Rule of increase in severity of punishmentThe Swedish Penal Code ch. 29, sec. 2, 7
In assessing penal value, the following aggravating circumstances shall
be given special consideration in addition to what is applicable to each
and every type of crime:
If one of the motives for the crime is to violate a person, ethnic group or
some other similar group of people by reason of
• race
• colour,
• national or ethnic origin
• religious belief
• sexual orientation or
• other similar circumstance

• Swedish Government don’t prioritize hate crimes since 2008
