"MR. ALLARDTS'S PLAN,

In lecalliug in hint issue tlioreport of Mr. Allurdt to tho Mi-nister of the Interior in 1890, uponSho question of a se worn go systemfor lion diiln.dot ills of thoscho noproposed by that gentleman weronot doomed necessary to be re-

peated. They aie in thu Govern-

ment's hands for uso ivhonoverit ma bo decided to proceed with.tlio construction of a system, asHho sewers thoiusolvos nill prr-faab- ly

bo of tho same descriptionno matter what particular meth-

od of discharge bo adopted. Mr.Allaidt brings up another groatquestion, ouo that must bo decid-

ed beforo long, in thocost and tho way to mout it, asfollows:

I am not ndvh-e- to what ox-to- ut

the cost of providing a sys-tem of souor.ige for Honolulu willbo borne by tho general govern-ment. In California, for eMimple, tho cost of all sowers, exceptiiiniu, intercepting and nutf.illsewors, is assessed to thepropoity- -ownors in proportion to tnoirrespective frontu go on tho streetin which a sower is laid. Tho coston stieet crossings is evenly dis-tributed upon tlio adjacent quarter-b-

locks. No monoy is paid outof tho public tro.isury, oxceptvhero a sewor runs in front ofpublic property, such as publicssquares, school lots, ongino housoSots, etc., etc., in which case thomunicipality pays its pro r.itu thosame as u privato Owner. Thocost of main, intercepting andoutfall sowers is usually mot by aspecial tax upon tho property ofthe entiro city, or, in some cases, upon tho property of the districtsdr lined by tho system. Should asimilar method of payment bo fol-

lowed hero, tho direct cost to tho'Government, to moot tho prosontwants, would amount to S39,58G,this being tho estimated cost ofthe main, intercepting and outfallsewers, as ubovo shown, or inround numbers, to sixty thousuud'lollais.

It is really not worth while con-

sidering thosmallorof tho schemes".suggested by Mr. Allurdt as suitodto immediate wants. This schomedoes not tako in more than half oftho city plot, and, if tho proportybenefited is to piy for tho worn, tho snullor scliomo would be asgieat a burden, proportionatelyto tho number aiTbctod, as t.bolarger one. Whether tho property3nid tho oxpenso or not, it wouldnovor do to have half of tho town

--with sewors and the other without."With tlio necessity of haviug suchlargo public works us a sower.igesystem, Honolulu should begin toconsider in oarnest tho quostiouof having a soparato governmentits a municipal corporation. Itused to bo said that ono of thochiof obstaoles to incorpnrutionwas that it would not bo accept-ablototh- o

monarchy, because its.'Jioad would liavo a rival in oflicialdignity and importance in thenuyor of Honolulu. So far as

portant interests. Tho soworagoquestion theivfoio uiitnrally loadsup to the municipal incorporationquestion.

OBSERVATIONS.

Mr. Hatch is undoubtedlyhighly qualified for the positionof Minister to Washington. 11c-to- ro

tlio overthrow of tho mon-archy ho was often mentioned fora place in tho Cabinet, whonchangos wore going, but ho wouldnot consont to have his numopresonted on any slato. lie hsundoubtedly boon ono of theablest administrators in tho Exe-

cutive both under tho ProvisionalGovorntnont and tho Republic,Mr. Hatch has raado tho reputa-tion of being peculiarly able inconducting tho diplomatic corres-

pondence incidental to his presentoffice. His chiof woakuess, according to common report, has boon an unrelenting bit-

terness against political op-

ponents, nnd, in view of theposition he now nccopts, ho madetho gravo mistake of puticipatingin tho famous indignation mussmooting, at which the 1'rpsidontof tho United Statos was assailedwith unlicensed acrimony. It Isto ho hoped that he has been, orwill bo forgivon for this at "Was-hington, as it would be very hardfor the Government to get a morosuitable man for its own puruososto rcprosont it at tho Americancapital.

With Mr. Hatch's nppoiutmontin placo of Mr. Castlo, beforo thelattor bed presented his creden-

tials for acceptance at Washington, emphasis is given to thefarcical nature of Mr. Custlo's ap-

pointment. It is hard to under-

stand why thisGovernmont shouldpay sovoral months of salaryand trnvoling oxpenscs toun official who soemingly wasnevor intundod to occupy theposition in question. Tho matterlooks tho worso whon it is rcmotn-boro- d

thnt Hawaii has a ropreson-tativ- o

with diplomatic functionsat Washington, and tho soason ofMr. Castlo's stay in tho UnitedStates is that of tho annuil vaca-tion of President and Secretaries.Ono reason nssignod for the uso-lo- ss

mission of .Mr. Castle is thnt,in tho codo of diplomatic otiquotto,it was nocossary to muko an

bocnuso tho AinoricanMinistor bore might bo recalledif tho Hawaiian Ministry atWashington was loft longer vacant. If this is tho roason aotedupon by this Government, andMr. Hatch was predetermined forthe pennanont occupancy of thepost, it is a puz.lo for taxpayersto know why Mr. Hutoh shouldnot liavo bad his appointment

If his place can be satis-factorily filled now, surely itmight havo boon a few monthsoarlinr. Tho wholo business issomething at which tho presentmombors of tho Govorntnontwould havo made n great doal ofnoiso if it had happoned withother rulors in tho monarchicalregime. There is suroly no pub-lic money to waste on bootlesspublic or private oxpodioncy nowany moro than thoro over was.

Judgo Coopor hns won nothingbut admiration in his career ontho bonch, but suroly it ought notto bo nocossary to disturb thoJudiciary for obtaining Cabinettimbor. Thoro is nn ubundnnce

of precedent for such a shtilllo, yet tho wisdun is doubtful, alltho same, of Hacrilioing a judgo inwhom tho public has confidonco, for tho sake of rolioviug ,tho Government's distress from scarcityof Btntosuion.

In an article based on tlio ro-po-

of the Cullector-Goner.- il of

Customs tho Advertiser mices aquestion as to whether this coun-try is drifting into the bud con-

dition of yielding a gteut deal ofits substanco to absontoo propri-etors nnd stockholders of sugarplantations and to foioign iuvost-mont- s.

No country is entirelyfmj from this evil, but somo haveit worse than others, and those'who have it to a largo degree aroin a chronic state of depression.

&S&The latest news concerning1

bicycles on the Coast is to theeffect that wheels are becom-

ing more popular than ever andthat the trade in wheelsis developing to an enormousextent.

Los Angeles wheelmen arehaving trouble with theirpneumatic tires, as some evillydisposed person is scatteringtacks in the city streets, but afew tacks more or less will notmake much difference on Ho-

nolulu streets, for they are sofull of holes into which thetacks would naturally drift thatthe wheels would bounce overthem, holes and all. Every-body is using a bicycle, andthe Monarch and Tribune arethe wheels having the largestsales.

Bicycles are even cominginto use at funerals, for weread that in a Wisconsin villagerecently a funeral processionwas very largely made up ofmen and women on bicycles, the deceased having been amember of a bicycle club. It

may seen a little odd at firstto go to a funeral on a bicycle, especially in bloomers of thecolors generally worn, but thetime is coming in which theladies will have appropriatebloomers. The jWomarch La-

dies' Wheel is the proper onefor processions of all kinds;and not to have one is to getleft in the rear.

An absent-mind- ed Attleboro(Mass.) man left his bicycle infront of the postolllce in thattown recently and walkedhome. The next morning helooked in vain for it in hisbarn, finally remembered wherene naa ten it, ana, going mere, found it in the same spot wherehe had left it. The people ofthat town must have beenequally as honest as those ofHonolulu, and business musthave been about as dull as it washere when the Board of Healthput an embargo on business ofall kinds and nearly stoppedbicycle traffic.

But times are better nowand we expect to sell about 500wheels between now andChristmas. We have a largelot of Monarch and Tribunewheels on hand, racers,, ladies'and children's wheels and acomplete assortment to suitall sizes and conditions of men.

We shall receive by the barkS. N. Castle a fresh shipmentof Monarch and Tribunewheels, bicycle lamps andfittings of all kinds, as well asa large consignment by theAustralia on Aonday. Calland see us after getting priceselsewhere.

The Ideal Exercise

ooiid Upon Wheel.

Each year sees now devotees of the sport ofcycling, as its benefits and conveniences becomebetter known. Cycling lias passed from tho worldof luxuries to tlio realm of necessities. It is a re-

cognized social factor. Tlio world of "Society" hasstamped it with tho hall-mar- k of its approval. The busy man of affairs, tho physician, the min-

ister, the lawyer, the clerk, tho mechanic infact all classes find in the wheel tho ideal modeof locomotion.

In everything there must be a best, and ourclaim is that wo have tho best wheels everbrought to this market. The Sun glistens onthe Orange Rim, nnd you know a "Stearns" ispassing you. You look at it and say, it is "athing of beauty", and must be "a joy forever".

We want to pleaso each and every customer, nnd to those who say the "Columbia" or tho"Rambler" is the besc wo want to say, you areright, they are both in tlio same class with tho"Stearns", and tbeso three highest grado wheelsmade in tho U. S. havo thoir headquarters atour store.

Wo have hold two "Stearns", two "Columbias"nnd two "Ramblers" during tho past week, sohonors aro eas', and thuy are all leaders so far.

For cheaper grado wheels wo havo thoso wocan sell for y50.0), 00.00, 00.00, 95.00 and 100.-0- 0,

and you will Ik- - surprised to see what strong, light, well made wheels you can buy at thosofigures.

Remember our high grado wheels, "Stearns","Columbia", ''Rambler", and when you want theLest to be had get one of these, don't get a lowergrade, lower priced wheel, because somo onotells you it is just as good, but consult yourcommon sense, which will tell you that thesemakes have earned thoir reputations.

Any ono wanting a high grade wheel, soldwith a Guarantee should call upon
