1. OBJECT As part of the Melowind project, the UTE grid in 150 kV needs to be upgraded in order to be able to evacuate the generated power without affecting the electric system and service quality for the grid and other users. UTE has described in the document “Procedimiento de Compra No. K43037, Anteproyecto de Conexión”, that it is required to build a new substation at the Melowind site, to be connected in the existing 150 kV overhead line Treinta y Tres – Melo. This new substation will provide the connection point for Melowind and will complete the interconnection with the UTE grid. This specification defines the conditions and requirements for the basic and detailed engineering, design, manufacturing, supply, testing and inspection, transporting, unloading, erection, commissioning, start-up, spare parts for commissioning and warranty of the Turnkey for the complete 150 kV UTE Substation. The supplier shall comply with all requirements stated in this Technical Specification and fill in the information requested in this document as well as in the attached Data Sheet.

2. BASIC DESIGN DATA

2.1. Site Conditions

See document 214486-EN-SP-0-00066

2.2. Operation Voltages

Equipment and materials to be used on the Project shall be designed, manufactured and tested according the following values: Rated voltage: 150 kV ± 10% Service AC power voltage 400/230 ± 15% Protection and metering voltage 110 V +10% -15% DC power voltage 110 V +10% -15% Frequency margin 47 – 52 Hz.

3. SCOPE OF SUPPLY The Scope of Supply will be an EPC Turnkey that includes all of the necessary works for the design, supply, erection, tests, commissioning, start-up and legalization. As minimum shall include: a) Basis and Detailed Engineering b) Supply of the equipment and materials. c) Civil works d) Erection. e) Earthing. f) Commissioning (including a final Dossier of the commissioning tests). g) Start-up. h) Commissioning spare parts. i) Substation legalization project.

3.1. Basic and Detailed Engineering Basic and detailed engineering necessary to define the UTE substation, shall be part of the scope of supply (electrical, mechanical, I&C and civil engineering). It shall include calculation reports, drawings, O&M Manuals, Commissioning Manuals, trip matrix and protection settings, insulation coordination report and as-built documentation. Once purchase order settled, the supplier will submit all engineering documentation according with the annex 1 VRDL.

3.1.1. Equipment The substation shall be Air Insulated Substation type (AIS), designed in double bus bar, for two (02) positions for overhead lines and one position for a generator plant (Melowind). Each position will be formed by the following equipment. The characteristics of the equipment and values are given for reference. Supplier shall perform the basic and detailed engineering to properly define all equipment and components of the substation.

3.1.1.1. Melowind Position a) Three (3) surge arresters, metal oxide, 150kV, class 2, 10kA with discharge

counter. b) Three (3) voltage transformers, capacitive type. Three (3) secondary windings,

two for metering class 0.2 and one for protections class 0.5-3P.

c) Three (3) current transformers with one (1) secondary winding for tariff metering 0,2S FS≤5.

d) Three (3) current transformers with three (3) secondary windings, two (2) for protections class 5P20, and one (1) for metering class 0,5S FS≤5.

e) Three (3) three-phase line disconnecting switch (89L). One for outgoing circuit, one for Main Bus Bar and one for Transfer Bus Bar.

f) One (01) earthing switch (57L). The line disconnecting switch shall be equipped with a mechanical interlocking system for safety reasons. The mechanical interlock foreseen shall be able to extract a key when the earthing switch is closed. The interlocking shall be performed when there is no voltage in the grid.

g) One (1) three-phase circuit breaker (52L), SF6 type.

3.1.1.2. Melo Position a) Three (3) surge arresters, metal oxide, 150kV, class 2, 10kA with discharge

counter. b) Three (3) voltage transformers, capacitive type. Two (2) secondary windings for

protections class 0.5-3P. c) Three (3) current transformers with three (3) secondary windings, two (2) for

3.1.1.4. Tie Breaker a) Two (2) three-phase line disconnecting switch (89L). One for Main Bus Bar and

one for Auxiliary Bus Bar. b) One (1) three-phase circuit breaker (52L), SF6 type. c) Three (3) current transformers with three (3) secondary windings, two (2) for

protections class 5P20, and one (1) for metering class 0,5S FS≤5.

3.1.1.5. 150 kV Busbar Voltage Metering a) Three (3) voltage transformers, capacitive type for main bus bar. Two (2)

secondary windings, one for metering class 0.2 and one for protections class 0.5-3P.

3.1.1.6. UPS, DC System and Diesel Generator a) UPS system, composed by rectifier, inverter, by pass transformer, static switch

and batteries. UPS and its by pass transformer will be fed from the Auxiliary Service Panel.

b) DC system, double system in parallel configuration, composed by charger/rectifiers, batteries and accessories for connection. Both rectifiers shall be fed from the Auxiliary Service Panel.

c) Emergency Diesel Generator (EDG) with automatic transfer Switch panel (ATS), 60 KVA as minimum, 400/230 VAC, for back up feeding to Auxiliary Service Panel.

3.1.1.7. Control, Protection and Communication a) The control system will be composed by Control Units cabinets, Substation

SCADA cabinet, HMIs touch screen for local operation, alarms panel, fiber optic panel and grid analyzer device.

b) All protection relays for each position of the substation and for the substation itself will be composed by a main relay and another for backup in which several protection functions, events recorder and oscillographic will be implemented.

c) Ethernet connection for relays communication. d) Time synchronization GPS (IRIG B000). e) Communication system will be composed by fiber optic OPGW type as main

communication channel and radio link connection as back up communication channel. The associated equipment and accessories for these systems shall be foreseen, (tuning device, switches, converters, 18 mts tower, antenna), etc. the Destination will be the closer point of the future overhead line of 500 kV San Carlos – Melo (by others), to be defined later. It is assumed a distance of 30 km of fiber optic OPGW installed on the existing line supports.

f) At generator position (Melowind), a fiber optic OPGW type will be used as main communication channel, (by others).

g) At Treinta y Tres and Melo positions, Power Line Carrier will be used as the main communication channel.

h) Energy production metering System for Melowind position (SMEG, UREE 14/002).

3.1.1.8. Hardware a) Steel hot dip galvanized support structure for equipments, cables trays and

gantries for the overhead lines to Melowind, Treinta y Tres and Melo substations. b) Supports, structures, isolators, aerial cable and hardware necessary to cut the

existing line Melo-Treinta y Tres and make the deviation to gantries of UTE Substation.

c) Complete 150 kV bus bar for substation, main bus bar and auxiliary bus bar, included copper tubes, cables, isolators, all the connections clamps and derivations.

d) All power, control, protection, communication and fiber optic cables for interconnections. Cables for power and control shall be 0.6/1kV, armored cable. The rest shall be adequate for each voltage level, armored and /or shielded. All cables shall be low smoke, no fire propagation and zero halogen.

e) Full equipment for security, operation, maintenance and for fire fighting system, (to be quoted as an option).

f) The Supplier shall to design, supply and install the distribution panels required to serve the substation equipment. These panels should be:

• Auxiliary Services Panel 400/230 VAC. (lighting, receptacles, heaters, UPS, DC, etc.).

• Panel for equipment that requires uninterruptible electrical supply, 400/230 VAC. (metering, protection devices), fed from the UPS.

• Panel for equipment that require DC feeding, 110 VDC. (circuit breaker, disconnecting switches, protection relays, etc.) fed from the DC system.

3.2. Services

3.2.1. Erection It shall be part of the scope of supply the erection of the equipment stated in section 3.1 of this Technical Specification. Besides, electrical interconnection between equipment and the Limits of Supply defined in this Technical Specification will be part of the scope of supply, including electrical power cables, interconnection cables (metering, interlocks and trips), control wiring and earthing. Main erection activities will be:

a) Civil Works described in 3.2.5. b) Erection of all equipment described in 3.1.1. into the building and in switchyard. c) To cut the existing line Melo-Treinta y Tres and to make the deviation until the

gantries of UTE Substation. d) To perform the connection in 150 kV of the cables coming from Melowind to its

gantry. e) Protections, communication and control systems inside substation and the

connections required for trips, commands or signals at the substations involved (Treinta y Tres, Melo, and Melowind).

Erection works shall comply with the codes and standards herein specified.

3.2.2. Auxiliary Services Feeding Auxiliary services of UTE substation will be fed from an existing MV distribution line. An overhead line shall be included in the scope of supply from the connection point to the new UTE substation. Due the data of the connection point is not known yet, the following conditions must be assumed:

• Feeder type: overhead line.

• Rated voltage: 15 kV

• Length: 5 km.

• Support type: Hot dip galvanized steel, single circuit.

• Conductor type: Steel - Aluminum. The following supply and erection activities must be included on the Scope of Supply:

• The necessary modifications in the existing line to make the derivation to the new UTE substation. It shall include the supply and erection of surge arresters, disconnectors, isolators, supports, etc.

• 300 kVA, 15/0.42 kV, three phase transformer and all accessories for its correct operation, to be placed at the last support close to the new UTE substation.

• Low voltage feeder, 4 wires + earth, 0.6/1 kV, from the secondary terminals of the transformer to the LV switchgear BFA, including underground conduits for its correct installation across the route. The length assumed is 20 meters.

3.2.3. Earthing It shall be designed and erected the necessary earthing grid to meet the current regulations, with the soil resistivity value given in Design Basis document. The earthing grid shall include necessary cooper bare conductors with the appropriate section, copper bonded ground rod with ground inspection wells, cadweld welding, test bridges, clamps and accessories.

3.2.4. Lighting Normal and Emergency lighting shall be foreseen for switchyard area, access roads and fences, as well as, service receptacles for maintenance. Lighting shall be designed to maintain and operate all substation equipment in night shift hours.

3.2.5. Civil Works The scope of supply in Civil shall include the following works:

a) Site preparation, earth works for a plot of 200 x 200 meters, leveling and compacting.

b) Urbanization, it must include access road, internal roads, and plots for the foreseen positions plus space for future positions, fencing, surface finishing and drainage.

c) Concrete works, foundations for equipments, currents transformers, voltage transformers, surge arresters, circuit breaker, etc.

d) Control Building, composed by protection & control panels’ room, communication room, batteries room, diesel generator room, warehouse/workshop and toilets. Also, the proper services as HVAC, fire fighting system, normal and emergency lighting, receptacles, voice & data, plumbing & sewage, etc. shall be part of the scope of the building.

e) Will be part of the scope of supply the following security systems: 1) Access control 2) Intruder detection in perimeter fence and building. 3) Electrified perimeter fence. 4) Fire detection system in building, cabinets and panels.

f) Aboveground / underground electrical raceways necessary to interconnect the AIS equipment.

3.2.6. Commissioning Commissioning works shall be part of the scope of supply of this technical specification. The Supplier shall be responsible to plan and coordinate commissioning tests between

the Client and the Electrical Company (UTE). Therefore, UTE standards and commissioning procedures shall apply. The Supplier shall include along with the offer an equipment list, catalogues and tests to be considered. Moreover, it shall also include a list including the foreseen equipment for the commissioning works.

3.2.7. Spare parts for the Commissioning Spare parts that the Supplier considers necessary to execute the commissioning phase without any delay shall be included. The guarantee tests shall be also consider in the scope. The Supplier shall bear in mind that he is the responsible for the commissioning works. The proposal shall consist of a list including the catalog numbers, quantity and price, manufacturer data, model, type, etc.

3.2.8. Substation Legalization Project The Supplier shall legalize the installation, issuing the necessary documentation required by the Official Organizations and managing all activities requested to obtain permits, licenses, authorizations that apply in Uruguay and UTE, etc.

3.2.9. Tests and Inspections Before energizing any equipment, the tests and inspections required for this Scope of Supply is shown in the Annex IDS, “Inspection Data Sheet”.

3.2.10. Transport and Intermediate Storage To be in accordance with commercial terms and PO.

3.2.11. Documentation The supplier shall submit the documentation for engineering, quality and shipping according with the annex 1 VRDL.

3.3. Limits of Supply The following limits of supply are established:

a) The battery limits in high voltage will be the point where the existing line between Melo and Treinta y Tres will be cut and diverted to the new UTE substation. The other side of the battery limit in high voltage will be the entry gantry isolator terminals of the overhead line to Melowind. The connection of the overhead lines to terminals is included.

b) In low voltage, UTE substation will cover the entire internal distribution system. For Auxiliary Services, the battery limit will be the connection point in a MV UTE distribution line, covering the scope described in section 3.2.2 of this Technical Specification.

c) For communications and protection, the battery limits will be those points at Melo, Treinta y Tres and Melowind substations, as well as UTE dispatch, etc. requested for external trips, remote metering, remote commands, etc. At the engineering development, a detailed list of signals exchanged between the new UTE substation and substations mentioned shall be provided.

3.4. Exclusions a) The overhead lines in 150 kV to Melo and to Treinta y Tres. Only the works related with the

deviation to the gantry of new substation is included.

b) The overhead line to Melowind is part of another contract but the connection at the gantry is included for the line and fiber optic.

c) Maneuvers for overhead lines discharge.

d) Operations at UTE substations for start up maneuvers or any other electrical operations in UTE grid. Only the coordination and management of this operations and the presentation of tests, permits, etc. are part of the Scope of Supply.

4. TENDER PROCESS The offer will be divided in two separate documents: the Technical offer and the Commercial offer.

The address, due date of the offers and any other data related to the tender process, will be described in the quotation request.

The Parts included in the Commercial Offer that are relevant for the technical bid evaluation such as scope of supply, limits of supply, exclusions, technical guarantees, and delivery date shall be included also in the Technical Offer or make a clear reference to the chapter where they are describe in the commercial documents.

5. APPLICABLE CODES AND STANDARDS

5.1. General Design, engineering, materials, manufacturing, construction, erection, inspection, and tests of the equipment to be supplied must be in accordance with the basis established in the standards indicated on the Design Basis. In addition, UTE and Uruguayan Standards shall be taken into account.

The Supplier will apply, whenever possible, the same set of standards to the design, manufacturing, inspection, and tests of the equipment to be supplied.

6. DESCRIPTION AND SUPPLY SPECIFICATION

6.1. 6.2. Circuit Breaker (52L) a) Circuit breaker (52L) shall be three-phase, single pole. It shall be capable of

extinguishing the arc generated amongst the contacts.

b) The operation mechanism shall be of spring type motor loaded. It shall be foreseen local and remote control of the breaker.

c) Circuit breaker shall be SF6 type, motorized and formed by three main sections. In the lower part there is the spring charge mechanism. Over this mechanism the insulators are laid. And in the upper part there is a gas chamber for current interruption.

d) Circuit breaker shall be equipped with a spring charge mechanism, lock magnet devices for opening and closing, limit switch with SPDT auxiliary contacts, heater resistance, SF6 control system, etc.

e) Circuit breaker shall have one (1) closing coil and two (2) opening coils.

6.3. Line Disconnecting Switch & Earthing Switch (89L and 89T)) a) Line disconnecting switches, high speed earth switches and hand-operated maintenance

earth switches shall be complete with all parts that are necessary for efficient operation. Line switch shall be rotating type, three columns per pole and double side opening, with the following main features

b) Line disconnecting switches shall meet the following requirements:

• They shall meet the rated short circuit withstand current.

• They shall be equipped with electric motor drive operable from main control room as well as local control cubicle.

c) The earthing switch shall have the following features:

• They shall be equipped with electric motor drive and an energy storing mechanism so that closing is possible even if the power supply fails.

• They shall be equipped with manual closing facility. The power drive shall be blocked during manual operation.

• Disconnecting switches shall be equipped with an interlocking system for safety reasons. The mechanical interlock foreseen shall be able to extract a key when the earthing switch is closed. The interlocking shall be performed when there is no voltage in the grid.

6.4. Current Transformers (CTs) a) The current transformers are used for metering and protection. The ratio, burden,

accuracy class of different cores shall be as per AIS Single Line Diagram and Data Sheet.

b) Terminal and polarity marks shall be indelibly marked on CTs and shall be as per relevant standard. Installation orientation to be identical for all CTs. Facility shall be provided for shorting and earthing in the terminal box.

6.5. Voltage Transformers (VTs) a) Voltage transformers are used for system monitoring and protection. The burden and

accuracy class shall according to the use. They shall be capacitive type. Please refer to SLD and Data Sheet.

b) Terminal and polarity marks shall be indelibly marked on VTs and shall be as per relevant standard. Facility shall be provided to isolate the device.

6.6. Surge Arresters a) The surge arresters shall be installed close to the gantries of the incoming overhead

lines. Surge counters shall be foreseen for each phase and shall be assembled at a visible height to facilitate the reading of the meter.

b) The surge arresters shall be of metallic oxide type (ZnO), hermetically tight with self-supporting structure.

c) The insulators shall be made of porcelain or polymer and must have an adequate mechanical rigidity for a satisfactory operation.

d) A detector of leakage current shall be part of the surge counter. An isolated copper conductor shall be used for the connection between the surge counter terminal and the surge arrester earth terminal.

e) If the Supplier considers any technical requirements stated in this specification to be detrimental to the performance or quality of the equipment specified, he shall indicate this to the Purchaser and shall obtain written directive on how to proceed. Otherwise he will be held fully responsible for any consequence of not following such procedure.

6.7. Protection System a) Is under the scope of the supplier to perform the necessary protection study and offer

those that are best adapt to the substation in accordance with the requirements of the client. Table I shows the basic scheme for protections, function described in the points b) and c) below are mandatory. During the development of the detailed engineering, the protection scheme will be finally defined with UTE.

b) The position for Generator (Melowind) shall have differential and overvoltage protection. Trip circuit verification system for circuit breaker shall be provided also.

c) For Treinta y Tres and Melo positions, both protection relays shall be identical and shall be provided of Line Differential protection, Distance protection with re-closing functions as minimum.

d) All protection relays for each position of the substation and for the substation itself will be composed by a main relay and another for backup in which several protection functions, events recorder and oscillographic will be implemented.

e) Protection relays shall be of digital type featuring multi-functionality according to IEC 60255. They shall be housed in the control and protection cabinets.

f) The Supplier shall readily configure and parameterize all protection relays including settings and internal protection relay logics for the communication with DCS ready to be tested during FAT.

g) The relays will be communicated between them and with the UTE general protection system through an Ethernet connection or fiber optic with an industrial type switch. The communication protocol to be used will be IEC 61850 and IEC 60870-5.

h) Time synchronization for all relays shall be made through GPS (IRIG B000) or IEC 1588v2 protocol. Relays shall be suitable for remote operation, (settings adjustment, viewing of electrical data, status, oscillographic records and events), and their interconnection with the SCADA system.

6.8. Control System The control system will be composed by Control Units cabinets, Substation SCADA cabinet, HMIs touch screen for local operation, alarms panel, fiber optic panel and grid analyzer device.

The Control Units consist on an integrated system where the main component will be the Substation Control Unit (SCU), which shall manage the overall whole of substation operation.

The main functions of the substation control system will be:

a) Control and signaling of all positions of the substation through the Positions Control Units (PCU).

b) Control and interlocking positions, as well as logical functions.

c) Presentation and management of alarms of the system.

d) Management of communications with the tele-control and the UCP. Management with the peripheral hardware such as monitor, local workstation, printer, modem, etc.

e) Fails and events reports.

f) Time synchronization though GPS.

g) The main functions of the substation control system will be:

The Position Control Units (PCU) will manage the following activities in each position:

a) Measurement of current, voltage (single-phase, three-phase), power, frequency and power factor of the corresponding voltage transformers and current.

b) Control and signals of the associated equipment of the substation: circuit breakers, disconnecting switches, earthing switches, etc.

c) Gathering of signals from the equipment mentioned above.

d) Internal alarms management of the PCU.

6.9. Communication System Main functions of the telecommunication system are:

a) Remote trips (both directions) to the Circuit Breakers installed in UTE Substation and Wind Farm Substation.

b) Communication between line differential protections.

c) Integration of Melowind Wind Farm into the communications network of UTE substation and communication with UTE or “Delegated Dispatch”.

The communication system for the overhead lines position will be Power Line Carrier and for Generator (Melowind) will be fiber optic. All equipment, accessories, auxiliary devices, etc. for these communications links shall be implemented.

For the Integration of new substation into the UTE communication network or with UTE or “Delegated Dispatch”, a fiber optic will be implemented between the new substation and the closer point of the future overhead line of 500 kV San Carlos – Melo (by others), this location will be defined later. A distance of 30 km is assumed for this connection. As back up communication channel a radio link will be used, the supplier shall foreseen all devices

6.11. Signals Auxiliary contacts for the circuit breaker, disconnecting switches and earthing switches status shall be hard-wired to the Wind Farm SCADA. All auxiliary contacts for the status of this equipment shall be hard-wired to the “Formation Frontier Box”.

Analog signals concerning electrical measurements (current, voltage, energy, power factor, etc.) will be hard-wired to the Wind Farm SCADA.

Three (3) signal lists will be issued during the project.

a) Hard-wired signal list. It will include the hard-wired signals to be exchanged between the Power Plant and the AIS substation. It will include not only the hard-wired signals to the Scada, but also the interconnection signals for metering, trips, control, equipment status etc.

b) Bus signal list. It will include the communicated signal list from the Substation Control Panel to the Scada of the plant.

c) Signals to be exchanged to the “UTE / Delegated Dispatch”. Any other signal foreseen by the Supplier considers as necessary.

6.12. Painting and Surface coatings All structures and metallic parts of the substation components like circuit breaker, disconnecting switches, CT´s, VT´s, overhead lines supports, gantries, etc. shall be hot dip galvanized.

For cabinets, and any painted housing equipment, finishing color will be industrial grey (RAL 7032).
