How the Passage of Federal Health System ReformLegislation Impacts Your Practice (8:30 AM – 11:30 AM) Fee: $75.00

Healthcare reform legislation has passed and will forever change the nation’shealth insurance and healthcare delivery systems. On March 23, 2010, PresidentObama signed the Patient Protection and Affordable Care Act (H.R. 3590) intolaw. A number of key provisions in the new law may have an immediate impacton your practice and your patients, while others have a much longer time framebefore they will take effect. Physicians and practice administrators need to prepare for the massive demographic and regulatory changes that could affect our health system. This seminar will examine how patient demographics, demand for professional and ancillary services, payer mix, and practice reimbursement could change. Most importantly, it will suggest strategies that you can use to prepare your organization for success in the new healthcare environment.

Opportunities for physicians in the types of payment changesdescribed above include:

• Being paid for desirable services that are not paid for today, or being paid more for services that are undercompensated today

• Being paid more for delivering high-quality care • Gaining greater flexibility to determine which combination of services is most

appropriate for an individual patient • Receiving more predictable revenues (e.g., based on the number of patients they are

caring for, rather than the number of times the patients come for an office visit)• Being rewarded for reducing total healthcare costs and utilization

Challenges for physicians in new payment systems include:• Receiving inadequate payment amounts for new services or bundled payments • Receiving reduced payments for some services in order to shift money to

new payment systems or components• Having performance standards set at unreasonably high levels, having payment

based on problematic measures of quality or cost, or being penalized for focusing efforts on aspects of quality which are not measured or rewarded; Incurring higher administrative costs to implement and comply with new payment systems

• Incurring higher administrative costs to implement and comply with new payment systems

• Being unable to access the data needed to establish prices accurately or to monitor and improve performance in a timely fashion

• Having insufficient capital to install new infrastructure or successfully managefinancial risk

• Experiencing a reduction in revenues through fewer referrals or lower utilization of services

• Being penalized for having improved quality or reduced utilization prior to the establishment of baselines for rewards

Following this seminar, you will be able to:• Describe how today’s economic and political factors impact your practice

and your physicians• Identify how health reform legislation affects:

~ Patient demographics~ Demand for professional and ancillary services~ Payer mix~ Reimbursement

• Describe the strategies your practice can use now, and in the future, to survive and thrive

The Impact of Implementing ICD-10 Oon Your Practice (1:30 PM–4:30 PM) Fee: $75.00

ICD-10 is here at last. And the switch to ICD-10 from ICD-9 poses one of the most challenging transitions ever for providers. Smaller physician practices will be hit the hardest. Henry Schein has partnered with the MedicalBusiness Institute to help you understand and prepare for the impact thechanges will have on your practice.

This seminar will explain the ICD-10 regulation and Version 5010 of the HIPAAtransaction standards and HIPAA's wide-ranging administrative simplificationprovisions. Physician practices must transition from the current Version 4010 ofthe transactions to Version 5010 by Jan. 1, 2012. Just as physician practices areadjusting to the new HIPAA electronic transactions platform they must transitionfrom ICD-9 to ICD-10 by Oct. 1, 2013. These changes are intertwined, expensiveand will complicate things for medical practices. We will cover the differencesbetween ICD-9 and ICD-10 and how to navigate the new ICD-10 format. Thisseminar will describe these changes as well as provide tools so your practicecan prepare to meet these challenges.

Critical issues to be discussed include:• The key elements of Version 5010• Compliance dates your practice will have to meet• The new ICD-10 code set components • Expected implementation costs for your size practice• Critical testing and implementation steps to avoid cash flow disruption

In addition, we will address how physician practices can effectively face challenges in:

• Encounter documentation changes you will need to make• Staff training and training timeline• Collection and use of research and benchmarking data • Clinical workflow adaptations• Strategies for working with your vendors and payers• Payer negotiations/contracting• Understanding the critical components of both the ICD-10 and the Version 5010 HIPAA electronic transaction standards

• Recognizing the major impact areas on your practice and the timeframes forimplementation, testing and compliance

• Identifying the necessary steps practices will need to take to comply with these complex federal mandates

• Recognition of the potential costs and benefits associated with adoption of ICD-10 and the Version 5010 HIPAA transactions

HIPAA Hitech, Meaning Use and Your Practice(1:30 PM–4:30 PM) Fee: $75.00

The American Recovery and Reinvestment Act, also known as the stimulus bill, did more than allocate billions of dollars to shore up the weak U.S. economy. Italso expanded the reach of the Health Insurance Portability and AccountabilityAct (HIPAA) by extending HIPAA privacy and security rules to business associ-ates and establishing the Medicare and Medicaid EHR Incentive Programs.

For all health care organizations, managers, and key personnel of both coveredentities and now also business associates, medical records confidentiality hasbecome a critically important management issue. With HIPAA, the final DHHSprivacy and security regulations, and now the HITECH Act, the responsibility forincreased security and sensitivity in the maintenance and transmission of healthinformation will be monumentally greater. And now, the new HITECH Act dramatically increases penalties for failure to do so and makes the law apply to business associates, as well.

The Medicare and Medicaid EHR Incentive Programs provide a financial incentive for the "meaningful use" of certified EHR technology to achieve healthand efficiency goals. By putting into action and meaningfully using an EHR system, providers will reap benefits beyond financial incentives–such as reduction in errors, availability of records and data, reminders and alerts, clinical decision support, and e-prescribing/refill automation.

What is "Meaningful Use"?The American Recovery and Reinvestment Act of 2009 specifies three main componentsof Meaningful Use. This seminar covers all three components. Simply put, "meaningfuluse" means providers need to show they're using certified EHR technology in ways thatcan be measured significantly in quality and in quantity. In this seminar, the existing federal and state laws involving electronic health record confidentiality, privacy, andsecurity, coupled with the new HITECH and “Meaningful Use” laws, are explained by anationally recognized Medical Business Institute speaker. Compliance with the HealthInsurance Portability and Accountability Act (HIPAA) and the final DHHS Privacy andSecurity Rules will be discussed along with:

• Compliance and enforcement changes caused by the HITECH Act, including the addition of all business associates

• Coverage of electronic health records and confidentiality laws • How the new HITECH Act changes HIPAA compliance • How HIPAA now after the HITECH Act applies to business associates • How civil money penalties and criminal penalties have increased and how

the federal government has stepped up enforcement efforts • The current status of the Privacy Rule, including what requirements must be

met and current problem areas with suggested solutions • The use of a certified EHR in a meaningful manner, such as e-prescribing• The use of certified EHR technology for electronic exchange of health information to

improve quality of health care• The use of certified EHR technology to submit clinical quality and other measures

Upon completion of this activity, participants will be able to:• Discuss the meaning and implications of “willful neglect” in the HIPAA/HITECH provisions• Understand the meaning and criteria for “Meaningful Use”• List and explain the requirements for electronic patient data and the physical records• Discuss the responsibilities of your practice and its business associates

for breach notification
