What is a LIFE-integrated project?

• Implement the environmental and climate legislation and objectives on a larger scale and to increase the impact of the LIFE programme in the EU.

• Act as a catalyst for the implementation of plans, programmes and strategies developed on a regional, multiregional or national scale as a result of EU legislation.

• Central are the involvement of stakeholders, the effects in the long term and the coordination with complementary actions and projects that contribute to the realisation of the same strategic plan.

LIFE IP CA 2016 BE REEL! is being realised with support from the European Union funding instrument, LIFE.

The LIFE integrated project BE REEL! will give a strong boost to the realization of the

ambitious Flemish and Walloon renovation strategies towards 2050 by means of five levers

Wallonia –

The strategy of Wallonia is based on three axes:

• Strengthen the framework to ensure

transparency, stability and credibility for

energy-efficient investments;

• Contribute to a better structuring and

strengthening of the market for supply of

supplies and services aimed at improving

energy efficiency of buildings, with the

support of competent professionals;

• Reinforce the demand for energy efficient

buildings.

B. Innovative business models for renovation

BE REEL! sets up pilot projects that will develop new policy instruments, test by for both

regions, after which they will be disseminated for implementation.

C. Demonstration projects

The BE REEL! partner cities set up various renovation projects and demonstrate the technical and financial feasibility of profound renovations. The focus here is on a collective approach.

Partner cities are the City of Antwerp, Mechelen, Ghent, Mouscron and La Louvière.

The demonstration projects concern:

• collective renovations of houses to low-energy and almost energy-neutral homes,

• thorough renovations of large and small apartment blocks,

• collective solar panels,

• neighborhood renovations,

• shallow geothermal,

• energy investments for vulnerable populations

• third party financing for energy renovations.

These good practices are translated into guidelines, scenarios and training programs that are widely distributed among stakeholders.

D. Capacity Building

• Deep energy renovation is technically feasible, if all parties involved have the necessary expertise.

• Building professionals needs consist mainly of information to make the benefits visible, necessary interventions, long-term vision for financial support.

• Building professionals may now take BEN courses (Fl. ) or PAE Renovation Advice courses (Wall.) which are organized by some educational institutions.

The BE REEL! project will support these already existing activities by:

� Intensive knowledge building and training at regional and local authorities and with

stakeholders (construction sector, social housing, education, renovation consultants,

financial sector) on new policy instruments, innovative business models and good

practices.

�Learning networks strengthen interregional and international cooperation, and ensure

that the results of BE REEL! improved and optimally used.

LIFE BE REEL! National dissemination program for cities and local Authorities [E5]

Local pioneers in renovation policies will share and exchange their experiences, project

results get mainstreamed and best practices find common ground to upscale in this part of

learning network.

• Ensuring local authorities take up an important role in communication and dissemination

strategy.

• Embed project results in the long term strategy for climate neutrality and the sustainable

energy action plans (SEAP’s) of the Covenant of Mayors Signatories

• Guarantee consistency of BE-REEL! Activities with regard to all local policies

• Attention to the collateral benefits in terms of environmental, economic and social impact.

Beneficiary responsible for implementation: VVSG vzw in collaboration with the Union of

Cities and Municipalities of Wallonia (UVCW).

Expected results: Cities and local authorities are fully prepared and

dispose of all necessary components to lay out a cluster of measures

that will change the local housing sector and its climate impact in a

definite and sustainable way.

Energy invoice communication [E7]

In the first phase and second phase (2018-2021) is the city of Mechelen responsible

for the development and testing out the first local communication pilots.

When the results are positive and this local communication action is a success, the

Flemish region and the Walloon region (VEA and DG04) are the leads for the last and

third phase (2022-2024) for implementing this action in the whole region.

Capacity Building Workshops for insight in best practices fitting the actual needs for public

stakeholders in Flanders, Wallonia (and Brussels)

���� The target audience are the 235 Belgian cities and municipalities with an engagement and

ambition to contribute to climate action, having signed the “Covenant of Mayors”.

���� The activities are large array of workshops setup by external trainers functional manuals,

project management guidelines, to improve stakeholders technical capacities and knowledge.
