In con cquonco of a riol on Monday ovonin", tho 28th Septembor, my whole Brigade wns callod out, on tho requit!ition of His Worship the Mayor and oth~ Mngi.~trnt-O:, and l am proud to say tho Oflicort! and men responded splondidl rrho Brigade was under arms all Tuesday night, but thero was no further dislurl ance. On Wednosday, the 30th, a portion of tho Force was relieved from duty Regiments being dotailed for duty in turns till the 15th October. Tho oxpense ~ tho city in con1'eq nonce of the disturbance was very considerable, tho pay of the Officers nod men called out amounting to 87,953.71 alone, n.nd which was promptly pnid by tho Civic Authorities. It is very satisfactory to know that wo have a Force m tho City of Monb·oal which can bo depended on in times of emergency. • I am glad to report that my Staff continue to give me their cordial support, both 10 Camp and at their rospective Headquarter!!. The Senior Bri~ade Major, Lieut,. Colonel Wor:.loy, has received deserved promotion. 'rhis Officer has served under i:io continuously for ten y.:iara, and has alway~ porforrnod his duties to my sati~fac. tion, and I can only say that I am sorry to loso his services.

days before the meeting of this Camp. This Rudden and too late resignation threw tho Battalion in dii;ordor and tho con 1eqoonco was that merely forty men or so, throe Company Offireri; 'and fivo Sta.ft Offi ors joined the Camps.
1 ordered the St:.tf Officers back home, and put the Company Officers and m<:n with the 64th Battalion, whoso Cornp9.nies would have been too we!lk had not this new addition to their strength boon made.

There aro four Rifle Ai-::1ooiations in tho District nnder my command. I am hnppy to be able to report that the conduct of the Troops during Camp wa5
very goOd ; that r.o caimaldes or ancidents of any kind took place there during that time ; that the small-pox scare never reached the Camp, and that not a single man was sick with small-pox in any form, during the whole Camp.

Two Companies were called out on the 3rd of April by authority at Iloadquar-ter1:1, to do duty ut tho Citadel during tho ab ... encc on immediate A~tive Sorvicc of "A" .Battery, RS.A., to tho North-West; and remained thoro, until tho 7th May, when' they woi o relieved by tho Quebec Field Battery, undor tho commnnd of Major Lind-
say. The Regiment ia in possesaion of an efficient Brasb and Reod Band, and has also &
Bugle and Drum Band.
9th Battalion " Voltige1lrs."
On the 25th March, 1885, I inspected the Quebec" Voltigcurs" in tho Drill Shed. The Battalion, in charge of Lt. Colonel G. Amyot, mustered full Rtrengtb, and marched past in column, quarter.column and in quick and double time. The Majors and senior Captains were called out to perform Battalion movement~, and the way they were performed showed that officers and men haJ paid attention to ini;trnctions given. The Drill Shed, I must say, is altogether small, for a battalion of eight companier:> to appear with udvantage; nevertheless, I found a considerable improvement on former yeurs. The men composing this Corps were of good physique and showed ateadiDess in the ranks.
The armP, accoutrements and clothin?, were clean and in good order. On the the 31st .Marc:h last tho 9th "Voltigeurs 'received orders to proceed on immediate active sen ice to the North-West, and after having made tho necessary arrangements, left Quebec on 1he 12th April. After an arduous and fatiguing journey they rt'acLed Winnipeg, where they were encamped for 12 days. They afterwards were quartered at Swift Current and Calgary, and later distributed in detachments at Fort McLeod, Langdon, Gleichen and Crowfoot, in tho vioinity of tho Blackfeet, Piegan and Bloc d Indinn Reserves. They returned to Quebec on the 21st Jnly, 1885, and were given an enthusiastic reception by their comrades in arms and the citizens. Previons to disbanding the regiment I made an inspection, and was greatly pleased with the ba1 dy and soldierly appearance of the men, notwithstanding the tattered look of clothing and accoutrements, you saw that their service in the North-West Territories had been on•o reflect credit on the Militia of the country.
The Battalion has an efficient Band composed of brnes and reed instruments. Thi ee Office1s belonging to this Corps have been lately appointed to other fler-
vices. Captain Caegrttin has been given a commission in the Royal Engineers. Lieutenant O. C. Pelletier, after having volunteered for active service with
"B" Battery, R. S. A., was wounded at Cut Knife, and after his roturn here was f?azetted Lieutenant in the same Battery with which he bad distinguished himself. Captain Drolet bas been appointed Lieutenant in tho Mounted Infantry Corps lately formed at Winnipeg.
.Artillery.
The following were inspected by the Dominion and A.ssist:int Inspectors of Artillery, and ioport will be made by them to headquarterl:!.

The Quobec Field Battery performed drill during itA stay al the Citadel, wLer& thE'y hnd relieved the two Companies of the 8th Royal Rifles.

This Battery under command of Captain Roy wat< called out for active eerv-ice at the Citadel on the 3rd May last and is still doing duty thore.

Major Hamel marched from Levis to Quebec on the 5th June, 1885, with his .Battery and relieved the Quebec Field Battery and remained on du .y until a contin. gent of" A" Battery having returned, the men were sent to their homes.

This Battery under command of CaP,tain Vien performed drill at he~dquartors, and was inspected by Major Fraser, "B ' Battery R. S. A.
Gasp' Battery, G. A.
The Gasp~ Battery was inspected by Lieut.-Col, Taschereau, Brigade-Major, in consequence of changes of detachments of " B " Battery.
Annories.
The Armories in the city are in a very satisfactory state, and the rural Armories also reported favorably by the Brigade Major, with few exceptions.
Owthing and Accoutrements.
,, T~e clo~ing .in this Di~trict is in fair condition, except that of the 9th Battalion Vol~geurs, which .on th ell' ~eturn fro~ .the campaign in the North-West was
examrned and found m a delap1dated cond1t10n. The same may be said of their knapsacks, haversacks and accoutrements.
. There is .an urgent necessity that the Force should be provided with valise equ1p~ent (Oliver pattern) as at present the knapsacks are unserviceable, and the tar w1th wh10h they are covered destroys the olothing. In Camp men can be seen with patches of black, which cannot be rubbed off.

General: "Battalion consisting of Infantry School and 8 Companies (afterwa~ds increased to 10) Active Militia, under yonr CJmmand, required for immediate service in North West. What Companies do you select and when can Battalion move?"
To tbe above I at once replied, indicating the Companies "rea:ly to move in four dayc from Orders."

Tho Rev. G. G. Roberts, Chaplain of the Provisional Battalion on Active Service last spring, to whom we are much indebted, conducted Divine service on Sunday, the 27th September.
The Young Men's Christian Association, with the best interests of tho P'orcu and its individual members in view, pitched its tent for the first time in Brignde Camp in this District. The soldiers were lhus enabled to spend tboir lei1rnre b" urs in Cumµ with pleabure and profit. Previous to the breaking np of the Camp, Hi~ Honor the Lieutenant-Governor most kindly prebented the different prizes ubove referred to.

The Camp was well pitched, and most picturesque as to s1~uat1on, on the b.u1~s of the Kennebecasis River, the regimental arran~ements for rations and fora~e woie excellent, \he horses well protected from the inclement weather at tb.o late sca'lon of the encampment. I regret to have to report three deaths nmong the hors~s 10 Camp Afte~ careful investigation I am of opinion that these deaths were accidental and unavo1d11~le.

As however these latter exist only in the Militia List, further notice of them ia unnecos,~ary, beyond stating the fact that during tho rebellion Kildonan furnished a Company to .tho Winnipeg Light Infantry, un<lor the Command of Lieut.-Colonel W. Q.,,borne Smith, C. M. G., and Emert10n one, for home service, under Captain Whitman.
The latter has been since relieved ~rom service and disbanded, by G. O. (21) 18~h ~eptem.oer, 18 5, but the fo.rmer still remains on the Active List, aa part of the Wmn1.rc:g L~ght Infantry Battahon. BJth wore no doubt largely representative of the original rndopendent Corps of these localities.
Cavalry
. The Winnipeg C!lval~ Troop under the command of Capt. Knight., served during ~ho recent .oampa1go ID the North.West Territory, and were encamped for a oonsi~orable time at Touchwood Hills with the Cavalry School Corps Commanded ~y L1~ut..Colonel T~bull, by whom they were inspected on the 16th July last 1mmod:1ately before their retutn to Winnipeg. '
Lieut.Colonel Turnbull conclndes his report of that inspection in the following words:-

The Officers commanding both of tho above Batteries report the Gatling Guns in their charge partially unserviceable pending certain requisite repairs . Theso reports, however, have already been transmitted to Headquarters.
Infantry.
The 90th Battalion, Winnipeg Rifles, under command of Lieut..Colonol Mackeand. not having as yet received their new clothing, and their old being completely worn oat on service and long since discarded, have been obliged to confine themsef ves to night drills in plain clotheR, of which, however, they have put in a good many voluntarily in the new Drill Shed recently completed. This they propo~e doing throughout the winter, as the bui lding is now supplied with good heating stoves, and it is hoped that the gas light will be introduced shortly.
The arms of this Corps are well kept and carefully looked after in an armoury attached to the new Drill Shed, but many of them are greatly in need of repairo to render them at all fit for service, and in quite a number of instances the groove'i aro worn out of the barrels, so that anything like acclll'ate shooting can nevor again be expected from them.
When however, it is taken into consideration that nearly all the arms in this District were brought here by the Red River Expeditionary Force, over fifteen years ago, and that they were then far from new, it will not then be subject for much wonder that they are pretty woll worn out and have done their work. The accoutre· ments are also equally historical, and are totally unfit for service.
A complete new outfit of arms and accoutrement.a is, I consider, absolutely necessary to secure efficiency for this Corps.
The Winnipeg Light Infantry Battalion, under the command of Lioat.-Colonol W. 0:1borne Smith, C. M. G., being in part formed of Companies and men recrnlted from different portions of Manitoba, ie somewh!lt scattered tbroughont the Province at the present time, bat could probably be readily collected and brought back to .a :it.ate of efficiency at short notice, wore any emergency to arise, calling for their service8. Since their return from active service up to the present time, however, I am not aware that any steps have boon taken towards preserving a state of officioncy by voluntary drills or otherwise. This can easily bo accounted for by the severe indisposition of the Commanding Officer and his senior Major, both of whom u~for~unately met with serious accidents immediately after tho arrival of tho .Battalion in Winnipeg on its return from the North-West.
. Never having seen this Corps, I am unable to make any statemo~t with. regard to its present etficiency, but I understand that it performed gooJ sorv1ce durrng tho recent campaign. .
The arms, aoooutrcmonts, &o., of this Corps (uniforms excepted, they bo10g worn. oul) wore returned into store before tho Corps was dismis!!ed, for want of au armoury in which to place them. Ono Company however, namely that of Minnedo a, comman~cd by Capt. Mcintosh, was pormittod to retain thoirs, and a fow .days a~o when. ~n~smg through that town co my way to Birtle, I took that opportunity of inspectmg them, and I ha.vo to report that I found them clean and carefully lookod aftor.

mentioned nnd tho Stonewall Compnny, wore pormitto<l to tnko their nrms to their Company'; Hendqnarter111 the remainder being returned into store here. I lately inspected the arms of these Companie:; (with tho exception of Stonownll, which I have not yet bad time to vi:.it), and fonnd thorn in good order, under the direct care of tho Captain in each case, in a private armoury of hi8 own titting np.
Tho arm-. of tbeNeepawa Company wore in1:>pectcd and their condition reported favorably.
St. Jenn Baptiste was also visited but nlthough Captain Thibnult had been notiled by lotter a full fortnight before, he did not prodnco so much as a single rifle for t018pection.
I beg to state that in my last two annunl reports I recommended the abolition -of this wortio than useless Company, but no notice hns so far been taken of my rcoom"'1ondation in thi11 regard.
Tho new Drill Shod, which wa'! formally oponod by his Excellency the Governor General, on his return from .Brifoh Columbia, in October Inst, is a fine structure for the purpo:-e for which it is intended, and, with tho oxception of the floor, appears to give general sati,.faction to all concornod. From the nature of the soil _ of which tho :floor is made, the dust, when drilling it> going on, is exrecdingly objectionable, and i:;o very fine, that it even works its way into the armouries on the wings of the building, and battle on the insides of the barrels of the rifles, adhering to the oil, and nece-..sitating constant nt-e of the cleaning-rod and oil-rag, which causes much unncceseary labor in keeping them clean, bc:;idcs being detrimental to the rifles.
A ~lid plank floor of matched spruce or pine lamber two inches thick, and laid on liunkcn sills ti inches by 6 inches, would only cost about Sl,500 (ior tho Drill ~all alone), and of this the Provincial Government offered to contribute $1,0vO, prov1~~ tho o~er was accepted before tho 1st January, 1886, on which date the approprmtion expucs. Tho Gun Shed also shonld be floored but for this I would recommend block paving similar to that on the .Main t1treet of

Begiment Garrison Artillery. Owing to the late date of the receipt of orders t-0 commence drill , permission
was applied for, and received, to extend t he drill -period to the 1st of Apr il, 1886, as the winter period is always the most favorable for evening drills. I am of opinion that in this District , at least, much good would result from this extension each year.
It would also permit of the inspection taking place towards the end of March, when the weather is almost invariably :fine, instead of, aa now, in the beginning of November, when wet weather generally interferes with careful out-of-doors
ins~~~~ctive Militia have, during t he year, in addition to Annual Drill, performed the following duties :-
Guards ot Honor were provided at the opening of t he P rovincial Legislature and the reception of His Excellency the Governor General during his viRit to the P ro.,ince. Salutes were also :fired on Dominion Day and H er M.sjest.y's 13irthday.

Attention is again ealled to tho inco'!Dpleteness of District Stores in the matter of Artillery clothing and accoutrements. Al.so to the nec8ti8ity of replacing tho present store of Rifle acooutrementa with other and more modern patterns. The equipment of existing Artillery Corps has been completed.
Clothing.
The present system of supply of clothin~ does not appear to give satisft1ction • Good men object to wear part wor n clothing, a nd probably with much reason, and it seems to me that some syst em might be devised to meet thi8 difficolty, which is especially gr~at. in a country like this, .where the papnlnti:m, t~ a largo ext~nt1 is OOtlstantJy shifting. Loss is also occasioned by this state of th1ogs-mon qmttrng the ~untry and talcing their uniforms with them, or leaving it at their lsto lodgmgs, without notifying the proper Officer. Thero seems no means, at prc..,cnt, to overcome the ditliculty, as where evening drills are carried oo, tho men mmlt be .\llowed to have their clothing in their p<>13session •

Upon examination, it was found that tho stump which formed the pivot for the 8-inoh 9-ton gun was rotten, and it waa determined to lay down a heavy triangle a1J

New Artillery Store has been built.
Magazine (Beacon 11.ilI),
Ras been lined and fitted with racks, for tho better storage and arrangement of
the gunpowder. .Mauazino Store has been provided. Pla~kwalk connocting .Magazine and Shifting Room has been laid down. After repairs were effected, two rounds were fired from each gnn--one service
and one battering, from the 7·inch end S·inch-a.nd service charges from the 6!-pounder.
Capt. Alington, R.N., and tho Gunner of H. M. S. "Sattelite," were present, and concurred with me as to the satisfactory working of the guns and fittings.
Should it be intended to occupy those works permanently, it would be advisable to gradually replace the wooden picket revetments by brick work.
The wooden platforms on which are ecrewed the racers for the traversing slides should be removed, and iron racers, upon chain and sleepers (Col. Inglis' plan), laid in concrete, substituted.
Much additional cov~r, of a permanent character, might be obtained by lowering the guns about 2 feet.
Better Magazine accommodation is reqnirad at Finlayson's Point and Brothers•

I beg to call your attention to my remarks .upon this subject in mv. ReJ_>Ort for 1883. It is, I consider, a matter of great importance, and my opiuwn is much strengthened by thiR fa.ct, that although great excitement and ~nxiety f?r protection was manifested by the inhabitants of this section of the Provmce during tho past spring, when war with Ro.asia appeared imminent, very few persons came. ~orward. to llilt!ist in defending themso'ves by joining the band of loyal men oompr1s1ng the already enrolled Active Mili~ia.

Charlottetown Engineer Company.
This year it baa been the well.earned good fortune of this Corps to come to tho front rank in the Dominion and take the leading prize for a competition for a 6 hours
work.
Drill Bhed-Oharlotteuntm.
To be in keeping with the Force I requested the Brigade-Major to forward estimates for some needed repairs to the front sill of the Drill Shed, also for some interior alterations and the painting of at least tho front of the building which gots the worst of the weather. At present it looks rather disreputable.
