Editor, Superior Sun: Now I am getting a clear pic-ture of who is actually running the town, even though it has not been clearly stated officially from the town council. The mayor is in charge. He has told some of the town employees that he calls the shots. It is un-usual that he is running the town operation; but he has a full time job, Monday through Friday, with the County. So, who is being short-changed: the Pinal County resident taxpayers or the town of Superior resident taxpayers? This mayor accused the former mayor of micro-managing the town operations and he is guilty now of managing the Town.

More so, he is directing his own personal agenda without council approval. In a recent action by the town council, the council approved the take home police vehicles of certain police personnel. The council approved this issue because it was a cost-saving measure to the community. The mayor was the only member of the council to vote against this issue; but this did not stop him. The mayor informed our police chief, who is also our public safety director, that he was not to take a vehicle home. The mayor said he was in charge and that was final. The mayor is now overruling council decisions. I guess those high-price attorneys

said it was fine. I know that the mayor will say that the chief receives a car allowance; but is his car equipped to respond to emergency situations? Wow! Southwest Gas is ques-tioning town operations. Recent-ly, Southwest Gas was called into town to do some repairs. They were upset that the area was not blue-staked for their digging. They were told that the town was broke and cannot af-ford a can of spray paint. Councilman Aguilar, don’t you work for Southwest Gas? I guess the mayor was not around to make authorization to buy the can of spray paint. Mayor, you accused the former mayor of malfeasance; you are

committing the crime. Over a week ago, you sent town employees and used Town of Superior equipment to clean up a private property. You also allowed unauthorized people, not town employees, to operate town equipment; and we are not talking about a weed eater but a tractor backhoe. I guess Curt Williams was in charge. Is he another political payback employee? Because he was screaming at the town employee as the neighbor will attest to. I am addressing a letter to the State Attorney General ask-ing for an investigation to be launched to look at not just these issues but many others

which surround our mayor. I encourage all residents to call the State Attorney General to investigate the actions of both the mayor and the town clerk, Rita Wentzel. Why, Council, do you continue to run the town without a full-time Town Manager or a full-time Town Clerk, as the Town Code states.? Are you afraid there are qualified people out there for these positions? Are you just filling these positions with the mayor’s political pay-back program? Again, Mayor and Council, you continue not to answer questions, not just mine but of the other residents of Superior, too.

To the residents of Superior: continue to demand answers. My number is 520-827-1073. The Arizona State Attorney General number is 602-542-5025. PS: I cannot believe the mayor is questioning my residency; so I am going to answer his ques-tion. I became ill the first part of this year and at this time I have to stay near my doctors who are located in the Valley. I will continue to return to Superior whenever possible. Moreover, I am committed to exposing the truth of the illegal activities our town government is doing. So be transparent, Mayor!/s/ Manuel “Mango” OrtegaLongtime Superior Resident

Pinal County Sheriff’s Report

Editor: As much as he wants to run away from it, Sheriff Paul Babeu does not have a balanced general fund budget (he will likely be over by one million this year). In fact, this will be the second year

in a row that he will have exceeded his general fund budget. As an election year ploy, the Sheriff has started throwing around numbers, making accusations and trying to scare the public in an attempt

to turn your attention from the simple fact that he cannot manage the taxpayer’s money. His diversion tactic to have you to focus on the county courthouse renovations is also intended

to take away attention from his mismanagement and legal troubles. Every Pinal County elected offi cial stuck to their budget this year, except for one—Paul Babeu. This is a Sheriff who oversaw a reorganization of his department that resulted in salary increases for many at the top of his organization. Paul Babeu likes to accuse county leaders of not wanting to hire more deputies. But he won’t tell you that public safety has

not been subject to a hiring freeze and is authorized to fi ll any budgeted or approved positions. In addition, in this budget cycle the Sheriff’s Offi ce requested a $3.7 million in additional funds over last year’s budget—no additional deputy positions were in that request. When you go to the polls to elect your leaders, you expect them to be able to manage their departments and their budgets. The Sheriff has failed to do both and now he wants to try and blame anyone but himself. He can dance around this issue all he wants, but when the rubber meets the road—the elected

offi cial is ultimately in control of their offi ce. We have worked hard with the Sheriff’s Offi ce to get his numbers in order. The taxpayers of Pinal County have bailed him out of his own poor budgeting decisions. But yet, Paul Babeu will write letters, pontifi cate at the top of his lungs and try to pass the buck. It’s time that the Sheriff realizes that he runs his department and not politicize his shortcomings by blaming the Supervisors for his problems. /s/ Pete Rios, ChairmanPinal County Board of Supervisors

RiosContinued from Page 4

Editor: It is time for meaningful com-pensation to become a reality in Pinal County; it is time we are true to our own sense of right because managing an organiza-tion is about people whether the organization is public or private. I am perfectly confi dent that if my suggestions proposed at the Board of Supervisors meet-ing on Wednesday and again

today, are taken to heart, we can reduce many employee is-sues while maintaining the best level of service to the taxpayers. When we lose our top perform-ers due to the inability to remain competitive in the labor market, everyone who benefi ts from County services will suffer. Merit-based and performance-based systems are the most fair. Nothing is more certain than

that managers must reward hard workers; they have earned that reward! Across -the-board pay increases (especially one-time bonuses) that are strategically timed during an election cycle are not the prudent answer. They are an expedient answer if you wish to make the voters happy, but this is not sensible fi scal stewardship. The Board of Su-pervisors is continuing to exam-

Letter to the Editor: Meaningful compensationine the potential for employee salary increases, although, this morning the one percent bonus proposal did not carry. Thank-fully, though, our mill rate in our property taxes will likely decrease to $3.79. Make no mistake, the troubling times in Pinal County, over the last few years, have required a shared sacrifi ce to maintain county services. The taxpayers have seen some of the highest property tax rates in the state and the employees have seen

shrinking paychecks. While some states are funding em-ployee benefi ts 100 percent, in Arizona public sector employ-ees pay medical insurance rates comparable to the private sector and contribute 11 percent of their pay toward their pensions. Also, keep in mind that many of our County employees are prop-erty owners so they have been hit twice! It is a sound management practice to reward employees who work hard. Those workers

give 110 percent all the time and motivate improvement in others, because there is an incentive to be promoted, based on their individual merit, not across-the-board increases! All of this I know, well enough, and no matter what happens in the budget cycle, I will not stop the dialogue re-garding merit-based incentives. Believe me, it is quite possible! Sincerely, /s/ Chad A. Roche, MBA Clerk of the Superior Court

We know it’s cool in the pool. But what is there to do if the pool’s not open? Why not head over to the Town Hall and have some fun at the Parks and

Recreation rooms? Superior Parks and Recreation Director Barbara Arriola is inviting all the youth in Superior to head on over to the Parks

and Recreation rooms at town hall this summer. The recreation rooms are open every Friday and Saturday from 3 p.m. to 7 p.m.

Arriola explained that if more kids start to come to the open recreation days she will be help the youth to plan more activities such as swimming parties.

The recreation rooms are located at the Superior Town Hall formerly the Roosevelt Junior High at 199 Lobb Avenue. The rooms are equipped with

pool tables, computers and video gaming systems. And they are air conditioned, making them a cool getaway from the hot summer heat!

Hey kids, of all ages! Youngsters and young-at-heartsters: our good friends Splish and Splash are in town and they are having a pay-to-play pool party, all summer long. You are invited! Don’t forget, it’s B.Y.O.B. That’s bathing suit, kiddies! Think of all that lovely, cool water sluicing over your heat-soaked frame, watching the fun as the daring divers take their leap of faith, off the end of the board and down into the mysterious depths. Think of all the people watching, meeting up with friends, and drying off during break time before plunging back in and experiencing the bliss that is summertime swimming, that is to be had! Head over to the Superior Pool where you can swim

to your heart’s content all week. Open swim for everyone is set for noon to 5 p.m. Monday through Friday and noon to 3 p.m. on Saturday and Sunday. Adults can swim Monday, Wednesday, Saturday and Sunday from 11 a.m. to noon. Water aerobics are held Monday through Thursday from 6-7 p.m. Night swimming is held Monday and Wednesday from 7-9 p.m. The pool is reserved for parties on Tuesday and Thursday from 7-9 p.m., Friday from 5-10 p.m. and Saturday and Sunday from 4-10 p.m. Don’t know how to swim? The pool offers free swimming lessons from 10-11 a.m. weekdays, thanks to a grant from the Pinal County Sheriff’s Office. So come on down and get cool in the pool.

By Mila Lira While the Superior Junior-Senior High School had several year end assemblies and banquets, the Kennedy Elementary rolled their end of year assemblies into one evening.

Sixth grade classes hosted a World Tour event which showcased their end of year geography studies. The assignment required the students to study a different county and prepare a demonstration board and be

able to talk about what they learned about each country. In addition to the explanation, they were also required to dress in costumes or attire that represents their chosen country. The lower grades also participated in the evening by showcasing their story writing at Young Authors Night. Each year each class takes on a story project where they create books and stories from Kindergarten to fifth grade each student had prepared a book to share at the event. The stories ranged from stories about their families, to the first day of school and lady bugs. There are many talented young authors at JFK. The evening ended with honor students being recognized for earning the honor roll for the first three quarters of the year. This year students earning the honor student awards were: Fourth Graders – Antonia Fuentes, Claudia Delgado, Marlee Estatico, Julissa Garcia, Queenie Hing, Daniel McConnell, Graciela Medina, Carlos Moreno, Grace Rabb. Fifth Graders: Jazmin Dozal, Marisa Estatico, Jesus Castellanos, Gabriel Garcia, Bruno Godinez, Jesus Gonzales, Makayla Martinez,

Editor: I publicly supported Sheriff Vasquez in 2008. The People of Pinal County spoke and elected Sheriff Paul Babeu. It didn’t take long to see an improved level of service capabilities to the citizens of Pinal County. Executive management began providing clear command intent directives holding all levels of agency leaders responsible to achieve mission goals. I watched, and was impressed, as mediocre or low performing staff was being held accountable, some for the first time in their career. Emergency response times decreased and PCSO added an Air Unit which has already saved lives and interdicted criminal activity. I was proud to see our Adult Detention Facility become the only one Nationally Accredited in Arizona and delighted to finally see an

aggressive interdiction of the organized criminal smuggling operations traveling through our county. Who in their right mind, outside the criminal element, would oppose this? The active pursuit of military surplus material to supplement the mission is fiscally responsible, as well as providing strategically placed all-terrain vehicles throughout the county for rapid response for rescue/evacuation of our citizens in the event of natural or man-made disasters. I’m a career law enforcement officer and have seen much in the 34 years I’ve served with Casa Grande PD and PCSO. Without question, this is the best run Sheriff’s Office that I have ever seen. Let’s put partisan and personal attacks aside and look at the results. You are better served than you were four years ago. /s/ John EllsworthCasa Grande

By Rev. Dennis Van GorpFamily Life Christian Center In 2 Samuel 2:1 we read that David inquired of the Lord. “Shall I go up to one of the towns of Judah?” he asked. The Lord said, “Go up.” David again asked, “Where shall I go?” “To Hebron,” the Lord answered. Many times when situations or uncertainty arose; David prayed, asking for direction, advice and wisdom. Instead of relying on his own thoughts and reasoning, he asked for God to direct his thinking. There were times, however, when he didn’t bother to ask what God thought about his actions. When he saw his neighbor’s wife taking a bath next door, he didn’t think to inquire of the Lord for advice as to what to do or not to do. He was already falling into temptation and ignoring God’s commands. The popular phrase, “What would Jesus do?” requires that we spend time in prayer getting His guidance. This is easier said than done. Our tendency is to take the most natural path – where we listen to self. Notice in our text that when God answered David, he was allowed to get specific directions. Obviously, God doesn’t want to see us get lost. Any of the towns would probably have been okay, but only one would accomplish the will of God in David’s life. The many successes in his life were the result of knowing what God wanted him to do and how to do it. Sometimes the answer was given through a prophet of God. At other times, God simply spoke directly to David. Do you live a life of victories or failures? Are you asking God for direction and advice?

Pastor’s CornerAre you listening for His answers? Are you determined to follow His commands and abide by His promises? Regularly spend time talking with the Lord, getting to know and understand Him and His ways. Thank Him for the direction and guidance to keep you on the right path in your life. You won’t regret following the Lord Jesus Christ!
