    not on questions of the wisom an necessity of a law, but

    on its compliance with the funamental guarantees

    the Constitution! 0t unuly iscriminates persons of the same

    class, as it penali)es the act of publishing libelous materials

    through internet more hea$ily than those which are committe by

    means of writing, printing, lithography, engra$ing, raio,

    phonograph, painting, theatrical e@hibition, cinematographic

    e@hibition, or any similar means!
