1. Welcome, Call to Order, and Room Introductions
The meeting was called to order by Secretary Lewis Schiliro at 0900 hours. He
informed everyone that the City of Wilmington’s new maritime boat presentation
ceremony was taking place this morning. Secretary Schiliro requested that Major
Monroe Hudson brief members on a success story from our “See Something – Say
Something” campaign relating to a recent shooting.

Director Turner made a motion to approve the minutes as presented, which was
seconded by Warren Jones and unanimously approved by voting members of the
Council.
Kurt Reuther briefed everyone on his discussions with DAG Tom Ellis concerning the
Council’s executive sessions with these meetings subject to Delaware’s Open Meeting
Law. Kurt and Tom are working on a way to ensure compliance while still being able to
brief members on sensitive information. Kurt contact members in advance of the meeting
to advise them to keep their briefings at the least restrictive level in order to avoid having
to enter into executive session.

4. PUBLIC SESSION – Agency Briefings & Recurring Business:
Director Jamie Turner briefed everyone on Delaware Emergency Management Agency activities
since our last meeting.
FY07 Grants were closed on June 30th with Delaware returning approximately $1,631.00
FY08 & FY09 Grants have approximately $160,000 outstanding for local subgrantee levels.
Jamie is planning to speak with Delaware’s Congressional staff on Thursday.
FY11 Funding was approved and Jamie is awaiting the FY12 award notice.
The Region 5 specific studies are due December 31 which requires Delaware to (2) Identify
& evaluate Delaware’s Emergency Operations Plan (submitted yesterday) (3) Analysis of
equipment and training purchased/provided with Homeland Security Funding both in-state
and out-of-state. (4) Submission of the State Preparedness Report by 12/31 (5) Submission
of the THIRA Report covering impact core capabilities and target capabilities that were
covered during the August meeting where 5 threats were identified: Homeland Security,
Cyber-Security, HazMat, Pandemic, and Coastal Flooding. (Expected completion is
sometime in mid-November.
Delaware completed their recent federal Radiological Emergency Plan (REP) Exercise
without any deficiencies noted.
DEMA staff supported the Department of Natural Resources & Environmental Control
(DNREC) on an Energy related Tabletop Exercise on Response & Recovery, handled 9
federal disasters in the state with multiple appearances and staff support, and completed a
successful COOP exercise completely evacuating their building in 17 minutes and being up
and running at their COOP site within 21 minutes. Secretary Schiliro congratulated Director
Turner on his staff’s performance.
DEMA staff developed an electronic system to share information with New Jersey.
Captain Pete Sawyer briefed members on international, national, regional, and local security events
that occurred since our last meeting.
Intelligence communication notes an increase in homegrown violent extremist activity with 11
events occurring in 2012.

o September – Chicago JTTF & FBI arrested an 18 –year-old subject for an attempted
car bomb plot outside a Chicago bar.
Homegrown extremists often do not always have a terrorist nexus. He advised everyone to
review last week’s Hometown Security Training Bulletin on Active Shooter prevention noting
that the Department of Safety & Homeland Security and DEMA websites have an Active
Shooter Prevention Video. Secretary Schiliro sent correspondence to all state department
Cabinet Secretaries recommending that they encourage every state employee to view this
video.
Captain Sawyer briefed members on the recent uprising provoked over the satirical style of
the Innocence of Muslims Film noting that 37 Embassy protests have occurred with an
additional 5 planned. While there were no indications of protests in Delaware our federal
partners are keeping a close eye on any threat against Jewish Communities. The Anti-
Defamation League is disappointed in rumors linking them to the film.
Captain Sawyer provided a briefing on Delaware’s See Something Say Something
Campaign. Bob Prettyman suggested trying to supplement our outreach to business and
ports on this important campaign. Citizen Corp provides great support with outreach
activities.
Kurt Reuther & Captain Sawyer met June 9 at Troop 2 with U. S. Attorney for community
outreach involving various agencies and both feel that outreach activities and partnerships
are very important. Kurt provided outreach with some of Delaware’s Banks last year and
plans to do it again this year. Kurt emphasized the importance of reporting suspicious activity
to Delaware’s Anti-Terrorism Tip Line by calling 1-800-FORCE-1-2 or for those without the
alphanumeric characters on their phones the number is 1-800-367-2312.
Secretary Schiliro was amazed at the level of hate that is still present 14 years later. He stated
that our first Community Outreach & Partnership Briefing was very successful informing everyone
that Kurt is working on our second Private Sector Threat Briefing.
Elayne Starkey provided a Department of Technology & Information (DTI) PowerPoint presentation
on Cyber Security. Additionally Elayne briefed members on cyber security issues statewide.

Easy Pass DE was impacted by hacktivism.
October is National Cyber-Security Awareness Month.
DTI will host a Community Cyber Conference day-long event with the City of Wilmington and
Dover on February 6, 2013.
State and local staff are participating in a Cyber COOP Boot Camp sponsored by the
University of Texas, San Antonio.
Elayne hopes that members present recognize the significant achievement of their
information technology personnel who successfully completed the CISSP Boot Camp as this
certification is a highly coveted security certification.
Elayne briefed everyone on COOP and cyber security activities with State of Delaware
agencies, City of Dover, City of Wilmington, Delaware National Guard, and Dover Air Force
Base.
She provided the COOP Quarterly briefing noting completion of Tier 1 organizations that
completed the entire cycle by the end of last year. DelDOT and the DOC are still in
progress. Tier 2 Organizations are completed with Department of Health & Social Services
(DHSS), Office of the Chief Medical Examiner (OCME), Office of the State Financial
Manager (OSFM), Office of Management & Budget (OMB), Department of Finance (DOF),
and the Department of State (DOS) still in process.
Delaware received the 2012 National Cyber-Security Innovation Award for their Certification
Program for State Information Security Officers (ISOs).
Ed Klima briefed everyone on Dover Motorsports Inc. activities since our last meeting.
Ed noted that Friday’s Fall NASCAR Event did not have a great deal of changes although
they changed a few things with Saturday and Sunday proceeding under standard operating
procedures.
Dover’s Summer Music Festival went extremely well and provided a strong economic impact
for central Delaware. This event has the potential to grow. He stated that they are bringing it
back next year. Their After Action Review brought a few things to light to work on prior to
next year’s event. Secretary Schiliro complimented the excellent coordination of security for
this event.
Kurt Reuther provided the Division of Public Health Briefing that Steve Blessing sent in advance
via email due to a schedule conflict.

Delaware has one fatality from their West Nile cases. Public Health Preparedness are
watching West Nile cases but stated they are seeing anomalies not a trend so they do not
have a high level of concern at this time.
No up-ticks in reporting of influenza cases with this year being very quiet so far.
Kurt Reuther provided the Homeland Security briefing for members.
Strategy – Working to provide threat briefings to partnering agencies and organizations.
Delaware’s strategy focuses on natural, technological, chemical and natural hazards,
cyber-security, and public health and terrorism nexus events. Delaware’s “See Something,
Say Something” Campaign needs refocusing and emphasis in order to avoid citizen
complacency.
(a) It is very important to focus back to Department of Homeland Security reporting areas of
commercial facilities, malls, government facilities, banking and finance organizations,
transportation, cyber security and the persistent threats of homegrown terrorism.
(b) Kurt briefed everyone on Delaware’s planning and mitigations activities the THIRA and
State Preparedness Report emphasizing the need for new talks as DEMA is not alone in
preparing the plans and reports. Kurt stressed the need for a true partnership between
DIAC, DTI, and Delaware League of Local Governments (DLLG) with DEMA as the
facilitator.
Captain Sawyer briefed everyone on the DIAC.
DIAC Governance – Captain Sawyer provided a presentation on the State Standing
Information Needs Strategy (SINS) and Priority Requirements stating that the DIAC cannot
collect and report on everything. He asked members to go back to their organizations and
have a discussion with their key personnel and then requested that they send him
information and priority requirements needs for their organizations focusing on Delaware’s
7 core areas including (1) criminal, (2) organized crime, (3) homeland security threats, (4)
critical infrastructure (CI) and key resources (KR), (5) suspicious activity identification
including analysis of reports of activity, (6) maritime domain awareness, and (7) threat
information – Officer/First Responder (OFR) Bulletins, See Something, Say Something
(SSSS), SINS, and fluid topics.

Secretary Schiliro stated that Delaware is constantly at odds on how best to deploy our
resources especially with Wilmington Homicides trending upward. Deployment of
resources involves risk patterns analysis and balance.
Kurt stated that Delaware’s Strategy document covers the 2012 – 2014 timeframe. Kurt will
provide hardcopies to member partners to review noting that this document is always a
work in progress. As we move into FY 13 policies an annual review is pending. Kurt would
like our partners to weigh-in on revisions to this important document and is compiling a list
based on analysis. Kurt requested member’s input requesting that they contact him to
provide their input. Following several questions Kurt provided an example stating the need
to maximize use of the Geographical Information System (GIS) for a common operating
picture of 9-1-1 data and the push to include private sector CI/KR to enhance exchange of
information and during emergencies to allow better coordination and understanding of
information received.
Kurt and Captain Sawyer are working on SINS and identifying what role if any the DIAC
has during an Emergency Operations Center (EOC) is activated for emergencies. The
DIAC CI/KR representative Ron Bounds could use the DIAC website to aid information
sharing during emergencies. A representative from the DIAC will staff the EOC during
future EOC activations. Captain Sawyer is currently working on outreach to our partners
encouraging them to sign-up and disseminating requests for standing information needs.
DEMA is aware of potential hazards with chemical storage located under the same roof
being a huge asset. Kurt again emphasized that this is a pilot program and they will tweak
it as necessary.
Director Turner mentioned that there are a myriad of systems and programs to access and
deal with and reminded everyone not to work to reinvent the wheel. Jamie is working with
the Situation Unit in the Planning Section. Kurt emphasized the benefit seen from including
organizational resources at the EOC during activation. As private sector issues continue to
amass, truly understanding the need is key with limited resources as the DIAC and DEMA
staff is stretched. This is why it is so important to work to understand CI/KR private sector
needs.
Secretary Schiliro reminded everyone that the next Private Sector Briefing is scheduled for
October 17 at Wilmington University and will include:

Kurt Reuther recognized DSPs new Mounted Unit.
Secretary Schiliro discussed the active shooter issue mentioning the development of a state policy for
handling active shooter incidents for employees. He disseminated the policy to all Cabinet Secretaries
and the Attorney General’s Office. He is willing to share the policy upon organizational request. DSHS
and DEMA both have an active shooter training video on their websites.
Governor Markell signed the Comprehensive School Safety Plan legislation. Over the next 4
years all schools in Delaware will develop and operate under a common school safety program.
DSHS is working on acquiring a database to house the information at the Department of

Education. Deputy Principal Assistant Randall Hughes will visit schools to begin to draft a plan
for each school. Delaware is the FIRST state to require all public schools operate under a
common safety plan. The plans are geared to the true first responders in our schools.
Director Jamie Turner reminded everyone that DEMA staff is part of the Delmarva Emergency Task
Force.
Delaware is predicted to have near normal temperatures with normal to above normal
precipitation levels from December through February.
Jamie attended a Los Angeles, CA Tabletop as a member of the IAB. Their report involved
multi-location and types of incident attacks.

Kurt Reuther advised members that Captain Malloy from the Delaware National Guard
received overseas orders.
Dwayne from DelDOT advised that they are expecting approximately 130,000 attendees to the
rural location for the Annual Punkin Chunkin with that figure growing approximately 30%
annually.
Dwayne also advised that the Delaware State University (DSU) Homecoming activities and the
annual Family Emergency Preparedness Day are both scheduled for this weekend with
Preparedness Day being held this year at the Delaware Agriculture Museum and Village located
next to the southern end of DSU and attendees utilizing DSU parking lot. This will greatly
increase traffic congestion in this area for people traveling north and southbound as well as
those headed to Dover Downs.
Bethany Beach is hosting a triathlon this weekend.
ACTION ITEMS
Secretary Schiliro requested that Kurt add to the HSAC Agenda the need to craft legislation
requiring reporting of events when expected attendance exceeds 20,000 people. This is needed to
assist with the deployment of resources for simultaneous multiple events occurring within the state.
Ed Klima is not a big proponent of over regulation and stated that the regulations already
exist but people are unaware of reporting requirements.
Gene Donaldson advised that in Delaware, DelDOT Traffic Management Center (TMC)
usually knows all of the events occurring although this information is not currently shared

with the DIAC. Gene will work with Kurt and Captain Sawyer to open the flow of
communication. The current notification process is through DelDOT.delaware.gov with an
interactive map available with any incidents. DelDOT is working to build a system to share
the information with other state agencies. The application is in Beta testing for availability
through smartphones. Gene suggested holding an HSAC meeting at the DelDOT/TMC to
enable him to show members the data that is shared with Dispatch Centers. The TMC is
part of the CAD system that provides information electronically. Kurt, Gene, Dwayne and
Ed Klima will arrange to brief Delaware Emergency Medical Services Oversight Committee
(DEMSOC) members at a future meeting.
