ENCANTO VILLAGE
MAPPING GROWTH
The Encanto Village is bounded by the Grand Canal on the northwest, north and east, McDowell
Road on the south and the I-17/Black Canyon Freeway on the west. The village is well served by
high capacity transit with many bus routes and five light rail stations in the village: Encanto,
Thomas, Osborn, Indian School and Campbell. The Encanto Village contains 22 historically
designated neighborhoods, with most of the housing stock built between the 1920s and 1950s. The
village is home to many fine examples of mid-century modern buildings, including the Phoenix
Financial Center at Central Avenue and Osborn Road, and several garden style apartments north
and east of the 7th Avenue and Osborn Road intersection. Steele Indian School Park, situated on
72 acres, hosts the annual Independence Day celebration and many other festivals throughout
the year.

2017 Zoning Adjustment
The Encanto Village Planning
Committee heard eight rezoning
cases during 2017. Of those eight
cases, two were rezonings to the
Walkable Urban Code. The map to
the right shows that most of the
rezoning cases occured in Central
Encanto Village between Central
Avenue and 7th Street, within the
TOD Districts.
The committee also heard three
Planning Hearing Officer (PHO)
cases during 2017. These cases
were distributed throughout the
village. The Planning Hearing
Officer hears cases that amend
rezoning stipulations.
In 2017, there were 51 zoning
adjustment (ZA) cases within the
Encanto Village. These cases are
either for a variance or a use permit
and the Zoning Administrator or a
Hearing Officer makes a decision
on the case. Any appeal to a ZA
decision is heard at the Board of
Adjustment.
As the map to the right shows, the
cases were distributed throughout
the village with a cluster located
along McDowell Road between
Central Avenue and 16th Street.

Muse Apartments, a mixed-use community, is located in the Central Arts Districts at the
northwest corner of Central Avenue and McDowell Road and was completed in August 2017.
The mid-rise development includes 367 units and 11,000 square feet of ground-floor retail,
including Press Coffee, Forno 301 Pizzeria and Bar, Salon D’Shayn, and Community Florist. The
Muse is less than a block from Phoenix Theatre, Phoenix Art Museum, and Phoenix Opera,
and is located along the light rail corridor, adjacent to the McDowell/Central Avenue light rail
station. The development incorporates the architecture and design details that are found in the
Arts District and surrounding buildings.

PARK CENTRAL RENOVATIONPark Central Mall opened in 1957 and was considered
the center of the Phoenix retail scene. Over time, the
mall has decreased businesses and is underutilized
for the size, designation as the Village core, and
location along the light rail. The current owners,
Plaza Companies, will be doing a renovation to
the space that will include outdoor walkways and
seating, new retail and restaurants, and office space
that will be designed to maintain a retro feel.

Initiate discussion with the Housing Department regarding the current stock of a� ordable housing in the Village
