On March 22, 2013, PCSO received a call from a resident in the unincorporated part of Kearny. The resident wanted to work from home and found a job posted on CareerBuilder.com

for a “parcel forwarding contractor.” After applying for the job, the resident received a lengthy job description with details about compensation. Packages started arriving for the resident to forward,

but no compensation was actually given to the resident. Concerned about the situation and before one package had been forwarded, the resident contacted Kearny Police and Pinal County Sheriff’s

Office. PCSO’s Criminal Investigation Bureau began looking into the situation and confirmed that the packages contained stolen property. PCSO is continuing to investigate this case.

Last week, the Superior Town Council held a special meeting on Tuesday to canvass the votes from the March 12 election. By canvassing the votes the council voted to accept the election results of the votes cast. Because the three council positions and mayor seat all received fifty percent of the votes plus one, there

is not a need for a run-off or general election for the positions. On May 21 the town will still need to conduct the general election to allow the pubic to vote on the Home Rule Ballot Measure.Mayor Jayme Valenzuela who ran unopposed received 354 votes or 86.9% of the votes cast. There were 53 write in

votes that race. He will be sworn in as Mayor in June. Michael Alonzo, Steven Estatico and Gilbert Aguilar were elected to the three open council seats. Alonzo and Estatico will be replacing appointed council members Christopher Tomerlin and Irene Hansen. Gilbert Aguilar remains in his current seat on the council

after coming in third place in the election. Vote counts for the council seat were as follows: Michael Alonzo - 432, Steve Estatico - 337, Gilbert Aguilar -319, Irene Hansen - 201 and Chris Tomerlin 137. There were 9 write-in votes.

By Chase KampCopper Area News The Pinal County Board of Supervisors unanimously rejected a special use permit application for a medical marijuana dispensary on Highway 77 near Dudleyville, citing concerns about traffic, potential for increased crime in the area and a lack of sufficient public comment on the facility. The application was submitted by Paul Shaub and property land-owner Glenn Wilt Jr., a professor at Arizona State University. The proposed site is on Highway 77 south of Valentine Road within a state-sanctioned

community health analysis area (CHAA). Each CHAA is allowed one medical marijuana dispensary. The Supervisors argued the application did not meet a number of required factors for consideration. Supervisor Pete Rios took greatest issue with the thoroughness of Wilt’s team to notify surrounding residents of a public hearing. Rios argued the applicants merely posted a notice on the former Palmer Steakhouse building and held the meeting on the same night as nearby Ray High School’s homecoming football game. “The applicant was lax with public notice,” Rios said,

“especially in the first go-round in notifying people.” David Dow, Wilt’s lawyer, said required notifications were sent to 16 nearby landowners and that attendance was sparse at the public hearing. Rios asked about the potential for theft in the wooden building that would house the dispensary, as well as the amount of cash the operation would have to handle due to credit card companies being wary of processing medical marijuana transactions. Dow stood by the application’s submitted security plan, which he said was overseen by a former Apache Junction police

lieutenant, and said the marijuana would have been stored in a safe after nightly closing. He also said some credit card companies will process the transactions, albeit at a higher fee, and that the facility would make daily cash deposits. The facility would not store large amounts of medicinal product, Dow said, unlike other dispensaries that are authorized to grow marijuana on site. “This isn’t a bunch of wild-eyed radicals,” Dow said of the applicants. “They’re stable, sound businessmen who are experienced and will do a good job with this facility.” He explained the proposed

Dudleyville site was chosen because it met the local criteria for distance from schools, churches and other entities. Pinal County law prohibits dispensaries within 1500 feet of churches, schools or libraries, which triples the distance from such facilities required by the state Department of Health Services. In 2010, Arizona voters approved Prop 203 which established the medical marijuana program. Rios said he supported Prop 203. “Cancer victims can benefit from the pain relief of medicinal use,” he said. However, he also contested the application due to traffic accident concerns expressed

to him by the Dudleyville Fire Department. Several Supervisors noted they had received many notes of opposition from constituents, and that they had received next to no letters of support for the proposal. “I’m concerned about the message that it sends to young people,” Rios said. “If it isn’t okay to smoke marijuana, then why is it okay to sell it by the [nearby] Minute Mart [gas station]?” Chairman Steve Miller argued that moral objections to marijuana were not sufficient to deny the application, saying the applicants agreed to meet the 18 stipulations made by the county planning and zoning commission. However, he too expressed concern about the notification to the public. “They posted it legally, but did they really reach out in a way most effective?” he said. After the down vote, Dow said he and Wilt were yet to decide if they will legally challenge the Board’s decision.

Last week, the Central Arizona Governments (CAG) Regional Council met for their monthly March meeting, where it voiced support for Resolution Copper and its subsequent land exchange bill. One of the items on the agenda was a resolution requested by the Town of Superior for CAG to officially oppose the Resolution Copper Southeast Arizona Land Exchange and Conservation Act of 2013. The request came following the Town’s recent reversal of support for the Resolution Copper Mine and termination of the Mutual Benefits Agreement. After lengthy debate on voting procedures and hearing comments from those in favor and against the project the council voted to remain in support

of the bill. The San Carlos Apache Tribe and the Town of Superior voted against continuing regional support for the mine project. Mayor Jayme Valenzuela normally represents the Town of Superior at the CAG meeting but stepped out and allowed Councilwoman Soyla “Kiki” Peralta to represent the Town during the land exchange agenda item. Members of the regional council all participated in the conversation, the Mayor for the City of Maricopa explained that he relies on the input from the other leaders in their areas when making regional decisions and if the majority of the communities in the area surrounding the project are supportive then he would remain supportive. remaining in support of the mine project were: Payson, Queen Creek Winkelman, Kearny, Globe, Miami, Mammoth, Maricopa, Florence, Apache Junction, Casa Grande, Eloy, Pinal and Gila Counties. The Regional Council heard comments from both sides of the issue before voting. Representatives from the Superior Copper Alliance presented the 400 signatures and letters of support for the project that the group collected for the House Natural

Resources Committee. Residents of Queen Valley and Concerned Citizens and Retired Miners Chairperson Roy Chavez also spoke in opposition of the project. Rep. Paul Gosar attended the meeting and addressed the council. He also spoke of the support that was given to him and Rep. Ann Kirkpatrick from the residents of Superior. He urged the Regional Council to continue supporting the project. On Friday, following the CAG meeting, Gosar

thanked the council in a statement. “As this public declaration by more than a dozen local stakeholders reaffirms, this project is a win-win for Arizona. Together, we can promote

job creation, decrease mineral and energy dependence, and bolster Arizona’s economy.” Gosar said the reversal of the Superior Town Council was “deceitful and misguided.”

The Panthers return to action on Apr. 2 @ Coolidge after playing their last game on Mar. 20 when they defeated Gilbert Christian 12 – 1. After the game against Coolidge the Panthers play Duncan on Apr. 4. Baseball – The Panthers’ baseball team earned their first two victories of the season as they swept a double header versus Gilbert Christian Academy on Mar. 29. They won the first game, 11 – 2 and the second game, 7 – 2. The Panthers will attempt to extend their modest winning streak versus San Manuel on Apr. 2. They will travel to play St. Johns on Apr. 5.

By John Hernandez The Lower San Pedro Valley has an interesting history and abundant wildlife including many migratory birds. The San Pedro EcoFest will have vendors, nature and history exhibits, live animals, family fun, activities and games for the kids and exclusive guided tours of areas along the San Pedro River. On Saturday, Apr. 13 at the Central Arizona College Aravaipa Campus there will be a day of fun and spring celebration with free admission. Exhibits at the campus are from 9 a.m. to 3 p.m. The EcoFest is sponsored by the Nature Conservancy, Audubon Arizona, Arizona Game & Fish, Salt River Project, and Resolution Copper Mining. The guided tours provide a unique opportunity for the public to visit limited access areas along the river. Registration is required for all tours and a $5 donation fee. The tour groups will meet and depart from the CAC Aravaipa Campus.

San Pedro Ecofest offers bevy of natural site tours All tours will depart from CAC at the scheduled time in 12 passenger vans. The guided tours schedule follows: Adobe Preserve/Cook’s Lake – Both of these sites are normally closed to the public. Tour will depart at 7 a.m. and return at 10:30 a.m. Limited to 12 participants. The Cook’s Lake property is 150 acres of spring fed woodland and marsh.

Along with the 154 acre Adobe Preserve, the site along the San Pedro River is a riparian habitat of wooded wetland and Sonoran desert scrub vegetation that supports a broad variety of birds and other wildlife species. As part of the tour, you will get to visit a Migratory Avian Population Study (MAPS) bird-banding station that is set up at the site. This

will provide an opportunity to learn about scientific information that is being gathered about migrating birds and observe how a bird-banding station is operated. There may be a chance you will see some of the colorful and unusual migrating bird species in the area. These properties are owned and managed by the Bureau of Reclamation and Salt River Project. TNC Preserve/Double

Bird watchers will enjoy the sights during the San Pedro Ecofest next week.

Check Ranch Tour – Depart 8 a.m. return 11:30 a.m. The TNC Preserve is normally closed to the public. Limited to 12 participants. This 860-acre preserve is owned and managed by the Nature Conservancy. Funding for the preserve has been provided by the Bureau of Reclamation which also holds a Conservation Easement on the property. The site, which was once a warm

water fish hatchery, has two ponds that attract migrating waterfowl and waterbirds. There is a historic orchard and a beautiful cottonwood and willow riparian forest on the property. Numerous migrating bird species are found here such as the brown-crested flycatchers, tropical king birds, Wilson’s warbler, Towsend’s warbler, yellow

By Andrew Luberda The Superior Jr. Panthers took on Eloy in a battle of two undefeated teams on Mar. 27. Unfortunately the Panthers suffered their first loss of the season, 9 – 3. Coach Lopez said the Panthers defense let them down as they had too many errors in the game. “That was the difference in the game.” Lopez credited Eloy’s pitcher and said she

pitched a very good game against the Panthers. Lopez believes there are lessons to be learned from the loss. “My team is so young that I think (a loss like this) can be a good learning experience,” Lopez said. “We showed a lot of heart and didn’t give up. (Our girls) weren’t intimidated.” The Panthers offense was led by Sivanna Lopez and Alicia Arriola. In action late last month,

the Superior Jr. High softball team defeated Ray Jr. High in a high scoring affair, 22 – 14. Superior Head Coach Joseph Lopez has his team focused and playing consistently well. They remained undefeated with the victory. Lopez said he was happy with the offensive production from the Panthers. “Our offense just exploded. Everybody hit the ball and we were

People wander aimlessly, following their own desires. Several times, we read in Proverbs: “There is a way that seems right to a man, but in the end it leads to death.” God places in front of us, life or death; and then asks us to choose life. True leadership brings unity and singleness of purpose to people; where we function as a team. When each of us takes our own path, the result is uncertainty and chaos. The majority of the rules and laws are obviously not followed or honored. We have a king, His name is Jesus. He gave us the Bible, where the rules are written down so that we may all know them. They lead to eternal life in heaven, with the God of Abraham, Isaac and Jacob. Don’t choose to follow your own heart to your own desires, follow Jesus’ heart and experience great love, joy and peace.

As of April 2, 2013, Pinal County Air Quality will only issue 3-day open burning permits. All permits will expire by May 2, 2011. Pinal County Air Quality will suspend the issuance of all open burning permits starting April 26, 2013 and continuing until further notice. All open burning is prohibited by state law in the Apache Junction, Queen Creek, Gold Canyon, San Tan Valley, and portions of Florence from May 1 through September 30.

contributed to wildflower, brush and native plant growth, which will soon dry. The annual cycle of rising temperatures will quickly dry seasonal vegetation, leading to an acute wildfire risk in the desert and upland areas of

the County. “The suspension on burn permits will continue until the summer monsoons arrive and mitigate the dual risks to public safety and public health” says Don Gabrielson, Director of Pinal County’s Air Quality

The ranch raises sustainable grass fed beef cattle and has a conservation easement for the riparian habitat on their land. Future Lower San Pedro Wildlife Area (Arizona Game and Fish Department) – Tour departs at 9 a.m., returns 12:30 pm. Limited to 20 participants. The Arizona Game and Fish Department recently obtained this land which entails seven miles of the San Pedro River, including five miles of perennial water, 2,000 acres of land, and the grazing lease for 36,000 acres of State Trust Lands. The Department has agreements with the rancher to continue to operate the livestock operation and a farming operation. A riparian restoration project was begun and the plans for a wildlife area are in the initial phases. Arizona Game and Fish Department biologists will guide the tour. You will be able to learn about the conservation project and

get on the Department’s mailing list to get updates on planning the future management of the area. Once on the mailing list you will have the opportunity to provide input. NO FEE: Self-guided one hour bird walks at the 7B Nature Trail – Arizona Important Bird Area volunteers will offer one hour bird walks on this new 7B Ranch walking trail. Walks will be at 8, 9 and 10 a.m. The trail is located at the Copper Creek crossing of the San Pedro River east of the Town of Mammoth. The trail head has a parking area. The trail is about 1.5 miles long and is an easy flat walk in shade provided by the mesquite bosque. Visitors should bring binoculars and water. The 7B Ranch was acquired by the Resolution Copper Company and includes 3,000 acres of mesquite bosque and Sonoran Desert Uplands. It is a unique wildlife and migratory bird corridor. It has been named an Audubon Important Bird Area on the Lower San Pedro River. This area attracts a large variety of migratory birds including nesting Lucy’s warblers and Bell’s vireos as well as ash-throated flycatchers, and vermillion flycatchers.
