Preliminaries: 1. Approve bills, payrolls and warrants On a motion by Mr. Samia, seconded by Ms. Casavant, the Board unanimously voted to approve warrants 2060, 2029, and 2062 as presented. 2. Approve Minutes of January 7, 2020, January 13, 2020, and January 14, 2020 On a motion by Mr. Samia, seconded by Ms. Casavant, the Board unanimously voted to approve the minutes as written. 3. Announcements/Reports Mr. DePalo announced the timeline for absentee ballots and voting for the presidential primary election, the award of the S.A.F.E. grant for the fire department, and a presentation he attended at a MPO meeting by MassDOT regarding the Grafton Street and Route 20 project. 4. Town Manager’s Report Mr. Mizkar reported that he has begun negotiations with the DPW and custodians union and will be in negotiations for the next 6 weeks. Mr. Mizikar also reported on the recent tour of select sewer pump stations, and that earlier this evening the Beal Building Committee voted to establish the guaranteed maximum price. Meetings/Hearings: 5. 7:10 pm – Public Hearing with Sangita Patel, President, Turnpike Discount Liquors, Inc. d/b/a Turnpike Discount Liquors, 166 Boston Turnpike, for a Transfer of Stock to Nitesh Patel. Hours of Operation Monday through Saturday 8:00am-11:00pm, Sunday 10:00am-11:00pm Ian Hedges, Attorney, and Nitesh Patel appeared before the Board. Mr. Hedges stated that Sangita Patel is transferring 50% of shares to Nitesh, currently the vice president of the company. Mr. DePalo called the meeting to order at 7:00pm. Preliminaries: 1. Aside from ownership, nothing is changing in the operation. On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to close the hearing. On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to approve the lease transfer for the Edgemere Diner located at 51 Hartford Turnpike from Novangelo Corporation to Owen Incorporated contingent upon revisions and approval of the final lease document by Town Counsel, and furthermore, approve the common victualler application upon successful transfer of the lease. New Business: 7. Review and act on the One Day Beer & Wine request of Jeannie MacDonough, Saint Mary School, 16

Summer Street, for an Irish Pub Night on Saturday, February 8th, from 7:00pm-10:00pm On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to approve the license application. 8. Review and act on the One Day Bingo request from the Shrewsbury High School Athletic Boosters Club for

Wednesday March 4, 2020 from 6:30 pm to 9:00 pm at Tavern in the Square, 193 Boston Turnpike, pursuant to MGL Chapter 10 Section 38

On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to approve the license application. 9. Review and act on the reappointment of Richard Ricker, Esquire, 11 Maple Avenue, to the Shrewsbury

Development Corporation for a five year term to expire on January 31, 2025 On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to approve the reappointment. 10. Review and act to sign the warrant for the March 3, 2020 Presidential Primary Election On a motion by Ms. Casavant, seconded by Mr. Samia, the Board unanimously voted to sign the warrant. 11. Review and act on proposed dates for actions relative to the May 18, 2020 Annual Town Meeting Mr. Mizikar reviewed the dates detailed in the memo.

12. Review and act on the street light request from Kim Taubinger, 6 Ridge Road, for street lights on Ridge

Road, Greenbriar Drive, and Sewell Street The Board requested that this item be sent to SELCO for their review and recommendation. 13. Review and act on the street light request from Chris Nickle, 6 Lillian Terrace, for a street light at 6 Lillian

Terrace The Board requested that this item be sent to SELCO for their review and recommendation. 14. BOS Budget Workshop 2 Mr. Mizikar reviewed a budget presentation and detailed departmental requests specifically within the Department of Public Works. Mr. Mizikar reviewed the fy21 revenue summary and fy21 budget summary, and detailed changes in the utility enterprise funds for Water, Sewer, and Stormwater. Mr. Mizikar detailed the revenue increase from the rate change to be implemented in July 2020 as well as the reliance on the general tax fund from solid waste. For Sewer- the initial request is for an increase for enhanced maintenance for the sewer system. We are anticipating additional rates from two main areas, because of increased costs related to permitting in the Westborough treatment plant and anticipating having the ability to flow sewer in fy21 from the new infrastructure of the sewer pump station and sewer line on Route 20. The waste that goes to Blackstone and the City

of Worcester will also be more expensive. For Water, operations continue to fall in line with budget estimates. Capital investments are higher than previous years and we continue to maintain capital plan that’s laid out to replace at least two miles of water mains to keep up with life cycle of water mains, and a second full year of repayment for the water treatment plant which is the main reason that water indirect charges are double than sewer. For Stormwater, we are in the first year of operation of utility and rates are slightly lagging due to challenges of getting accounts online due to parcels that don’t have water or sewer on them. The Board discussed the additional DPW administrative support requested due to custodial needs at Parker Road Preschool. 15. Discussion and establishment of a Beal RFP (Request for Proposals) Selection Committee Mr. DePalo suggested that he work with Mr. Cahill or Ms. Las to come up with a draft of the charge for the committee and makeup for the committee, and come up to the next meeting with a proposed draft charge and then advertise. 16. Review and act on the request from Tom Paquette, Paquette Limited Partnership, on a request to tie into

The 2020 Annual Town Meeting will be held on Monday, May 18, 2020. I propose the Board holds the following dates for actions relative to the Annual Town Meeting:

Tuesday, March 10, 2020: The Board reviews the draft Annual Town Meeting Warrant

Tuesday, March 17, 2020: Deadline for Citizens Petitions to be received at the Clerk’s office

with ten signatures

Tuesday, March 24, 2020: The Board signs the final Annual Town Meeting Warrant

Tuesday, April 28, 2020: The Board votes to recommend or not to recommend the Warrant Articles for the Annual Town Meeting

The Finance Committee will hold a two public hearings on Annual Town Meeting Warrant Articles on Thursday, April 16, 2020 and Thursday April 23, 2020. Please advise with any questions or concerns.
