Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan Abbasi): (a) Yes, the amount of Security Deposit for new connection has been revised as Rs. 4,500. The same will be revised on the basis of their consumption of three months in last one year. Likewise, the Security deposits for existing consumers will be revised on the same criteria. The difference of security already held will be collected in six equal monthly installments. The purpose of this revision is that the earlier security deposit was insufficient to recover the amount in case of default by the domestic consumers which was adding to their bad/doubtful debts.

126. *Dr. Raja Aamer Zaman:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the security deposit for the gas consumersof both SNGPL and SSGCL is being enhanced; if so, theprescribed criteria/parameters alongwith the purpose of securitydeposit therefor;

(b) the estimated income of the SNGPL and SSGCL during thefinancial year 2013-14;

(c) the justification to charge/enhance security deposit despitecharging of meter rent from the consumers; and

(d) the steps being taken by the Government to refrain from suchadditional/extra charges?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes, the amount of Security Deposit for new connection has beenrevised as Rs. 4,500. The same will be revised on the basis of their consumptionof three months in last one year. Likewise, the Security deposits for existingconsumers will be revised on the same criteria. The difference of security alreadyheld will be collected in six equal monthly installments.

(b) Security deposit is refundable which gas companies retain forprovision of gas supply to the consumers. Security deposit is therefore notconsidered as income of the gas companies. It is deposited by the consumer andit is kept with the respective gas company to secure its gas sale revenue. Theamount of security deposit is refunded to consumers on disconnection afteradjustment of outstanding gas bill charges.

(c) As in para (a) above. Further, security deposit is related to amountof gas consumed and not linked with the meter rent.

(d) As above.

127. *Dr. Raja Aamer Zaman:

Will the Minister for Parliamentary Affairs be pleased to state thesteps being taken by the Government to improve the electoral processby introducing latest technology like electronic voting machine andbio-metric verification system?

Reply not received.

128. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that no regulatory authority exists at presentto monitor the functions of Private Courier Companies; if so,the reasons thereof; and

(b) whether there is any proposal under consideration of theGovernment to establish any regulatory authority for monitoringthe Private Courier Companies; if so, when it will beimplemented?

Minister for Communications: (a) Yes. Although the courier servicesstarted their operation in Pakistan in 1980, they are so far operating without anyregulatory regime. Hence, there is a pressing need to regulate their operations.Approval of the Cabinet is required to establish a regulatory authority for courierservices. The issue was placed before the Cabinet twice in the past but was notapproved.

(b) The erstwhile. Ministry of Postal Services moved a summary for theCabinet which was deferred in the Cabinet meeting held on 13.3.2013. Views ofthe Law Division were subsequently obtained on the best course of action to befollowed. That Division advised that the summary for the Cabinet has to be pursuedin the first instance and thereafter the concurrence of the CCI be obtained. Withthe merger of the Ministry of Postal Services with Ministry of Communications,the issue is now being dealt with by the Ministry of Communications. Ministry ofCommunications will move a fresh summary for the Cabinet, in line with the adviceof the Law Division.

129. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the recent prohibition to use CNGcylinders in commercial vehicles is wrong; if not, the justificationthereof; and

(b) whether it is also a fact that due to the said prohibition thereis unrest among public transporters; if so, the steps taken bythe Government to resolve their grievances?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Standard Code of Practice part-III annexed with CNG Rules, 1992,specifies the detailed criteria for installation of CNG Cylinders in the vehicles andHDIP is the statutory authority for the said purpose. Whereas under rule 18 ofCNG Rules, 1992 read with Mineral & Industrial Gas Safety Rules, 2010 ChiefInspector of Explosive have to certify conversion centers and design and installationof cylinders in vehicles. Overall safety of vehicles is the responsibility of TransportAuthorities and Traffic/Motorway Police.

Recent CNG fire related accidents in CNG fitted vehicles were due topoor installation, fittings of CNG Cylinders its piping, valves and kit. SupremeCourt of Pakistan, Lahore High Court and Peshawar High Court have alreadytaken notice of it.

In order to safeguard the safety of general public concerned authoritieshave initiated campaign against uncertified installation of CNG cylinders in Publicservice vehicles.

(b) The only concern of OGRA is safety of general public.

In order to resolve the issues/ problems faced by all concerned to providesafe transport to general public OGRA has taken initiative and called a meeting ofall concerned including the representatives of Transporters. All members of meetingagreed to take all measures for safety of general public and accordingly HDIP andCIE have also provided criteria for installation of cylinders and its fittings.

130. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate whether there is any proposal under consideration of theGovernment to build an Oil Refinery through Iran at Gwadar Port;if so, when it will be implemented alongwith the details thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Presently, there is not any proposal under consideration of the Governmentto set/up an Oil Refinery Project through Iran at Gawadar Port.

131. *Dr. Azra Fazal Pechuho:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the details of subsidies being given on petroleum products atpresent; and

(b) the beneficiaries of the said subsidies?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) The Government is providing relief to the consumer on petroleumproducts from July 2013 onwards through reduction in budgeted Petroleum Levy(PL) rates duly approved by the Parliament. Estimated monthly impact on PL and GST revenue is Rs. 2,715 millionand Rs. 466 million respectively for the month of December 2013 which is a reliefto the consumer.

132. *Dr. Arif Alvi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that the Economic Coordination Committee

of the Cabinet is going to approve the implementation of aproject for import of 500 million cubic feet per day (MMCF(D)of Liquefied Natural Gas (LNG) through SSGC’s retrofittingfacility at the quoted price of $ 0.88 per MMBTU; if so, thejustification thereof;

(b) whether it is also a fact that only one bid has been received

which is contrary to Public Procurement Rules, 2004; if so, thereasons thereof; and

(c) whether it is further a fact that objections have been received

from Consultants of SSGCL regarding non transparency of theprocess; if so, the steps being taken by the Government therefor?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) No, the project proposal for supply of LNG through SSGC’sretrofitting facility has not yet been submitted to Economic Coordination Committeeof the Cabinet.

(b) No. Two bids were received from the bidders namely M/s 4GasAsiaand Granada Group.

(c) No. In fact the consultant and SSGC’s Board of Directors haverecommended the project.

133. *Muhammad Muzammil Qureshi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the nature of compensations/penalties Pakistan will pay to Iran

if the Iran-Pakistan Gas Pipeline Project is not completed withinthe stipulated period of agreement;

(b) whether the Government will complete the said project within

the period as fixed in the agreement; if not, the reasons thereof;and

(c) the steps taken by the Government on the said project after 1st

June, 2013?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Under the bilateral Gas Sale and Purchase Agreement (GSPA) singedwith Iran on 5th June 2009, both sides have agreed on “Take or Pay” of thecontractual volume, gas supply or purchase shortfalls and termination of the contractby either side, except for the reason of Force Majure.

Under the GSPA, the project is to be completed by 31st December 2014the gas supply will start by 1st January 2015; otherwise, the buyer will have topay for the gas not taken. GSPA also stipulates penalties on shortfall in supply orpurchase of the gas within the contractual framework (mechanism) agreed.

On the termination of the contract before the term of the GSPA (25 years),the terminating party will have to pay Book Value of the other Party’s pipeline,except for the reasons of the termination due to the Force Majure.

(b) Under the GSPA both sides are required to complete respectivework by 31st December 2014 to start the gas flow by 1st January 2015 andGOP is committed to honor the commitment.

In this regard, Pakistan side has completed the development work of thepipeline, which includes Front End Engineering Design (FEED) report, FeasibilityStudy, Social Environmental impact Assessment (SETA) report: Route Survey,installation of concrete markers. Further the documentation for procurement ofLong Lead Items (LLIs) such as Line Pipe, Compressor Stations, Block Valvesand Hot Bents are also ready. Process for Land Acquisition has also been initiated.

(c) GOP, in line with its commitment towards the project, is pursuingproject implementation at all levels and forums.

In this regard, under Government-to-Government agreement initialed on1st December 2012, negotiations are underway with Iranian nominated Engineering,Procurement and construction (EPC) contractor TEGIC. Currently TEGICTechno-Commercial proposal for the Project is under evaluation process.

Further GOP is also in process of reviewing Geo-Political’ factors andother contract details to formulate the policy. Recently, an Inter-Ministerial Meetingwas held in Tehran on 26th November 2013 attended by honorable Minister forForeign Affairs. Both sides agreed to fast track the project implementation. Further,a high level Pakistan delegation headed by honorable Minister for Petroleum isexpected to visit Tehran in this month to discuss bilateral matters related to projectimplementation.

134. *Muhammad Muzammil Qureshi:

Will the Minister for Petroleum and Natural Resources be pleased tostate the steps taken by the Government to discover shale and tightgas in the country during the last five years till date?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The steps taken by the Government to discover Shale Gas and TightGas are as under:

Shale gas:

M/s PPL (state-owned company) and M/s Eni had signed a JointStudy and Cooperation Agreement on 07.02.2011 with the aim toidentify viable projects for the development of the shale gas in thecountry.

The committee was also constituted comprising of PPL, Eni andOMV for preparing framework to incentivize and kick start the PilotProjects.

The ECC of the cabinet has approved shale gas framework for thefirst three pilot projects.

The pilot projects will determine as to whether the country has shalegas potential and recoverable reserves.

US Energy Information Administration (EIA) had reported in year2011 that Pakistan has estimated Shale Gas reserves of 52 TCF. InJune 2013, EIA has reported that in the Middle and Southern IndusBasin, Pakistan has 105 TCF of Shale gas reserves. Ministry ofPetroleum & N.R approached the USAID, Asian Development bankand World Bank for appointment of an expert/consultant forformulation/assistance in Shale-Gas Policy to exploit the un-conventional hydrocarbons.

USAID had agreed to provide technical assistance to M/o Petroleum& N.R via appointment of experts in the policy formulation andtechnology support for exploitation of unconventional gas resources.

The Terms of References have also been finalized with USAID.

Approval to commence project has been granted on 09.10.2013and project will take 9 months to complete.

Tight Gas:

Tight Gas (Exploration & Production) Policy, 2011 was approvedby CCI on 01.02.2011.

E &P companies have been provided the incentive to get higherprice for extracting tight gas.

So far, four companies have proved that their reservoirs are tight gasreservoirs and accordingly, these companies have been allowed toavail the incentives of Tight Gas Policy 2011.

M/s Polish Oil & Gas Company has already started production fromTight gas reservoir in Kirthar block. The current production is 10.17MMCFD through the arrangement of EWT.

135. *Belum Hasnain:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the province-wise annual production of petroleum and natural

gas in the country at present;

(b) the detail of royalty being paid to provinces on account ofproduction of Petroleum/Natural Gas;

(c) the detail of social welfare projects started in the areas of

exploration thereof; and

(d) the total number of local persons employed by the Oil and GasCompanies in those projects during the year 2013-14?

(a) whether Pakistan has made a plan to explore oil and gas in

deep seas in collaboration with Italy;

(b) if so, when it will be implemented alongwith the details thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes, Eni Pakistan Limited, an Italian company is engaged in explorationactivities in Offshore area of Pakistan.

138. *Sheikh Salahuddin:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the present status of Iran-Pakistan Gas Pipeline project;

(b) the time by which it will be implemented; and

(c) the reasons for delay in the implementation of the said project?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Government of Pakistan is fully committed for the Project and in thisregard, following milestones for project development have been achieved

• Bankable Feasibility Study

• Front End Engineering Design (FEED)

• Route Reconnaissance and Detailed Route Survey of 781 Kms alongwith the marking has heen completed on an extremely rough terrain.

• Social Environmental impact Assessment

• Installation of Concrete Marker on Right of way (ROW)

• Land Acquisition (Partially completed)

• Preparation of bidding documents for;

• Procurement of Long Lead Items LLIs (Line ine pipe, Compressorstation and Block Valve)

• Engineering, Procurement & Construction (EPC) of Pipeline andcompressor station

• Engineering, Procurement and Construction (EPC) contractnegotiations, with the Iranian nominated entity M/s Tadbir EnergyGostar Iranian Company (TEGIC) is in process under G-to-GCooperation Agreement with partial project financing of US$250-500 million by Iran.

(b) As per the Gas Sale and Purchase Agreement (GSPA) signed on5th June 2009 by Pakistani (ISGS) and Iranian (NIOC) nominated commercialentities and which is effective from 13th June 2010 after Completion of all ConditionsPrecedent, both sides are required to complete the pipeline in their respectiveterritory by 31st December 2014.

(c) Both Iran and Pakistan had 2013 as election year. Where asParliamentary elections were followed by Presidential Elections in Pakistan andIran. Both the governments have been in transition with new Cabinets in place.There is yet to be an interactive dialogue between the Ministers of Petroleum andNatural Resources of Pakistan and Iran to discuss important issues.

Some of the important issues that are effecting the execution of the IPProject requiring further deliberations are mentioned hereunder:

International Sanctions on Iran.

Project Financing.

Meeting Project Timelines. Project Engineering, Procurement and Construction.

139. *Sheikh Salahuddin:

Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that the existing gas reservoirs of the countrywill last for sixteen years only; if so, the steps being taken by theGovernment to handle the situation?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): At the current gas production rate, the balance recoverable gas reservesof the country will last for about 16 years.

The Government has taken following steps to explore natural gas in thecountry.

(i) Currently various Exploration and Production Companies are holding125 exploration licences to explore oil & gas reservoirs in the country.

(ii) Currently fifty (50) blocks are under process for award to differentExploration and Production Companied.

(iii) For fiscal year 2013-14, drilling of fifty nine (59) exploration wellsand fifty one (51) appraisal/development wells have been plannedfor enhancement of oil and gas production in the country.

(iv) The Government has announced “Tight Gas (Exploration &Production) Policy, 2011” which offers 40-50 % premium over therespective zonal price of Petroleum Policy 2009.

(v) Petroleum (Exploration & Production) Policy, 2012 has also beennotified that offers lucrative incentives to the investors for investmentin E&P sector of Pakistan.

(vi) The Government has approved Low BTU Gas Pricing Policy, 2012wherein additional incentives to the investors has been given todevelop Low BTU fields.

(vii) Efforts are being made to enhance exploration activities in all theareas of Pakistan by improving law & order and providing secureenvironment to the local and foreign E&P companies.

(viii) Efforts are being made to explore deeper prospects and underexplored geological frontiers to add new oil & gas reservoirs.

(ix) Government is encouraging investment in exploring unconventionalhydrocarbon reserves by introducing new technologies. These effortsinclude exploration of Shale Gas and Shale Oil.

140. *Parveen Masood Bhatti:

Will the Minister for Science and Technology be pleased to state:

(a) whether it is a fact that bottles filled with impure water are beingprovided/marketed in the country;

(b) whether any notice has been given to any factory/supplier

thereof alongwith action taken against any such factory/supplierby the Government therefor; if so, the details thereof?

Minister for Science and Technology (Mr. Zahid Hamid): (a)Pakistan Standards & Quality Control Authority (PSQCA) has prescribed PakistanStandards Specifications for bottled drinking water (lastly on 11.09.2004) andnatural mineral water (lastly on 23-02-2010). Vide SRO 638(1) dated12-09-2001, the Federal Government prohibited, with effect from 01st December2001, the manufacture, storage and sale of bottled drinking water and naturalmineral water which does not conform to the Pakistan Standards Specificationsand does not carry the PSQCA licence and Mark . Both PSQCA and the PakistanCouncil for Research in Water Resources (PCRWR) are monitoring the quality ofbottled / mineral water available in the market on regular basis.

It is a fact that many samples of bottled drinking water tested by PSQCAand PCRWR have been found not to conform to the Pakistan Standards.

The PCRWR publicizes its findings on quarterly basis through print andelectronic media. According to the latest report for the quarter of July-September,2013, out of eighty four (84) brands of mineral / bottled water which were collectedfrom twelve (12) major cities of the country i.e. Islamabad, Rawalpindi, Lahore,Faisalabad, Sialkot, Sargodha, Bahawalpur, Tandojam, Karachi, Quetta, D.I.Khanand Peshawar, sixty three (63) brands were found to be safe with reference to thePakistan Standards whereas, twenty one (21) brands were found to be unsafe,due to chemical and microbial contamination.

The SNGPL has requested OGRA for revision/increase of Annual Targetsfrom 250,000 to 500,000 for timely provision of gas connection.

The company has also forwarded a proposal for processing of domesticgas connection against urgent fee to the extent of 10% of total annual allocation toOGRA for their approval so that domestic gas connections may be providedexpeditiously within a time period of 3 months.

143. *Mehboob Alam:

Will the Minister for Communications be pleased to state whether itis a fact that the road network has not been started according to theschedule for the construction of Diamer Basha Dam; if so, the reasonsthereof?

Minister for Communications: Construction of Diamer Basha Dam isbeing undertaken by Ministry of Water and Power through Water and PowerDevelopment Authority (WAPDA). Due to Dam construction, 94 Km of KKHshall be submerged. The relocation of KKH has been designed by a consortiumof Consultants approved by WAPDA.

Minister for Parliamentary Affairs: (a) Presently no steps are underconsideration of the Government to give representation to disable persons in theParliament.

(b) The Government has no intention to legislate to give representationto disabled persons in the Parliament, reason being that every segment of societycannot be given representation in the Parliament. The interests of disabled personscan be safeguarded through law and already a law on the subject, namely, theDisabled Persons (Employment and Rehabilitation) Ordinance, 1981 exists onthe statute book. Further legislation, if required, can be undertaken for welfare ofdisabled persons.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): The domestic and commercial sectors have been given “top priority” bythe Government for provision of natural gas throughout the year.

Both the gas utility companies are making all possible efforts to provideun-interrupted gas supply to the domestic and commercial sectors in coming winterby curtailing gas in other sectors like Fertilizer, Industrial, CNG and Cement Sectors.

148. *Lal Chand:

Will the Minister for Law, Justice and Human Rights be pleased tostate:

(a) the steps being taken to deal with the increasing incidents of

rape crime; and

(b) whether there is any proposal under consideration of theGovernment to introduce stringent laws to prevent thecommission of said crime?

Minister for Law, Justice and Human Rights: (a) The Governmenthas taken a number of steps for protection and promotion of Rights of Women.Some specific measures taken to deal with the increasing incidents of rape crimeare:

• Rape has been defined and penalized under section 375 and 376 ofthe Pakistan Penal code through enactment of Protection of women(Criminal Law Amendment) Act 2006.

• After 18th Constitutional Amendment, the social sector ministriesdealing with women issues have been devolved to the provinces.However, at the Federal level an independent National Commissionon the Status of Women has been established in 2012 to address theissues of Women.

• Under NCSW Act 2012, the mandate of the Commission is to ensurethat violations/ crimes against women are dealt with efficiently andpromptly by relevant agencies and institutions. Following steps havebeen taken by NCSW to deal with the increasing incidents of rapecrime:

In September, 2013 Chief Minister,Government of Punjab hasbeen requested to instruct relevant departments to ensure thatwomen victims of violence are properly protected; medical andpsychological support is provided and rigorous investigation iscarried out.

The Chief Minister Punjab has also been requested to form aCommittee including Members of NCSW, Punjab for oversightand undertaking of investigation and follow-up of women issues.

All Provincial Governments have been requested to inviteMembers of NCSW in their engagements where issues ofviolence against women and women empowerment arediscussed.

In July 2013, Working Group was set up to develop indicatorsfor gender based violence for a national baseline survey to planeffective responses.

• The initiatives taken by the Sindh Government includes convening ameeting under the Chairmanship of Ms. Rubina Qaimkhani, Ministerfor Women Development with women Parliamentarians, IG Sindh,SSPs, SHOs and active NGOs to take strict and immediate actionsto curb the occurrence of rape incidences especially with minor girls.

• Shaheed Benazir Bhutto Human Rights Centers for Women atIslamabad and Punjab are providing legal, psychological and medicalsupport to the victims of the Rape.

• An Inter Provincial Ministerial Group (IPMG) for WomenDevelopment has been constituted which meets periodically to agreeon key priorities for Gender Equality in line with our Internationalcommitments. This group is comprised of Honorable Ministers forWomen Development and respective Secretaries of Provincial

Women Development Departments in addition to Chairperson,National Commission on the Status of Women and representative ofMinistry of Law, Justice and Human rights. The 6th meeting of IPMGwas held on 25-26 September 2013.

• Provincial CEDAW Implementation Committees are being revitalized/ reconstituted to ensure the implementation of Convention on theElimination of All Forms of Discrimination Against Women and toaddress the issues of women.

• Coordination with Provincial Women Development Departments isa continuous process on matters relating to protection andempowerment of women. Women Development Departments aretaken on board on all the policies relating to women.

• On May 29, 2013, the Council of Islamic Ideology, a constitutionalbody responsible for giving legal advice on Islamic issues to theGovernment of Pakistan and the Parliament, declared that DNA testsare not admissible as the main evidence in rape cases. The Councilinformed that DNA evidence could, at best, serve as supplementaryevidence but could not supersede the Islamic laws laid out fordetermining rape complaints.

(b) • Minister for Women Development Sindh is in the process of submittinga Resolution to the Provincial Assembly with the recommendationsthat culprits/ criminals of rape should be processed under Section(7) of Anti Terrorism Act and major penalty should be awarded tothe perpetrators.

• NCSW is in the process to establish formal collaboration with GenderCrime Cell (GCC) of National Police Bureau for analyzing data/cases on ‘violence against women received by GCC from PoliceStations all over Pakistan. It has also requested GCC to monitor theprocess of implementation and prosecutions in select cases ofviolence/ rape against women reported in the press in order to identifygaps in the delivery of justice to victims for elaboration of laws/ policiesas may be needed.

• Women Police Station at Islamabad has been established to providefree environment to the victims of violence to highlight their issues.

Minister for Law, Justice and Human Rights: The basic function ofHuman Rights Wing in Ministry -of Law, Justice and Human Rights is to monitorHuman Rights situation/violations in the country. There are four Regional Officesof Human Rights functioning under Ministry of Law, Justice and Human Rights atLahore, Karachi, Peshawar and Quetta, along with the Headquarter at Islamabad.Coordination mechanism has been established among the Human Rights Wingand Provincial Human Rights Departments. The Human Rights Wing Islamabadand Regional Offices of Human Rights coordinate with Provincial Human RightsDepartments and the other relevant stakeholders to safeguard Human Rights intheir respective regions. However, in Balochistan, Provincial Human RightsDepartment does not exist; therefore, the Regional Office of Human Rights, Quettacoordinates with Social Welfare Department as the function of Human Rights isbeing dealt by a Section working in that Department.

Besides participation in various programmes and meetings, the RegionalOffices of Human Rights/ Human Rights Wing coordinate following matters withProvincial Human Rights Departments:

• Issues related to Human Rights Violations.

• Information with respect to Human Rights.

• Information in connection with GSP Plus.

• Celebration of International/ National Days related to Human Rights.

• Preparation of Human Rights Policy.

• Establishment of Human Rights Defenders Network in the country.

Similarly, the Human Rights Wing/ Regional Offices of Human Rights andProvincial Human Rights Departments share information for implementation and

Will the Minister for Petroleum and Natural Resources be pleased tostate the steps taken by the Government to include the provinces as50% partners in the new exploration of oil and gas schemes in thecountry alongwith their allocation under Article 172(3) of theConstitution?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): Article 172(3) of the Constitution of the Islamic Republic of Pakistanprovides that:

“Subject to the existing commitments and obligations, mineral oil and naturalgas within the Province or the territorial waters adjacent thereto shall vest jointlyand equally in that Province and the Federal Government.”

In order to include the Provinces as 50% partners in the new explorationof oil and gas schemes in the country, Petroleum Exploration & Production Policyunder Article 1.3 provides that the Directorate General of Petroleum Concessions(DGPC) will be re-organized comprising of a Federal and Provincial representativeswith Federal Director as ex-officio Director General.

Provinces have been requested to nominate their representatives.Governments of Balochistan and Sindh have nominated their representatives whileresponse from other provinces is awaited.

Petroleum Exploration and Production Policy also provides for a HighLevel Committee to address the issues of the implementation of the Policy, removalof difficulties, addressing anomalies and approving framework for institutionaldevelopment. This Committee has been notified with notification of PetroleumPolicy.

Subsequent to promulgation of Article 172(3) of the Constitution, no oil/gas discovery has been made so far.

152. *Syed Naveed Qamar:

The ex-depot sale prices of diesel (HSD) has been increased by 4.2%w.e.f 1-10-2013 out of which 2.1% was due to Pak Rupee depreciation andbalance 2.1% was due to increase in international market/import price andadjustment of petroleum Levy on it.

(c) Because of volatility in international Market prices of petroleumproducts and Pak Rupee fluctuation against US $, it is not possible at this stage toforecast the estimated change in the prices at the end of the current month. TheGoP has no control on international market prices of petroleum products.

(b) Yes, in order to vigorously promote exploration and productionactivities in the country, the Government of Pakistan has introduced investor friendlyPetroleum Policy, 2012 with the following incentives:

i. Better gas price

ii. Windfall Levy reduced from 50 % to 40 %

iii. Base price for crude oil and condensate increased from US $ 30/barrels to US $ 40/barrels

iv. Ceiling of US $ 100/barrels replaced with US$ 110/barrels

gas connections to the domestic industry;

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes it is fact that Government of Pakistan has imposed ban(moratorium) on provision of new gas connections to commercial, Industrial, highrise buildings and housing schemes effective April, 2011. However, there is norestriction on residential gas connection.

(b) Keeping in view moratorium on commercial and industrialconnections, the change of tariff from domestic to commercial is not being processed.Presently gas utility companies are not processing cases of change of tariff fromdomestic to commercial, however, the prescribed criteria for tariff conversionbefore ban is attached at Annex-I.

The criteria before moratorium was as under: Conversion from Domesticto Commercial (On customer own request)

• The existing domestic customer submits application along withrequisite documents.

• Physical inspection of the premise is conducted to ascertain the sizeof houseline, nature of business, number & type of burners withconnected load.

• Billing Clearance from respective department is obtained.

• The difference of gas tariff is recovered from the customer in case ofusing Gas for commercial purposes.

When a contractual violation is detected, the gas supply is disconnectedon account of unauthorized use of gas for commercial use. Before the change oftariff is processed, up-to-date gas bills and difference of gas tariff charges arerecovered.

Minister for Communications: (a) The work on Lowari Tunnel wasenvisaged to be completed by Oct 2010. However, owing to conversion of RailTunnel to Road Tunnel, the completion period of project was extended accordingly.

(b) Total allocation as per revised PC-1 is Rs.18.13 billion, out of whichRs 8.3 billion has been incurred so far. The project will be completed by Oct2017, subject to provision of funds.

(c) No, the project was not dropped during 2010-11.

(d) The President of Pakistan visited Tajikistan from Jul 27 to 29, 2009.An MOU was signed between Tajikistan and Pakistan for construction of Roadfrom Chitral to Tajikistan via Afghanistan (200 Km). The Government of Pakistandecided to convert Lowari Rail Tunel to Road Tunnel in anticiupation of futureroad connection with Tajikistan.

(e) NHA engaged M/s Geo-consult for feasibility study/design of theproject from Chitral to Tajikistan. The proposed alignment passes from Chitral -Durrah Pass - Iskatul-Gulkhana-Ishkashim total 200 km. The security clearanceto the engineering consultants was not granted by the Afghan Government, therefore,survey work could not be completed.

(f) The Government of Afghanistan has not accorded priority to theproposed road connectivity. Therefore, the proposed scheme has been deferred.

(a) whether it is a fact that emissions of gasses is taking place inIsland which emerged in the sea, between the Ormara and Pasniafter the earthquake;

(b) if so, the steps being taken in this regard?

Minister for Science and Technology (Mr. Zahid Hamid): (a) Theexact location of the island that appeared after the earthquake on 24th September2013, is West Bay of Gwadar. A technical team of National Institute ofOceanography (N10), stationed at its Research Substation at Gwadar, visited theisland and carried out detailed sampling. Tests conducted by NIO confirmed thepresence of methane gas that was escaping into the air from a number of vents onthe island. The gas is odourless and inflammable.

In addition to the above island, three earth extrusions also appeared in theoffshore area off Basel River Mouth towards the west of Ormara. Technicallythese extrusions cannot be called islands. Two of the three extrusions remainedunder water; the third was slightly above the water level. No gas emissions wereobserved from these three extrusions.

A similar island appeared off Gwadar as a result of an earthquake in 1945.Islands also emerged without any earthquake in offshore area near Kurd Malir in1999 and 2010. Methane gas was also emitted from these islands.

All these islands along the Makran Coast however remained short-livedand collapsed due to loss in gas pressure and severe pounding by sea wavesduring monsoons.

The island that has recently emerged in the West Bay of Gwadar is expectedto experience the same fate. After losing gas pressure, it is likely to be washedaway by the sea in a few months. The process has already started.

(b) According to preliminary studies conducted by NIO, the Makrancoastal belt has extensive resources of gas hydrates which are frozen methane.The methane is reported to be present at couple of hundred meters below the seafloor. Whenever this highly pressurized gas finds weaker strata above it or if the

tectonic movements create some fissures and fractures in the strata, it tries torelease its pressure. During the process a dome like structure/island is created.Sometimes these structures may not emerge out of the water and remain unnoticed.

Many aspects of gas hydrates are being investigated worldwide tounderstand their origin, their occurrence, the factors that affect their stability, andthe possibility of using this vast resource in the world energy mix. However, gashydrates present both scientific and technological challenge as they are yet to betapped commercially.

The NIO is taking the following steps in this regard:

(i) The National Institute of Oceanography (NIO) has prepared aCountry Paper regarding the gas hydrate potential of Pakistanoffshore area.

(ii) NIO has also conceived a Project, with technical assistance fromChina, under which seismic data acquired by different oil & gascompanies and other research institutions from offshore areas ofMakran will be processed or: a sophisticated system/model todetermine the gas hydrate potential.

(iii) NIO has already undertaken preliminary studies of the island thatemerged at Gwadar and extrusions off Basal River.

(iv) After initial assessment of samples, NIO geologists are scheduled toconduct geological survey of the Gwadar and adjoining area.

(v) NIO is planning a detailed oceanographic survey of the area onboardPakistan Navy’s survey vessel.

The security deposit of domestic consumers was notified in 1996 by GoPwhen gas prices were considerably low and no revision in security deposit hasbeen made since then. In view of the fact that the gas prices have increased manifoldsince 1996, the same are insufficient for recovery of the amount in case of defaultingconsumers and that the doubtful debts of companies are increasing day by day.

It is pertinent to explain here that the recovery from old/existing consumersis not necessarily Rs. 4,500/-. It will depend on their average consumption for 03months in the last one year and the difference of security already

(b) Not correct. In view of the financial and technical problemsexperienced during trial production of blister copper at SCGP by Saindak MetalsLimited (a federal public sector entity), the plant had to be stalled shortly after 45days operation in 1996 and Government of Pakistan/ Cabinet Committee decidedto lease out the Project through international bidding. After completing all proceduralformalities and on the basis of competitive bidding, the Project was leased out inOctober, 2002 to M/s Metallurgical Corporation of China (MCC), which is aState owned company of the Peoples’ Republic of China. No agreement has beensigned with any blacklisted company in respect of SCGP. Reportedly, a subsidiaryof MCC, namely “China First Metallurgical Construction Corporation” wasblacklisted by the World Bank in 2011 for 03 years period (26-Sep-2011 to 25-Sep-2014) for violating the Procurement Guidelines of the Bank in a tender for aBank-funded Project in Bangladesh.

(c) SCGP has been regularly operational and productive, generatinghandsome revenue for Federal and Provincial Governments and no loss is causedto the national exchequer.

Minister for Communications: (a) Yes. The Government of Pakistan/National Highway Authority has planned to construct new Motorways, Expresswaysand Highways in the country in near future. Detail of Planned Motorways/Expressways/ Highways is given as under:—

(i) Pak China Economic Corridor

Pak China Economic Corridor will start from Khunjrab to Gwadarvia Mansehra, Abbotabad, Islamabad Pindi Gheb Bhather, Mianwali,D.G. Khan, Dera Allah Yar, Khuzdar, Turbat and then finally terminateat Gwadar. Its length is about 2400 km.

The PC-II for feasibility study of the subject project has been submittedto Planning Division for placing before CDWP for approval. Time tostart and complete the construction of said project would be betterdefined on completion of detailed design and feasibility study.

Its length is about 1160 km.

The PC-II for feasibility study of the subject project has been submittedto CDWP for approval. Time to start and complete the constructionof said project will be better defined after completion of feasibilitystudy. However, it is being pursed to complete by 2017-18.

(iii) Muzaffarabad - Mangla-Mirpur Expressway

Muzaffarabad - Mangla - Mirpur Expressway will originate fromMuzaffarabad and terminates at N-5 (G.T.Road) near Dina viaKohala, Ramkot near Mangla reservoir Mirpur and then finally thealignment will terminate at N-5 (G.T. Road) near Dina. Its length isabout 196 km.

The PC-II for feasibility study of the subject project has been submittedto CDWP for approval. Time to start the construction of said projectwill be finalized after feasibility study.

(i) Pak-China Economic Corridor

The tentative cost of Pak-China Economic Corrdior is amounting toRs.765.113 billion. However, exact cost would be determined afterdetailed design and feasibility study.

(ii) Karachi-Lahore Motorway

The tentative cost of Karachi-Lahore Motorway is amounting toapproximately Rs. 458 billion. However, exact cost would bedetermined after detailed design and feasibility study.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) As per policy guideline of the Federal government there are twoslabs/regions across the country for CNG consumers price on the basis of GrossCalorific Value (GCV) commonly known as heating values of gas which variesfrom field to field. The average GCV in Region I comprising (KPK, Baluchistanand Potohar) is taken at 1040 btu/scf and in Region II comprising (Punjab &Sindh, excluding Potohar) it is taken at 950 btu/scf to calculate CNG price. Atpresent, notified CNG Consumer for Region I is Rs. 75.48 per Kg and for RegionII, it is at Rs.66.75 per Kg.

(b) This mechanism to determine and notify the CNG consumer priceon the basis of GCV itself provides uniformity in pricing in energy equivalent terms.Hence, the forgoing situation does not warrant to take any step.

171. *Muhammad Aijaz Ahmed Chaudhary:

Will the Minister for Communications be pleased to state:

(a) the steps being taken by the Ministry to remove theencroachments made along both sides of the G.T Road fromTaxila to Lahore;

(b) whether it is a fact that the broken fences and the lack of proper

safety and security arrangements have increased the number ofaccidents thereon; and

(c) whether there is any proposal under consideration of the Ministry

to take effective measures in this regard in collaboration withthe Municipal Corporations and Town Administrations of thosecities which are established in their jurisdiction?

Minister for Communications: (a) Numberous of notices for removalof encroachment were issued to encroachers by Deputy Director (Maintenance)Rawalpindi and Deputy Director (Maintenance) Wazirabad. Encroachments havebeen removed between Hassanabdal to Taxila with the help of Cantonment Boardsand district administration. Further, encroachments within Rawalpindi City werealso removed but encroachers have again encroached RoW. Notices to allencroachers between Rawalpindi to Lahore have been served number of timesbut sometimes for want of support by district administration, action remains heldup.

(b) The National Highway N-5 from Taxila to Lahore is not fenced.NHA has taken number of highway safety related measures to provide safe andsmooth flow of traffic. Hence enforcement of traffic laws is ensured through NationalHighways & Motorway Police.

(c) NHA always carries out encroachment removal exercises incollaboration and with the coordination of local administration and law enforcingagencies.

172. *Muhammad Aijaz Ahmed Chaudhary:

Will the Minister for Communications be pleased to state whether itis a fact that the result cards and date sheets dispatched byEducational Boards and Universities to students/candidates are notdelivered by Pakistan Post within stipulated time; if so, the reasonsthereof?

Minister for Communications: No. Usually the mail including resultcards/date sheets are delivered to the addressee/candidates within the stipulatedtime. The existing system of mail delivery is satisfactory and trust worthy. However,in any isolated case of delay in delivery of Roll No. Slips, date sheets and resultcards, the responsible officials are proceeded against in accordance with theGovernment Servant Efficiency and Discipline Rules, 1973, on complaint of thestudent/addressee.

(b) At present one (1) LPG storage and filling plant namely Kotal Gas isoperational in Kohat Division. Since the LPG allocation is deregulated, FederalGovernment does not allocate any quota.

(c) Each Joint Venture partner of Makori gas field will dispose of itsshare of LPG to the LPG licensed marketing companies on terms and conditionsto be settled between buyer and seller. OGDCL have sought applications throughpress advertisement from licensed LPG marketing companies for sale of OGDCL’sshare of LPG from Makori gas field on the basis of Signature Bonus.

(d) At present there is no quota allocated for Khyber Pakhtunkhwa,however, LPG Policy Guidelines 2013 provides that to ensure adequate suppliesof LPG in remote, rural and hilly areas i.e. AJK, FATA and Northern Areas and tohalt deforestation, all local LPG producers in Punjab and KPK will supply 7% oftheir production to marketing companies having distribution network in the aboveareas for exclusive marketing in said areas.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) During last three years the foreign E&P companies have investedabout $ 2.02 billion ($ 2,020 Million) for oil and gas exploration in the country.Details of location-wise investment made by each foreign company is atAnnexure-I.

(b) Following steps have been taken to attract further foreign Investmentto cope with the domestic demand of oil and gas in the country:

(1) The Government of Pakistan has promulgated investor friendlyPetroleum Policy 2012 with the following incentives:

i. Better gas price;

ii. Windfall Levy reduced from 50% to 40%;

iii. Base Price for crude oil and condensate increased from US$30/barrel to US$ 40/barrel;

iv. Ceiling of US$ 100/barrel replaced with US$ 110/barrel;

v. Renewal of lease after expiry of lease term for another fiveyears subject to payment an of amount of 15% of the well headvalue;

vi. Sale of 90% share of pipeline specification gas to Governmentof Pakistan and 10% by E&P companies to any buyer withprior consent of Government;

vii. A bonanza of US$ 1/MMBTU shall be given for first threediscoveries in offshore area;

viii. Policy, 2012 gas price will also be extended to the leases foradditional 10% production over and above the commitment ofDevelopment plan approved by the Government;

ix. For the purpose of pricing and delivery obligations for naturalgas, the gas will be delivered at outlet flange (Field Gate/DeliveryPoint);

x. For offshore, the gas will be delivered at the nearest accesspoint to an existing regulated transmission system; or at theshore within coastal locations.

(2) Award process for 50 new exploration blocks is being finalized inconsultation with provinces.

(3) The Government has also introduced Tight Gas Policy 2011 to extractgas from tight gas reservoir by offering additional gas price.

(4) The Government has introduced Low Btu Gas Pricing Policy 2012by offering higher gas price.

(5) In order to exploit shale gas reserves of the country, USAID isproviding technical assistance to M/o Petroleum & N.R via appointment of expertsin the Shale Gas policy formulation and technology support for exploitation ofunconventional gas resources. Approval to commence project has been grantedon 09-10-2013 and project will take 9 months to complete. A Non-DisclosureAgreement for data confidentiality has also been executed on 02-12-2013.

Minister for Defence: (a) In respect to the firing incidents by Indianborder security forces, proper and measure response form the Pakistan side wassent across through media. Pakistani authorities and media sensibly reported theincidents of violation at LoC. On the diplomatic front Foreign Office not onlyfirmly reacted to the incidents of infiltration but also lodged protest with the IndianHigh Commission. Pakistan has always maintained a policy ofco-existence and has desired peace in the region.

(d) Government of Pakistan has always been highlighting the cease fireviolations on LOC by India through print as well as electronic media. In Punjab, CNG stations will observe 7 holidays/week in December toFebruary and 6 holidays/ week in March and April. Likewise, in Sindh 3 gasholidays/ week will be observed in CNG sector. As gas demand in KhyberPukhtunkhwa is expected to outstrip its supplies, therefore some gas load

Minister for Law, Justice and Human Rights: (a) The basic functionof Human Rights Wing in Ministry of Law, Justice and Human Rights is to monitorHuman Rights situation/violations in the country. There are four Regional Officesof Human Rights functioning under Ministry of Law, Justice and Human Rights atLahore, Karachi, Peshawar and Quetta, along with the Headquarter at Islamabad.These Offices coordinate with the relevant stakeholders for protection andpromotion of Human Rights in their respective regions. There is no Office of HumanRights established by the Ministry at District level.

(b) However, the Ministry has recently approved evolving acomprehensive Strategy on Development Programs, Projects and Initiatives toaddress Human Rights issues in Pakistan which include the following:

Establishment of Human Rights Centers in selected Districts acrossPakistan on the pattern of Shaheed Benazir Bhutto Human RightsCenters for Women (SBBHRCWs).

Creation of Human Rights Defenders Corp at District level byincluding voluntary Lawyers or by paying small honorarium from Rs.10,000/- to 15,000/-.

(b) There is no shortage of employees hailing from Sindh (R) andBaluchistan provinces in SSGCL. Domicile-wise, 52.94% employees are fromSindh(R) and 10.11% from Baluchistan (Province-wise break up is annexed at‘A’). In SNGPL, there is shortage of employees from Sindh (R) and fromBaluchistan. 0.23% employees are from Sindh (R) and 1.05% from Balochistan.

The rules 15 and 16 of the Civil Servants (Appointment, Promotion andTransfer) Rules, 1973 provides as under:–

Rule -15

“Vacancies in posts in BPS-3 to 15 and equivalent in offices which serveonly a particular province or region shall be filled by appointment of personsdomiciled in the province or region concerned.”

Rule-16

“Vacancies in Posts in BPS-1 and 2 and equivalent shall ordinarily befilled on local basis.”

As per the above Rule, SNGPL and SSGCL are serving particular regions,therefore domicile of employees belonging to these regions is higher. Asfar as steps being taken to observe the quota are concerned, the Companieswill be issued directions to enhance / follow regionals quota for posts inBS-17 and above / equivalent in the autonomous bodies / corporationsworking under the Ministry of P&NR.

b. Land acquisition issues particularly in Berio-Chandio area.

c. Disruptions in supply of material, disturbance of borrow areas anddiversion of funds, due to flood-2010.

d. Delayed payments.

(c) Subject to resolution of land acquisition issues in Berio-Chandiovillage, project will be completed by Dec-2013.

(b) The development work for supply of gas to Malakan, Quayray,Surrounding Villages of Timergara, Hajibad, Ziarat, Talash, Surrounding villagesof Darai, Timeregarha District lower Dir was held up in view of constitution PetitionNo. 20 of 2013 in the supreme court. The honorable court has directed to reviewall gas development schemes with a view to ascertain their feasibilities for decidingto continue or abandon the same with the approval of the competent authority.This Ministry is finalizing a „summary for Prime Minister for final decision.

(c) Gas supply to Chakdara was suspended due to washing away ofChakdara Bridge in floods of 2010, which also damaged gas pipeline. Now, thisbridge has been reconstructed, gas supply shall be restored by crossing the bridgewith new pipeline after obtaining NOC from NHA. As regard Timergarha project,the same fall under the purview of Constitution petition No. 20

This public limited company has paid steady dividends to theshareholders for the last many years and has contributed Rs.129billion to the national exchequer during the financial year 2012-13 inthe shape of taxes, dividends, royalty and duties. The managementof the Company under the guidance of Board of Directors andMinistry of Petroleum and Natural Resources is making all out effortsto increase oil and gas production by accelerating completion ofdevelopment projects. Simultaneously, modern techniques are beingapplied to enhance oil and gas production from existing wells. Also avery hectic exploration program has been chalked out to find thenew prospects for adding additional Hydrocarbon reserves. All suchinitiatives on the part of the management would further increaseCompany's profitability in the coming years.

(b) (i) A total number of 1714 persons have been appointed in NHAduring the period from 01.3.2008 to 31.3.2013.

Theirappointment and regularization has not been declared as “illegal” by any authorityuptill now. However, induction/regularization of all these employees have alreadybeen assailed by the existing regular employees in Lahore High Court W.P. No.5242 of 2013 titled as Ameer Haider etc. and Vs GM (Punjab-North) NHA etc.and Islamabad High Court W.P No. 2794/2011 titled as Nadeem Hussain MalikVs Pakistan through Establishment Division and 6 others. These cases are sub-judice, therefore, no inquiry has been conducted by NHA on the subject.

LAW, JUSTICE AND HUMAN RIGHTS DIVISION:

(a) The cases with NAB are under Inquiries / Investigations and the roleof any of the alleged person will be determined on the basis of incriminating evidenceduring the course of inquiry and investigation. Keeping in view the confidentialityand non identification of the actual role of any alleged person their names cannotbe made public. Since, these inquiries / investigations pending with NAB are atdifferent stages, therefore, the information asked by the Hon'ble member does fallunder Section 78(e) of the Rules of Procedure and Conduct of Business in theNational Assembly 2007 which envisaged the following: “It shall not refer to thecharacter or conduct of any person except in his official or public capacity nor tocharacter or conduct which can be challenged only on a substantive motion” and

(b) At present, 626 inquiries and 254 investigations are pending at variousstages. The proceedings under National Accountability Ordinance, 1999 (NAO)are initiated under the following charges:–

i. Corruption and corrupt practices.

ii. Misuse of authority as holder of public office.

iii. Cheating of public at large.

iv. Bank default and

v. Misappropriation of public money entrusted to them.

191. Aslam Bodla:

(a) whether it is a fact that open place in front of Rehman CNGStation, Mian Channu, N-5 has been left deliberately;

(b) whether it is also a fact that the said place is the cause ofaccidents; if so, the number of accidents took place at the saidplace so far; and

(c) the time by which divider will be completed at the said place; ifnot, the reasons thereof?

Minister for Communications: (a) This place is near junction/Chowkon start of Mian Channu bypass on Multan side and , old N-5 coming throughurban area of Mian Channu.

The open place has already been closed since last one month.

The same was not closed because the owner of Rehman CNG had got astay order from the court and hence, the matter was subjudice. However, the staywas vacated and subsequently the U-turn was closed.

(b) Yes, being safety hazard, the said illegal U-turn was a root cause ofmany accidents. However, after the stay was vacated, NHA has closed theU-turn.

As far as the accident data is concerned, one accident had taken place on25th December, 2012 at location mile stone 1021-1022 near Al-Rehman CNG.

(c) The U-turn has already been closed on 4th September, 2013.

193. Munaza Hassan:

Will the Minister for Law, Justice and Human Rights be pleased tostate:

(a) the total amount allocated in budget 2013-14 for the welfare ofwomen in the Punjab Province;

(b) the names of Women Welfare Projects for which the said amounthas been allocated during the said period; and

(c) whether any Programme has been designed to get the latestinformation regarding the nature of requirements for welfare ofwomen at national level; if so, the details thereof?

Minister for Law, Justice and Human Rights: (a) In the wake of theConstitution (18th Amendment) Act 2010, most of the functions of the erstwhileMinistry of Women Development have been devolved to the provinces. However,the 12 Women Centres in the provinces of Punjab (subsequently renamed by thethen Minister for Human Rights as Shaheed Benazir Bhutto Women Centres/SBBWC on 26-04-2013) are still functioning under Ministry of Law, Justice &Human Rights. Objectives of the Centres are at Annex-I. Rs. 78.000 million havebeen allocated in the Federal Development Budget 2013-14 for these Centres @Rs.6.5 Million for each Centre.

However, National Commission on the Statusof Women has become functional and an MoU has been signed with UN Womenfor cooperation regarding support to reporting processes such as Convention onthe Elimination of all forms of Discrimination Against Women (CEDAW),International Convention on Civil and Political Rights (ICCPR), Convention AgainstTorture (CAT) & Universal Periodic Reports (UPR) and technical support forissues related to legislations/policies/plans related to women's human rights.

PPF is a self supporting entity. It doesnot get any assistance/grant/budget from Federal Government, Post OfficeDepartment or any other agency/donor. It generates resources through commercialventures in printing, logistics, garments, furniture making and security services etc.

(b) PPF lunched the following three schemes in last five years.

1. Shalimar Town Housing Scheme Jang Interchange, Rawalpindi (2008)

Court, Islamabad is a newly established Court in the District, Islamabad and mostof the cases pending adjudication before this Court were received/ transferredfrom the ATC, Rawalpindi. Pending cases are 21 in to to till 25-11-2013 includingfresh and old challaned cases.

(b) All challaned cases are being tried regularly without any delay andwill be decided within minimum possible time.

(c) Not relevant to this Court as the 'case in question is subjudice beforethe Learned Court of ATC, Rawalpindi which is under the administrative controlof the Government of Punjab.

(d) Federal Government is keen to improve the efficiency of the Court.In this regard, every kind of financial as well as administrative requirement of thesaid Court is considered and fulfilled as per law/ policy and resources of theFederal Government.

construction work of road from Ratodero to Khuzdar is slow. Reasons are asunder:—

Remoteness & Difficult Terrain

• Project alignment traverses through very difficult remote terrain. Dueto remoteness of the project for any breakdown spare parts of plantsand machinery have to be procured from Karachi (500 km).

Dangerous and hostile environment/law & order

• Poor law & order conditions prevailing in Balochistan and specificallyin District Khuzdar. Being not safe, skilled and unskilled manpoweris reluctant to work in project areas.

• Ban on use of explosive in Balochistan for security reasons.

Financial crises/delayed payments

• Late payments of Contractors IPCs/EPCs which resulted intosuspension of construction

Floods in Balochistan

• Project area severely hit by the devastating floods during 2007 and2010 due to which construction remained suspended.

Increase in scope of work in the contracts

• Overall improvement of grades, alignment, drainage and Package-IV also inclusion of pavement structure.

(ii) 5(Five) most senior Judges of the Supreme Court; Members

Minister for Communications: (a) Operations of the Post Office aresuch that periodic visit of each operational office is required and a part and parcelof the department regular working and avail the facility of Rest House/InspectionQuarter at respective locations. The following category of officers as per theirprescribed working have mandatory requirement to visit the operational office/POs.

(i) Rest houses/inspection quarters are set up at big stations only likePeshawar, Quetta, Karachi, Lahore, Rawalpindi and Multan etc.These are required to accommodate senior officers of the department(BS-17 and above) during their surprise visaits, meetings andinspections of GPOs/Administrative offices at these stations. Thedignitaries like MNAs/MPAs and senior officers of other Governmentdepartments are also allowed to avail this facility. Audit staff alsoavails this facility during audit of GPOs and administrative offices.

(ii) Simple category rest houses are provided at stations on main railwayline and other places where the duty of staff running in Khyber Mail(Karachi-Peshawar-Karachi) is changed and the batches ofstaff need place for overnight stay on regular basis (daily). Thesestations include Rohri, Quetta, Samma Satta, Multan, Lahore andRawalpindi etc.

(b) The rest houses/inspection quarters are being usually utilized by thevisiting inspecting officers and this is an operational need of the department asdetailed in the reply of 'a' above. However, monthly average (net expenditureagainst a rest house/inspection quarter comes to Rs.5,500 per month which is anominal expenditure.

(c) There is no proposal to privatize these rest houses.

(b) The company has forwarded a policy for expeditious provision ofnew gas connection against urgent fee basis to Oil and Gas Regulatory Authority(OGRA) for approval which is awaited.

Supply Main (6”∅ ) = 7.40 Km

Distribution Network = 53.40 Km

Laying of 6”∅ x 7.30 Km Supply Main and 37.40 Km Distributionnetwork has been carried out so far against this project, however, developmentwork on the same is held up as the project was approved during Fiscal Year2012-13, therefore it falls under the purview of Constitution Petition No.20. Further,in the light of orders of the Hon'able Supreme Court of Pakistan on CP-20, theproject will be considered further on receipt of approval of the guidelines.

(b) The SNGPL has informed that in the light of orders of the Hon'ableSupreme Court of Pakistan on CP-20, advice of the Competent Authority hasbeen solicited regarding continuation of all such projects approved during FY2012-13. The projects will be considered further on receipt of approval of theguidelines.

(c) The allocation for provision of gas connection is approved by theOGRA which is divided into the regions. All the regions further bifurcate allocationof connections for the sub-regions. Burewala is also a city under the Sub-Areaoffice Mian Channu which covers other cities like Chicha Watni, Gaggo Mandi,Vehari, Arif Wala etc. Efforts are being made for maximum provision of gasconnections in this sub-area alongwith the Bure Wala City in accordance with theturn/merit policy of the Company.

State ownedcompanies are also paying dividend to GOPs investment as well.

168. Sheikh Salahuddin:

Minister for Law, Justice and Human Rights: The Government of

Pakistan had launched Access to Justice program (AJP) in the year 2001 with the

Thepresent government has a firm commitment to strengthen the rule of Law in theCountry .The citizens of Pakistan have been the beneficiary of these reforms .Thedetails of said reforms and future plans under access to justice program are asunder:—

(a) The AJP has contributed considerably in improving the infrastructurefacilities and working environment for the justice sector. The schemeslaunched by AJP are a milestone in the history of development workfor the justice sector throughout the country, which include:construction of new court rooms, judicial complexes, Judgesresidences, record rooms, judicial lockups, bar rooms and generalamenities like public sheds and baths in the courts premises,construction of District Jails, new barracks in existing jails toovercome the problem of overcrowding in jails, training centers forjudges, personnel of police and prison etc. As a result of this effort485 Court rooms and 714 residences for Subordinate Judiciary, 34Judicial Complexes, 111 Public Amenities, 39 Police stations, 48Barracks in Existing Jails and 09 new jails are constructed.

(b) 2554 computers, 55 Laptops, 1016 Printers, 253 Scanners, 720UPS, 91 LCD Screens, 107 Typewriters and 329 Air Conditioners,6681 law books were provided to various implementing agenciesIncluding Subordinate Judiciary

(c) In Addition to Improvement of Information Technology infrastructurevarious initiatives to enhance capacity of Implementing Agencies weretaken like Enhancement of Management Information System atSupreme Court of Pakistan, Automation of Law and JusticeCommission of Pakistan , Automation of Federal Shariat Court,Islamabad, Development of MIS software for Federal Ombudsman,Data Entry Digitalization of Complaints Record of Wafaqi MohtasibSecretariat, Strengthening and Streamlining of Sindh Ombudsmanoffice, Website for Punjab Ombudsman , Establishment of UrduTranslation Units in Law Departments, Trial through videoconferencing between Central Jail and District Judiciary at Lahore,Automation of Prosecution Department, Punjab and PrisonsManagement information System in Balochistan are the initiativesunder AJP.

(f) Computer Orientation Training was imparted to 2000 Judicial Officersof Subordinate Judiciary.

(g) Booklets, pamphlets and brochures in the shape of Frequently AskedQuestions on 227 legal topics were prepared and disseminated atDistrict and Tehsil level through subordinate Judiciary along with otherconcerned stake holders for public awareness of masses.

(h) a statutory endowment of Rs 1479 million as an initial grant to establishthe Access to Justice Development Fund (AJDF) was provided, toaddress chronic under-resourcing of justice sector, create courtinfrastructure and capacity building of Subordinate judiciary in underdeveloped regions, provides for legal aid, improvement in quality oflegal education and judicial trainings.

(i) Public Information Kiosks (PIKs) setup in majority of district courts'

(j) The High Courts issued and strictly enforced guidelines on delayreduction and brought improvements in process serving systems andprocedures. Dedicated benches were set-up for commercial casesin Sindh High Court. Lahore

(k) To reduce court case load, effective utilization of the avenues ofalternative dispute resolutions offered by law has been advocated.The amendments to CPC (Sec 89-A) were intended to operationalizeADR mechanisms for speedy and inexpensive justice. Small Claimsand Minor Offences Courts were examined and recommendationswere passed on/ provided to High Courts. Two courses, one onfamily laws related ADR for 24 Judges and another on Mediationtechniques for another 24 Judges-cum-Magistrates were launched

(l) To enhance accountability of the district & sessions courts (lowerjudiciary) and to effectively keep a watch on their performance, HighCourts have institutionalized a monitoring system through inspectionjudges as well as Members Inspection Team (MIT).

(m) AJP organized over 100 training events that included workshops,seminars associating foreign experts where possible to introduce bestinternational practices in order to build capacity for efficient and citizenoriented judicial service delivery.

(n) Enactment/amendments in certain laws such as Family laws(Amendments) Ordinance, 2002, Code of Criminal Procedures(Amendment) Ordinance 2002, Local Government Ordinance(Punjab) Section 102 to 106-Anjuman Musalihat, Code of CivilProcedures (Amendment) Sec 89-A, Small Claims and MinorOffences Ordinance, 2002, Police Order 2002,Consumer ProtectionLaws, 2005/2006 and Freedom of Information Ordinance, 2002.

Future Plans

1. Having achieved considerable success in introducing the policy, legaland institutional reforms, the AJP now intends to focus on ensuringthat these measures result in the desired impact on delivery of services.The following future initiatives are contemplated to ensure that theAJP reforms lead to a visible difference on the access to legal servicesby the common citizens.

Pro-Poor Legislation1. The AJP has been instrumental in facilitating legislation that has

impacted the poor and the vulnerable as discussed above. All lawsand regulations need to be carefully reviewed to ensure that they donot contain any disabling clauses or provisions that discourage theaccessing of justice sector services by the poor. An example is thecourt fee structure that has not been rationalized overtime and leansheavily in favor of the rich.

Reason

The SSGC's Transmission system is currently incapable of catering to thegas requirements of major towns/cities of Balochistan including above towns dueto the large distances involved.
