The 2018 National Defense Strategy makes clear that the Department of Defense (DoD) faces a competitive environment. To meet the needs of DoD’s operational tempo, the 4th Estate DACM Office offers leadership opportunities to provide the Acquisition Workforce (AWF) with proper

tools and techniques to become effective leaders within the new Adaptive Acquisition Framework (AAF) environment. As a reminder, my office administers an annual Leadership and Talent Management Portfolio. The Portfolio offers a wide variety of opportunities for civilians to develop leadership, functional, and technical skills. The Portfolio includes two enrollment opportunity types: (1) Supervisor-endorsed nomination packages and (2) self-registration course opportunities. The supervisor-endorsed nomination packages, due 25 October 2019, have been processed and we are pleased to offer 106 seats for these competitive opportunities. This catalog includes the self-registration course schedule, which will go live for registration on 31 January 2020.

The DoD Acquisition Workforce Strategic Plan [FY2016-FY2021] hones in on the importance of cultivating workforce talent and improving quality and workforce professionalism. Through the 2020 Portfolio, we address these essential leadership qualities: competence, values, and relationships. In the pages that follow, the outlined opportunities represent courses that, we believe, will fuel acquisition leaders to develop and implement strategies to build strong teams, make effective decisions, and optimize current activities. For emerging leaders, individual development often focuses on improving functional skills while learning to lead. At the mid-level, leaders strengthen resiliency through personal experiences and relationships. Further up the leadership ladder, development becomes less about individual performance and more about ensuring team successes. I believe the ability to empower a team inspires the heart and is the sign of a true leader. Passionate leaders do not wait for opportunities to come – they seek them out.

This year, we are pleased to include the Navy as a part of our Acquisition Leadership Challenge Program (ALCP) leadership contract for a true joint “purple” effort. Additionally, we have inculcated “coaching” into the curriculum for the ALCP suite of courses both to facilitate the transfer of learning into actionable goals and to meet organizational Return-on-Investment (ROI) objectives. ALCP participants will be offered the opportunity to work one-on-one with an accredited coach. Through focused interactions with coaches, the actionable goals can be tracked over time to demonstrate changed behaviors resulting from impactful leadership strategies.

We also streamlined the application process for self-registration courses via the new DATMS Events module that was recently released. The Event module approval process mirrors each Agency’s training workflow, generally: Employee > Supervisor > Agency Quota Manager and step-by-step instructions are outlined in the “Details and Requirements” section of this catalog.

As always, we are thankful for the Defense Acquisition Workforce Development Fund/Account sponsorship that makes the Leadership and Talent Management Portfolio possible. While this catalog will be available on our website (https://4edacm.dau.edu) and featured in an upcoming newsletter, please disseminate this catalog to your AWF. As a reminder, all applicants must comply with their respective agency’s process to submit course requests.

ELIGIBILITY CRITERIA

Participants must be:

• DoD civilians (recommended grade levels are specified in course details) • Acquisition-coded• DAWIA-certified at required level or above in primary acquisition career field• Current with continuous learning requirement

FUNDING

Tuition and travel for all opportunities are centrally funded by the 4th Estate DACM office. Courses are subject to funds availability.

CANCELLATION POLICY

Acquisition workforce members registered for a course can cancel up to the Reservation Cutoff date in DATMS. If a workforce member requests a late cancellation after the Reservation Cutoff date, the workforce member will not be able to submit a self-registration in DATMS for any 4th Estate DACM Leadership and Talent Management Portfolio opportunity for the remainder of the fiscal year. Exceptions to the late cancellation policy will be reviewed on a case-by-case basis. These opportunities are in high demand. Late cancellations result in training and funding losses for the 4th Estate community.

APPLICATION PROCEDURES

All participants must comply with their respective agency’s process for course reservation requests.

SELF-REGISTRATION IN THE EVENT MODULE

1. Login to DATMS, https://www.atrrs.army.mil/DATMS, with your CAC.

2. Navigate to My Career | Events and select Apply for Events.

3. On the Event Catalogs page, use the horizontal scroll feature to locate the Events you want to apply for, e.g., ALCP I+, ALCP II+, etc.

4. Once the Event is located, click the View all upcoming offerings for this event button.

5. On the Event Offerings page, click the Apply button next to the event offering you wish to attend.

6. Review the Offering Details and enter a Remark if needed.

7. Click the Submit Request button.

The offering request will follow each Agency’s training workflow, usually Employee > Supervisor > Quota Manager. Once the request has been approved by the Agency Quota Manager, the participant will receive email notification indicating an updated “Reservation” status for the offering.

ACQUISITION LEADERSHIP CHALLENGE PROGRAM I+

COURSE DETAILS

The Acquisition Leadership Challenge Program (ALCP) I+ targets individuals at the beginning of their leadership career and focuses on individual behavioral preferences as well as the efficacy of those preferences within the leadership spectrum. The course highlights an overview of six leadership characteristics: emotional intelligence, personality preferences, interpersonal relationships, change management, conflict mitigation, and leading across generations. This two and a half day course utilizes facilitated discussion, experiential learning, self-reflection activities, and a variety of psychological instruments to drill down and identify the individual’s leadership approach. Additionally, the “+” in ALCP I+ refers to the services of an experienced coach who will be assigned to each participant to reinforce ACLP I strategies. These coaching sessions are designed to transfer program learning into actionable goals that can be tracked over time.

RECOMMENDED GRADE LEVEL

DoD civilians at the GS7-GS12 grade level or equivalent pay band.

PURPOSE

• Identify individual leadership strengths, weaknesses, preferences, styles, and behaviors

• Understand and apply “diversity of thought”

• Predict how emotional intelligence influences behavior

• Experiment with leadership styles during problem solving team activities

• Identify strategies to maximize a multi-generational workforce benefits

• Develop a personal action plan to support enhanced leadership behavior

BENEFITS

At the conclusion of ALCP I+, participants will be able to tackle complex leadership challenges using a variety of strategies. After the end of the two and a half day course, each participant will have the opportunity to work one-on-one with an experienced coach in either one 60 minute session or two 30 minute sessions.

Additionally, the “+” in ALCP II+ refers to the services of an certified coach who will be assigned to each participant to reinforce ACLP II strategic team-lead strategies. • Enhance awareness of leadership strengths, weaknesses, preferences, styles, and behaviors

ACQUISITION LEADERSHIP CHALLENGE PROGRAM II+

• Embrace “diversity of thought” to maximize diversity of team effectiveness

• Explain the strengths and potential challenges of various team roles

• Identify how personality traits influence leadership and team behavior

• Using 360 feedback, differentiate self-perception from superiors, peers, and subordinate feedback

• Select an influence style appropriate to a given situation

• Understand the importance of leadership presence

BENEFITS

At the conclusion of ALCP II+, participants will be able to understand how their motivations, needs, and interests impact others. After the end of the two and a half day course, each participant will have the opportunity to work one-on-one with an certified coach in either two 60 minute sessions or four 30 minute sessions.

The Acquisition Challenge Leadership Program (ALCLP) III+ targets mid-to-senior level leaders who are responsible for coaching and mentoring others within their organization and includes opportunities to further develop senior leadership skillsets. The course focuses on mentoring, coaching, feedback, and conflict mitigation. Active participant engagement through specific goal setting, creation of development plans, and an analysis of their leadership effectiveness through the Campbell Leadership Index (360°) ensures a safe environment within which all participants will both advance their individual skillsets and learn from others’ experiences. Additionally, the “+” in ALCP III+ refers to the services of an certified coach who will be assigned to each participant to reinforce strategic leadership strategies. These coaching sessions are designed to transfer program learning into actionable goals that can be tracked over time.

RECOMMENDED GRADE LEVEL

DoD civilians at the GS14-GS15 grade level or equivalent pay band.

PURPOSE

• Conduct an updated analysis of Campbell Leadership Index (360°) results

• Assess various mental personality-based functions as they influence senior leadership levels

• Differentiate between feedback, mentoring, and coaching

• Differentiate between natural and demonstrated personality preferences

• Successfully practice delivering effective feedback sessions

• Apply the constructs of an effective coaching session

• Assess coaching strengths and developmental needs

TALENT MANAGEMENT

COURSE DETAILS

Talent Management, a two-day course, targets senior level leaders who wish to manage and develop team talent more effectively and includes a review of the steps needed to create an environment for success in any organization. Through a variety of communication-based course activities, participants will gain insight into personal and team accountability, how to leverage diversity of thought, how to best develop others, and the art of mentoring and succession planning.

RECOMMENDED GRADE LEVEL

DoD civilians at the GS12-GS15 grade level or equivalent pay band.

PURPOSE

• Identify the critical competencies needed to successfully perform within an organization

• Recognize that bias exists on many levels and can be minimized with proper understanding and training

• Utilize the unique skills and talents that each member brings to the team thereby achieving maximum leverage from diversity

• Assess and identify ways to increase any team’s emotional intelligence competence

THE ENGAGED LEADER

COURSE DETAILS

The Engaged Leader targets leaders who wish to enhance their overall levels of engagement. This two day course provides insight into the common factors and leadership behaviors that drive employee engagement. Participants will measure and examine their own levels of personal engagement, identify three factors that influence and promote personal, team, and organizational resiliency. Additionally, participants will assess their overall levels of emotional intelligence based on the sixteen validated elements that promote high levels of performance and overall well-being.

RECOMMENDED GRADE LEVEL

DoD civilians at the GS12-GS15 grade level or equivalent pay band.

PURPOSE

• Identify and evaluate twelve leadership behaviors that influence employee engagement

• Identify various attributes and how they contribute to engagement and resiliency

• Create a personal engagement plan to promote intrinsic levels of engagement

• Identify micro-initiatives to increase overall energy and leadership resiliency

• Assess various elements of emotional intelligence and overall well-being
