Minutes of the 181st Meeting of Operation Coordination Sub-Committee

held on 10.08.2021 through VC 1. Introduction

1.1. The 181st Meeting of Operation Coordination Sub-Committee (OCC) was held

on 10th August 2021through Video Conferencing (VC). The list of participants is

at Annexure-1.1.

1.2. Shri NRLK Prasad, Member Secretary I/c, SRPC & Chairperson of

Operation Coordination Sub-Committee (OCC) extended warm welcome to the

members and participants to the 181st Meeting of OCC. He informed that

Shri A Balan has been relieved from the duties of Member Secretary (SRPC)

with effect from 06.08.2021(AN) on appointment as Member (Planning), CEA.

He brought the following to the notice of members:

i) During the month of July 2021, Grid operated at above 50.05. Hz. for a

period of 19.59 % and 50Hz and above for a period of 61.01 %. There was

high frequency operation (above 50 Hz) on many days. On 18.07.2021 the

Grid operated at a frequency above 50 Hz for 82.93 % of time.

ii) A Special meeting of SRPC was convened on 14.07.2021 to deliberate

Transmission scheme for integration and evacuation of 18.5 GW REZ as

per the CERC Record of Proceeding (date of hearing: 25.06.2021) in

Petition No.200/MP/2019. The Minutes of the meeting is available at SRPC

website.

iii) New RSD Procedure has been implemented on trial basis for two months

from 01st August 2021. The experience during the trial operation would be

analyzed and future course of action would be decided accordingly.

iv) Night mode Operation of Solar inverters to control high voltages has been

implemented at Pavagada Solar Park w.e.f. 01st August 2021 on trial basis

for two months. The impact on the grid operation by night mode operation

of inverters at Pavagada Solar Park would be analyzed after the trial

operation and implementation on regular basis/ modalities would be

decided based on the outcome.

v) MoP has issued OM dated 20.07.2021 on the implementation of

“Revamped Distribution Sector Scheme-A Reforms based and Results

linked Scheme” with the objective of improving the quality and reliability

of power supply to consumers through a financially sustainable and

operationally efficient distribution Sector. The Scheme aims to reduce the

AT&C losses to pan-India levels of 12-15% and ACS-ARR gap to zero by

2024-25.

vi) In the APTEL judgment dated 2nd August 2021 (available at SRLDC

website) in appeal No. 197/2019 certain directions have been issued to all

the State Commissions, Discoms and SLDCs with regards to curtailment of

power generated from Renewable Energy sources. All SLDCs to note the

Way forward for curtailment of RE power by State Load Dispatch Centre

mentioned in the APTEL judgment for compliance.

vii) There are four islanding schemes in service, Chennai, Neyveli, Hyderabad

and Kudankulam. Three new Islanding schemes, Visakhapatnam

(Simhadri), Vijayawada & Bengaluru are under implementation. All

SLDCs need to have SCADA display exclusively for the Islanding Schemes

to monitor important parameters like frequency, voltage, line loadings etc.

in the electrical boundary of the Island schemes. This would facilitate the

operator in the control room to analyze in real time the success rate of

formation of islands and to plan actions accordingly. He requested SLDCs

to furnish report on the healthiness of Islanding Schemes on regular

(monthly) basis. The settings of Under Frequency/Over frequency of all

participating generators to be revised appropriately so that no tripping of

the running Units takes place in the frequency range 47.5 – 52 Hz, and

extend support while the Island is on the course to stabilization. The revised

settings may be furnished to SRPC Secretariat for concurrence.

viii) He requested all the concerned entities to comply the mandatory

requirements of MoP orders in respect of Cyber Security. All RPCs are

requested to inform the states/ utilities to comply with the MoP orders dated

2nd July 2020 and 18th November 2020 regarding Testing of Equipment,

components and parts imported for use in the Power Supply system and

network in the country to check for any kind of embedded malware/Trojans

/cyber threat and for adherence to Indian standards.

1.3. OCC placed on record the excellent services rendered by Shri A Balan to

Southern Region Power System as Member Secretary of SRPC. The forum

wished him all the very best for the new assignment as Member (Planning),

CEA.

2. Confirmation of the Minutes of 180th Meeting of OCC

The 180th Meeting of OCC was held on 10.07.2021 through VC and the

Minutes were issued on 22.07.2021.

The Minutes of the 180th meeting of OCC were confirmed.

3 Agenda Items

3.1 Monthly Review of Maintenance schedules of ISGS

i) The list of maintenance schedules of ISGS and MPPs proposed to avail

during the current month and next month and postponed from these periods

are mailed to OCC Google Group every month on 4th normally.

ii) The outage schedules for the maintenance of various Generating Units are

regularly monitored in all OCC meetings and the Generators are requested

to avoid frequent changes in the outage planning.

iii) The maintenance schedules of the Generating Units of ISGS / MPPs to be

reviewed for the period of August / September 2021 have been circulated to

the constituents.

Deliberation:

(i) SRPC expressed concern on non-participation of representative of KGS

(NPCIL), NLC TS II during the deliberation on the outage of Generating

Units in the OCC meetings. SRPC requested KGS, NLC TS II to attend

the deliberations on outage of units regularly.

(ii) NTPC informed that RSTPS Unit-1 outage has been postponed due to

labor mobilization issues. The revival of RSTPS Unit- 3 under shut down

for maintenance work since 16.01.2021, further delayed to 31.08.2021.

(iii) It was noted with concern that the outage of RSTPS Unit- 3 has been

revised 19 times by NTPC. The following are the revised schedules of

RSTPS Units 1&3:

☛ RSTPS Unit-1 (200 MW) : 01.10.2021 to 13.01.2022 (105 days)

☛ RSTPS Unit-3 (200 MW) : 16.01.2021 to 31.08.2021 (228 days)

(iv) The original maintenance plan (AOH) for 2021-22 scheduled by NTPC in

respect of their Simhadri STPS Unit-1 (500 MW) scheduled originally to

avail for 35 days from 01.06.2021 – 05.07.2021 and Unit-4(500 MW) to

avail for 40 days from 18.10.2021.

(v) NTPC informed that Simahdri STPS Unit-1 outage has been postponed

to avail from 15.10.2021 to 19.11.2021 on account of FGD.

TSTRANSCO requested NTPC to avail after 15th October, 2021

considering peak demand of Telangana during September/October

months.

(vi) After deliberation, The following revised schedules agreed for Simhadri

STPS Units 1&4:

☛ Simhadri STPS Unit-1(500 MW):15.10.2021 to 19.11.2021 (35 days)

☛ Simhadri STPS Unit-4 (500 MW):26.11.2021 to 04.01.2022(40 days)

(vii) SRPC informed that NLC TS II had revised their maintenance plans of

all the Units vide letter dated 02.08.2021. It was observed that the outage

of Unit 4 & 6 were overlapping during the 1st week of November, 2021.

There is a gap of only 5 days between the revival of Unit-1 planned for

23.08.2021, which is under off bar since 29.07.2021 and Unit-3 proposed

from 28.08.2021.

(viii) TANTRANSCO requested to postpone outage of NLC TS II Unit-3 to

15.09.2021 due to line loading issue.

(ix) The forum requested NLC to postpone Unit-3 outage and to revise other

Units outage also without any overlap. NLC TS-II assured to submit

revised schedules for all the Units.

(x) NLC TS II Expansion informed that Unit-2 (250 MW) 1st spell of

outage has been postponed to avail from 13.09.2021 instead of

01.09.2021 and Unit- 2 (250MW) 2nd spell of outage also would be

postponed to January 2022. OCC Forum requested NLC TS II Expansion

to schedule the outage to avail after May 2022 in view of January to May

months being SR Peak demand period. The revised schedules would be

as follows :

☛ NLC TS II ExpUnit-1(250 MW) :13.09.2021 to 12.10.2021 (30 days)

☛ NLC TS II ExpUnit-1(250 MW) to be availed after May 2022.

(xi) NNTPS vide mail dated 07.08.2021 had informed that NNTPS Unit-2,

the forced outage from 04.08.2021 has been converted to maintenance

outage would be revived on 13.08.2021. The outage was preponed for

carrying out water lancer commissioning works due to emergency

shutdown caused by Reheater Header drain welding crack. NNTPS

informed that the shutdown plan for water lancer commissioning or PG

Test preparation would be taken with prior intimation to SRPC and the

balance outage days would be taken during December 2021 for Boiler

License Renewal.

(xii) The revised outage schedules would be as follows :

☛ NNTPS Unit-1 (500 MW) : 10.12.2021 to 03.01.2022 (25 days)

☛ NNTPS Unit- 2 (500 MW) :04.08.2021 to 15.08.2021 (12 days)

(xiii) The following maintenance schedules of MPPs Units were finalized in

the meeting :

☛ SEILP2, Unit-1 (660 MW) :COH 25.11.2021 to 05.01.2022 (42 days)

☛ SEILP2, Unit-2 (660 MW) :AOH 06.11.2021 to 20.11.2021 (15 days)

☛ ITPCL Unit-1 (600 MW): 15.06.2021 to 08.08.2021 (55 days)

☛ ITPCL Unit-2 (600 MW): 20.07.2021 to 09.08.2021 (21 days)

(xiv) All the maintenance schedules of ISGS/MPP Generating Units,

pertaining to the period of August / September, 2021were discussed in

the meeting and the approved list of maintenance schedules was mailed

to OCC Google Group on 12.08.2021 (Annexure -3.1).

(xv) All the beneficiaries were requested to note the schedules and all the

Generators were requested not to revise their AMP frequently unless

otherwise, if required, depending on the then Grid condition.

3.2 Processing of monthly outage proposals of Transmission Lines and

Elements in the Outage Coordination Meeting

(i) The outages proposed for the month of September 2021 in respect of

Transmission Lines and Elements proposed by other regions, State

Transmission Utilities, PGCIL and other transmission Entities has been

processed and discussed in the Outage Coordination Meeting held on

06.08.2021 through VC.

(ii) The list of outages of Transmission Lines and Elements, proposed for

September 2021 was mailed to OCC Google Group.

3.2.1 Review of AMP of Transmission Lines and Elements availed by PGCIL

SR- I & SR-II during the 1st quarter of 2021-22 (April – June) :

a) As per the Annual outage Plan and Outage Deviation Report data, furnished

by PGCIL SR1 & SR2, the outages availed by them were analyzed for the

period of 1st quarter of 2021-22 (Apr – June).

b) It is a matter of concern that PGCIL SR 1 did not furnish their actual AMP

outage data for the 1st quarter.

c) PGCIL SR-II furnished the data of actual AMP availed during the 1st

quarter of 2021-22 (Apr – Jun).They have availed 30 out of 46 Nos of

Transmission Lines and 20 out of 25 Nos of Transmission Elements

including Reactors and ICTs. The details of Nos. of Transmission Lines and

Elements availed by them and the percentage of pending AMPs are

tabulated as shown below :

d) PGCIL SR-I was requested in the 173rd meeting of OCC to avail the

outage of the following major AMP shutdowns:

The revised outage plan of the above Transmission Lines were yet to be

received.

e) PGCIL SR-II& RSTCL were also requested to ensure that Talcher –

Kolar, Kudgi – Kolhapur & Raichur – Sholapur (PGCIL/RSTCL) outages

are not overlapping.

ISSUE:

(i) PGCIL SR-I & II to ensure completion of all AMP works by

December 2021 by Staggering of maintenance schedule of

Transmission Lines and Elements between August – December, 2021.

(ii) PGCIL SR-I to revise maintenance schedules of 765 kV Wardha –

Nizamabad 1&2, Ramagundam – Chandrapur 1&2 and Jeypore –

Gajuwaka 1&2 as recommended by SRPC in the 173rd OCC meeting.

(iii) PGCIL SR-II, RSTCL to ensure that Talcher – Kolar, Kudgi –

Kolhapur & Raichur – Sholapur (PGCIL/RSTCL) outages are not

overlapping.

Deliberation:

(i) PGCIL SR-I & II informed that the deviation with respect to the

planned AMP schedules for the 1st quarter of 2021-22 was due to the

guidelines of MoP not to avail the major shutdowns of transmission

lines and elements during the period of April / May, 2021. They

assured to revise their AMP schedules for the rest of the periods of

2021-22 and to complete the major shutdowns for AMP by December,

2021.

(ii) PGCIL assured that the Outage of 765 kV Wardha – Nizamabad 1&2

would be availed on 21st& 22nd August, 2021 respectively and would

not be availed again after forthcoming Pongal / Shanranti during this

year 2021-22.

(iii) PGCIL also assured that Ramagundam – Chandrapur 1&2 would be

availed by forthcoming Pongal / Shanranti during this year 2021-22.

3.2.2 Planned Stringing work of the 400 kV Thirunelveli–Kanarpatti Ckt-2, not

requested for approval in advance in the Outage Coordination meeting

(i) TANTRASCO had requested for outage of 400 kV Thirunelveli –

Kanarpatti Ckt-2 from 27.05.2021 on daily basis through PNOCC category

almost for a period of two months. SRPC had requested SRLDC to furnish

the actual outage history of this line in respect of the ongoing stringing

works.

(ii) The reason for not proposing in the 178, 179 & 180th OCC Outage

Coordination Meetings / Mid Reviews such a long well planned work

were sought from TANTRANSCO. A complete consolidated plan of

outage for this line is to be furnished for getting approved.

(iii) SRPC has requested SRLDC to furnish the details of requests made by

TANTRANSCO in respect of 400 kV Thirunelveli–Kanarpatti Ckt 1 & 2

vs Agenda for the 181stmeeting of OCC (10.08.2021) Page 4 of 27 date of

the outage actually availed by them to take up the issue in the OCC

meeting.

(iv) TANTRANSCO vide their mail dated 27.07.2021 informed that 50% of

works were completed by availing line clear from 27.05.21 on daily basis

and the works could not be completed due to intermittent heavy rains,

non-issue of line clear in the 11 kV, 33 kV, 110 kV, 230 kV Crossings etc.

and they need this outage on daily basis up to 26.08.21 for completion of

the above said work. TANTRANSCO also requested to complete the EHT

line crossings of certain vital 400 kV, 230 kV, 110 kV feeders by Hotline

method since line clear could not be given in these feeders during this

wind and monsoon season.

(v) It is a serious matter of concern that such a long planned stringing work

for a period of two months has not been requested by TANTRANSCO in

the Outage Coordination meeting and instead the outage was requested for

availing daily basis. The opportunity of Outage Coordination Meetings /

Mid Reviews was not utilized by TANTRANSCO.

ISSUE:

(i) TANTRANSCO to submit consolidated detailed plan of outage for

400 kV Thirunelveli–KanarpattiCkt-2 for approval by OCC in the

181st Meeting in respect of remaining works.

(ii) TANTRANSCO to make use of the opportunities of Outage

Coordination Meetings / Mid Reviews in future

Deliberation:

(i) SRPC expressed concern on non-utilization of the opportunity of

Outage Coordination Meetings / Mid Reviews by TANTRANSCO.

Requested TANTRANSCO to avoid such lapses in future and to make

use of the opportunities of Outage Coordination Meetings / Mid

Reviews properly.

(ii) TANTRANSCO informed that 40 days of outage is required and the

outage was planned considering the wind forecast and evacuation of

wind power. They assured to submit their consolidated detailed plan of

outage up to the end of August, 2021 through PNOCC category and

thereafter to submit the proposal vide 181st Mid Review in respect of

their remaining part of pending works.

3.2.3 Outages of 400 kV Thiruvalam Bus II proposed by PGCIL in the 180th

OCC Mid Review

(i) The following Transmission Lines were proposed by PGCIL SR-II for the

approval in the 180th OCC Mid Review for the construction works of 400

kV Thiruvalam Bus II & Bus Sectionalizer Bay (420) of Thiruvalam

complete shut down for both PGCIL & TANTRANSCO for removal of

Bus-II jumpers at TNEB side and erection of jack bus at PGCIL side under

Series Reactor Bay Extension Works:

a) Thiruvalam 400 kV Bus 2 (From 02nd to 03rd August 2021)

b) Bus Sectionalizer Bay (420) of Thiruvalam 400 kV Bus-2 and

Thiruvalam 400 kV Bus 2 (From 02nd to 10th August 2021)

c) Thiruvalam 400 kV Bus 2 (From 09th to 10th August 2021)

(ii) As the outage proposals exceed three days, TANTRANSCO did not

concur the same in the 180th Mid Review and wanted to discuss in the

181st OCC meeting.

ISSUE:

(i) Schedule of outage of 400 kV Thiruvalam Bus II & Bus Sectionalizer to

be finalised.

Deliberation:

(i) SRPC informed that the issue has been deliberated in the 181st OCC

Outage Coordination meeting and TANTRANSCO has concurred the

following shutdown schedules :

☛ Thiruvalam 400 kV Bus 2 : 17th,18th, 22nd , 23rd 25th & 26th August

2021

☛ Bus Sectionalizer Bay (420) of Thiruvalam 400 kV - BUS 2 and

Thiruvalam _TN – 400 kV - Bus 2: 17th to 26thAugust 2021

(ii) PGCIL SR II had also proposed Thiruvalam Bus 1 & Bus Sectionalizer

bay (419) of Thiruvalam – 400 kv Bus 1 and Thiruvalam_TN – 400 kv

Bus 1 @ 400 kV Thiruvalam for removal of Bus jumpers connected to

TANTRANSCO, dismantling of Bus-1 Section equipment.

TANTRANSCO concurred the following schedule :

☛ Thiruvalam 400 kV Bus 1: 7th ,8th ,11th ,12th,15th &16th September 2021

☛ Bus Sectionalizer Bay (419) of Thiruvalam 400 kV - BUS 1 and

Thiruvalam _TN – 400 kV - Bus 1 :7th to 16th September 2021

3.2.4 Availing of Bay shut down of 400 kV and below

(i) In the meeting, PGCIL SR II informed that they are facing difficulties to

plan outage of bays of 400 kV & below lines well in advance and to take

the approval for the same as there are enormous numbers of such bays.

The decision taken in the 125th meeting of OCC needed to be followed for

bay shut down. The decision is as follows:

3.2.2.5 In the Meeting procedure for availing bay shut down was

reviewed. After deliberations it was agreed that individual bay S/D would

not be routed through OCC. S/D would be requested by entity and

approved by SRLDC and code would be exchanged. Bay S/Ds of 765 kV

would be routed through OCC.

(ii) ED, SRLDC emphasized the importance of taking approval of Bay outage

of 400 kV & below lines for the security of Grid. He pointed out that the

outage of Bays of 400 kV & below lines are having much impact on the

other outages, advance planning of such Bays are essential and the

planning of outage of these Bays do not require elaborate study.

(iii) SRPC sensitized that the outages would be viewed seriously in case of any

Grid incident / disturbance and emphasized the importance of taking prior

approval from SRLDC before availing the outage of Bays of 400 kV &

below lines. SRPC also reminded the requirement of taking approval of

outage of Bays of 765 kV lines through OCC meeting / OCC Outage

Coordination meeting.

Conclusion:

(i) Approval for the outage of Bays of 765 kV lines in respect of all the

Transmission Entities are required to be taken through OCC meeting /

OCC Outage Coordination meeting as per the prevailing practice.

(ii) Shutdown of Bays of 400 kV & below lines are to be availed through

PNOCC on D-10 to D-3 days or on D-1 day under emergency category.

3.2.5 Auto-Reclosure (A/R) to keep into non-auto mode for 765 kV Raichur-

Sholapur line1 from 13.08.2021, 07:00 Hrs to 05.09.2021, 18:00 Hrs on

daily basis

(i) SRLDC had sought approval of SRPC by forwarding the mail received on

06.08.2021, 21.52 hr from S/I, RTAMC, PGCIL SR-I requesting to concur

the A/R reclose to keep into non-auto mode for 765 kV Raichur-Sholapur

line1 for replacement of defective OPGW from 07.08.2021 07:00 Hrs to

21.08.2021 18:00 on daily basis.

(ii) SRPC had informed to SRLDC that PGCIL to ensure alternate path for the

data availability if the nature of work is urgent to replace the defective

OPGW under emergency category and disabling the A/R may be done as

per system requirement under intimation to the Constituents.

(iii) SRLDC had replied that the shutdown could not be facilitated under

emergency category as the outage would be till 21st August 2021 and this

would be maintenance works and required the concurrence of both SRPC &

WRPC and suggested to schedule for 10th August 2021, after taking the

approval from 181st OCC Meeting.

(iv) PGCIL SR-I vide mail dated 09.08.2021 had revised the schedule and

requested for approving the same for availing during 13.08.2021, 07:00 Hrs

to 05.09.2021, 18:00 Hrs on daily basis. They informed that increase in the

link losses at OPGW link on 765kV Raichur – Sholapur 1 line were

observed during the routine maintenance. Therefore, the same was affecting

the ULDC/ telecom traffic.

(v) PGCIL has proposed to replace the OPGW of 765kV Raichur – Sholapur

Ckt1 in the following spans:

1) Tower No 77 to Tower No 83 ; 2.427 km

2) Tower No 132 to Tower No 134 : 0.872 km

3) Tower No 141 to Tower No 146 : 1.964 km

4) Tower No 190 to Tower No 192 : 0.955 km

Deliberation:

(i) After deliberation, OCC approved the outage to avail during 13.08.2021,

07:00 Hrs to 05.09.2021, 18:00 Hrs on daily basis.

(ii) PGCIL SR-I to avail the outage after obtain approval from WRPC.

3.2.6 NTPC, NLC, NNTPS & KKNPP outage proposals of Transmission Lines

and Elements in the 181st Outage Coordination Meeting.

There was no representation form NTPC, NLC, NNTPS & KKNPP in the

outage Coordination meeting held on 06.08.2021 to process the outages

proposed by them.

1) NTPC: Main Bay at Ramagundam proposed from 08.09.2021 –

14.09.2021 for CTs replacement :

The Outage was approved to avail from 08.09.2021 to 14.09.2021

subject to availability of Tie bay and ICT.

2) NLC : 230 kV Neyveli TS II – Villiyanur Ckt 1, proposed for 13th &

14th September 2021:

It was concluded in the Outage coordination meeting (06.08.2021) that

NLC may discuss with PED and apply in the Mid review to avail on

daily basis as requested by PED.

Subsequently, PED confirmed by mail dated 18.08.2021 for the LC by

NLC in the Neyveli - Villianur 230 kV line on daily basis only to avail

on 13.09.21 &14.09.2021 (9.00 hrs to 17.00 hrs) subject to PED’s

condition that NLC shall plan the shutdown as per the approved

schedule and strictly adhere to the LC timings ie from 09:00 hrs to

17:00 hrs and shall not seek extension of LC at the end of the day.

3) NNTPS: 400 kV Kalivanthapattu - NNTPP-1 proposed to avail during

September 2021:

It was concluded in the Outage coordination meeting (06.08.2021) that

NNTPS may avail the LC of 400 kV Kalivanthapattu– NNTPP1 during

their Unit-2 outage proposed from 16.08.2021to 25.08.2021 and apply

under PNOCC, subject to their work at NNTPP side of the PGCIL Line.

Subsequently, NNTPS vide mail dated 07.08.2021 had informed that

Unit-2 was under emergency shutdown from 04.08.2021due to Reheater

Header drain welding crack and hence preponed the shutdown for

carrying out water lancer commissioning works.

In the meeting NNTPS informed that Unit-2 would be revived on

15.08.2021. Therefore, as decided in the Outage Coordination meeting,

LC of 400 kV Kalivanthapattu – NNTPP 1 would be availed during

Unit-2 outage period up to 15.08.2021.

4) KKNPP: 400 kV KKNPP - Tirunelveli line 2 (ACL22) for Insulator

Cleaning to avail on 15th September 2021:

In the Outage coordination meeting (06.08.2021) the outage was not

concurred as the line 1 was not brought back by NPCIL and the outage was

not planned to avail during Unit-1outage period.

ISSUE:

(i) CGS / ISGS who had proposed outage of their transmission line /

element not attending the outage coordination meeting.

(ii) It is a matter of concern that outage plan could not be discussed in the

Outage Coordination meeting effectively due to the absence of the

entity who has proposed the outage.

Deliberation:

(i) NTPC, NLC, NNTPS & KKNPP and other Generators were requested to

participate in the Outage coordination meeting to discuss the outages of

transmission lines / elements, if any proposal by them are scheduled for

deliberation in the outage coordination meeting.

(ii) SE (O), SRPC stated that outages of transmission lines and elements

proposed by the entities would be rejected, if the concerned entities not

participating in the outage coordination meeting. The outages deliberated in

the outage coordination meeting and referred for OCC only be further

considered in the OCC meetings.

3.2.7 Tirunelveli – Abhishekapatti Line outage on alternate days from 11th

August 2021 to 10th September 2021

(i) TANTRANSCO had proposed the outage of Tirunelveli –

Abhishekapatti Line on alternate days for stringing work to avail from

11th August 2021 to 10th September 2021 for consideration in the 181st

Outage Coordination Meeting.

(ii) TANTRANSCO had been requested to apply the same under PNOCC.

Deliberation:

(i) TANTRANSCO informed that they had not applied the LC on the Portal

under PNOCC as decided in the outage Coordination meeting.

(ii) OCC advised TANTRANSCO to apply immediately so that the LC

could be availed from 14.08.2021.

3.2.8 Major outages proposed by other region discussed in Outage Coordination

Meeting

The following major outage proposals were discussed:

(i) 400 kV Bhadravati - Bhadravati HVDC 1 & 2, 500 kV Bhadravati

HVDC POLE 2 were proposed by PGCIL (WR) to avail during

September, 2021 with Station Power restriction of 500 MW; ATC-TTC

reduction up to 1050 MW.

(ii) 765 kV Sholapur – Raichur 1 & 2 for Line and Reactor AMP works were

proposed by PGCIL (WR) to avail during September, 2021 with ATC-

TTC reduction up to 550 MW.

(iii) 765 kV Wardha – Nizamabad 1&2, Nizamadbad ICT 1&2 were

proposed by PGCIL to avail during September, 2021 for Line Bay and

ICT AMP works with ATC curtailment of 600 MW.

(iv) TSTRANSCO had requested to postpone these outage proposals to

November, 2021 in view of their anticipated peak demand during

September & October, 2021.

(v) The following concluded in the outage coordination meeting:

a) 400 kV Bhadravati - Bhadravati HVDC 1 & 2, 500 kV Bhadravati

HVDC POLE 2, Nizamadbad ICT 1&2 & 765 kV Sholapur – Raichur

1 & 2 were postponed to avail during November, 2021

b) 765 kV Wardha – Nizamabad 1&2 to avail on 21st & 22nd August,

2021 respectively.

c) Considering the peak demand of Telangana, PGCIL was requested to

postpone the intra-regional 765 kV Nizamabad – Maheshwaram Ckt 1

& 765 kV/400 kV NizamabadI CT1 to November 2021.

3.2.9 Shutdown proposal of 400 kV Ramagundam-Chandrapur D/C line for

line diversion work

(i) M/s. Singareni Collieries Ltd (SCCL) vide letter dated 07.08.2021

(Annexure-3.2.9) has requested for the shutdown of 400 kV

Ramagundam- Chandrapur D/C line for line diversion work to be

executed by PGCIL on depository work basis.

(ii) M/s. SCCL has proposed to start their new Indaram Open Cast Coal

Mine Project. Therefore, they have requested for the shutdown of 400

kV Ramagundam-Chandrapur D/c line for the line diversion work at

location No. 35 to 40 at Indaram village from 03.09.2021 to

20.09.2021.

(iii) TSTRANSCO had requested to postpone the outage proposals of

major transmission lines involving TTC reduction to November,

2021 in view of their anticipated peak demand during September &

October, 2021.

(iv) PGCIL SR-I had requested vide mail dated 09.08.2021 to approve the

shutdown of the said lines from 03.09.2021 to 20.09.2021.

Deliberation:

(i) PGCIL SR-I requested the OCC to approve the outage proposal of

M/s. SCCL from 03.09.2021 to 20.09.2021 stating that the line

diversion would be on few locations.

(ii) SRPC/SRLDC observed that the line diversion work to be routed

through CEA/CTUIL. PGCIL may inform CTUIL about the

proposed diversion work on 400 kV Ramagundam-Chandrapur D/c

line with a copy to SRPC/SRLDC.

(iii) PGCIL SR-I informed that the suggestion of SRPC/SRLDC would be

communicated to higher management for needful.

(iv) SRLDC informed that the outage would be facilitated on receipt of

PGCIL intimation to CTUIL regarding the diversion works.

3.2.10 Outage of 400 kV Simhadri – Kalpaka Ckt 4:

(i) In the outage coordination meeting, the proposal of APTRANSCO

for the outage of 400 kV Simhadri – Kalpaka Ckt 4 had been

approved subject to NTPC Simhadri STPS Unit-1 outage.

(ii) In the meeting APTRANSCO requested to remove the condition of

Unit outage of Simadri STPS to avail the outage of 400 kV Simhadri

– Kalpaka Ckt 4.

(iii) After deliberation, the outage of 400 kV Simhadri - KalpakaCkt 4

agreed to be availed by APTRANSCO without linking with unit

outage of Simahadri STPS.

3.2.11 The list of approved outages of Transmission Lines and Elements,

has been uploaded in PWC Web portal as well as on SRPC Website

and mailed to OCC Google Group on 12.08.2021.

3.2.12 Tripping of switchable line reactors at Nellore during single phase

auto reclose of 400 kV Nellore- Sriperumbudur D/C line:

PGCIL, SR-I vide E-mail dated 06.08.2021 (Annexure-3.2.12) had

requested that to ensure operation of auto reclose successfully, tripping

of respective switchable line reactors at Nellore may be agreed during

single phase Auto reclose of Nellore-Sriperumbudur 400kV line Ckt-I &

II due to high voltage oscillations during trippings. The line reactor could

be taken into service after successful auto reclose. Otherwise, auto

reclose would never be successful due to sustained high voltage

oscillation at 1.3pu (approx.).

Deliberation:

(i) PGCIL-, SR1 informed that, high voltage oscillation approx.. 1.3 p.u. have

been observed during tripping of 400 kV Nellore- Sriperumbudur line Ckt-

I for longer periods, and requested for tripping of respective switchable

line reactors for faults in the Nellore- Sriperumbudur line Ckt-I&II to

ensure auto reclose operation during single phase faults and also avoid

high voltage oscillations during multi-phase faults. PGCIL further

informed that earlier after noticing the high voltage at Hindupur on single

phase the same scheme was implemented at NP Kunta- Hidupur lines.

Similar scheme was implemented at Raichur-Sholapur line in WR also.

(ii) SRPC observed that there was one tripping(B-N fault) noted on Hindupur-

N P Kunta line on 22;00 hours of 21.05.2021. PGCIL, SR-I informed that

that incident would be studied and will revert back.

(iii) SRLDC opined that for the time being it could be agreed - to trip the

respective switchable line reactors during faults in the lines on trial basis

and performance shall be monitored. The line reactor could be taken into

service as per requirement after tripping event.

(iv) After deliberation, OCC greed to implement on trial basis tripping of

respective switchable line reactors at Nellore during single phase auto

reclose of 400 kV Nellore- Sriperumbudur line Ckt I &II.

3.3 Monthly Review of LGBR for the next five months (Availability &

Requirement)

The Availability & Requirement in respect of the State System are reviewed

every month for the next five months. Constituents are requested to submit this

data by 3rd of the month. Constituents were also requested to furnish the detailed

Availability &Requirement for the period from August 2021 to December

2021.

Deliberation:

(i) All the states had furnished the five months ahead LGB (August 2021

to December 2021). The abstract/analysis of the information furnished

by states is at Annexure-3.3

(ii) The following had been noted:

a) APTRANSCO: Energy shortage during October 2021 and

December 2021:

APTRANSCO informed that they are not expecting any issue in

meeting the LGB during the period from August 2021 to December

2021. The shortage projected during October and December is

meager and would be taken care of in coordination with DISCOMs.

b) TSTRANSCO: Demand and Energy shortage observed in most of

the months:

TSTRANSCO informed that the shortage would be met through

power exchanges.

c) KPTCL: Comfortable LGB :

SRPC observed that the availability projected includes

Yelahanaka Diesel Generation which needed to be excluded.

KPTCL informed that even excluding Yelahanaka Diesel

Generation, Karnataka LGB could be met. Revised LGBR

would be submitted excluding Yelahanaka Diesel.

d) KSEBL: Demand shortage from October to December 2021:

KSEBL informed that the shortage, if any, in real time would be

met comfortably through RTM.

e) TANTRANSCO: Comfortable LGB. Meager shortage in terms of

energy observed would be met through RTM.

3.4 First Meeting of the Standing Committee on Communication System

Planning in Power Sector (SCCSPPS) – follow-up action.

(i) The first Meeting of Standing Committee on Communication System

Planning in Power Sector (SCCSPPS) held on 09.03.2021 and the minutes of

the meeting had been issued on 14th July, 2021. In this regard, CEA vide

Minutes of the 181st meeting of OCC (10.08.2021) Page 18 of 84

letter dated 23.07.2021(Annexure-3.4.i- letter along with Minutes) has

requested RPCs to make following information available to the PCD

Division, CEA, in respect of the power utilities in their respective regions

within three weeks from the date of issue of the letter:

1. Item B2.1:Status of implementation of OPGW laying on all upcoming

lines (132kV and above) and existing lines identified to provide reliable

communication and data acquisition system for 132 kV and above

substations for State Sector and Central Sector portion and additional

requirement of OPGW, if any.

2. Item B2.3: Details of intervening lines for providing 100% redundancy

with route diversity and main lines having no OPGW (in case of LILO

line) so that installation of OPGW on these lines shall be taken on

priority by the concerned utilities.

3. Item B2.4: Details of:

(a) Inter-State and Intra-State nodes with radial connectivity; and

(b) links which are running at present over public network such as GPRS/

Leased.

Deliberation:

i) SE(O), SRPC informed that as per MoM of the first Meeting of Standing

Committee on Communication System Planning in Power Sector

(SCCSPPS) many actionable/follow up points are to be complied by the

entities. The information as requested by CEA needed to be furnished

within the timeline to enable CEA to coordinate for way forward.

ii) TATRANSCO informed that there is a requirement of around 3000 km

OPGW and 300 terminal equipments to cover all the S/Ss in

TANTRANSCO system and desired to know that whether they can

submit this requirement as an additional DPR to NLDC for PSDF

funding. SE(O), SRPC clarified that the additional requirement from

each entity is also requested by CEA and accordingly TANTRANSCO

would furnish the requirement to SRPC/CEA. The request from CEA is

for some specific information including future requirement. After

assessing the information gathered, further course of action for funding

etc. may be decided by CEA/MoP.

iii) The entities were requested to furnish the information sought by

CEA by 13th August 2021 to SRPC.

(ii) Formation of sub-committee – Standing Committee on

Communication System Planning in Power Sector

(a) CEA vide communication related 28.07.2021(Annexure-3.iv.ii) has

informed that Standing Committee on Communication System

Planning in Power Sector in its first Meeting held on 09.03.2021 had

been decided to form a Sub-Committee with Members from CEA,

RPCs, POSOCO, CTU, KSEB, HVPNL, WBSETCL and MPPTCL

to deliberate on the following matters:

1. Item B.7.3: Remote controlling of transmission lines/Generators

from LDCs through communication channels and its applications

in maintaining Grid stability.

2. Item B.7.6: Policies to be adopted in the sharing of real time data

about transmission lines/generators/grid conditions between

STUs/CTUs through their communication networks.

3. Item B.7.7: Policies to be adopted in the visibility and accessibility

to the real time Grid operations/Grid conditions of other Utilities

through the interlinked communication channels.

(b) Shri A Kesavan, Executive Engineer has been nominated from SRPC

in the Sub Committee.

OCC noted the above.

3.5 Blackout at UPCL station on 22nd July 2021

(a) UPCL vide E-mail dated 27.07.2021 has informed the following

regarding the tripping of transmission lines emanating from 400 kV and

220 kV Switchyards during the total black out of UPCL at around

15:08:21 hours on 22nd July 2021:

(i) Before the occurrence, both Units at UPCL were running at

approximately 535 MW each and both Hassan lines and Kemar line-

1 were in service while Kemar line-2 was under outage for breaker

maintenance work at Kemar end.

(ii) Unit-2 tripped as SPS operated (on tripping of both 400 kV

Transmission lines) as designed. Tripping of Unit-1 followed on

loss of Power as the remaining 220kV line-1 to Kemar, which

carried over 464 MW then; also tripped on over current protection.

(iii) Recently adopted bus split arrangement at Kemar was not adequate

enough to control load on remaining Kemar line in this case.

(iv) Based on the information received from Kemar S/S, the Bus coupler

was already out and both Bus carried load independently then.

Before the occurrence, Kemar-1 was carrying 42 MW load, which

rose to 144 MW after one Hassan line trip and then finally reached

to 464 MW after both Hassan Lines tripped and one unit isolated

under SPS scheme.

(v) During the disturbance, oscillations in the order of around 700 MWs

(from 223 MWs to 866 MWs) were observed on the Unit#1; finally

settling down to 495 MWs; before blackout.

(vi) It will be appreciated that only load shedding scheme at Kemar end;

as proposed by SRLDC, would have possibly prevented station

blackout at UPCL and subsequent impact on 220kV network

beyond Kemar.

(vii) Line over current protection would be coordinated adequately in

that case, as though thermal rating of the line for continuous loading

is less than 290 MW; thermal capacity of the line to carry higher

load for few seconds will be substantially higher.

Deliberation:

(i) Vice President, UPCL informed that before the incident i.e., before

black out of UPCL station on 22.07.2021, both Units at UPCL were

running at approximately 535 MW each and both Hassan lines and

Kemar line-1 were in service while Kemar line-2 was under outage

for breaker maintenance work at Kemar end. On SPS operation as

designed, Unit-2 tripped (on tripping of both 400 kV Transmission

lines). Tripping of Unit-1 followed on loss of Power as the

remaining 220kV line-1 to Kemar, which carried over 464 MW then;

also tripped on over current protection. He observed that recently

adopted bus split arrangement at Kemar was not adequate enough to

control load on remaining Kemar line in this case and requested

SRPC/SRLDC to analyze the incident and frame a solution. He

expressed concern that the implemented SPS scheme at Kemar is not

yet furnished by KPTCL to UPCL.

(ii) CGM, SRLDC noted that there are multiple SPSs in place at UPCL

to act at different contingencies, like during outage of 220 kV lines,

outage of 400 kV lines etc. In the SPS which was agreed to

implement and KPTCL informed as implemented, backing

down/SPS is envisaged at 285 MW only, so there won’t be any issue

if 250 MW loading on each circuit is reached. Normally both the

buses would be in tied condition. Bus arrangement would be kept

ready with isolators; whenever the flow exceeds 265 MW the bus

will be split and the proposed configuration would be in place

immediately. He requested KPTCL to share the exact logic

implemented by KPTCL to SRLDC as well as to UPCL. It was

observed that during the incident when there was a double circuit

outage (UPCL-Hassan) within a gap of three minutes, the 220 kV

Kemar line was also out and bus coupler at Kemar was kept out and

the chance for acting the SPS was ruled out. He requested KPTCL to

confirm the same.

(iii) KPTCL informed that on that day UPCL-Kemar Line I was taken

under maintenance (relay works) and bus coupler was kept open. So

the logic designed failed to operate at that particular moment. He

confirmed that all SPSs for protection were enabled.

(iv) Vice President, UPCL stated that the line loading of 220 kV lines are

completely under purview of Karntaka SLDC. He requested

SRLDC/SRPC for thorough analysis of the issues and to design a

SPS incorporating all the contingencies.

(v) CGM, SRLDC observed that when UPCL-Hassan lines were out,

one unit could have gone out and the other unit may have reduced

generation as per SPS logic in place at UPCL and desired to know

from UPCL that whether it happened.

(vi) Vice president, UPCL informed that one unit tripped immediately,

but before backing down could take place, since Kemar-UPCL line I

was also out, line loading touched around 500 MW and got tripped.

During the disturbance, oscillations in the order of around 700 MWs

(from 223 MWs to 866 MWs) were observed on the Unit#1; finally

settling down to 495 MWs; before blackout. He expressed concern

that despite of two reactors in place at UPCL, high voltages were

observed at UPCL and recently Hassan lines were tripped due to

over voltage. KPTCL should expedite the commissioning of

Hebbanahalli reactors.

(vii) KPTCL informed that commissioning of Hebbanahalli reactors is

delayed due to some local constraints and assured that works would

be expedited. The issue had already been taken up with Higher

management. Expressed concern on UPCL reactors are switched IN

and OUT by UPCL without prior intimation to KPTCL. CGM

SRLDC requested UPCL to inform KPTCL/SRLDC of such

switching action (at 400 kV level) well in advance which was

agreed by UPCL.

Conclusion:

1. KPTCL to share the SPS logic implemented at Kemar end to SRPC/

SRLDC /UPCL at the earliest.

2. After receiving the logic implemented by KPTCL at Kemar end

further studies would be carried out in this regard taking care of all

the possible contingencies/UPCL concerns. Actions like reviewing

the logic/implementation of under frequency scheme etc. may be

thought off accordingly.

3. KPTCL would apprise the management on the urgent requirement

of commissioning Hebbanahalli reactors and action would be taken

up for commissioning of the reactors immediately.

3.6 Automatic Under Frequency Load Shedding (AUFLS) Scheme - Review of

Settings

(i) As per the decision in the 2nd meeting of NPC held on 16th July 2013, the

following AUFLS scheme at four (4) stages of frequency viz. 49.2 Hz,

49.0 Hz, 48.8 Hz & 48.6 Hz had been implemented in all the regions.

(ii) In the 8th Meeting of NPC, it was decided that the frequency settings of

AUFLS scheme (with 4 stages ) may be raised by 0.2 Hz viz. 49.4, 49.2, 49.0

& 48.8 Hz and quantum of load shedding may be worked out considering the

requirement to increase the frequency to 50 Hz.

(iii) In the 9th meeting of NPC, it was decided that a Sub-Committee may be

formed under the chairmanship of Member Secretary, WRPC, with

representatives from POSOCO and all the RPCs to study the AUFLS Scheme

and submit its report to the NPC. Subsequently, NPC Secretariat vide letter

dated 19.01.2021 has formed the Sub-Committee under the Chairmanship of

Member Secretary, WRPC with representatives from POSOCO and all the

RPCs to study the AUFLS Scheme.

(iv) In the 10th meeting of National Power Committee (NPC) held on 09th April

2021 (Minutes of the meeting awaited) it was decided that the AUFLS

scheme (with 4 stages ) viz. 49.4, 49.2, 49.0 & 48.8 Hz with existing

quantum of load shedding shall be implemented in all the Regions. The

quantum of load shedding would be reviewed based on the

recommendation of the Sub- Committee to study the AUFLS scheme.

The existing frequency settings of AUFLS scheme 49.2 Hz, 49.0 Hz,

48.8 Hz & 48.6 Hz needed to be raised by 0.2 Hz.

Implementation of revised frequency setting of AUFLS scheme

(with 4 stages) viz. 49.4, 49.2, 49.0 & 48.8 Hz with existing

quantum of load shedding.

Deliberation/Conclusion:

(i) SE(O), SRPC requested all states to implement the revised settings by

15th August 2021. Confirmation in this regard may kindly be sent to

SRPC/SRLDC.

(ii) TSTRANSCO informed that the revised settings had already been

implemented.

(iii) The SLDCs agreed to implement the revised setting by 15th august

2021 and to furnish the date of implementation and PTR to

SRPC/SRLDC.

3.7 Utilization of inverters at Solar Park in night mode for controlling high

voltages

i. SRLDC had furnished a note on Reactive Power Capability of Invertors, its

utilization and way forward for pilot project.

ii. SRPC Secretariat had noted that all such pilot schemes in India are being

implemented in consultation with NLDC and suggested that since the issue

is not regional specific, NLDC may come up with a National perspective

and requested SRLDC to arrange for views of NLDC on the notes for

facilitating deliberation in SRPC forums.

iii. NLDC vide letter dated 06.07.2020had furnished their comments for further

discussion at SRPC level.

iv. As decided in the In the 180th OCC Meeting held on 09.07.2021 the

communications from NLDC along with SRLDC Note on the Reactive

Power Capability of Invertors, its utilization and way forward for pilot

project had been made available to the constituents.

v. In the 180th OCC meeting it was decided to have special meeting to

deliberate the proposal. Accordingly, a special Meeting was conducted on

27.07.2021 through video conferencing (MoM available at SRPC website).

vi. The Trial operation of solar inverters at Pavagada Solar Park (2050MW) in

night mode (voltage control mode) for controlling high voltage has been

implemented from1stAugust2021 for two months as pilot project.

Deliberation:

i. SRLDC presented the operational experience and lessons learnt during the

first week of trail operation(Annexure-3.7.i). The following noted:

a) An Implementation meeting was held on 29.07.2021 with developers

along with KSPDCL. Accordingly detailed operating procedure was

issued on 31.07.2021.

b) The preparatory works was started from 31.07.2021 evening as Night

mode is to be enabled during generation hours. Despite the preparatory

works and lot of persuasion, only 98 MVAR was realized on first day

with few developers participating. However from 01.08.2021 evening

onwards most of the developers have joined except Fortum solar.

Fortum Solar has joined from 04.082021 onwards 18:00 Hrs.

c) SRLDC has issued Q Schedule for controllable plants and revised from

time to time based on grid conditions and constraints expressed by

developers. It is understood that night mode has to be enabled during

generation hours only as otherwise inverters enter into sleep mode.

d) Maximum reactive absorption of 329 MVAR at 400kV level was seen

on 10.08.2021 early hours with participation from all identified

developers. It was noted that the number of tripping /opening of 400kV

lines at Pavagada has come down from 3 to 1 on most of the days and

the voltage at Pavagada SS was mostly around 422 kV. The voltage at

the substation nearby, Pavagada, was observed to be less than 430 kV.

e) It was noted that there were certain constraints like Shutdown of

Substation for maintenance, SCADA Q control availability only during

generation mode and inability to interact in night mode, Some inverters

were giving alarms and Tripping of inverters after 4 MVAR per feeder

although higher capability is available, Fan Speed increasing

abnormally during night mode in one of the inverters, OEM warranty

issues, Apprehension about life of the inverters etc. The technical issues

are being taken up with OEM by the developer for further

understanding.

ii. Keeping in view of the preparatory works started by SRLDC from 18:00 Hrs

of 31.07.2021, SRLDC requested the forum to consider the commencement

of trial operation from 18:00 Hrs of 31.07.2021.

iii. ED, SRLDC added that it is admirable that the Pavagada connected lines

could keep in service during the night hours after implementation of night

mode operation at Pavagada and reduction of voltage of around 3-4 kV with

the lines in service. Tumkur and Hiriyur voltages also had improved as a

consequent. Further studies needed to be carried out regarding the correlation

between MVAR absorption/ active power consumption and

temperature/weather etc. MVAR absorption capability of inverters with

different thyristors also needed to be analyzed. The sudden changeover at

18:00 hours (high voltage fluctuation) needed to be correlated to the ramp of

the falling of the solar generation and picking up of the load. He informed

that during the N P Kunta visit it was understood that STATCOM absorption

of active power is little more than the active power absorption by solar

inverters for the same MVAR absorption. It was also observed that though the

NP Kunta STATCOM was designed for 100 MVAR (2x50 MVAR) the

maximum absorption possible is around 70 MVAR. He requested the forum

to approve the request of SRLDC for considering the commencement of trial

operation from 18:00 Hrs of 31.07.2021. He opined that TSTRANSCO had

not commissioned the reactors as recommended by Standing Committee

(SRLDC didn’t approach CERC regarding TSTRANSCOs concern), despite

many Special Meetings and follow ups KPTCL system also has many high

voltage nodes. In such a scenario SRLDC is trying to utilize the available

resource/capability optimally and the effort put needed to be appreciated and

concurrence may be given to the request of SRLDC. He requested the forum

to opine on this. He stated that if so specific about the time period of trial run,

the trail run may be closed prior by one day ie by 29.09.2021also.

iv. SE(O), SRPC said that the implementation of night mode operation should

be as agreed by all concerned entities in the Meeting (joint meeting of OCC

and CC members) on 27.07.2021. SRLDC would have commenced the

preparatory from 1800 Hrs of 01.08.2021 well within the agreed date. There

was no urgency to deviate from the decision. Implementation of any scheme

or project should be as per the decision and any alteration by the

implementing agency may be cited in future for other cases which involves

commercial implication.

v. ED, SRLDC suggested that the views of SLDCs would be sought to take a

decision on this issue.

vi. DE, TSTRNSCO opined that as this change in starting time was due to some

technical issues, appreciating effort put by SRLDC for implementation of the

scheme which is helping the Grid, TSTRANSCO is agreeing for the review of

starting time of the scheme.

vii. KPTCL informed that the reliability of the system had been increased

(reduction of line opening) after the implementation of the scheme. KPTCL

requested SRLDC to try to bring more SPDs to the loop.

viii. ED SRLDC informed that they are putting huge effort to make more SPDs

participation. On the first day 100 MVAR absorption only was possible and

as of now (10.08.2021) around 350 MVAR absorption had been observed. All

SPDs where the feasibility is there have been participated, only the quantum

of schedule given by SRLDC had been changed by certain SPDs citing some

technical issues.

ix. APTRANSCO appreciated the efforts put by SRPC & SRLDC and OCC

forum to implement the scheme as a national perspective. The consequences

of deviation of one day may be ignored while a huge effort is put on this

implementation which is beneficial for the whole region. APTANSCO has no

objection in considering the starting time of the implementation from 18:00

Hrs of 31.07.2021.

x. After deliberation, it was agreed that the commencement of implementation

of night mode operation at Pavagada Solar Park from 1800 Hrs of

31.07.2021.

xi. SE(O), SRPC said that commercial issues would be taken up by SRLDC in

the Commercial Sub-Committee meeting. Closing date and time of the trial

operation may be discussed and decided in the next OCC Meeting. He

clarified that this is agreed as a special case and the same shall not be quoted

as precedent for any other case in future by constituents.

Conclusion:

(i) The Trial operation of solar inverters at Pavagada Solar Park

(2050MW) in night mode (voltage control mode) for controlling high

voltage is implemented from 1800 Hrs of 31.07.2021 for two months as

pilot project.

(ii) The commencement of implementation of night mode operation at

Pavagada Solar Park is from implementation of Trial operation run

starting period and would be considered as 18:00 Hrs of 31.07.2021.

(iii) Closing date and time of the trial operation may be discussed and

decided in the 182nd meeting of OCC.

(iv) SRLDC would take up in the Commercial Sub-Committee of SRPC

about DSM Methodology etc. on account of night mode trial operation

at Pavagada Solar Park.

3.8 Enhancing the power import to Kerala through 110 kV Konaje –

Manjeswaram interstate Line

(a) Item Proposed by KSEBL (for 39th TCC/SRPC) : KSEBL has stated the

following:

The Power import to Kerala through the 110 kV Konaje – Manjeswaram

interstate line is to be enhanced. The power import at present is just to the

tune of 22 MW which is even much lower at many times. Enhancing the

import is essential to resolve the power crisis in Kasargode district.

Deliberation:

(i) SE(O), SRPC informed that this agenda item proposed by KSEBL for

deliberation in the 39th TCC /SRPC Meetings. He stated that before

bringing to the SRPC/TCC level, the issues needed to be brought to the

Sub-Committees and requested all the entities to follow the procedure.

(ii) Dy CE, KSEBL informed that the increase in power is necessitated by

Railways since they have approached KSEBL for more power. At present

around 22 MW is drawn by KSEBL through this line which may be

enhanced to 30 MW to meet the additional requirement of Railways.

(iii) KPTCL informed that the 110 kV Konaje - Manjeshwaram line, out of

11.4 km of line length 5.5. km length is under jurisdiction of KPTCL.

There was a proposal to strengthen the Karnataka portion and in principle

KSEBL had agreed to bear the entire cost of strengthening the line. This is

dealt by the concerned division of KPTCL and already taken up with

KSEBL.

(iv) SE(O), SRPC observed that the request of KSEBL is for enhancement of

power of very less quantum which could be allowed for the time being. He

desired to know the system strengthening at Kasargode and whether

additional power requirement is for long term.

(v) KSEBL stated that 400 kV Kasargode S/S is coming up and system

strengthening is planned in Kasargode and this requirement is for short

period. Once the system is strengthened there won’t be need of power

drawal through this line.

(vi) KPTCL informed that they are taking up with field people and would revert

back on the issue. Previously when enhanced the power flow some

protection issues were faced.

(vii) SE(O), SRPC suggested that this issue may be bilaterally discussed by

KPTCL and KSEBL and outcome may be intimated to SRPC/SRLDC.

Conclusion:

(i) Enhancement of power drawal to KSEBL through 110 kV Koneje -

Manjeswaram line would be bilaterally discussed among KSEBL & KPTCL

and outcome/Decision would be intimated to SRPC/SRLDC.

3.9 Preparedness for cyclones/inclement weather condition during August-

November months

(a) Item Proposed by SRLDC (for 39 TCC/SRPC): SRLDC has stated the

following:

i. It was observed during past years, there were cyclonic conditions during

August -November months. Hence, it is prudent to be in preparedness for

handling such situations. All constituents are requested to take following

measure in advance:

a. Emergency Restoration system (ERS) may made available at

appropriate location near to coastal areas.

b. Sufficient spares including Fuel, bunkering facilities, hydrogen etc for

restoration may be identified and kept ready for relocating.

c. SLDCs are requested to keep Black start restoration procedures ready

with real time grid operators.

d. Transmission line maintenance and vegetation management may be

done in advance to avoid trippings.

Deliberation:

(i) SRLDC stated that during last few years our region had met cyclonic

conditions/extreme weather conditions during August to November

months which caused destruction to transmission, distribution and

generation systems. All entities to carry out all the pre maintenance

activities, ensuring the readiness of the ERSs & sufficient spares, stock

of fuel, bunkering facilities etc well in advance. SLDCs should be

ready with updated Black Start Restoration Procedure.

(ii) CGM, SRLDC observed that the main issues faced were lot of tower

collapse which needs ERS for restoration. At Vallur bunkering issues

were noticed. In some stations, the conveyer belt was open and open

bunkers also were issues. All should take leanings from the past

Cyclones and should act accordingly. Coastal area should be given first

priority. Secondary fuel, Hydrogen, healthiness of transmission lines

etc should be ensured. Secondary communication availability should be

ensured.

Conclusion:

(i) All the constituents were requested to take measures in advance as

suggested by SRLDC/ lesson learned from the past incidences.

(iii) On a query by CGM, SRLDC, TANTRANSCO informed that the

performance would be analyzed keeping all the units in generator mode

simultaneously and subsequently testing would be done for operation of

four units on Pump mode operation also.

(i) In the Meeting, SRLDC observed that during July 2021 there was more

under drawal incidents compared to over drawal incidents July 2021

being a low demand month.

(ii) CGM, SRLDC noted that heavy under drawal of all the states in SR will

transform to a national issue when already system is operating at high

frequency and will cause congestion in network towards Northern

Region. Such situation in WR was the cause for grid disturbance in 2012.

Better planning should be done to avoid such heavy under drawls to

ensure that inter regional links are operated well within the limits.

Kolahapur-Kolahapur in WR is violating n-1 for significant period of

time which had been communicated to planner as a feedback but it will

take time to resolve the issues. He requested all states to initiate action to

avoid OD/UD on a sustained basis very urgently.

A c Operating Procedure for Southern Region 2021:

(i) SRLDC has released “Operating Procedure for Southern Region 2021”

on 20.07.2021.

(ii) In the Meeting, SRLDC informed that all the constituents had been

requested to furnish the comments/observations, if any, but no reply had

been received from any of the entity. Requested all the constituents to

give their feedback or suggestions if any at the earliest.

A d Total Transfer Capability (TTC) Determination of S1-(S2&S3):

(i) At present after the commissioning of HVDC Raigarh – Pugalur Bipole

(3000 MW), the S1-(S2&S3) TTC is around 7250 – 8600 MW. The TTC is

calculated using the PSS/E cases submitted by constituents. The wide range

of TTC across S1-(S2&S3) corridor is attributed to the LGBR. At present the

limiting factor is N-1 of Inter-connecting Transformer for the past few

months which are given below:

(ii) It is observed from the simulations that there is high co-relation between

TTC and ICT loading in S2 control area. The high loading on ICT at

400/230kV Allundur (2x 315 + 1x 500 ) , 400/230kV Thiruvallam,

400/230kV Checknoorani would limit the S1-(S2&S3) TTC corridor in

future.

(iii) Hence constituents are requested to do transformer augmentation to avoid

Limitation of S1-(S2&S3) transmission corridor.

Deliberation:

(i) SRLDC stated that ICT loading is the constraints (limiting factor) for

ATC/TTC of S1-(S2&S3) at present. TANTRANSCO needed to augment

the transformers at Allundur, Thiruvalam & Checknoorani.

TANTRANSCO needs to take/ explore the augmentation of Transformers

at these S/Ss. Alternate solution for resolving the issues also may be taken

up with STU (Planners). At present (low demand) there is no constraints,

but during next peak constraints are envisaged and to avoid the ATC/TTC

reduction, timely actions in consultation with planners should be initiated.

TANTRANSCO should declare ATC/TTC declaration at the earliest.

Drawal would be limited if TANTRANSCO is not coming forward with

concrete action in this regard.

(ii) TANTRANSCO informed that they would take up with their planners and

the update would be furnished in the next OCC Meeting.

Conclusion:

(i) TANTRANSCO to start declaring ATC/TTC declaration.

(ii) TANTRANSCO to explore the augmentation of transformation capacity of

identified S/Ss.

(iii) TANTRANSCO to take up with STU (Planners) regarding the constraints

and seek alternative solution and plan accordingly.

A e Status of PSS/E Base case Submission:

(i) The constituents are requested to submit the PSS/E Base case of 4 different

scenarios Peak: - 1800 Hrs. Off-Peak: 0300 Hrs. Morning Peak: 0900

Hrs. Solar Peak: - 1300 Hrs. for the upcoming month by 20th of every

month to enable RLDC to determine the Margin for STOA and declare

mandatory as per the “Detailed Procedure for relieving Congestion in real

time Operation, 2013” approved by CERC. Constituents are requested to

furnish the PSS/E cases timely before OCCM and Declare the Control area

(ii) Telangana, Tamil Nadu & Karnataka may furnish the TTC/ATC details at the

Deliberation:

(i) SRLDC expressed concern that Telangana, Karnataka and Tamil Nadu are not

furnishing the PSS/E Case in time. During last month data was received from

Telangana, & Karnataka on 28th. The usual practice is declaring the TTC by

26th of every month by SRLDC. He requested the states to furnish the required

information in time. It is observed that ATC/TTC calculation is submitted

only by APTRANSCO. But they need to put it on their website so that NLDC

may also put the same on their website. He requested all the states to submit

the ATC/TTC declaration to SRLDC which would be vetted by SRLDC and

the same needed to be uploaded on the state website.

Conclusion:

(i) APTRANSCO to take necessary steps to declare ATC/TTC on their

website.

(ii) Telangana, Karnataka and Tamil Nadu to submit the AC/TTC calculation to

SRLDC and the vetted data by SRLDC may be uploaded on their website.

(iii) All the States to submit the PSSE base case in time every month (positively

before 20th of every month)

A f Procedure for PSS/E Base case preparation Methodology

1. Peak demand consideration:

1) NLDC is providing all India and Region wise 3 months ahead demand

forecast based on Average demand for each 5 min block has been

worked out for 3rd Month of previous three years to identify the peak and

off-peak demand time.

2) RLDC will estimate the state wise demand forecast based on % State

Demand to Regional Demand derived from last three years.

3) Estimated state demand data will be communicated to Constituents by

RLDC for consideration and preparation of three months ahead base case

3. The States are requested to submit the TTC and Declare TTC in their

website along-with PSS/E cases submission.

A g. Availing status of OCC Approved Outages:

(i) As per the NLDC outage co-ordination procedure dated 28th February

2013, the indenting agency are requested to provide the availing status of

the OCC approved outages on D-3 by 10:00 Hrs., however at present for

better flexibility the outage requests are being considered up to 23:59 Hrs.

of D-3. However, RLDCs has to process the outage and issue the approved

list on D-2 basis by 10:00 Hrs. which gives a time of only 10 Hrs. i.e.,

from D-3 23:59 to D-2 to 10:00 Hrs.

(ii) Hence for better processing of the outages the constituents are requested to

follow the NLDC Outage co-ordination procedure and provide the

requesting status of the approved outages by D-3 on 10:00 Hrs.

Deliberation:

(i) SRLDC presented the Outage Proposal Procedure (Annexure-A.g.iii).

SRLDC informed that as per procedure the indenting agency are requested

to provide the availing status of the OCC approved outages on D-3 by

10:00 Hrs., however at present for better flexibility the outage requests are

being considered up to 23:59 Hrs. of D-3. However, RLDCs has to process

the outage and issue the approved list on D-2 basis by 10:00 Hrs. which

gives a time of only 10 Hrs. i.e., from D-3 23:59 to D-2 to 10:00 Hrs.

requesting status of the approved outages by D-3 on 10:00 Hrs. At present

lot of shut proposals are coming which needs TTC/ATC reduction and also

real time assessment crucial while approving shut downs. Inter Regional

shutdowns, any way NLDC would be approving on D-1. But D-2 approvals

needed to be furnished to NLDC which would be published on D-1.

(ii) PGCIL, SRTS-I stated that all the outage proposals are being discussed in

the Outage Coordination Meeting of OCC and again restricting the time

lines for processing the outage is not appreciable. PGCIL requested that at

least 17 hours or as per NLDC procedure 16 hours may be appropriate.

(iii) CGM, SRLDC observed that there is need for modeling the system after

taking into consideration of all the approved shut downs for which time is

required. He suggested that D-3 may be open upto 14:00 hours.

(iv) PGCIL SR I & SR II agreed to provide the availing status of the OCC

approved outages on D-3 by 14:00 Hrs.

(v) After deliberation, OCC agreed that all the concerned utilities shall provide

the status of availing the OCC approved outages on D-3 by 14:00 Hrs.

(vi) SRLDC requested all the constituents to note the same and follow the time

schedule strictly to enable SRLDC to concur the outages after proper study

in real time.

A h Outage procedure in Intra State network:

(i) In the state of Karnataka during the month of July there have multiple grid

disturbances with generation & load loss to the tune of 1000 MW within a

span of 2 weeks.

(ii) The outages were caused due to

a) Radialization of 220kV transmission lines

b) lines kept open to control over-loading

c) Non-Availability of N-1

d) Bus – Split operation

(iii) Hence outage planning is of crucial importance for better grid operation.

As per the NLDC outage co-ordination procedure, SLDC should approve

the outages latest by 1200 Hrs. of D-1 day. These details would be helpful

in avoiding the impact of simultaneous parallel outages in ISTS & Intra

state network. All constituents are requested to share the Approved Outage

List by 1200 Hrs. of D-1 basis.

Deliberation:

(i) SRLDC informed that due to lack of proper coordination of outage

planning number of disturbances are happening. Many 220kV

transmission lines were radialized, many lines kept open to control over-

loading, there is non-Availability of N-1(even in some cases n also not

available) & and many buses are in split operation etc.. In such a grid

condition tripping of a single line causes grid disturbances, in the state of

Karnataka during the month of July 2021 there have been such

multiple grid disturbances with generation & load loss to the tune of

1000 MW within a span of 2 weeks. SRLDC should have a proper

knowledge on the outages of transmission lines in the region well in

advance so that proper study can be carried out to see whether any system

constraints are envisaged and can take immediate action/advise the

concerned utilities accordingly. Many times RTPS ICTs are overloaded

continuously which was informed to KPTCL time and again. He requested

KPTCL to manage the loading to bring to the limit to avoid disturbances.

(ii) CGM, SRLDC added with concern that there is no strengthening of

evacuation scheme carried out / specific evacuation scheme built up to

match with huge addition of wind/solar generation to the 220 kV system.

Mostly all the loads are being met by RE and the power needed to flow to

other places i.e towards the south part of Karnataka which is the challenge.

Wind & Solar generation will be at peak at Gadag and Koppal areas and

this challenge appear during this period every year. Since many buses are

spilt to reduce the over loading which indirectly reduces the reliability and

this situation will worsen in coming years. At present Karanataka system

is anchored at Kudgi, Narendra, Guttur and Dhoni etc. for injecting

adequate power. Once more generation comes up at 400 kV (Kadak,

Koppal & Kudgi) injection at these points also will be constrained which

will cause more loading to 230 kV system. He opined that multi pronged

action needed to be taken to address these issues by KPTCL as follows:

1. Coordinate all shutdowns, study the scenario and act accordingly.

2. Try to avoid split bus operation, and ensure n-1 availability at crucial

nodes.

3. Feed back to planner and to concerned authorities needed to be

furnished and accordingly strengthening of the grid to be looked into.

He observed that if it is not done as narrated above, the issue of

generation/load loss will aggravate in coming years.

(iii) KPTCL informed that this is the first time KPTCL observed wind & solar

generation at peak simultaneously, when demand is comparatively very

less. All the generation at 220 kV and below are at Kudgi, Dhoni, RTPS.

Tripping at RTPS caused due to more power flow to Dhoni. The MUST

RUN Status of RE and more Hydro in this season is becoming challenge

to system operator. There is no proper plan about the system capacity to

accommodate more addition of RE and way forward to tie up this issue.

The problems faced by system operators had been apprised to Regulators

as well as transmission wing and planners. For Gulbarga zone, Kalburgi

400 kV S/S is coming up which may solve the issue in Gulbarga zone. A

Special meeting may be convened with SRPC/SRLDC and STU/planners

and transmission wing of KPTCL to discuss on these issues.

(iv) CGM, SRLDC desired to know whether KPTCL SLDC is mandated by

KERC/KGSC to give feedback to their planner. He re-emphasized that

765 kV system coming at Gadag and Koppal is for express high way for

upcoming wind and not for injection to KPTCL/KPCL generation and

KPTCL cannot lean on this system. KPTCL clarified that this issue had

been taken up with planners previous year also as mandated by

KERC/KGSC.

Conclusion:

(i) KPTCL need to plan the outages of transmission elements in

coordination, study the scenario and approve/avail accordingly.

(ii) KPTCL to try to avoid split bus operation, and ensure n-1 availability at

crucial nodes.

(iii) Feed back to planner and to concerned authorities needed to be furnished

and accordingly strengthening of the grid to be looked into.

A i Islanding Scheme Monitoring:

(i) The review of the Southern Region Islanding schemes has been taking

place during the past few months. The following islanding schemes have

been agreed and are under implementation

a. Hyderabad (Ramagundam) Islanding Scheme

b. Chennai Islanding Scheme

c. Neyvelli Islanding scheme

d. Visakhapatnam (Simhadri) Islanding scheme

e. Bengaluru Islanding Scheme

f. Vijayawada Islanding Schme

(ii) Hence as a part of actionable points, a geographical map of island is to be

created in SCADA, which will enable the system operator to visualize the

critical details in the Island such as

1. Transmission Line Loading

2. Sub-Station Voltage’s

3. The map should display:

Load Generation Balance and mismatch of the Island

Quantum of AUFR and DF/DT different stages in island

Flows on Island-forming elements

SPS load quantum in island-scheme wise

Renewable energy in island

(iii) All the constituents are requested to share the Grid –Display with SRLDC

for further monitoring & improving the success of Islanding Scheme

Deliberation:

(i) SRLDC informed regarding the implemented/proposed Islanding

Schemes in SR and emphasized on the requirement of having a

geographical map of island to be created in SCADA of SLDCs, which

will enable the system operator to visualize the critical details in the

Island like Transmission Line Loading, Sub-Station Voltage’s and the

maps may include Load Generation Balance and mismatch of the Island,

Flows on Island forming elements, Quantum of AUFR and DF/DT

different stages in island, SPS load quantum in island-scheme wise,

Renewable energy in island etc. The Grid-Display may be shared with

SRLDC for further monitoring & improving the success of Islanding

Schemes on Regional basis.

(ii) MS (I/c), SRPC stated that this requirement is time bound, i.e by October

2021 this requirement should be met. This information would be helpful

not only in monitoring the healthiness of the Islanding scheme, but also

during the future review exercises. He further informed that all future

review exercises would be based on fulfillment of LGB for a majority of

the time ascertained on the basis of the SCADA plots of Anticipated

Generation vs Anticipated Load taken over a period of time (say one to

two years) instead of simply basing on PLF based generation/average

load S/S data. He requested all constituents to maintain the actual

SCADA data (if not available at lower voltage level, corresponding

boundary energy meter data to be used). The main purpose is to ascertain

the success rate of Island which would be obtained by considering the

cumulative anticipated generation Plot Vs anticipated cumulative load

plot in that particular island and if they are basically close to each other

the Island will withstand/successful in case the Island is formed. States

needs to keep integrity of SCADA data. Next review will be based on

this data. The SCADA Display mentioned by SRLDC should be made

available by October 2021. This is even the requirement from MoP also.

(iii) PGCIL SR-I informed that for facilitating Visalhapatnam (Simhadri)

Islanding scheme, Jeypur-Gazuwaka shut down was availed and the

required works were completed. Vijayawada-Vemagiri shu-down is

planned during August 2021. With that all the works to be carried out by

SR-I for Visakhapatnam Islanding scheme would be completed. The

shutdown is being availed on D-1 basis in PN OCC outage proposal

(reason as for facilitating Visakhapatnam Islanding). Requested that the

shutdown of elements availed for facilitating the Islanding schemes may

be considered under deemed availability category.

A j EHV Transmission Elements Details: -

(i) Constituents are requested to provide consolidated statement of the

transmission elements charged/commissioned in the previous month for

updation of SRLDC Database & PSS/E base case which is used for

TTC/ATC computations, PoC base case and Real-Time Security Desk

which is used for various studies and making real-time decision during

system operation. The Google Sheets Link - Transmission Element

Commissioning Details - Google Sheets link maybe used for populating

the elements as and when being commissioned.

(ii) In the Meeting, SRLDC requested all concerned to note the above and

use the link mentioned above for populating the elements as and when

being commissioned.

(iii) KPTCL informed that they are receiving the information from different

wings and the same would be shared by email to SRLDC.

(iv) SRLDC informed that along with sharing of the mails, the link may also

needed to be updated so that a data base would in place which will help

in TTC/ATC computations, PoC base case and Real-Time Security

Desk which is used for various studies and making real-time decision

during system operation.

Ak Declaration of High and Low demand seasons of Southern Region for

2022-23

(i) As per regulation 42(3) of Central Electricity Regulatory Commission

(Terms and Conditions of Tariff) Regulations, 2019 “The High

Demand Season” (period of three months, consecutive or otherwise)

and ‘Low Demand Season’ (period of remaining nine months,

consecutive or otherwise) in Southern region shall be declared by

SRLDC by 30th September for the year 2022-23

(ii) As per the procedure for computation of “High and Low demand

seasons” discussed in 170th OCC meeting for declaration of 2021-22

seasons. it is proposed to declare April 2022, February 2023 and

March 2023 as High demand season for 2022-2023 year.

(iii) In the meeting it was noted that the same procedure was adopted for

declaring High demand season for SR for 2022-23. SRLDC presented

the calculation part.

(iv) After deliberation, OCC agreed that SRLDC may declare April

2022, February 2023 and March 2023 as High demand season for

the year 2022-2023.

Al Status of the implementation of the modified SPS scheme for Kaiga ICTs:

(i) Implementation of the modified SPS scheme at Kaiga End is as follows:

Stage-I Implemented

Stage-II

Provision (Single ICT more than 500MWe for 5 Seconds)

made at Kaiga End – Respective implementation agency can

extend the signal to Kadra and Kodasalli PH during ICT shut

down condition.

Stage-III Implemented

(ii) KPTCL and KPCL are requested to furnish the status of the implementation

of the modified SPS scheme.

Deliberation/Conclusion:

(i) SRLDC observed that out of the three stages of modified SPS scheme at

Kaiga, Stage I & Stage III are implemented. Stage II which is designed to

give signals for Hydro Stations of KPTCL needed to be implemented.

(ii) CGM, SRLDC stated that Kaiga is connected to Kadra and Kodasalli

and Karwar is the main load point (around 30 MW). During Monsoon

season (almost three months, Kadra and Kodasalli would be running at

full load most of the time along with full generation at Kaiga at 220 kV

level. Kaiga ICTs are heavily over loaded and there won’t be N-I and

tripping of one ICT will lead to black out of Kadra, Kodasalli and even

two units of kaiga connected to 220 kV level. This may have impact on

the other units of Kaiga also since some times APS is met from these

units. It was agreed that at a particular threshold which can be mutually

agreed, Kadra and Kodasalli lines may be tripped if there is only one ICT

and the other ICT is heavily over loaded which will avoid poisoning of

Kaiga Units. Because of network issues it is not possible to connect

Kodasalli to Nagjheri, Naghjeri generation overloading to Nagjheri-

Ambewadi lines also.

(iii) KGS intimated that Stage I & III are already in place. W.r.t Stage-II,

wiring at Kaiga end (upto relay contact) is over, extension to Kadra and

Kodasalli is pending.

(iv) KPTCL informed that they would take up with KPCL to expedite

the implementation. KPTCL confirmed that PLCC is available and

logic at Kadra and Kodasalli to be wired.

Am Status of FO Cable in 400kV NCTPS Vallur line-1 and 2:

(i) Due to non-availability of FO cable in 400kV NCTPS Vallur line-1 and 2,

currently LDP is not enabled in these lines. Because of this, during

transient fault in one of the lines, distance protection overreach in other

line is being observed and hence there is a need to bring LDP back to

service by completing pending works related to FO cable availability.

(ii) Also, it may be noted that during multiple tripping of lines and generators

in North Chennai Area on 19-03-2020 at 12hrs, this issue aggravated the

disturbance since DT was not sent to NCTPS end during LC of line-1 at

Vallur end.

(iii) In this regard, TANTRANSCO and NTECL are requested to furnish the

status of rectification of FO cable.

Deliberation:

(i) CGM, SRLDC requested TANTRANSCO to appreciate the gravity of the

issue. North Chennai & Vallur units (total 5 units) are in risk due to non-

availability of FO cable (LDP not available) in 400kV NCTPS Vallur

line-1 and 2. Time and again SRLDC/SRPC had raised the issue. During

FOG season many trippings in Kalanathapattu, North Chennai and Vallur

area are observed and reclosing the lines becomes very tedious.

(ii) CE, P & C, Chennai informed that the issue had been taken up seriously

and action had been taken up to lay direct cables. By end of September

2021 works for establishing permanent connection would be completed.

An Status of Restoration of 400kV/220kV RTPS ICT#2:

(i) 400kV/220kV RTPS ICT# 2 got tripped on 23-07-2021 at 18:47hrs and

is still under outage. Due to outage of 400kV/220kV RTPS ICT# 2,

frequent grid occurrences are happening in the downstream 220kV

connected SS of KPTCL.

(ii) In this regard, KPCL is requested to furnish the status of restoration of

400kV/220kV RTPS ICT#2.

(iii) In the meeting, KPCL informed that KPCL had taken up the issue with

TELK (OEM). The detailed report about the problems along with the

offer for rectification work is being received. Since Y-Phase winding

needs full replacement at least 4 months for rectification as informed by

RTPS.

(iv) SRLDC cautioned that ICT loadings should be controlled to avoid

tripping of the ICTs. CGM, SRLDC enquired regarding the availability

of spare ICTs or ICT under procurement to replace the faulty ICT at

RTPS at least for wind season.

(v) KPCL informed that at present one each 500 MVA & 315 MVA

transformers are available. KPTCL requested KPCL to explore the

possibility of getting spare transformer from PGCIL.

(vi) KPCL ensured that they will take up with TELK requesting for early

restoration works and mean time other feasibilities also would be

explored.

the need of the hour.

h. Over-current protection disabling for 220kV lines to be reviewed.

OCC noted the above.

(ii) All constituents are requested to take appropriate remedial actions in

order to avoid frequent tripping of lines.

(iii) In the Meeting, KPTCL informed that now a days the number of

tripping of 220 kV Ambewadi-Ponda Line is increasing and duration of

outages are also observed to be high. Test charging of lines from Goa is

also taking more time. Opening the jumper in KPTCL Jurisdiction Goa is

carrying out the healthiness checking of the line. Also in the 6 outages

mentioned by SRLDC, 5 are under Goa jurisdiction.

(iv) DGM, SRLDC noted that the cause of fault, distance etc from Ponda end

is not able to observe due to non-availability of PLCC.

(v) CGM, SRLDC informed that they would discuss with WRLDC to get a

clear picture of the issues and if needed a Special Meeting may be

convened among Goa, WRLDC, KPTCL, SRLDC & SRPC.

Aq Non-Furnishing of Details for Grid Events by Constituents:

(i) All constituents are requested to furnish data timely in SRLDC Tripping

portal.

(ii) It may be noted that delay / non-furnishing of information delays analysis

of the event and further obstructs the information dissemination by

SRLDC to all concerned.

(iii) In the Meeting, SRLDC presented that details of non furnishing of the

tripping details and noted that more trippings are observed in KPTCL

system and lakh of information sharing also is prominently from KPTCL.

(iv) ED, SRLDC expressed concern and requested KPTCL to escalate this

issue with higher management emphasizing that without proper details of

the tripping fault anlysis and further planning is quite impossible.

(v) Appreciating the concerns expressed by SRLDC, KPTCL informed that

the issue had already been escalated to RT wing of KPTCL and ensured

that the required information would be made available to SRLDC in the

stipulated time period.

B a List of Substations with Single Bus Operation:

(i) States were asked to submit the list of substations with Single bus

operation and submit the action plan for making them double bus through

bus coupler in 178th OCC meeting.

(ii) List has received from AP, Telangana, Karnataka & Tamilnadu. It is

requested Kerala to send the list.

Deliberation:

(i) SRLDC informed that the information as sought by SRLDC had been

received from all of the constituents.

(ii) DGM, SRLDC requested all the states to explore the possibilities to

shift into double bus/multi bus operation wherever only single bus

operation is available at present. CGM, SRLDC noted that at 220 kV

level with huge injection, single bus operation is threatening for grid

security, one single bus trip will cause huge generation loss and may

lead to cascade tripping. He requested all the states to take immediate

action to migrate to dual bus operation wherever possible and also such

cases where some augmentation is required to make multi bus available

can be referred to Planning wing and accordingly actions should be

initiated. System should be geared up to adopt high wind and solar at all

time.

(iii) TANTRANSCO informed that there are a total of 125 230 KV S/Ss

(TANTRANSCO+ TABGEDCO) in which 55 S/Ss are having Main I

& Main 2 bus configuration and the rests(70) are having single bus

configuration. 8 stations had been identified for migrating to double bus

operation for which works had been started. 48 single bus operated

Stations were listed out for transforming to double bus under PSDF

funding but due to space constraints in installing the bus coupler the

proposal couldn’t work out. Even one committee was formed to study

the feasibility.

(iv) KPTCL informed that wherever possible migration had been carried

out. Due to space constraints further possibility of shifting S/Ss under

single bus to double bus is ruled out.

(v) APTRANSCO informed that the feasibility is available only at S/Ss and

the concerned wing will be insisted to carry out the change.

(vi) TSTRANSCO informed that there is no provision for changing the

single bus operation to double bus operation. Further studies would be

carried out to see the feasibility

(i) MS (I/c), SRPC enquired whether the non feasibility highlighted by States

for changing to double bus operation is exclusively due to space constraints.

He requested all the states to take immediate action to change to double bus

operation wherever possible on priority and suggested that PSDF funding

may be sought for covering the same under R & M works. As per

Regulation/ technically/ system reliability & security point of view this is

required. He expressed concern that in Telangana one hydro station at 220

kV had come up recently, with single bus operated S/S and even transfer bus

is not available which cannot be appreciated. Newly coming up stations

should necessarily take care of these aspects. In view of the large no. of

stations with single-bus operation, all states were requested to further study

on these aspects and may come up with appropriate plan to provide double

bus operation, wherever feasible.

2 Update on meeting held with RE Developers at Anantapuramu (NP Kunta) on 6th

August 2021

(i) SRLDC informed that ED, SRLDC along with a team of members from

SRLDC & SRPC had visited the N P Kunta site on 06.08.2021 to 07.08.2021.

A meeting to discuss the pending issues at NP Kunta Ultra Mega Solar Park

was held on 06.08.2021. The meeting was held in two sessions. The first

session was held at NTPC Conference Hall, Kadiri at 10:30 Hrs with

participants from SRLDC, SRPC, NTPC, FRV along with their O&M Partners

and OEM to discuss issues and their way forward w.r.t NTPC, FRV I & II.

GM, Kayankulam joined through Video conference. Second Session was held

at APSPCL conference, NP Kunta at 15:00 Hrs room with participants from all

developers along with their O&M Partners and OEM to discuss their

operational issues.

(ii) The Record Notes of the above Meetings are at Annexure-3.10 Bb.

B.c Update on Night mode Operation of Inverters at Pavagada Solar Park to

contain Over voltage

(i) This item is covered under Item No 3.7. SRLDC informed that States may

visit the Pavagada Solar Park to witness/understand the Night Mode

Operation of Pavagada Solar park. All the states to communicate regarding

the possible date for the visit along with number of officials for the visit so

that SRLDC in coordination with KSPDCL could arrange the visit.

B.d Renewable energy (RE) curtailment

(i) As per Regulation 6.4.5 and Regulation 5.2(u) of the Grid Code and similar

provisions enshrined in respective State Grid Codes “generation based on

renewable energy sources such as solar and wind are to be treated as “must

run‟ and such generation can only be curtailed or backed down if grid

security or safety of equipment or personnel is endangered” Accordingly,

RE may not be curtailed except for the reasons mentioned in the grid code.

(ii) All SLDCs may submit details of curtailment viz. MW, MU, Time etc.

along with detailed reason to SRLDC in writing before 11 AM& display the

same in their websites.

Deliberation:

(i) SRLDC highlighted the following directives of the APTEL Order dated

02.08.2021 on Appeal NO. 197/2019:

1) POSOCO is directed to carryout similar exercise for the period up to

31.10.2020 and submit report to Respondent Commission within 3

months. Tamil Nadu SLDC and Appellant are directed to submit details

to POSOCO

2) Directions to all State Commissions, Discoms and SLDCs w.r.t to RE

curtailment

a) Guiding factors would apply till such time FoR or the Central

Government formulates guidelines w.r.t to RE curtailment

b) Any curtailment of Renewable Energy shall not be considered as

meant for grid security if the backing down instruction were given

under following conditions:

System Frequency is in the band of 49.90Hz-50.05Hz

Voltages level is between: 380kV to 420kV for 400kV systems &

198kV to 245kV for 220kV system

No network over loading issues or transmission constraints

Margins are available for backing down from conventional

energy sourc

State is overdrawing from the grid or State is drawing from grid

on short-term basis from Power Exchange or other sources

simultaneously backing down power from intra- state

conventional or non-conventional sources.

c) As a deterrent, the curtailment of RE for the reasons other than grid

security shall be compensated at PPA tariff in future. Compensation

shall be based on the methodology adopted in the POSOCO report.

d) POSOCO is directed to keep the report on its website.

e) SLDC shall submit a monthly report to the State Commission with

detailed reasons for any backing down instructions issued to solar

power plants.

All the states were requested to note the above for compliance.

(ii) All SLDCs are submitting details of curtailment viz. MW, MU, Time etc.

along with detailed reason to SRLDC in writing before 11 AM & display

the same in their websites. He requested AP to furnish the information in

time since this information to be passed on to NLDC and subsequently to

higher ups from NLDC.

(iii) The time block in which maximum curtailment was carried out is not

available at present. SRLDC would circulate a format in which all the

states may furnish the information by Tuesday of every week for the

previous week.

B e SCADA Data availability issues

1.1. Non-reporting of real time SCADA data MTPS Stg-3(Tamil Nadu)

Reported SAS issue at Mettur.

Following up since 168th OCCM.

Gateway at Mettur Stg3 replaced on 16th July 2021. Data unstable.

In the Meeting, SRLDC informed that the issue had been resolved in July

2021 and observed to be stable.

1.2. Non-reporting of real time SCADA data from NP Kunta

Galiveedu PS-1 is not reporting to SRLDC Backup Control Centre since

Jan 2021.

Developer wise data of NTPC (connected to NPKunta PS-1).

Redundancy of data from GVD PS-1 & NPL PS-1 is lost vide Email

dated on 07.04.2021

Letter issued to Galiveedu PS-1 & NP Kunta PS-1 regarding non-

reporting to SRLDC BCC.

Restoration: NP Kunta PS-1 on 19th July 2021 & Galiveedu PS-1 on 26th

July 2021.

In the Meeting, SRLDC informed that the issues w.r.t NP Kunta PS-1 was

resolved on 19th July 2021 & at Galiveedu PS-1 on 26th July 2021. In the

Special meeting held on 25.02.2021 a time line for verification of quality data

from Inverter, Weather station etc. had been put. But it was not strictly

followed by RE developers. A Review Meeting with NP Kunta

Developers/APSPCL was held on 06.08.21 and new time lines for validation

was agreed by all.

1.3. Non-reporting of real time SCADA data from 400KV SEPL station

Data not reporting to SRLDC since past few months.

400kV SEPL (Main Channel): not getting loop. Link not healthy;

(Secondary Channel): loop ok but data not reporting though this healthy

link.

Mail sent to SEPL on 19th Jan 2021 and link tested. Follow up mail sent

on 28th Apr 2021& 31st May 2021.

Mux equipment to be rectified by SEPL, vendor has collected the MUX

In the Meeting, SRLDC informed that the issues are pertaining to SEPL,

vendor has collected the MUX. Rectification is still awaited by SEPL.

1.4. Partial reporting of real time SCADA data from 230kV Kalpakam (MAPS)

Station

Lines- except 230kV Kalpakam-Echur lines, all other 230kV lines are not

reporting.

Issue yet to be resolved. Reminder mail sent on 15th March 2021 & Letter

issued on 01st June 2021

As per last OCCM, transducers procured & yet to receive at site. MAPS/

POWERGRID may update.

In the Meeting, SRLDC informed that the issue is still pending and there is no

update from PGCIL/MAPS. GM, PGCIL, SR II informed that RTU

procurement is under process and conversion to 104 Protocol is being carried

out. He ensured the support from PGCIL and requested MAPS to allow to

carry out the works.

B f Real time data discrepancy issues:

Updated Data discrepancy file shared vide mail dated on 09th July 2021.

All utilities are requested to initiate action on rectification of the

identified points.

Discrepancy points are updated monthly and followed up through mail as

well as in Communication meetings.

CGS stations may update the status on the points.

Few points attended by POWERGRID SR-1, POWERGRID SR2,

Karnataka & AP.

In the Meeting, SRLDC informed that Updated Data discrepancy file had

been shared vide mail dated on 05th August 2021. With PGCIL, day to day

basis, S/S wise, the issues are being taken up wherever data discrepancy is

noted. Next week NTPC issues would be taken up for which communication

had already been sent to NTPC for identifying a nodal officer for joint

verification/rectification. He observed that even after identifying the points

rectification is pending from most of the entities and requested all to arrange

to resolve the issues.

(i) Outcome of Dual link availability testing conducted for regional entities

reporting to SRLDC:

IL&FS, NCC (SEIL-2) reporting in single channel. Reply from

entities on restoration:

SEIL-2: OPGW from SEIL -2 (SGPL) to NPS (Nellore Pooling

Station) is completely out of service. Action to be taken by

POWERGRID.

IL & FS: Faulty card replaced at both ends, but data still reporting

in single channel. Replaced faulty card on 28th July 2021. Data

reporting in both channels

Letters sent in this regard on 31-05-2021.

In the Meeting, PGCIL informed that OPGW is to be replaced in this line

for around 3 km length, and 10 days S/D is required since online work

cannot be feasible in that terrain. S/D was availed three days back, but

unfortunately second line also tripped. At present SEIL is not facilitating

the S/D. SEIL is suggesting November-December period for concurring for

S/D. He expressed concern regarding the difficulties in arranging the

workforce for small works. He ensured that possible support to get the

works done.

It was noted that IL & FS issue had been attended.

Items under 3.10. C were discussed under items 6,7,&9

4. Follow up issues

4.1 Reserve Shut Down (RSD) – Implementation of new Procedure

i. Implementation of new RSD procedure on trial basis for two months was

agreed in the special meeting held on 03.09.2020. All the utilities had

conveyed concurrence for implementation of new RSD procedure on trial

basis for two months.

ii. In the 178th OCC Meeting, SRLDC had informed that implementation of

RSD had already been taken up with NLDC/PWC for implementation

and changes in WBES have been agreed upon by PWC. It was agreed by

SRLDC that action for the implementation would be expedited in

coordination with PWC as requested by the Forum, especially felt by

TSTRANSCO.

iii. Subsequently, TSTRANSCO vide letter dated 27.05.2021had requested

SRPC/SRLDC to take immediate action to implement the RDS

procedure (trial run for two months) at the earliest or modify the

Entitlement ON bar & OFF bar quantity to reduce part load

compensation liability of TSDICOMs who is actually not a part in part

load operation.

iv. In the 179th OCC Meeting, the following had been noted:

a) In principle all the states had agreed for the procedure for

implementation off bar.

b) SRLDC would revert back within one week after detailed study on

the issues in implementing the off bar in consultation with

commercial division of SRPC. Accordingly States would be informed

and if needed special meeting may also be convened with states to

appraise the outcome of the studies and to decide on further course of

action.

c) MS SRPC had opined that the decision may be taken at the earliest

since SRPC members/higher management have already given consent

for trial run of new RSD procedure.

d) TS SLDC had requested SRLDC to avoid further delay and SRLDC

had agreed to expedite.

v. In the 180th OCC Meeting, the following had been noted:

a) SRLDC had presented the status of implementation. It was noted that

a web based application was developed by SRLDC internal IT team.

SRLDC demonstrated base case for new RSD procedure.

b) SRLDC informed that by 14.07.2021 all the works w.r.t the

implementation including testing would be over. From 15.07.2021

mock trial (without commercial implication) may be started (till

18.07.2021) to experience the impact by States. In consultation with

SRPC, trial run for 2 months may be started from 19.07.2021. The

data would be jointly validated jointly by SRLDC and SRPC before

officially submitting to SRPC for commercial accounting.

vi. As agreed in the 180th meeting, a workshop was conducted on

13.07.2021 with participation from all the concerned entities wherein it

was agreed for Mock trial for 10 days from 15.07.2021 to 24.07.2021.

vii. The mock trial had been successfully completed on 24.07.2021.

viii. Subsequently, a Meeting was carried out on 27.07.2021 wherein the

experience of mock trial run of the experience were shared by SRLDC/

State SLDCs/SRPC and the following were decided:

a) Trail Operation of New RSD Procedure will be implemented

from 01.08.2021 for a period of two months i.e. till 30.09.2021.

b) All data would be validated by SRLDC/SRPC before using the same

for commercial implications.

c) Comments and observations, if any, would be communicated to

SRLDC/SRPC on a weekly basis.

d) A Special Meeting would be convened in the last week of September

2021(tentatively on 21.09.2021) to decide upon further course of

action.

e) The NEW RSD Procedure along with study and communications in

this regard from SRPC is at Annexure-4.1.viii.

ix. Trail Operation of New RSD Procedure has been implemented

from 01.08.2021.

Deliberation:

(i) SRLDC informed that NEW RSD procedure had been commenced from

00:00 hours of 01.08.2021 as per the communication received from

SRPC. SRLDC presented on the experience of the implementation of

the new RSD procedure (Annexure-4.1.1)

(ii) TSTRANSCO observed that NEW RSD procedure have helped

TSTRANSCO in grid operation (technically & economically) and

reiterated the gratefulness to SRLDC and SRPC teams.

(iii) APTRANSCO informed that they are comfortable with the NEW RSD

procedure.

(iv) TANTRANSCO informed that on 9th TANTRANSCO had brought the

Kudgi Unit and schedule requested was around 216 MW, but scheduled

power during peak hours was only 155 MW. As per NEW RSD

whoever brought back the unit should get the requested power

throughout the day.

(v) SRLDC informed that other than KSEBL all the other states punched

for Kudgi Unit and total requisition was more than one unit capacity

(937 MW). To bring back unit on bar w.r.t Kudgi is around 35 hours.

Next day there was no requisition received from any of the states not

even to meet one unit technical minimum. Only one unit was brought

on bar. Whatever requisition received was adjusted on pro rata basis to

all states. TANTRANSCO was given 165 MW and the rest was

distributed on prorata basis.

(vi) SRLDC opined that since Kudgi Unit take 35 hours to come up on bar

from cold start and this issue will always arise. TANTRANSCO

punched on 7th and KPTCL punched on 8th for 9thAugust 2021. The

current procedure allows the states to join the new RSD procedure on

D-1 basis also. He opined that if forum agrees for modification in the

procedure such that D-1 request cannot be entertained for existing unit,

and would be considered only for additional unit, the program may be

changed accordingly. He informed that one more case will also to be

looked into. Suppose one 500 MW capacity has come on bar with a

request from two states with a commitment for three days. On second

day another state comes with a request for 200 MW (total 700 MW).

With 200 MW another unit could not be brought on bar. According, as

per the current methodology 200 MW would be adjusted on prorate

basis.

(vii) SE(O), SRPC opined that for the time being let continue with approved

procedure. After gaining more experience the procedure may be

reviewed if required.

4.2 Status update of Primary Frequency Response testing at ISGS & IPPs

i. The following had been noted in the 180th Meeting of OCC:

(i) NNTPS had informed that they have placed work order on 07.05.2021.

(ii) NTPC Simhadri had informed that it is tentatively planned to carry out

the testing for all the units from 21.07.2021(12 days may be required),

one by one. The schedule of testing will be intimated shortly. He

requested all beneficiaries to support to facilitate the testing. W.r.t

SEIL, SRLDC informed that due to COVID-19restrictions testing was

on hold and once issues are contained, status would be updated.

(iii) SEIL(P1) informed that they were in touch with Solvino and they

informed after the pandemic is in control, they will give the date.

(iv) SEIL(P2) informed that Work Order had been placed.

(v) SRLDC observed that all the generators had been placed Order and

testing needed to be scheduled.

ii. NLCIL had informed (vide E-mail dated 26.07.2021) the following

schedule:

NLC New Neyvelli Thermal Power Station Unit-1 from 26th to 27th

July 2021

NLC TPS I Expansion Unit-1 & 2 from 28th to 31st July 2021

NLC TPS II Stage II Unit-4 from 1st to 2nd August 2021.

iii. Subsequently, NLCIL vide E-mail dated 28.07.2021 had informed that M/S

Solniva had conducted the "Primary Frequency Response test as per IEGC

clause 5.2 (g) at NLCIL -TPS-1 Expn Unit -2 of TPS-1 Expn, with 100%

load test is carried out at 16.00 hrs to 20.00 hrs on 28.07.2021.

iv. NTPC Simhadri had informed that it has tentatively planned to carry out the

testing for all the units from 21.07.2021(12 days may be required), one by

one. The schedule of testing will be intimated shortly.

v. Subsequently, through mail dated 21.07.2021 had shared that as discussed

in 180th OCC, NTPC is planning to test RGMO response of Simahadri

Stage 2 Units (Unit 3 & 4) from 10.08.21 to 13.08.21. The desired schedule

is was also attached.

The following were noted in the meeting

a) Primary Frequency Response (PFR) Testing completed during July-

Aug-2021

NNTPP Unit-1 on 26th & 27th July 2021

NLC TS-1 Expansion Unit-1 &2 on 28th to 31st July 2021

NLC TS-2 Unit-4 on 1st & 2nd August 2021

b) SRLDC executives witnessed the testing at NLC TPS-2

c) Earlier completed units

Ramagundam TPS: Unit-4,6 & 7, Talcher Stage2: Unit-3,4&5,

Vallur NTECL: Unit-1 &3

d) It was noted that 12 no. of units out of 27 units completed by M/s

Solvina. M/s Siemens yet to start testing (6 Units)

e) NTPC Simhadri informed that the PFRT had started from

10.08.2021morning.

f) SRLDC expressed concern that the testing schedule (date etc- not states

schedule) needed to be informed to the Nodal officer identified for

witnessing the testing which was not complied by NTPC. He expressed

that without signature from POSOCO payment may not be possible and

without coordinator’s signature the testing is not valid.

g) NTPC informed that on 21st July 2021 mail had been sent and there was

no reply from SRLDC/SRPC.

h) SRLDC informed that the mail was not received by the nodal

officer/coordinator from SRLDC w.r.t PFRT.

i) ED, SRLDC expressed that as per POSOCO document for PFRT

procedure the identified nodal officer should visit the site and witness

the test. In case no response had been received from SRLDC, VTPC

might have informed to at least Control Room officials to convey the

message to the concerned wing. Contractual terms and conditions

needed to be complied.

j) SE(O), SRPC endorsed the views of SRLDC and opined that the

schedule of testing should have been taken up with the Nodal Officer

when there is identified Nodal Officer/Coordinator and the details of the

nodal officer already shared.

k) NTPC Simhadri informed that even the testing agency didn’t

communicate the requirement of witnessing by SRLDC. Requested

SRLDC to help in resolving the issue since the testing had already

started on10.08.2021.

l) SRLDC also opined that Siemens should have informed SRLDC since

they know the procedure. SRLDC will take up with NLDC and NLDC

will talk with Siemens in this regard. In our Region, this is the first

testing being carried out by Siemens. Solvino is intimating the testing

schedule well in advance to SRLDC. If POSOCO is not witnessing the

test physically, a group with all concerned entities was being formed

and tests reports were being uploaded and was being validated by

NLDC/POSOCO. At present POSOCO is visiting the site and

witnessing the tests.

m) ED, SRLDC concluded that SRLDC may explore the possibility of

sending one official to Simadri to witness the ongoing testing. Further

course of action would be decided in consultation with NLDC.

4.3 Shifting of PMUs

i. In the 36th meeting of SRPC held on 12.07.2019, it was agreed that some

PMUs installed as part of URTDSM project in SR may be optimized by

shifting them to critical substations, lift irrigation substations and

substations with FACTS devises etc. Accordingly SRLDC had suggested

for shifting of PMUs at Vemagiri to KTS VII (PST) & Vemagiri to

Ramadagu (LI).

ii. In the 177th OCC Meeting, it was noted that three Nos of PMUs connected

to 400 kV Vemagiri-Gowthami-1, Gowthami-2, Konasema-2, GVK-1 and

GVK-2 feeders are dismantled by M/s.GE T&D India Ltd and the 3 No’s

removed PMUs were handed over to M/s.GE T&D India Ltd.

iii. In the 180th Meeting, TSTRANSCO had informed that Ramagudu and

Veltoor PMUs are integrated and data is reporting. At KTPS VII PMU

works had been started on 05.07.2021

In the Meeting DE, TSTRANSCO had informed that the works are

completed, commissioning tests are going on and would be

commissioned shortly.

4.4 MVAR absorption capability of SDSTPS units:

i. The less absorption of MVAR by SDSTPS unit compared to their

capability curve since a limiter has set at this MVAR level was being

addressed in Special Meeting (High Voltage issues) and subsequent OCC

Meetings. APGENCO / APTRANSCO to take up the issue of less

absorption of MVAR by Krishnapattanam units with OEM and ensure

maximum absorption within the capability curve.

ii. In the 175th/176thOCC Meetings, APGENCO had informed that the issue

had been taken up with OEM (Mitsubishi). OEM had indicated

involvement of cost in this work. Requested OEM to furnish the budget

requirement and accordingly further actions would be decided. Since

OEM is from Japan, some more time is required and further development

iii. In the 177th OCC Meeting it was noted that Chief Engineer (Generation),

APGENCO vide letter dated 07.04.2021had intimated that the issue have

been taken up with OEM(m/s MELCO, Japan) and requested to review the

settings of AVR for further improvement in reactive power absorption

without any adverse effects on the generator to support the grid. The

budgetary offer from the OEM is awaited and it was expected that the

works may be started by August 2021. The PSS tuning may also be

carried out during this period which was pending in 2021. It was observed

that the absorption of MVAR is at 500-520 level after the commissioning

of two numbers of 80 MVAR reactors at SDTPS.

iv. In the Meeting, APGENCO informed that budjectory offer had been

received from OEM and the same is put up for higher management

approval. The works would be taken up during the next overhaul which is

scheduled in November/December 2021 and PSS tuning also would be

carried out.

4.5 Daily Load Forecasting by SLDCs

SLDCs are requested to furnish the load forecast error (forecast Vs actual

demand) for the month of July 2021to SRLDC along with reasons for

substantial deviations.

States were requested to break the state load into area wise like district

wise/Substation wise while carrying out the forecasting incorporating

weather conditions etc.

In the Meeting, SRLDC presented the load forecast error (forecast Vs

actual demand) for the month of July 2021(Annexure-4.5)

On 21st July 2021 TSTRANSCO load forecast error was observed to be

around 32 %.

TSTRANSCO informed that unpredicted rains started from 20th July 2021

which continued on 22.07.2021 also. This was the reason of the huge error.

KSEBL informed that there was fluctuation of climate during 11th & 12th

July 2021 which was the cause for high error around 15 %).

4.6 Renewable forecasting

(i) All states had been requested to furnish the implemented forecast, day

ahead forecast & actual also (before 5th of every month). It was noted

that this data was being sought by higher forums and other entities.

Deliberation:

(i) SRLDC presented the RE forecasting for July 2021(Annexure-4.6 i)

AP Wind: forecast on higher side for most of the days.

Solar: forecast on higher side for most of the days

SRLDC expressed that the day wise actual and forecast is being presented

so that the variation may be observed.

(ii) ED SRLDC observed that average error may be less but variation

between actual and forecast in many blocks are high. On a query by

MS, I/c, ED SRLDC clarified that forecast error also have remarkable

impact on LGB of states, some corrective actions are based on these

errors.

(iii) SRLDC felt that States may also come up with a presentation on the

variation of actual & forecast since states are mostly operating on the

state specific forecast.

(iv) ED, SRLDC stated that it will help in improving the forecast error,

merely presenting the error will not help in system operation and real

cause for this huge variation needed to be looked into like improper

weather component etc. and will formulate better mythology for

arriving at accurate forecast.

(v) MS I/c, SRPC opined that percentage error is also important and it

may also be projected.

(vi) APTRANSCO informed that wind forecast error was around 75 % on

09.08.2021. 40 MU Wind generation was forecasted by Wind

Developers where as actual received was 10 MU. Real time system

operation is disturbed. SLDC is not able to take from day ahead

market, and also because of price/quantum mismatch RTM availing

RTM power also restricted. Being MUST RUN, SLDCs are bound to

avail RE at any time, and huge error in RE forecast is taking SLDC

operator to uncertainty on decision of LGB. How to improve the

planning is unknown to SLDC operator. He opined that forecast error

formula needed to be revised. He opined that full responsibility for

huge deviation in drawal is entrusted on SLDC by Grid Operator.

Violation messages are also being issued.

(vii) TANTRNSCO informed that they are also facing the issues endorsed

by APTRANSCO and opined that vendors should be forced to

improve the forecasting methodology.

(viii) KPTCL also expressed the difficulties faced by grid operator and

opined that there is an urgent need for devising a better forecast tool

for RE.

(ix) ED, SRLDC the only solution is to improve the forecast. SLDCs have

to explore the methodology to improve the forecast. He assured

support in devising the methodology for arriving at forecast.

(x) After deliberation, concluded that individual SLDCs may discuss

the real issues faced by SLDCs with their forecast

providers/vendors. Technical support would be extended by

SRLDC/SRPC. In case it is felt that a Special Meeting to discuss the

issues would be planned accordingly. SLDCs are requested to give

presentation on the forecast Vs actual w.r.t RE for the month of

August 2021 in next Meeting. It was suggested that all the states

may please note the issues on a daily basis and the presentation

may include that also.

4.7 Communication & Cyber Security Audit

(i) As per the requirement of clause 10 of Central Electricity Regulatory

Commission (Communication System for inter-State transmission of

electricity) Regulations, 2017, RPC Secretariat shall issue necessary

instructions to all stakeholders to comply with the audit requirements

within the time stipulated by the RPC Secretariat and an Annual Report

on the audit carried out by respective RPCs shall be submitted to the

Commission within one month of closing of the financial year.

(ii) In the 178th OCC Meeting, it was noted that Cyber security audit was

not carried out by many of the entities. NLCIL had earlier committed

that they would take action to carry out the Cyber security Audit in line

with NTPL. NLCIL informed that the action taken would be intimated

by mail.

(iii) In the meeting, on a query by NLCIL, it was clarified that cyber

security audit needed to be carried out for all the PCs, ICTs, servers etc.

SRPC had furnished the format for this purpose and requested that

NLCIL may carry out the cyber security audit in coordination with

NTPL as NLCIL had committed earlier.

(iv) MS I/c, SRPC added that all thermal power plants comes under CERT,

Thermal for which NTPC is the nodal officer. Each generator may have

a CISO, who will coordinate with CERT, Thermal. He requested

NLCIL representative to take up with the CISO of their plant and carry

out the required actions w.r.t Cyber Security Audit. CCMP (Cyber

Crisis Management Plan) also should be in place with each entity. It is

the responsibility of the each entity to decide on what all systems are to

be brought under Cyber Security Umbrella.

All the entities to carry out the Cyber Security Audit/VA/VAPT

at an interval as mandated by Regulations in future.

4.8 Ensuring Proper Functioning of under Frequency Relays (AUFR) &

df/dt Relays

i. In the 178th OCC meeting, the states had agreed the list of identified

S/S for inspection/functionality test for the year 2021-22

ii. SRPC vide letter dated 25.05.2021hadcommunicated the list of

substations to states along with FORMATS for furnishing the report.

iii. It was noted that KPTCL & APTRANSCO had carried out the testing

and reports were shared.

iv. Utilities may carry out the inspection and submit the report in the

prescribed format before 31.01.2022.

In the Meeting TANTRANSCO informed that TANTRANSCO had

carried out the inspection and reports had been furnished to SRPC.

4.9 PSS Tuning

i. SRPC is following a specific plan for the PSS tuning exercise, and is

regularly pursued with generating Stations. Seven Meetings (till 31st

March 2021) were conducted with generators to analyze the PSS test

reports. Recommendations were communicated to each generator after

the Meetings.

ii. The 9th Meeting of PSS Tuning was held on 20.07.2021 and analysis of

around 16 units was carried out. The action taken in respect of the

recommendations in the 9thmeeting of PSS tuning may be updated.

iii. The PSS Tuning of the units due may please be carried out and the report

to be submitted to SRPC/ SRLDC.

iv. SRPC requested that the generators advised for retuning/resubmission of

the report may take action accordingly. The standard format for

furnishing the reports had been shared.

4.10 TSGENCO: Request for approval of SPS at BTPS switch yard

(i) TSGENCO has requested for approval for implementation of SPS at

BTPS switchyard to avoid balck out of station during the tripping of 400

kV Julurupadu line I & line II feeders. The letter dated 27.07.2021in this

regard is at Annexure-4.10.i

(ii) In the Meeting, SRLDC presented their observations on the proposal

(Annexure- 4.10.ii). SRLDC informed the following:

a) The proposed SPS is in order and fulfils the intent.

b) The loading of the ICT during only one line outage of 400kV

BTPS-Jullurupadu also needs attention and

TSGENCO/TSTRANSCO may also take into consideration

accordingly.

c) By passing of the time delays involved in various comparative

SPS actions by predetermining the Unit to be tripped, and

extending trip signal to the same may be looked into.

(iii) TSTRANSCO informed that the concerns of SRLDC would be taken

up with BHEL and final implementing logic would be framed and the

same would be shared to SRPC/SRLDC before implementation.

(iv) MS (I/c), SRPC informed that the possibility of non-operation of SPS

also needed to be envisaged and action in such cases as suggested

above at (ii) c) may be framed.

(v) OCC in principle agreed for the implementation of SPS at BTPS

switchyard to avoid black out of station during the tripping of 400 kV

Julurupadu line I & line II feeders

5. Frequency related Issues

5.1 High Frequency

(i) SRLDC presented the under drawal of states when frequency was above

50.05 Hz.

(ii) The Regional Grid had operated above IEGC range ie 50.05 Hz for 19.59

% of the time. It was also noted that the frequency on some of the days

was higher for considerable duration of times.

(iii) Maximum frequency had touched 50.23 Hz at 18:03 hours of 03.07.2021

(Graph at Annexure-5.1.A). At that incident KPTCL was underdrawing

by 700 MW. Also the duration of time Grid operated above IEGC limit is

observed to be high which is to be looked into seriously.

(iv) The under drawal of states when frequency was above 50.05 Hz

(Annexure-5.1.B). The maximum under drawal touched by States during

July 2021 was also presented.

(v) Constituents were advised to avoid under drawal at high frequencies. SRPC

requested all the constituents that action needs be taken to adhere to the

schedule since it has commercial/operational impacts even for under

drawal.

5.2 Pump mode operation

It was noted that during July 2021, there was no pump mode consumption at

Srisailam and at Kadamaprai. N’sagar pump mode consumption was around

23.04 MU.

5.3 Low Frequency

It was noted that the frequency of grid operation was at times lower than

IEGC range. Grid had operated below IEGC range ie 49.90 Hz for 5.35 %

of time during the month.

(i) SRLDC informed that minimum frequency touched 49.52 Hz at

22:12 hrs on 06.07.2021. Drawal of Southern Regional states at that

instance were also projected which were in limits.(Graph

atAnnexure-5.3.A). During that incident APTRANSCO was over

drawing by around 1100 MW.

(ii) Over drawal by SR constituents at frequency less than 49.90 Hz

(Annexure-5.3.B)was presented by SRLDC. The maximum over

drawal touched by States also was presented.

6. Voltage Related Issues

6.1 Low Voltage

(i) Details of capacitors installed during July 2021 in the prescribed format

to be submitted by all the states.

(ii) SRPC expressed concern that KPTCL has not furnished the data in

proper form. The plan for 2021-22 is not furnished even though there was

spill over from the plan for 2020-21. The report is being furnished to

CERC on monthly basis.

(iii) KPTCL informed that they would take up with concerned wing and the

required information would be furnished at the earliest.

6.2 High Voltage issues

6.2.1 MVAR Interchange

In the 169th OCC Meeting it was suggested that MVAR testing may be taken

up after the COVID -19 pandemic issues settle down.

In the Meeting, SRLDC informed that testing had not been taken up due to

prevailing COVID-19 pandemicconditions.

6.3 RE Generators for Reactive Compensation & High Voltage

All the states were again requested to kindly examine and ensure voltage based

MVAR interchange for RE generators.

6.4 Status review of Bus/Line Reactors, Line Reactors and STATCOM

Status of implementation of Bus / Line Reactors approved in the Standing

Committee/SRPC pending for commissioning by the SR constituents is at

Annexure- 6.4.

All the Constituents/Entities were requested to update the status. It is

noted that SRPC Meeting/Standing Committee meeting would be

scheduled shortly and this information is very much required.

Reactors added during 2020-21 & 2021-22 may be furnished separately

by all entities.

6.5 Reactor status

a) Hoody reactor: Commissioning by end of August 2021.

b) KKNPP reactor: KKNPP had sought some clarifications from the

contractor. After receiving the response, work order may be placed by

September end.

c) KGS reactor: Tendering is over. Tender opening is extended up to

18.08.2021 as per the request from bidders.

7. Network Protection/Security issues

7.1 U/F &df/dt Relays Schemes

Concerned to update the status on regular basis.

7.2 Implementation of SRPC recommended quantum

(i) It was noted that all States had implemented AUFR and df/dt schemes

fully.

(ii) SRLDC presented the load relief realized as a percentage of AUFR

quantum declared in the identified feeders during the month of July 2021

as follows: (Detailed Presentation is at Annexure-7.2.A)

AP: 86 %, TS: 111 %, KAR: 56%, KER: 73%, TN: 78%, Pudu: 85%

&SR: 107 %.

In the Meeting, SRLDC observed that w.r.t KPTCL the realization is

very less. KPTCL informed that the less realization was due to low

demand prevailed in the state throughout the month. He expressed that

feeders of around 4000 MW loading had already identified for

AUFR/df/dt and further addition of feeders is not possible.

(iii) SRLDC expressed concern regarding the less response w.r.t KARand

requested to analyze the same.

8. RGMO/FGMO

(i) As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity

were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017.

(ii) Inadequate response was needed to be taken up by SLDCs with respective

SERC’s in line with Hon’ble CERC Orders in respect of Petition No.

84/MP/2015 and 302/MP/2013.The non-performance of the generators under

SRLDC control would be taken up by SRLDC with the respective generators.

(iii) SRLDC vide communication dated had furnished (Annexure-8.iii) the

Southern Region Frequency Response characteristics for the event of

1500MW generation loss in Northern Region happened due to multiple

trippings at 400/220kV Akal(Rajasthan) & 400kV Jaisalmer-2(Rajasthan) on

11thJune, 2021 at 16:02 Hrs.FRC has been calculated state wise and generating

station wise.

(iv) Constituents are requested to submit the same for their control area.

(v) SRLDC vide E-mail dated 17.06.2021 had informed that at 16:03 Hrs on 11th

June 2021, 220 kV Akal-Bhu -1&2 tripped due to snapping of B-phase jumper

which resulted into 1200MW wind generation loss and 300MW solar

generation loss in Northern region. Frequency dropped from 50.09 Hz to 49.92

Hz.

(vi) RGMO analysis based on SRLDC SCADA data was attached in the google

spreadsheet and all generators were requested to enter data pertaining to the

event in the above spreadsheet.

(vii) In the 180thOCC Meeting, SRLDC had informed that for 11.06.2021 incident,

analysis is yet to be received from many generators. He requested all the

generators to update the Google Spread Sheet shared at the earliest. In case

response is not updated it will be taken from SRLDC SCADA and analysis

will be presented in 181st OCC meeting.

(viii) SRLDC had communicated the following two incidences for July 2021.

Incident1: It has been reported that at 10:25 Hrs dated 20th July

2021 multiple-element tripping at 220kV Akal(Raj) occurred which

resulted in generation loss of 1550MW at AKAL wind . During the

incident, the frequency dropped from 50.08 to 49.93Hz.

Incident2: On 22nd July 2021 at 15:08 Hrs tripping of both the thermal

units of UPCL ( 2 X 600MW) and all the Hydro units of Varahi (4 X

115MW) was reported. 1400 MW Generation loss occurred. During the

incident, frequency dropped from 49.99 to 49.86Hz.

(ix) In the Meeting, SRLDC informed that the response had not been received

from many generators for the incidences in July 2021. SRLDC presented the

response for the incidence on 11.06.2021(Annexure-8.ix) : The abstract is

as furnished below:

The following were noted:

(i) It was observed that being a less demand season, many units were out.

(ii) AP: Rayalseema Unit VI: (all other units out): no response.

Krishnapatanam: Unit I : Insufficient response. Unit II out.

Vijayawada: Units 5 & 6 : No response. All other units : Partial

response.

SRLDC desired to know from SLDC that whether in Rayalseema Unit

VI (new unit-600 MW) RGMO logic is enabled or not.

APGENCO informed that RGMO is in place, and due to very poor coal

quality response observed is very less. As per APGENCO data 3.95 %

response have been observed.

W.r.t Krishanapatanam (800), the power requirement is less and when

operated at 500 MW (sliding pressure zone) there is no margin for

RGMO response.

SRLDC expressing concern regarding the non response of APGENCO

units of higher capacity observed that in case of contingencies more

response is expected from these units. In the high penetration scenario

RGMO response takes a noticeable role. SRLDC requested

SLDC/APGENCO to take up with generators. It was suggested that each

generator may come up with the anlysis and the logic implemented may

also may be presented. Understanding of the logic may be gained.

(iii) NLCIL:

NLCIL I Expn: No response from both the units

NLCIL II Expn: partial response

NLCIL TS II Stage II : Unit II & III no response.

(iv) NTPL: responded well (68 %)

(v) NTPC-Ramagundam: All 500 MW and above units responded well.

(vi) SEIL Phase I & II: responded only upto 30-36 %. SEIL informed that

they would analyze the response.

(vii) NTECL Vallur TPS: All units responded.

(viii) KPCL: Most of the units were out: BTPS: Unit III: 700 MW:

insufficient response : KPTCL informed that they will check up and

come back. KPTCL informed that they are also conducting meetings

with generators. Hydro units responded.

JSWL: responded.

(ix) TSGENCO: KTPS Unit VIII: 800 MW: less response: TSGENCO

informed that there is a need for correction in the logic which had

been taken up with OEM and would be rectified quickly.

KTPS Stage VI: 500 MW unit responded well

KTPP: one unit under RSD. Other unit: 500 MW 28 %. Was

operating at partial load.

Singareni units showed no response. Units were under partial load.

SRLDC informed that earlier also Singareni units were not

responded.

(x) TANGEDCO: All thermal units responded at an average level.

SRLDC informed that during testing at NLC base frequency was kept at

50.02 Hz instead of 50 Hz.

Conclusion:

a) By next OCC all generators may review the logic implemented in each

units. The logic implemented in NTPC, Ramagundam, Simhadri and

NTECL vallur etc had been shared to all in earlier Meeting minutes and

also it is available in SRLDC Operating Procedure also. All the

generators may take these as reference and the same may be

implemented in their units.

b) All the generators may present on the logic implemented at their units

and may examine whether modification is needed.

c) SE(O), SRPC had informed that a separate Meeting for the analysis of

RGMO may be convened shortly as was the practice earlier.

d) SRLDC requested all the generators to furnish the response whenever

incident is posted and the consolidated response needed to be submitted

to CERC.

9. Automatic Demand Side Management Scheme (Petition No. 250/MP/2012)

& GSES (Petition No. 265/MP/2012)

(a) It was noted that all states had implemented revised ADMS logic. (Alarm at

49.90 Hz and below for 10 minutes, Trip at 49.85 Hz, Min DSM limit for

15 Minutes).

(b) ADMS feeders may also be mapped, for enhanced visualization and

analysis of ADMS operation. All states were requested to identify

additional feeders which could be tripped through SCADA rotationally with

load relief of (OD-Max dev limit). Any loads tripped under ADMS should

be brought back only under the directions of SLDC keeping in view the

frequency, overdrawal etc.

(c) It was noted that the States could support the ADMS relief (feeder tripping)

through SoE. Incidence can be validated accordingly.

(d) The following were noted in the 180th meeting of OCC:

(i) SRLDC had expressed concern that no states are giving updates on the

status of ADMS incidences. SRLDC had suggested that ADMS

feeders may be mapped to SCADA.

(ii) KPTCL had informed that feeders identified are more and individual

mapping is difficult and opined that as group mapping may be done on

area basis.

(iii) KSEBL had informed that ADMS scheme is covered under Innovative

Project funded through PSDF. Within two to three weeks scheme will

be taken over and commissioned. A separate server will be available

for ADMS and information can be fetched from this server. All the

information like initiation of ADMS tripping signal, list of feeders

tripped, quantum of relief etc would be available in the server. The

system will assure the required quantum of relief also. If at first

tripping required quantum of relief was not realized, system will

initiate another sequence of tripping. ADMS feeders are not mapped to

SCADA.

(iv) ED, SRLDC had suggested that KSEBL may share these details to

other states. He requested all the states (AP, TS and TN) to take an

immediate initiative in this regard so that at least by this month end

area-wise monitoring is possible.

(v) APTRANSCO had informed that the analysis had made for the

incidences during the month of May 2021. With respect to incidences

during June 2021, analysis will be carried out and observations would

be furnished shortly.

(vi) KPTCL had informed that w.r.t KPTCL around 3000 feeders are

identified for ADMS tripping. DISCOM-wise relief may be obtained.

If in need feeder wise mapping also may be carried out.

(vii) AP, TS and TN would explore the possibility of mapping the ADMS

feeders to SCADA and the status may be updated to SRLDC/SRPC

within a month. In case feeder wise mapping is not possible, area

wise/DISCOM wise grouping may be done and monitored.

(viii) TSTRANSCO to furnish the list of feeders identified for ADMS

scheme at the earliest.

(ix) States are requested to extend the status points to SRLDC whenever

ADMS are acted.

(e) SRLDC vide E-mail dated 03.08.2021 (Annexure-9.e) had furnished the

ADMS incidences during July 2021. It was noted that there was total of 10

instances matched for ADMS tripping—(AP-5, TS & KAR- 2, TN-1).

(f) The following noted in the meeting:

a) APTRANSCO informed that during the incidents for June & July

2021(till 09.07.2021) there was no ADMS tripping observed in AP

system due to nonfunctioning of the logic. M/s GE had rectified the

issues and the logic had been enabled on 09.07.2021 and healthiness is

checked every day morning and evening. ADMS was acted for one

incident two days back (08.08.2021). And also mapping of feeders under

ADMS to SCADA is completed and visibility had checked on

04.08.2021. He informed that APTRANSCO vide communication dated

05.08.2021(Annexure-9.f) had submitted a report in this regard.

b) DE, TSTRANSCO informed that only 20 MW relief was obtained for

the incident on 06.07.2021. There were some configuration changes like

LILOing, radial to grid connected etc to the feeders identified for

ADMS. Review had been carried out and new feeders have been

identified which is under management approval. As and when approval

is obtained, the same would be implemented and informed to

SRPC/SRLDC accordingly. SRLDC requested TSTRANSCO to furnish

the details of ADMS operation on 06.08.2021 which was agreed by

TSTRANSCO.

c) KPTCL informed that ADMS was acted for the two incidences in July

2021 and the details would be furnished today itself (10.08.2021)

d) TANTRANSCO informed the following regarding the ADMS operation

on 24.07.2021.

Group I acted time : 19.36 Hrs -Load relief :160MW

Group II acted time : 19.41 Hrs -Load relief :180MW

Group III acted time : 19.46 Hrs -Load relief :94MW

Total Load Relief :434 MW

e) SRLDC requested all the constituents to furnish the details of ADMS

operation for the previous month by 5th of current month.

f) W.r.t ADMS SCADA mapping KSEBL informed that ADMS scheme as

intimated in the 180th OCC meeting will be in place within two weeks.

TANTRANSCO informed that they have mapped the feeders to

SCADA. KPTCL informed that AGMS feeders had been mapped to

SLDC SCADA and the same needed to be extended to SRLDC.

Mapping of feeders on ESCOM wise is given priority and later on feeder

wise mapping would be taken up.

10. Grouping of loads (IEGC clause 5.4.2 (e))

Regulations in respect of Grouping of loads to be complied by all the concerned

utilities.

11. LVRT Implementation / Status review of Pending points as discussed in 4th

RE/LVRT meeting

Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC

Secretariat are being communicated to Hon’ble CERC in this regard to monitor

the installation and performance of LVRT installed on existing WTGs as per

the directives of Hon’ble CERC.

SRPC noted that TANTRANSCO is not updating the information regarding the

SCADA Availability compared to the installed capacity. TANTRANSCO was

requested to furnish the information at the earliest so that LVRT report may be

furnished to CERC incorporating the same.

All the States are requested to furnish the Quarterly Reports in the

specified time period.

12. Implementation of SAMAST by State Utilities

The following had been noted in the previous meetings of TCC/SRPC:

a) APTRANSCO had informed that sanction of grant from PSDF has been

received but funds were yet to be received. They were in the process of

preparation of software requirement specification for calling tenders.

b) KPTCL had informed that SAMAST project has been approved by PSDF

and 9 Cr has been sanctioned from PSDF. Tendering process is under

progress.

c) KSEBL had informed that they had submitted DPR (Rs 53 crores) to

NLDC for funding from PSDF and requested for expeditious approval of

the scheme.

d) TANTRANSCO had informed that out of 13 modules, 6 modules viz.

Scheduling, DSM, Metering, Grid Connectivity, Entity User Management

and RPO were completed/in progress. For remaining 7 modules

development work was completed and testing is in progress. It will be

implemented within two months.

e) TSTRANSCO had informed that SAMAST DPR (around Rs.50 Crores)

was submitted to the Techno Economic Committee of PSDF long back.

The DPR was revised multiple times. The amount was reduced to Rs. 45

Crores. It was understood that the number of meters would be restricted

for funding. TSTRANSCO would not be in a position to go ahead with

SAMAST implementation if funding for metering reduced.

f) The following noted in the meeting:

APTRANSCO: Hardware tendering is under process. Software

requirement also being prepared.

KPTCL: LOI has been issued.

KSEBL: Tendering for meters completed. Software part is in the final

stage. .

TANTRANSCO: Testing is under progress. Time frame of

implementation would be updated.

TSTRANSCO: Single line diagrams for S/Ss and Generating stations

which would be submitted shortly. On a query to SE(O), SRPC

TSTRANSCO informed that earlier request was to furnish the Grid map

which was already submitted. NLDC is insisting on some undertaking

also. SE(O), SRPC clarified that all the requirement for PSDF funding/

clarification sought needed to be fulfilled by TSTRANSCO and requested

to expedite the action.

All the states are requested to furnish the status update on the

Implementation of SAMAST.

13. Automatic Generation Control (AGC) Central Sector implementation

(a) As per CERC Order dated 28.08.2019 all ISG stations whose Tariff is

determined or adopted by CERC should be AGC-enabled before 28th

February 2020.

(b) In the 9th Meeting of NPC, RPCs were requested to furnish the status

update of the implementation status on monthly basis.

(c) Status update as on 31.07.2021 is as below:

(i) CEA/MoP is seeking updated information in respect of implementation of

revised FGD installation/ESP Up-gradation Plan and the regular updated

All the concerned to comply with norms, as per CPCB timelines and changes

thereof since the activity is monitored by Hon’ble Supreme Court /

Government.

16. PSP- daily Demand and Consumption pattern

CEA had sought daily Demand and Consumption pattern and the reasons for

significant variations w.r.t last year and past few days. The format in this regard

has been communicated to States and SRLDC by mail dated 21.04.2020 by

SRPC.

All the states were requested to furnish the information on regular basis.

17. Category-wise Consumption Pattern

CEA vide E-mail dated 17.03.2020 had sought category-wise consumption of

electricity in the States/UTs. RPCs had been requested to discuss/collect the data

in OCC meetings on a regular basis in the prescribed format.

communication. It was emphasized that the information needed to be put up to SRPC/TCC

forums.

19. REMC Project under SR SLDCs

The following were noted in the 180th OCC Meeting:

(i) TSTRANSCO informed that SAT is under progress. Few issues had been

cropped up, the issues pointed out had been taken up with PGCIL & ABB

and works are going on.

(ii) APTRANSCO vide communication dated 05.08.2021(Annexure-19.ii)

had informed that AP has opened a separate Bank Account and requested

M/s.PGCIL to intimate the prescribed formats in which the Contractor’s

bills are to be submitted (along with other relevant information if any to

be submitted by AP) for release of REMC grant from Ministry of Power

(MoP) through M/s.PGCIL to the said Bank Account.

SRLDC informed that the status would be updated shortly.

20. Compliance of CEA Regulations for Grid connectivity of RE Sources

The updated status on RE SCADA availability as noted in the 181st Meeting of

OCC is at Annexure-20

All the states are requested to update the status to SRPC on monthly basis.

21. Black Start Procedure

a. Point to point mock exercise for black start to be carried out by all

constituents.

b. Mock drills conducted in June 2021 are to be furnished.

c. Mock drills scheduled for August 2021&September 2021 to December 2021

were to be furnished.

In the 180th Meeting of OCC, SRLDC had informed that they had shared a

Google Sheet to fill the details regarding the schedule for Mock Drills. Entities

may update in the same.

In the Meeting, SRLDC informed that except AP & TS, all other states needed

to update the Google spread sheet.

22. Bus Bar Protection (BBP) scheme at 400/ 220 kV Kalapaka Substation.

(i) APTRANSCO vide letter dated 02nd August 2021 (Annexure-22.i) had

requested for approval to keep 400kV bus bar out of service till

commissioning new M/s Siemens numerical bus bar scheme at 400/220 kV

Kalapaka substation as a part of Retrofitting works in place of existing old

M/s ABB make RADSS static 400kV Bus bar protection scheme.

(ii) In the meeting, APTRANSCO requested to BBP at 400 kV Kalpaka S/S

out of service for two months to undertake replacement works of the

existing BB Protection with Numerical BBP

(iii) After deliberation, OCC agreed to keep out of service BBP at 400/220 kV

Kalpaka S/S to undertake replacement works of the existing BB Protection

with Numerical BBP.

23. Items for Information:

(i) CEA has issued the minutes of the 10th Meeting of NPC held on 09.04.2021

(Annexure-23.i).

(ii) Member (GO&D), CEA has taken a Meeting on 29.07.2021 with SLDCs of

AP & TN on RE curtailment. He had expressed concern regarding

curtailment of RE and advised for compliance of IEGC Clause 5.2u strictly

by all the entities.

(iii) CEA vide E-mail dated 28.07.2021 had requested all RPCs to inform the

states/ utilities to comply with the MoP orders dated 2nd July 2020 and

18th November 2020 (Annexure-23.iii) regarding Testing of Equipment,

components and parts imported for use in the Power Supply system and

network in the country to check for any kind of embedded malware/trojans

/cyber threat and for adherence to Indian standards.

(iv) Central Transmission Utility of India Limited (CTUIL) vide letter dated 01st

July 2021 has intimated that CERC vide Record of Proceeding (date of

hearing: 25.06.2021) in Petition No.200/MP/2019 has directed CTU to

coordinate with Secretariat of SRPC to hold the RPC meeting within 15

days from the date of issuance of Record of Proceeding to discuss the

developments and implementation of the transmission scheme in phase-

wise manner with the constituents of Southern Region. CTU has also been

directed to file the minutes of the meeting within a week thereafter.

Accordingly, a Special SRPC meeting was convened on 14.07.2021 to

deliberate Transmission scheme for integration and evacuation of 18.5 GW

REZ. The Minutes of the meeting is available at SRPC website.

(v) CEA had communicated regarding the Chinese Machine Vision (MV) and

expanding Chinese CCTV footprints in India. It is requested that the

comments may kindly be furnished to CEA at the earliest.

24. Grid Highlights July 2021

(i) Frequency remained within IEGC range during July 2021 (49.90 - 50.05

Hz) for 75.54 % of time. Average frequency for the month was 50.00 Hz.

(ii) Frequency remained below 49.90 Hz for 5.18 % of time during July 2021.

(iii) Frequency remained above 50.05 Hz for 19.28% of time during July 2021.

(iv) 2 MW of Solar energy commissioned by M/s Garrison Engineer (M/s

Military Engineer service), INS Kalinga (Navy) Bheemunipatnam (M),

Visakhapatnam District on 19.06.2021(APTRANSCO).

(v) 1 MW of Solar energy commissioned by Kanti Brothers oils Pvt. Limited,

Kallur, Kurnool District on 31.07.2021( APTRANSCO).

(vi) 2 MW of Solar energy commissioned by Kanti Brothers oils Pvt. Limited,

Kallur, Kurnool District on 31.07.2021(APTRANSCO).

25. Conclusion:

Member Secretary I/c, SRPC thanked all the officials participated in the

deliberation. He requested all the members to comply with the

decisions/recommendations arrived in the Meeting. He observed that the inputs

received in this meeting would be helpful for the ensuing TCC/ SRPC meetings.

26. 182nd Meeting of OCC
