THREATS TO AVIATION

Threats to Aviation have persisted and

diversified.

Since Autumn 2015:

• Two attempts to bring commercial aircraft down with IEDs

• Two major attacks on commercial airports (outside conflict

zones)

• Multiple uses of MANPADS by terrorist groups on military

aircraft

• Middle East: ISIS, al-Qa’ida, and affiliates

• Africa: AQIM, al-Shabaab, Boko Haram

• Europe/Russia: Returning Syrian Foreign Fighters,

ISIS/AQ-inspired Lone Wolves

• USA: Homegrown Violent Extremists, ISIS/AQ-inspired

Similar to program conducted at 450 US Airports

5 Day Program conducted in cooperation with host nation

Host nation participation strongly encouraged

Exposure of program provided for host nation participants to

continue the process

Physical approach

Mitigation Strategy discussions only if requested

Not shared with any other country

MANPADS ASSIST VISIT (MAV) PROGRAM

International MANPADS Assessment

Tool

Originally approved in 2004

Available to all member nations

Three step process outlined

Updated in July 2015

Includes Other Standoff Weapons

Threats

– Rocket Propelled Grenade Launchers

– Mortars

– Sniper rifles

– Anti-Tank Guided Missiles

Includes Mitigation Strategies

USA uses similar Process

MAV TRAIN-THE-TRAINER (T3) PROGRAM

Joint effort with host nation

Coordinated through the TSA Representative and US Embassy

Shared methodology/protocols

3 Day intensive program conducted in cooperation with host nation

2 days of classroom instruction / 1 day field work

Provides detailed instruction on developing internal National

MANPADS assessment/mitigation program

Physical approach

Can be combined with MAV – 10 day total program

Not shared with any other country

Uses ICAO Assessment process

Certificate issued at completion of course
