate General of Withholding Taxes has been established. ThisDirectorate General conducts sectoral monitoring of withholding taxes. Throughthe montioring audit of withholding taxes, proper payment of taxes is ensured, andevasion of taxed is checked.

5. With the help of the CREST software, monthly analysis of the salestax returns is carried out, and the under reporting and non reporting of taxes is

identified. Remedial action in accordance with the relevant provisions of law isthen taken.

6. The STARR software processes the sales tax refund claims of thetaxpayers, and any undue or wrong refund claims is identified and rejected by thissoftware. Further, post refund audit is also conducted to check the revenue leakage.

7. The data of the non filers and short filers is compiled and managed atthe FBR headquarters and transmitted to field formations for prompt action.

8. The FBR has also employed informers, who secretly gather data ofthe tax evaders and potential taxpayers, and furnish this data to concernedauthorities for appropriate action.

9. When any discrepancy is found, the taxpayer is apprised of it and anopportunity to voluntarily make it good is provided.

10. If such dicrepancy is not made good voluntarily, or tax declarationby the non filer is not filed, action in accordance with the relevant provisions of lawis taken lawful demand is raised and recovery is effected by employing the recoverymechanism provided in law.

CUSTOMS

This action against tax evaders of Customs duty and taxes is taken underth provisions of Sections 32 and 32A of the Customs Act, 1969 which includescriminal as well as quasi judicial proceedings.

Action against tax defaulters are taken under the provisions of Section202 of the Customs Act, 1969 read with Customs Rules, 2001. The steps include,attachment of properties, freezing of bank accounts and auction of properties/units of the defaulters of recover duty and taxes from defaulters. If required, namesof tax defaulters are also put on the Exit Control List.
