ICAO TRAINAIR PLUS Global Symposium

Singapore September 25-27, 2012

Partnerships between TRAINAIR PLUS Centres

In  keeping  with  the  ICAO  TRAINAIR  PLUS  approach  of  suppor8ng  collabora8on  between  recognized  training  centres

are  to  jointly  develop  GCAS-‐iniEated  opera&ons  management-‐level  STPs  for  middle  managers  and  supervisors

A  Partnership  Approach

Opera8ons  Management  Courses

Developed  in  accordance  with  the  ICAO  TRAINAIR  PLUS

STP  methodology

Aim  to  focus  on  key  operaEonal  topics:  • airport  operaEons  specific  (GCAS)

• systemic  view  of  air  transport  operaEons  (ASI-‐I)

Delivered  in  a  parEcipant-‐

centered  face-‐to-‐face  format

A  Partnership  Approach

Currently  three  specific  subject  areas  are  being

addressed:  Managing

Health  &  Safety  at  Airports  (GCAS

development)

Supervising  Airport  Teams  to  Deliver  Great

Customer  Service  (GCAS  development)

Air  Transport  OperaDons  &

Risk  Management

(ASI-‐I  development)

ICAO  TRAIN  AIR  PLUS  Cross-‐Func8onal  Needs  Assessment  Process

Management-‐level  courses  targeted  to  heterogeneous  groups  require  wider  reaching  ‘analysis’  mechanisms

than  suggested  in  the  ICAO  TDG

Take  into  account  the  cross-‐func8onal

competencies  of  the  target  group  rather  one  funcEon  related  to  a  specific  posiEon

Courses  to  be  flexible  enough  to  apply  to

persons  working  across  a  range  of  airport-‐wide

and  industry-‐wide  disciplines  and  service

providers

Analysis  of  cross-‐funcEonal  competencies  for  middle

managers  and  supervisors  within  ADAC

Analysis  of  cross-‐funcEonal  competencies  of  posiEon  descripEons  outside  of  ADAC

Other  personal  aLributes

ICAO  TRAIN  AIR  PLUS  Cross-‐Func8onal  Needs  Assessment  Process

A  core  focus  on  any  specific  task  or  acEvity  relaEng  to  operaEons

management

Providing  a  more  efficient  uElisaEon  of  resources

Allowing  for  the  beSer  idenEficaEon  of  training  needs  and  potenEal  market  gaps  (through  a  consultaEve  process)

Allowing  for  peer  review  and  giving  more  than  one  training  organizaEon’s  perspecEve

Providing  economies  of  scale,  relaEng  to  the  ‘analysis’  phase  of  the  TRAINAIR  PLUS  approach

Establishing  robust  business  relaEonships  between  training  organizaEons  to  beSer  package  training  programs

PotenEally  sharing  ‘Subject  MaSer  Expert’  input  and  training  resources

Advantages  of  a  Partnership  Approach

Bring  the  SME  along  the  STP  journey—do  not  isolate  them

Industry  ever-‐evolving—huge  ecosystem  (ability  to  info  share)

IdenEfy  risks  and  opportuniEes  through  Problem-‐based  Learning  (PBL)

Challenges  and  Opportuni8es

Opportuni8es  for  a  Broader  Approach

Make  it  industry  inclusive  by  involving:

PotenEally  include  STP’s  from  other  TRAINAIR  PLUS  centers  which  • Focus  on  topics  of  relevance  to  middle  managers  &  supervisors

• Complement  the  STPs  being  developed
