(b) yes, As per information provided by Trade Development Authority of Pakistan, Ministry of Commerce, precious/semi-precious stones worth US$ 7.846 million (approx.) were exported during the period from July, 2014 to June, 2015.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Precious stones mining, cutting, polishing and marketing are mostlyinformal private sector activities. Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the percentage of Liquefied Natural Gas (LNG) to be utilized byfertilizer factories in a year; and

(b) whether provision of LNG will affect the fertilizer prices; if so,the details thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Liquefied Natural Gas (LNG) is being imported by Pakistan StateOil (PSO). Re-gasified LNG (RLNG) is being supplied to Power. Fertilizer andCNG sectors in Punjab.

Fertilizer sector has been supplied 21.08% of the total RLNG supplied inthe country so far. M/s Pak-Arab Fertilizers Limited (PFL) is the only fertilizer

sector consumer at the moment and they import their own RLNG through PSOunder their own arrangements.

(b) Provision of LNG has not affected fertilizer prices, Pak-ArabFertilizer Plant is importing its own LNG whereas Government has providedincentive of levy of 5% GST with no GIDC on fertilizer produced by usingimported LNG.

173. *Ms. Parveen Masood Bhatti:

Will the Minister for Petroleum and Natural Resources be pleased torefer to the Starred Question No.143 replied on 12-8-2015 and tostate whether CNG Stations have been re-opened in the Punjabpermanently; if so, since when?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): RLNG supply to CNG Sector was restored in May 2015. The same isbeing made on “as and when available basis” in accordance with the quantity ofRLNG injected into SNGPL’s network. Currently, RLNG supply to CNG Sectorin Punjab has been restored, till such time ample quantities of RLNG are available.

174. *Ms. Parveen Masood Bhatti:

Will the Minister for Communications be pleased to refer to the StarredQuestion No.252 replied on 12-8-2015 and to state whether there isany proposal under consideration of the Government to widen theSilk Route?

Minister for Communications: At present there is no proposal underthe consideration of the Government to widen the silk route.

175. *Mrs. Shahida Rehmani:

Will the Minister for Petroleum and Natural Resources be pleased tostate the reasons of delay in Pak-Iran Gas Pipeline Project?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): International sanctions on Iran is the main reason of delay in the executionof the Project.

Will the Minister for Communications be pleased to state whether itis a fact that required funds have been arranged for the constructionof Motorway from Khanjrab to Gwadar?

Minister for Communications: The construction of CPEC route fromKhunjrab to Gwadar is underway. The CPEC route consists of a network ofhighways and Motorways. For the purpose of implementation, China-PakistanEconomic Corridor, route-wise PSDP allocation 2015-16 is as under:

(a) whether it is a fact that services of the Pakistan Post are poorin the country as compared to other countries;

(b) if the answer to part (a) above is in the affirmative, whetherthere is any proposal under consideration of the Government toimprove the said services and to establish new Post Offices inthe country; if so, when it will be implemented?

Minister for Communications: (a) No, the services of Pakistan Postare not poor as compared to the other countries. These are efficient and reliable.However, there is room for improvement for which constant efforts are made bythe department with the support of the Government.

(b) (i) Following steps are being taken by the Government to improvethese services:—

(1) Hundred Percent scanning of inward and outward registered letters,foreign parcels and international EMS items

(2) Maintaining and validating international mail delivery standards.

(3) Motorization of mail collection and delivery network with fundingthrough Universal Postal Union Quality Service Fund.

(4) Establishment of a reliable Track and Trace System.

(5) Establishment and Operation of computerized ComplaintManagement System.

Conveyance of international mail through contractual airlines.

(ii) Pakistan Post Office Department (PPOD) provides a ready solutionof communication and distribution through a network of 12035 PostOffices throughout Pakistan to the public at their doorstep. The PPODserves the nation with traditional Postal Services, financial servicesand Agency Functions. In a decision of Cabinet meeting on 12thAugust, 2007, PPOD was directed to ensure opening of Post Officesin every Union Council [Annex-A]. Accordingly in compliance withCabinet Decision, case for creation of new posts was referred toEstablishment Division on 3rd April, 2009, through Ministry ofCommunications which is under consideration in the EstablishmentDivision. However, 171 posts have been sanctioned for 27 UnionCouncils of Balochistan, under Aghaz-e-Haqooq-E-BalochistanPackage and recruitment process against these posts is underway.

Will the Minister for Petroleum and Natural Resources be pleased tostate the total number of new reserves of Natural Gas discoveredduring the last five years alongwith the production capacity thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): A total of 70 gas discoveries have been made during last five years witha total initial flow of 550 MMCFD.

(a) whether it is a fact that the Government is imposing 30 percentor Rs.200 per MMBTU as Gas Infrastructure Development Cesson the domestically produced gas; if so, the justification thereof;and

(b) the losses/impacts of the said Cess on the textile industry?

(a) whether it is a fact that gas meters installed at consumer’spremises (industrial and commercial) do not have the capabilityto make volume corrections electronically; if so, the reasonsthereof; and

(b) whether it is also a fact that disputes of over billing have beenraised thereby; if so, the steps taken by the Government toaddress the said issue?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) No. Approximately 99% industrial and 16% commercial meters onSNGPL’s system are installed with Electronic Volume Corrector (EVCs) whichhave capability to make volume corrections. There are 4161 Industrial customerson SSGCL system out of which 2866 customers have Electronic Volume Correctors(EVCs) installed on their meters. Remaining 1295 are small meters with no provisionof EVC. EVC is also not installed on low pressure commercial customers.

(b) SNGPL has reported that consumers are being billed on the basis ofactual meter reading on monthly basis, however, there are rare chances ofover/under billing. Defective EVCs/meters are replaced and sent to MeteringWorkshop for checking its accuracy, and for resolution of complaint as per meterinspection report.

SSGC has reported that their Billing Department had received only 5complaints related to overbilling from Industrial Customers from July 2014 tilldate which were accordingly resolved.

182. *Shaikh Rohale Asghar:

Will the Minister for Petroleum and Natural Resources be pleased tostate the time by which the provision of Gas to be started to Pakistanthrough Pak-Iran Gas Pipeline Project alongwith the quantitythereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Pakistan and Iran are engaged in preparing the workable implementationschedule for the Project as both sides have not been able to complete theirrespective segments of the gas pipeline. Pakistan has proposed to construct andcomplete the Project within 36 months after easement of sanctions on Iran. Thefirst gas flow will be started upon completion of the Project. The contractual quantityof gas is 750 MMcfd.

183. *Shaikh Rohale Asghar:

Will the Minister for Defence Production be pleased to state the stepsbeing taken by the Government to make the Defence production mostmodern in the country?

Minister for Defence Production (Rana Tanveer Hussain):

Steps being taken by the Government to makeDefence Production most modern in the country:

MoDP is promoting indigenous production / development of local defenceindustry through its Defence Production Establishments (DPEs), and are engagedin various development projects. The main steps / achievements taken by ourDPEs are:—

POFs To improve the quality of products, Pakistan Ordnance Factorieslaunched a comprehensive programme in year 2011 for replacing the old vintageplants / machinery with state-of-the-art modern ones, under the caption of BMRE(Balancing, Modernization, Replacement & Expansion) in two phases at estimatedcost of $ 213.300 Million. This addition of plants / machinery will not only enhancethe production capacity but will also be cost effective.

HIT HIT is a technology intensive defence production establishment/designed for production manufacturing, rebuild and up-gradation of ArmouredVehicles. Following measures are being adopted by HIT to keep it abreast withmodern technologies:—

(a) Regular review of manufacturing processes, bringing them in line withlatest manufacture techniques. This includes process re- engineering,up-gradation of CNC machines, automation and integration ofprocesses through Enterprises Recourses Planning (ERP).

(b) Balancing Modernization & Refurbishment (BMR) of technicalfacilities.

(c) All production units of HIT are ISO 9001-2008 certified and stringentquality control measures are ensured to meet international standards.

(b) Allegations LeveledAgainst them —These allegations range from

PAC PAC is the leading aviation industry of Pakistan. Its products arequalified as per modern Aerospace and Avionics International Standards anddisplayed in almost every major international Air Show and exhibitions. PAC aviationproducts have attracted due appreciation form the aviation experts, the worldover. Leading aviation industries and Defence Production Organizations of theworld are in the business terms with PAC. Moreover, the engineering operationsare certified by international standards such as ISO 9001. Precision MeasuringEquipment labs of PAC are qualified as per ISO-17025 standards.

N.R.T.C NRTC is one of the examples, which is undertaking production oflatest state of the art communication equipments and security solutions to includea wide range of security jammers. not only for own defence forces but exportingthem as well. They have also developed a strong Research and Development(R&D) Wing to remain abreast with latest technology. All possible efforts arebeing undertaken to ensure that the system / parts developed through local industryare in confirmation to latest Military standards and the firm / organizationsundertaking development have internally acknowledge quality system likeISO-9000, etc.

NRTC is a high-tech industry engaged in designing development andmanufacturing of state-of-the-art telecomm equipment in Pakistan. As per modernindustry-academia collaboration, NRTC has taken initiative academia to

-engage

and-has established its R&D Lab in Military College of Signals, and research

work is always in progress in the latest communication technology areas / products.NRTC has inducted talented manpower for R&D work and engaged PhDs fromvarious prestigious institutes for consultancy / supervision of R&D Projects beingexecuted in quality labs and through collaborative efforts / interactions with theleading telecom manufacturers and renowned international R&D organizations.On assessment of future requirements / needs of the customers, NRTC hasincreased its product base through innovative R&D. NRTC is equipped with latesttechnology machines like new surface mounting technology, Injection molding plant,Machining Center and 3D Printer etc.

KS & EW KS & EW was placed under Ministry of Defence Production in2006. Since then, PN orders are being regularly awarded to KS & EW due tostrong support of MoDP. Construction of F 22P Frigate (PNS ASLAT), FastAttack Craft (Missile) No. 2, 32 Tons and 12 Tons Bollard Pull Tugs are therecent examples.

Presently, a mega project of construction of 17000 Tons Fleet Tanker isin progress. Other PN projects currently being undertaken incudes Fast Attack

Craft (Missile) No. 3 and 02 x Landing Craft Mechanized (LCM). Moreover,22 x Bridge Erection Boats for Pakistan Army are also under construction and1st batch of 7 boats have been delivered in October 2015.

Other defence projects including Fast Attack Craft (Missile)No. 4, 2 x 32 Tons BP Tugs for PN and 1 x 600 Tons and 1 x 1500 Tons QPVsfor Pakistan Maritime Security Agency are planned to start in 2016.

(i) Self-reliance and indigenization

Self-reliance and indigenization has been at the fore front of Govt.Policies. In this regard Government has provided funds amountingto Rs. 816.3 Million for extensive up-gradation which includesacquisition of machinery, civil work, refurbishment of slipways etc.

during the recent past. A revised PC-1 amounting to Rs. 5.884 billionis being prepared for further improvement of construction facilitiesincluding enhancement of lifting capacity. Once upgraded, it will go along way in consolidating the shipbuilding industry in Pakistan.

(ii) Installation of Ship Lift & Transfer System (SL&TS)

Keeping in view the ever rising demand of Ship Repair work and toboost business activities and provide landing facility of submarines,installation of a state of the art SL&TS has been decided. The projectfor installation of Ship Lift and Transfer System would enable liftingof ships, submarines and commercial vessels from sea and placingthem on land in a short time to enable quick repair cycles. Same wasapproved by the Government. Following are the principalcharacteristics of the project:

- Lifting capacity of ships 7781 tons

- Platforms dimensions 125 x 32 m

- No. of parking stations 13

The project, on completion. would enable KS&EW to construct and repair95% of all types of sea going vessels in Pakistan. This project is being executed onfast track basis and expected to be completed by end 2016. Once completed, the

project has great potential to attract a vast range of clients, both local and abroadfor repair and new construction of warships, submarines and commercial vessels.Business volume of Ship Repair is expected to be increased manifold.

184. *Mr. Muhammad Riaz Malik:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the reasons for increasing the prices of the petroleum productsof PARCO; and

(b) the authority who granted approval therefor?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The ex-refinery prices of petroleum products in Pakistan aredetermined upward/downward by the refineries at their own as per pricingmechanism approved by the Government/ECC, therefore uniform prices areremained/announced all refineries through out the country. Hence the question ofincreasing the prices by PARCO regarding petroleum products does not arise

(b) As explained above, the prices of petroleum products are determinedbased on the pricing mechanism approved by the Government /ECC. Resultantlythe ex-depot prices are fixed by the refineries on monthly basis as per approvedpricing mechanism.

185. *Mr. Muhammad Riaz Malik:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the reasons of increase made in the petroleum products of AttockRefinery; and

(b) the authority who granted the approval therefor?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The ex-refinery prices of petroleum products in Pakistan aredetermined upward/downward by the refineries at their own as per pricingmechanism approved by the Government/ECC, therefore uniform prices are

remained/ announced all refineries through out the country. Hence the question ofincreasing the prices by Attock Refinery regarding petroleum products does notarise.

(b) As explained above, the prices of petroleum products are determinedbased on the pricing mechanism approved by the Government /ECC. Resultantlythe ex-depot prices are fixed by the refineries on monthly basis as per approvedpricing mechanism.

186. *Ms. Tahira Aurangzeb:

Will the Minister for Communications be pleased to state:

(a) the names of land-owners whose lands have been acquired forthe construction of road leading to the under-construction bridgeover Ravi-River at Syedwala, District Nankana Sahib alongwiththe details of size of each piece of land, rate of compensationper marla in Pakistani Rupees fixed by the acquiring authorityand date of acquisition thereof;

(b) the total price of land acquired therefor so far alongwith theamount with break-up payable to each owner of said piece ofland;

(c) whether it is a fact that the compensation has not been paid tothe land owners so far; if so, the reasons thereof alongwith thetime by which the compensation will be paid therefor; and

(d) whether it is also a fact that an application from the land ownersfor compensation has received in the office of Chairman NHA; ifso, the date thereof alongwith the action taken thereupon so far?

Minister for Communications: (a) Only Section-4 of Land AcquistionAct for Syedwala Bridge has been published. III. The concessioner must observe roadway cross-sections at 150 minterval to develop tentative profile and show as profile drawings-Allstructures marked.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The charges of M/s Engro Elengy Terminal (Pvt) Limited are payable bySSGC under the LNG Services Agreement (LSA) as approved by ECC andCabinet dated 28-02-2014 and 18-04-2014 respectively. The levelized terminalcharges over a period of the agreement i.e. 15 years is US$ 0.66 / MMBTU.However for first year the Terminal charges are US $ 1.42 / MMBTU and forremaining period the same are US $ 0.63/MMBTU.

Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that there is low gas pressure due to old gaspipelines in various sectors including I-8/1, Islamabad since long; ifso, the steps taken by the Ministry to solve the said problem?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): SNGPL

has reported that presently, there is a huge gas between demand

and supply of natural gas. The situation deepens during winter months on accountof usage of heaters. In order to combat the situation, gas supply to lower prioritysectors in Punjab, except domestic sector, has been suspended. Even with thesaid suspension in other sectors, the gas available is not sufficient to fully meet thedemand of domestic consumers. The Company has undertaken systemaugmentation, looping of line, re-drilling of service tee, establishment of emergencyteams to resolve low pressure complaints. Operational teams are working roundthe clock for this particular activity.

Burhan Havelian (E-35) is being constructed through ADB (AsianDevelopment Bank) financing. Havelian-Thakot project is divided into threesections starting from Havelian and traversing near the cities of Abbottabad,Mansehra and Shinkiari and terminates at Thakot in the province of KhyberPakhtunkhawa. The contract for Havelian to Thakot Section of CPEC is at theaward stage and likely to commence by January 2016.

(b) On insertion of Article175-A in the Constitution through 18th & 19thamendments, three step procedure has been prescribed for appointment of Judgesin the Superior Courts, which is as follows:—

(i) Nomination by the Judicial Commission of Pakistan (JCP).

(ii) Confirmation by a Parliamentary Committee and;

situated at Mouza Siham, Chishtiabad (Private land) without approval, of buildingplan from the Cantonment Board Rawalpindi. Subsequently, the owner convertedthe above said residential property into unauthorizedly.

(b) Rawalpindi Cantonment Board issued a notice to the offender underSection 185 of the Cantonments Act, 1924 on 24-6-2015. In response to thesaid notice the owner submitted residential building plan alongwith willingness forregularization of above said unauthorized construction on payment of compositionfee. The Rawalpindi Cantonment Board issued another notice to the offender toimmediately stop the commercial activity (Hostel). In the meantime, the residentsof Chishtia Abad have also filed a Civil Suit against the conversion of above saidresidential building into Hostel and Rawalpindi Cantonment Board is also party in,the case. Next date of hearing is 10-12-2015. However, after decision by theCourt necessary action against the offender will be taken under the rules.

The above said area is also disputed between Rawalpindi CantonmentBoard, CDA and TMA which is under litigation in the Court of law.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes, SNGPL has reported that Capital Development Authority haspaid outstanding amount for supply of gas to Sector I-16 Islamabad on 15-10-2015.

(b) The company further reported that so far 85% internal network hasbeen laid and remaining work is pending due to incomplete development work inthe above sector by Capital Development Authority. The remaining network wouldbe laid after completion of development work by CDA.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) SNGPL has received 51,200 applications during the year 2014.The names and addresses of the applicants are mentioned at Annex-I.

(b) SNGPL has reported that 9,586 applications (mentioned atAnnex-II) out of 51,200 could not be provided gas connections because they didnot meet the laid down criteria i.e not on line, under construction premises. openplot, application matured under normal merit etc.

(c) NGPL has informed that any applicant out of 9,586, who wishes toavail the facility may approach/file request which shall be considered in line withthe laid down criteria and subject to being feasible.
