Saturday June 17, 2017 4 DISTRICTS Girl rescued, kidnapper nabbed STATE TIMES NEWS SAMBA: Police on Friday rescued a girl within 24 hours and arrested the kidnapper at Samba. According to a report, on 15th June 2017, a missing report of one girl residents of W.No 4 Samba was entered at Police Station. Over the complaint, a party of Police Station Samba headed by SHO Samba, Inspector Yash Paul Singh succeeded in tracing the kidnapped girl within 24 hours of her kidnapping. During investigation, police recorded her statement which revealed that Sanju son of Sham Bhatti resident of W. No 04 Samba kidnapped and raped her. The police handed over the said kidnapped girl to her family members and arrested the accused person. A case vide FIR No. 124/2017 under section 363/376 RPC was registered in Police Station Samba. 13 bovines rescued, 3 vehicles seized STATE TIMES NEWS RAJOURI: Police on Friday foiled a bovine smuggling bids by rescuing 13 bovines and seized Tata mobiles which were used for transportation of the same. According to a report, during a surprise Naka led by SHO Nazir Ahmed Dar of Police Station Darhal Sub Division Thanamandi, three Tata mobiles (JK 11A - 6983, JK11A - 1005, JK 02AL 6734) carrying bovines were seized under various sections of Law and total 13 bovines were rescued from the clutches of bovine smugglers. A case vide FIR No. 41/2017, under section 188, 34 RPC, 3/PC Act was regis- tered in Police Station Darhal. STATE TIMES NEWS KATHUA: Taking a quick action on the demands of residents of his Constituency, BJP MLA Kathua Rajiv Jasrotia on Friday inaugurated black topping from Kathua Canal to National Highway via Patel Nagar Kathua at an estimated cost of Rs 25 lakh in the presence of District President Prem Nath Dogra, City Mandal Pardhan Vidya Sagar, Pushpinder, Lokesh, Kulbir Singh and other prominent party workers. Speaking on the occasion, MLA stated that many new works will also start in com- ing days which will improve the system of providing basic amenities to the mass- es of Kathua constituency. He also stated that in com- ing days the works for black topping of roads will also be taken up by the concerned departments in order to pro- vide best connectivity of roads to the residents of Kathua constituency but others too who pass through those roads. Leading the demonstration against Government, Manjit Singh said that Congress party will support the cause of the female multipurpose health workers who are back bone of the health sector. "The Government especial- ly Health Minister Bali Bhagat and Chief Minister Mehbooba Mufti have turned their blind eyes towards the demands of the female multipurpose health workers," said Manjit Singh, while speaking on the occa- sion. He said that the govern- ment's inefficiency reflects when employees, who are part of the government, have to come on the roads so that their pending salaries are released. Even as these employees have worked hard, but they were not given wages, he alleged, further stating that the Government should seri- ously look into the issue and release their pending salaries. He said that whether it is daily wagers or female mul- tipurpose health workers, they are forced by the Government to hold protests so that their demands are considered. He warned that if their demands are not accepted within a stipulated time frame, they will come on roads in support of the protesting female multipur- pose health workers. The Ministry of Health and Family Welfare , Government of India has launched the national ini- tiative called Kayakalp to give awards to those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control . The main objective of this national initiative taken by the MHFW is to promote cleanliness, hygiene and infection con- trol practices in public health care facilities. The initiatives also provisions for incentives and recogni- tion of such public health- care facilities that show exemplary performance in adhering to standard pro- tocols of cleanliness and infection control. The award is conferred on the basis of perform- ance on various parame- ters like hospital upkeep, sanitation and hygiene, waste management, infec- tion control, support serv- ices and hygiene promo- tion. The awards for individ- ual public health facility are given to those that score the highest based on a set of defined criteria under three sub categories - First is the Best District Hospitals sub category in which the two top ranked district hospitals in a state receive an award. The first and second best district hospital level facil- ities get cash award of Rs 50 and Rs. 20 lakh respec- tively. For small states, only the first ranking facility in this category is awarded. Second under Best CHC/SDH Award catego- ry and third and the last sub category is the Best PHC Award. DH Udhampur adjudged best on Kayakalp scorecard STATE TIMES NEWS RAJOURI: District Administration, Rajouri has notified mega camps for awareness of general public on various Centrally Sponsored Schemes, State Government Schemes. serv- ices under Public Services Guarantee act and provisions of the Right to Information act besides grievances redressal. The camps will be headed by Deputy Commissioner, ADDC, ADC and SDMs . On 20 June a camp will be organised at Thanamandi, on 29 June at Nowshera, on 3 July at Sunderbani, on 11 July at Koteranka , 14 July at Manjakote and 20 July at Kalakote. The programmes will be coordinated by BDOs and Tehsildars. These camps will highlight provisions of various schemes like Pradhan Mantri Fasal Bhima Yojna, Krishi Sinchaye Jojna, PMUY,SBM, Make in India, DDUGVY, Pension schemes, scholarship schemes, welfare and developmental schemes being implemented by more than a dozen departments. The camps will also carry out enrolment under schemes. A number of schemes aimed at entrepreneurship, skill devel- opment and specific plan will also be highlighted to show- case the development inter- ventions of Government and to disseminate information to masses for maximum ben- efits under these schemes. District Officers of all the departments and resource persons will brief about the schemes, objectives, provi- sions and achievements. Issues related to implemen- tation of schemes in remote and far flung areas will also be discussed. It is pertinent to mentioned here that District Administration has already launched a massive pro- gramme of 112 PSGA camps in this month under which 4896 certificates have already been provided in last two weeks which include 584 Caste certificates, 915 Permanent Resident Certificates, 565 RBA/ALC certificates, 307 Mutations, 856 Revenue Extracts, 233 Income Certificates and 81 marriage registrations. In order to education peo- ple about their right a series of camps are aimed at provi- sions of Right to Information Act , public review and feed- back about its implementa- tion and creating awareness. Prof. R.D. However intensifying their protest, paramedical staff of District Hospital Udhampur (DHU) suspended their rou- tine OPD for continue 7th day. Protest was marked in order to show their resent- ment against the Govt. and higher ups of the Health Department for not paying attention towards genuine demands. Medical employees strike enters 32nd day STATE TIMES NEWS RAJOURI: BJP senior leader and MLC Vibodh Gupta on Thursday held a meeting with the trader community of Rajouri and discussed implications of GST (Goods and Services Tax) on the trading com- munity. During this discus- sion trading community put forth various apprehen- sions before the MLC and said that they need much more information on the GST. During the meeting Vibodh gave details of posi- tive implications of GST once it is rolledout in State as well as in other parts of the country. While reacting to these views of the trad- ing community Vibodh informed that this land- mark decision of the gov- ernment will make life eas- ier and simpler as GST will replace 17 indirect tax levies and compliance costs will automatically fall. He further added that revenue will get a further boost as, Tax Evasion is set to drop - Input tax credit will encourage suppliers to pay taxes - States and Centre will have dual oversight - The number of tax-exempt goods will decline. He informed the trading com- munity that manufacturing will get more competitive as GST addresses cascad- ing of tax, inter-state tax, high logistics costs and fragmented market. Thus increased protection from imports as GST provides for appropriate counter- vailing duty. The Ministry of Healthand Family Welfare ,Government of India haslaunched the national ini-tiative called Kayakalp togive awards to those publichealth facilities thatdemonstrate high levels ofcleanliness, hygiene andinfection control .

The main objective ofthis national initiativetaken by the MHFW is topromote cleanliness,hygiene and infection con-trol practices in publichealth care facilities. Theinitiatives also provisionsfor incentives and recogni-tion of such public health-care facilities that showexemplary performance inadhering to standard pro-tocols of cleanliness andinfection control.

The award is conferredon the basis of perform-ance on various parame-ters like hospital upkeep,sanitation and hygiene,waste management, infec-tion control, support serv-ices and hygiene promo-tion.

The awards for individ-ual public health facilityare given to those thatscore the highest based ona set of defined criteriaunder three sub categories- First is the Best DistrictHospitals sub category inwhich the two top rankeddistrict hospitals in a statereceive an award.

The first and second bestdistrict hospital level facil-ities get cash award of Rs50 and Rs. 20 lakh respec-tively.

For small states, only thefirst ranking facility inthis category is awarded.Second under BestCHC/SDH Award catego-ry and third and the lastsub category is the BestPHC Award.

The camps will beheaded by DeputyCommissioner, ADDC, ADCand SDMs .

On 20 June a camp will beorganised at Thanamandi,on 29 June at Nowshera, on3 July at Sunderbani, on 11July at Koteranka , 14 Julyat Manjakote and 20 July at

Kalakote. The programmeswill be coordinated by BDOsand Tehsildars.

These camps will highlightprovisions of various schemeslike Pradhan Mantri FasalBhima Yojna, KrishiSinchaye Jojna,PMUY,SBM, Make in India,DDUGVY, Pension schemes,scholarship schemes, welfareand developmental schemesbeing implemented by morethan a dozen departments.The camps will also carry outenrolment under schemes. Anumber of schemes aimed atentrepreneurship, skill devel-opment and specific plan willalso be highlighted to show-case the development inter-ventions of Government and

to disseminate informationto masses for maximum ben-efits under these schemes.

District Officers of all thedepartments and resourcepersons will brief about theschemes, objectives, provi-sions and achievements.Issues related to implemen-tation of schemes in remoteand far flung areas will alsobe discussed.

It is pertinent to mentionedhere that DistrictAdministration has alreadylaunched a massive pro-gramme of 112 PSGA campsin this month under which4896 certificates havealready been provided in lasttwo weeks which include 584Caste certificates, 915

Permanent ResidentCertificates, 565 RBA/ALCcertificates, 307 Mutations,856 Revenue Extracts, 233Income Certificates and 81marriage registrations.

In order to education peo-ple about their right a seriesof camps are aimed at provi-sions of Right to InformationAct , public review and feed-back about its implementa-tion and creating awareness.

As a part of ongoing PSGAcamps SDM thanamandiorganised a camp at SaimSamat while SDMSunderbani organised acamp at village Nah wheremore than 300 certificateswere provided by both theofficers.

UDHAMPUR: Seven-dayworkshop on 'ScaleDevelopment and Validation',organised by the UdhampurCampus, University of Jammuconcluded on Friday.

Prof. R.D. Sharma, ViceChancellor, University ofJammu and Prof. DeshBandhu Gupta DeanAcademic Affairs, Universityof Jammu were the chiefguests in the valedictory func-tion while Saurabh Aggarwalassociated with IBM SPSSand faculty of HBTI Kanpurwas the guest of honour.Congratulating the UdhampurCampus for organising theworkshop, the Vice Chancellorsaid that research is nothingbut a common sense and theneed is just to apply it.

Prof Sharma said thatresearch must be of high quali-ty in order to produce resultsthat can be applied in real lifeand for that developing a validscale is very essential. Themost important advice whichhe gave is to publish yourresearch work before it perish-
